A yea vote was a vote in favor of considering full funding of the Mississippi Adequate Education Program on the first
day of the session. Taking up an appropriations vote on the first day of the session requires suspension of the rules.
 Suspension of rules requires a 2/3 majority and is a common procedural vote. A nay vote was a vote to disallow
        the vote and to delay considering full funding of the Mississippi Adequate Education Program.

In the 2006 legislative session, legislators were concerned about the effect Hurricane Katrina might have on
revenue. In response to this concern, a bipartisan measure was adopted that called for full funding of the
MAEP with the provision that, were funds not available, a four-year phase-in would be enacted. The House of
Representatives passed this legislation, the Senate concurred, and Governor Barbour signed the bill.
Legislators determined that sufficient funding was not available, and the phase-in was enacted. We now know
that revenue has come in well above those projections and that sufficient funds were, indeed, available.
