SOCRATES COMPENDIUM 2004 LINGUA ACTION 1 PROMOTION OF LANGUAGE LEARNING European Commission REFERENCE: TITLE: DESCRIPTION: 113922-CP-1-2004-1-DE-LINGUA-L1 Kick it - the Language Contest accompanying the World Football Championship 2006 Mit „kick it“, sollen Zehntausende von Jugendlichen den Nutzen und den Spaß von Fremdsprachenkenntnissen unmittelbar erleben. COORDINATOR: UNIVERSUM VERLAG GMBH & CO. Pupils will present their favourite (EU national) footballer(s) playing abroad, using as many European languages as possible. The presentations can take any form - brochures, websites, video films, collages, etc. These presentations of players are the basis for the “European Dream Team” that will be portrayed on the website. An international jury evaluates the presentations, with 55 tickets to World Cup games available to be won. Before watching the game, the winners will meet at a social event to enjoy the international multilingual spirit of football and all participants will receive a certificate. 38 000 teachers will receive the project materials, which include: a teacher’s manual with information about the contest and guidelines on how to incorporate it into lessons; interactive multi-language worksheets for students, showing that language learning can be fun when combined with football (e.g. riddles, multilingual crossword puzzles, multilingual interviews with footballers); classroom posters with information about the contest. A dedicated web portal will provide comprehensive information about the project and chart its progress. The project starts from the premise that, in a multicultural and multilingual Europe, it is necessary that language learners should be encouraged to value their existing partial competences in various languages and to develop new ones, to take responsibility for their own learning and to develop self-evaluation skills. Learning foreign languages increases the learners’ chances of social integration in their own country and in an international environment, as well as their opportunities for personal development. Standardising the levels of attainment in the field of language proficiency on the one hand, and raising the awareness of decision makers in the political and educational fields on the other, can help increase the mobility and employability of European citizens, irrespective of their country of origin and of the languages in which they have competences. To achieve this, the project addresses both decision makers and the wider public throughout Europe, based on co-operation with the media and a variety of other partners. It seeks to raise awareness about the Cyrillic and Greek alphabets, to demonstrate that a different script need not be an obstacle to language learning and to prove that learning a new script (as part of learning a new language) can be easy and entertaining. The project is addressed to people travelling to Bulgaria and/or Greece for business or tourist purposes. The project partners will produce leaflets and brochures presenting the Bulgarian and Greek alphabets and explaining at a very basic level how to use the most frequent Bulgarian and Greek phrases in everyday situations. Two films promoting the learning of Bulgarian and Greek will also be produced, the aim being to demonstrate that a survival language package can make you more confident in a foreign country. The project’s outputs will be widely disseminated in the partners’ countries and beyond. A key role in the dissemination will be played by “Bulgaria Air”, which will be able to reach a great number of travellers through its overseas offices and in-flight magazine. In addition, a number of promotional and awareness raising events will be organised in the partner countries and a three-round language competition will be conducted within the project. In the final round, the best players will use the survival language package to cope with typical situations in Bulgaria and Greece: ordering a meal, finding a particular place in the city, etc. COORDINATOR: EUROINFORM LTD. It also aspires to build tolerance and encourage mutual understanding and respect for differences and “the otherness of the other” among its target groups. To try to promote the four languages simultaneously is a challenge. The challenge is to develop a promotional strategy that is relevant to languages with different affiliations (Indo-European and Ural-Altaic language families) and three different alphabets, and to design practices that foster the transmitting of fundamental values like tolerance and sensitivity to cultural sameness as well as difference. The project acknowledges the importance of socio-cultural context and the dominant social assumptions for learning. That is why an active media campaign, with a strong accent on the capacity of “the most democratic media” (radio), will be carried out in order to have as wide an impact on the general public as possible. The two media partners - “Bulgarian National Radio/Radio Bulgaria” and the “Association for the Support, Promotion and Assistance of Non-commercial Free Local Radio Projects” have the capacity to disseminate even outside the project countries, in Finland, France, Germany, Hungary, Italy and Spain. The six South-East European Language Weeks that are to be organised in all partner countries will utilise community resources and will actively involve a variety of actors relevant to the promotion of language learning. In addition, a language camp, aimed at 10-15 year-olds, will provide basic linguistic competence and encourage intercomprehension and cultural dialogue. Its objectives are to: promote awareness of the cultural particularities of the accession countries and the new status of a particular language as an official language of the EU; encourage people to take an interest in studying the new official EU languages; satisfy basic linguistic needs brought about by the constant increase in European mobility; introduce EU citizens and others to the languages and cultures of the accession countries in such a way that the existing (if there are any) stereotypes about these countries and their cultures can be avoided. The ultimate goal of the project is to reach a very wide audience. Thus, we are first thinking of the citizens of the EU who have an interest in learning more about other languages and cultures, such as people from the educational, tourist, business and government sectors. Institutions from the ten partner countries will organise events to promote their language and culture, publish popular materials and disseminate information about the project within the partner countries, the EU and worldwide. The expected outputs include: an informative souvenir-like calendar for each target country/language and another calendar presenting all the ten project countries together; various popular materials (e.g. brochures, posters, bookmarks, leaflets, etc.); a European Language Festival in Brussels; local events in each country to promote the target languages and their cultures; a presentation on the project and information about its results at the EAIE conference of 2006. Using songs in six different languages, the project will raise the awareness of young disadvantaged people and direct their steps towards language resource centres. The main tool for conveying the beauty of the language will be performances by choirs from Estonia, Italy, Latvia, Lithuania, Spain and the United Kingdom. The choristers themselves will be the first to “taste” the target languages through three songs in each language. The project involves exchange visits of language promoters and choir conductors to introduce a language in the form of a word and a song. It also involves exchanges between choirs who, during their stays in foreign countries, will have an opportunity to use the target language in its natural environment. Thematic language activating sessions for choir members, target groups and the general public will also add some extra “spice” to the process of language promotion and the development of survival competence in real-life conditions. The project will also include a number of concerts that are intended to increase people’s motivation for learning a foreign language through enjoyment. The final products are expected to comprise a CD and the publication of a “Selection of National Songs” (in all target languages) to remind the target audience that learning a language is fun. The multilingual method for learning several Slavic languages simultaneously will be spread among the general public through the website, which will contain learning materials (amusing communication situations in all the target languages) as well as an e-guide that will help the visitor to navigate the portal. Over the course of the project, the website will be filled with culture-related commentaries. Moreover, anybody willing to have a chat with friends keen on Slavic languages will have a chance to enter the Internet chatroom. The project will be promoted through radio broadcasts, leaflets distributed in various public places and festivals in the partner countries to celebrate the enlargement of the European Union. The project will increase learners’ abilities in terms of foreign language acquisition and raise their level of interlinguistic and intercultural awareness, which seems to be an important advantage in uniting Europe. This will be achieved by opening one or two pilot Toddlers’ Clubs per participating country as well as creating a network among pilot clubs and those established at regional, local, municipal and community level following a promotional campaign. The project’s objectives lie in: facilitating better access to language learning for parents and their children and encouraging foreign language learning in the relaxed and informal atmosphere of the clubs through playing, singing, dancing, drama, art, crafts and computers; raising citizens’ awareness of the advantages of language learning in the early years and of the multilingual character of the Union through a campaign in the partner countries; promoting the dissemination of information about good practices in early foreign language teaching in Europe through meetings, seminars, training sessions and conferences, and by making the results publicly known. The project will break down the traditional role of the mother and father in early childhood, as it will give the fathers an equal chance to participate and be an important part of their child’s development. It might also promote individual study of these foreign languages by encouraging parents to take up language learning themselves, helping their personal development and smoothing their introduction to the labour process.
