Dear Len,

At the October 14,2004 and November 4,2004 meetings of the Committee on Academic Planning and
Budget (APB), the Committee reviewed the proposal for potential changes to the Development Office
funding model submitted to the Chancellor during the 2004-05 budget review process. The Committee's
recommendations regarding this proposal, which are an addendum to our July 28, 2004 response to
budgetary reduction plans of the Schools of Medicine, Dentistry, Pharmacy and Nursing and the Offices of
the Vice Chancellors, are as follows:

       1. The Development Office serves an essential function and requires an operating budget that enables it
          to accomplish UCSF's fundraising goals.

      2. The 6% "gift tax" is a discouragement to donors who want assurance that all of their donation will
         be utilized for the intended purpose. The Committee recommends this fee be phased out altogether.

      3. The revenue received from the gift tax should be replaced, in part, by having an increased proportion
         of the Short Term Investment Pool (STIP) retained to support the operating budget of the
         Development Office of the UCSF Foundation. The Committee recommends the STIP assessment be
         increased up to 65%.

      4. The Committeerecommendsthat when revenues fromthe STIP assessmentare insufficientto fund
         the DevelopmentOffice that additionalrevenue be derived from a spending fee of up to 1% to be
         collected on all moneys spentby the fund's controllerat the time the funds are used. The Committee
         recommendsthat gifts alreadychargedthe 6% gift tax not be subjectedto the spending fee.

      5. The Committee respectfully requests the opportunity to review the performance of the new funding
         model at the beginningof the 2006-07 academicyear.
