TERMS OF REFERENCE EAC/50/06 Drinking Water Distribution Service Contracting Authority: European Commission 1. GENERAL INFORMATION
In order to improve the welcome provided to visitors who come to the Commission for organised visits, meetings of experts and conferences and for the general well-being of its staff, the Directorate-General for Education and Culture would like to install water dispensers inside its meeting rooms and on all floors in its three buildings, namely: Madou Plaza, the Central Library in rue van Maerlant and the Executive Agency in rue Colonel Bourg. To do this, the DG EAC plans to conclude a framework contract for the leasing of water dispensers (cold and room-temperature water) with built-in cup holders and the supply of water bottles with a capacity of approximately 18.9 l and transparent cups with a capacity of 20 cl. 2.. 2.1 CONTRACT OBJECTIVES AND EXPECTED RESULTS General objectives
This contract forms part of a project that aims to improve facilities in meetings and conferences and boost the well-being of staff in the workplace by installing water dispensers. To this end, it is planned to install one water dispenser in each main meeting room and on each floor where there are DG EAC offices in the three buildings concerned. The three buildings where the service will be provided are: - 1 Place Madou (MADO); - 135-139 rue Colonel Bourg (BOUR); - 18 avenue Van Maerlant (VM18).

Specific objectives
The objective of this contract is as follows: The leasing of water dispensers (cold and room-temperature water) with built-in cup holders to be installed in 3 sites and the supply of water bottles with a capacity of 18.9 l

and transparent cups with a capacity of 20 cl. A storage rack for 3 bottles will be needed for each dispenser. The approximate requirement is as follows: - 68 storage racks, each storing 3 bottles (one rack for each dispenser); - 4 000 bottles of water a year (with a capacity of approximately 18.9 l); - 68 dispensers of cold and room-temperature water (one for each floor and one in each main meeting room); - 400 000 cups a year. The principle: to provide water dispensers, including installation, technical service, maintenance and the punctual delivery of bottles and cups. Supplies must be provided free of charge to the various floors of the Commission buildings. 2.3 Results to be achieved by the contractor

3.1.1 Project description Installation of water dispensers, a supply of bottled drinking water and cups. 3.1.2 Geographical area to be covered Three Commission buildings in Brussels, namely: Madou Plaza, 18 rue Van Maerlant, the Executive Agency at 135-139 rue Colonel Bourg. 3.1.4 Target groups Distributors of bottled drinking water. 3.2 Specific activities
Installation of drinking water dispensers in all the meeting rooms and on the floors of the buildings occupied by the DG EAC, namely: 1 Place Madou, 18 rue Van Maerlant, 135139 rue Colonel Bourg. The supplier shall be responsible for the technical service, the maintenance (periodic cleaning) and the punctual delivery of the water bottles and cups.

3.3
Project management
3.3.1 Responsible body Unit EAC 05 “Administration of documents and logistical support” of the Commission’s Directorate-General for Education and Culture is responsible for managing the contract where the EAC is concerned and Unit EACEA/R1 is responsible with regard to the Executive Agency. 3.3.2 Facilities to be provided by the Contracting Authority and/or other parties - 68 drinking water dispensers/coolers (cold and room-temperature water); - 68 storage racks for the bottles; - water bottles with a capacity of 18.9 l; - cups with a capacity of 20 cl. 4. 4.1 LOGISTICS AND TIMETABLE Places of work
3 sites in Brussels, namely: 1 Place Madou; 18 rue Van Maerlant 135-139 rue Colonel Bourg. 4.2 Start date and period of execution
The contract enters into force on the date of signature of the contract by both parties. The duration of the contract shall be for two years, renewable (twice for one year each time), from the date on which the contract is signed.
