            Perth Common Good Fund Committee – 6 May 2009

               APPLICATIONS FOR FINANCIAL ASSISTANCE

             Report by Executive Director (Corporate Services)


Perth Common Good Fund Committee is requested to consider the undernoted
applications for financial assistance.


1.   RECOMMENDATION

     The recommendations detailed in the contents of the report be approved.


2.   APPLICATION

     a)    Breathe Easy Perthshire

           An application was received from Breathe Easy Perthshire seeking
           financial assistance towards the cost of their Summer Outing to
           Callander on 21 May 2009. The total cost for the 30 members amounts
           to £340 (Bus Hire £130 and Afternoon Teas £230). Under the current
           criteria of the Common Good Funds this application qualifies for a grant
           of £170 (50%).

           Recommendation

           It is recommended to award Breathe Easy Perthshire a grant of £170.

     b)    Gannochy Avenue Sheltered Housing Friday Club

           Twenty five pensioners from the Gannochy Avenue Sheltered Housing
           Friday Club are seeking financial assistance towards the cost of their
           Coach Trip to Pitlochry. The total cost of the trip amounts to £400 (Hire
           of bus £150 and High Teas £10 per person). Under the criteria of the
           Common Good Funds this application qualifies for a grant of £200
           (50%).

           Recommendation

           It is recommended to award Gannochy Pensioners Sheltered Housing
           Friday Club £200.

     c)    Perth Highland Games

           This is the annual request from Perth Highland Games Committee for
           financial assistance towards the cost of promoting the Pipe Band
           Competition at the event. It has been practice in the past few years to

     award financial assistance of £2,500 and this is the funding sought for
     this year’s event which will be held on Sunday 9 August. The Highland
     Games Committee has indicated that the award from Perth Common
     Good Fund will be reflected within the programme for the day.

     Recommendation

     Perth Highland Games Committee be awarded financial assistance of
     £2,500 towards the cost of staging the Pipe Band Competition on
     9 August 2009.

d)   Our Lady’s Afternoon Club

     Our Lady’s Afternoon Club is seeking financial assistance to take 33 of
     its members on a trip to Dunfermline on 8 May 2009. The total costs of
     the trip amounts to £844 which includes the coach hire, high teas and
     theatre tickets. This application qualifies for financial assistance to a
     level of 50% - namely £422 and this is the level of support
     recommended.

     Recommendation

     It is recommended to award Our Lady’s Afternoon Club a grant of £422
     towards the cost of its summer outing.

e)   Perth Indigent Old Mens Society

     Each year Perth Indigent Old Men’s Society takes approx 20 – 40 men
     on a summer outing during June. This year it is proposed to have a
     mystery tour which will cost £574 which includes coach hire and high
     teas. Perth Common Good Fund Committee is requested to consider
     financial assistance towards the cost of the outing. This appeal
     qualifies for financial assistance to a level of 50% - namely £287 and
     this is the support recommended.

     Recommendation

     Perth Indigent Old Men’s Society be awarded financial assistance of
     £287 towards the cost of its summer outing.

f)   Perth Sea Cadets

     An application was received from Perth Sea Cadets seeking financial
     assistance towards the cost of assisting cadets to go on a 3 week
     training course to T S Royalist. As the funding for the course was to be
     in place by the end of March 2009 a decision was required before the
     date of this meeting. The Executive Director (Corporate Services) in
     discussion with the Convener of Perth Common Good Fund Committee
     agreed to award financial assistance of £600, and this decision requires
     to be homologated.

     Recommendation

     The decision to award financial assistance of £600 to Perth Sea
     Cadets be homologated.

g)   Bowerswell Memorial Home Tenants Group

     Bowerswell Memorial Home Tenants Group wishes to take 35 of its
     members on a summer outing to Inverness on 11 September 2009.
     The outing includes hire of coach, high tea and a sail on the loch. The
     total costs amount to £1070. This application qualifies for financial
     assistance to a level of 50% - namely £535 and this is the level of
     support recommended.

     Recommendation

     It is recommended to award Bowerswell Memorial Home Tenants
     Group a grant of £535 towards the cost of its summer outing.

h)   Perth and Kinross Association of Voluntary Services

     Perth and Kinross Association of Voluntary Services are proposing to
     organise a community event on Perth’s Lesser South Inch on Saturday
     16 May 2009 called ‘Party in the Park’. The event will be a community
     based ’extravaganza’, entailing a Music and Dance Festival, Food
     Festival, Arts and Crafts Show and Trade Fair. A rolling programme of
     events will take place throughout the day, showcasing the wide range
     of talented individuals and groups within the area of Perth and Kinross.
     Radio Tay shall be broadcasting live from the event throughout the
     day.    The total cost of the project amounts to £8,925.             It is
     recommended that a grant of £3,000 be awarded in this instance
     towards the cost of children’s activities and free admission to the under
     12’s.

     Recommendation

     It is recommended that the Committee award a grant of £3,000 to Perth
     and Kinross Association of Voluntary Services towards the cost of
     children’s activities and free admission to under 12’s at the Services
     community event “Party in the Park” on 16 May 2009.

i)   Perth Academy Pupil

     A Perth Academy pupil is requesting financial assistance towards
     attending three training venues with the Scottish Under 16 Girls Field
     Hockey Union. The total costs amount to £772. Under the criteria this
     application qualifies for a grant of £100.

     Recommendation

     It is recommended to award the Perth Academy pupil a grant of £100
     towards attending training venues.

j)   George Street Association

     The George Street Association requested financial assistance towards
     holding a Victorian Fayre on the 2 May 2009. The intention was to
     create an event in the town that would grow and encompass the whole
     community, giving fun, creating wealth and benefiting a Charity each
     year. The group booked a town cryer, fire eater, balloon modeller, stilt
     walker, Punch and Judy and a magician. Various other acts joined in
     the fun as well. There were 27 local businesses involved. The total
     costs for the Fayre was estimated at £3,000 with the Association
     contribution being £1,450. The Perth City Centre Management has
     contributed £800. As a decision was required before the date of this
     meeting the Executive Director (Corporate Services) in discussion with
     the Convener of Perth Common Good Fund Committee agreed to
     award financial assistance of £800, and this decision requires to be
     homologated.

     Recommendation

     The decision to award financial assistance of £800 to George Street
     Association be homologated.

k)   St Columba’s High School

     This is a request from St Columba’s High School Parent Council
     seeking financial assistance towards the cost of hiring the Perth
     Concert Hall for the school’s last annual prize giving. This is the final
     event before the school becomes St John’s Academy in August 2009.
     The total cost of the event amounts to £1,600. This funding sought
     from this Committee is £400.

     Recommendation

     It is recommended to award financial assistance of £400 to St
     Columba’s High School towards the school prizes.

l)   Dalreoch Place Comfort Fund

     This is a request from the Dalreoch Place Comfort Fund which is
     proposing to take 31 tenants on a summer bus trip to Newtonmore on
     Tuesday 23 June 2009. The trip will include lunch and hire of bus.
     The total costs amount to £1,020. In accordance with the criteria this
     application qualifies for financial assistance of £510 (50%).

     Recommendation

     It is recommended to award financial assistance of £510 to Dalreoch
     Place Comfort Fund towards their bus trip.

m)   Perth City Club

     Perth City Club is proposing to take 98 of its members on a summer
     outing to Aberdeen. The outing includes hire of coach, high tea. The
     total costs amount to £1460. This application qualifies for financial
     assistance to a level of 50% - namely £730 and this is the level of
     support recommended.

     Recommendation

     It is recommended to award Perth City Club a grant of £730 towards
     the cost of its summer outing.

n)   Perth Academy Hockey Club

     This is an application from Perth Academy seeking financial assistance
     towards taking 40 1st year hockey pupils on their annual trip to Seamill
     Hydro, Ayrshire in May 2009. The total costs amount to £8,425. The
     Perth Common Good Fund is requested to consider financial
     assistance of £1,000 towards this cost. In accordance with the criteria
     this application qualifies for financial support to a level of £1,000 and
     this is the support recommended.

     Recommendation

     It is recommended to award Perth Academy a grant of £1,000 towards
     the cost of its annual hockey trip to Seamill Hydro, Ayrshire.

o)   National Youth Choir of Scotland

     Two Perth pupils recently auditioned along with hundreds of other boys
     from across Scotland, were accepted into the National Youth Choir of
     Scotland; National Boys Choir. The costs involved to attend the
     residential school in Musselburgh from Sunday 5 until Friday 10 April
     2009 was estimated at £375 per pupil. As a decision was required
     before the date of this meeting the Executive Director (Corporate
     Services) in discussion with the Convener of Perth Common Good
     Fund Committee agreed to award financial assistance of £100 per
     pupil. This decision requires to be homologated.

     Recommendation

     The decision to award financial assistance of £100 to each Perth pupil
     be homologated

p)   Letham Community Sports Club

     This application from the Letham Community Sports Club is to give 54
     youngsters (ages 8 – 11) their first experience of a sports tournament
     away from home. The children are preparing and practising to travel to
     Springbank, Buckie in North East Scotland to represent the City of
     Perth by participating in a prestigious national soccer competition. The
     total costs amount to £1,690 and the Club are requesting £1,000 from
     this Committee. In accordance with the Common Good criteria this
     application qualifies for a grant of £1000.

     Recommendation

     It is recommended to award Letham Community Sports Club a grant of
     £1,000 to participate in the Springbank Tournament, Buckie.

q)   Wednesday Tea Dance

     An application has been received from the Wednesday Tea Dance
     seeking financial assistance towards their summer weekend outing to
     Dunoon from the 19 – 21 June 2009 for 18 of its elderly members. The
     total costs amount to £1,782. In accordance with the Common Good
     Fund criteria the application qualifies for a grant of 50% namely £891.

     Recommendation

     It is recommended to award Wednesday Tea Dance a grant of £891
     towards the cost of its summer weekend outing.

r)   Headway Perth and Kinross

     Headway Perth and Kinross propose to take 49 members and their
     families on a summer trip to Oban on the 22 August 2009. The trip
     includes the cost of the bus hire, elevenses, a light lunch pack and high
     teas. The total costs amount to £1,100. In accordance with the
     Common Good Fund criteria application qualifies for a grant of 50%
     namely £550.

     Recommendation

     It is recommended to award Headway Perth and Kinross a grant of
     £550 towards the cost of its summer outing to Oban.

s)   Sanda Court Sheltered Housing

     Sanda Court Sheltered Housing is taking their residents on a day’s
     summer outing. The cost of the trip including lunch amounts to £660.
     The application qualifies for financial assistance of £330 (50%) and this
     is the support recommended.

     Sanda Court Sheltered Housing be awarded financial assistance of
     £330 towards the cost of their day summer outing 2009.

t)   Craigie Playgroup

     Craigie Playgroup requires to replace its wooden climbing frame to
     conform to Health and Safety Standards. This popular piece of
     equipment, which is composed of a climbing frame and slide, is
     approximately 10 years old. The equipment plays an important role in
     developing the children’s balance and co-ordination skills as well as
     being a great source of fun. The cost of the frame is estimated at
     £300.

     Recommendation

     It is recommended to award Craigie Playgroup an award of £300 to
     purchase a new climbing frame.


u)   Friendly Group Servite House Canal Street

     This is an application from the Friendly Group seeking financial
     assistance towards the cost of their summer trip to St Andrews on the
     23 June 2009 for 27 of its residents. The total cost of the trip amounts
     to £498. In accordance with the Common Good Fund criteria this
     application qualifies for a grant of 50% namely £249

     Recommendation

     It is recommended to award the Friendly Group £249 towards its
     summer trip to St Andrews.

v)   Fairfield Neighbourhood Centre

     The Fairfield Neighbourhood Centre is proposing to take 10 of its
     young people on a John Muir Tour in Perth starting Wednesday 8 July -
     Wednesday 12 August. The tour is to help them appreciate natural
     environments which they can use for recreational purposes. They shall
     be looking at different activities showing them how young people can
     enjoy outdoors without the need for a lot of money whilst educating
     them about looking after the environment. The group shall visit at least
     3 locations, one of these being the birthplace of John Muir and the
     other 2 shall be Kinnoull Hill and the Hermitage. The total costs amount
     to £450.

     Recommendation

     It is recommended to award Fairfield Neighbourhood Centre £450
     towards the cost of a John Muir Tour 8 July – 12 August 2009.

w)   Perthshire Brass

     Perthshire Brass has been invited to participate in the ‘Kulturtage 2009’
     by the leader of Aschaffenburg Cultural Department, Burkard
     Fleckenstein. The theme for the festival is Europe, and they have
     invited one group from each of Aschaffenburg’s partner cities. Under
     normal circumstances, the group would not travel two years in a row
     due to the amount of fundraising required. However, the group feel that
     it is an honour that the people of Aschaffenburg have chosen them and
     they would love to go over and represent Perth. The Festival 2009
     runs from Thursday 2 July – Monday 6 July 2009. Most of the band
     wishing to go to Aschaffenburg age ranges are 10 – 15 years and the
     group feel that without a substantial support the cost may prohibit them
     participating.

     Recommendation

     In normal circumstance an application for financial assistance for
     overseas trips would be £1,000. Perthshire Brass normally arranges
     overseas visits bi-annually and has not been specifically fundraising for
     a visit to Aschaffenburg. Under the circumstances, the invitation has
     come direct from Aschaffenburg for the band to represent Perth at a
     prestige event the Committee are requested to use their discretion and
     award a grant of £5,000 in this instance.

x)   Perthshire Photographic Society

     This is an application from the Perthshire Photographic Society seeking
     financial assistance towards the cost of their exhibitions for the Perth
     800 in 2010. It will consist of 100 images produced in the 2 years
     preceding the Celebrations, depicting the life, culture, commerce,
     industry and beauty of the town and countryside we live in.

     The exhibition will have its opening in the Perth Concert Hall exhibition
     area on 3 April 2010 where it will remain for a 2 month period. A digital
     version of the exhibition shall be displayed on the Threshhold Wave
     screens, where it will be shown throughout the remainder of the year,
     giving an ongoing presence of the exhibition in Perth. Following this it
     is proposed that the exhibition in Print Format will travel to Birnam Arts
     Centre and later in the year to Pitlochry, Crieff, Blairgowrie,
     Auchterarder and Kinross, and then to the smaller townships, Alyth,
     Errol and Comrie.

     When the exhibition has completed its round of venues it will be gifted
     to the Council’s Archive.

           The cost for the Perth event amounts to 70% of the overall costs i.e
           £17,295. The level of grant sought is £12,555 and using the 70% level
           as a guide, Perth Common Good Fund’s contribution would be £8,800.

           Recommendation

           It is recommended to award Perthshire Photographic Society an award
           of £8,800. This contribution to be met from the Perth 800 budget.

     y)    Letham Old People’s Club

           This is an application from the Letham Old People’s Club seeking
           financial assistance towards the cost of their summer trip on 2 June
           2009 to Anstruther and Kirkcaldy for 98 of its members. The total cost
           of the trip amounts to £1,502. In accordance with the Common Good
           Fund criteria this application qualifies for a grant of 50%, namely £751

           Recommendation

           It is recommended to award Letham Old People’s Club a grant of £751.

     z)    Tulloch Feel Good Factor

           This is an application from the Tulloch Feel Good Factor Group
           seeking financial assistance towards the cost of their summer trip to
           Blair Drummond Safari Park in July 2009 for 53 of its members. The
           total cost of the trip amounts to £462. In accordance with the Common
           Good Fund criteria this application qualifies for a grant of 50%, namely
           £231

           Recommendation

           It is recommended to award the Tulloch Feel Good Factor Group a
           grant of £231 towards their summer outing.


3.   STRATEGIC PRIORITIES

     The recommendation contained within this report is in accordance with the
     priorities of Perth Common Good Fund's criteria for financial assistance.


4.   RESOURCE IMPLICATION

     The recommendation contained within this report will be funded from the
     contributions to organisations provision for 2009/10.
