      RMKS/1. PURPOSE. TO PROVIDE AN UPDATE TO IT ADVISORY 00-01, REF B,
      USMC COMMON COMPONENT CONFIGURATIONS. THIS MESSAGE APPLIES ONLY TO
      THE NIPRNET. SIPRNET SOFTWARE STANDARDS WILL BE PUBLISHED
      SEPARATELY. THIS ADVISORY PROVIDES STANDARDS AS A VEHICLE FOR
      ACHIEVING JOINT INTEROPERABILITY FOR NETWORK MESSAGING AND OFFICE
      AUTOMATION ONLY. THIS MESSAGE AND FUTURE UPDATES WILL NOT INCLUDE
      HARDWARE STANDARDS OR TACTICAL/INTELLIGENCE SOFTWARE STANDARDS.
      USERS SHOULD COMPLY WITH MINIMUM HARDWARE CONFIGURATIONS LISTED IN
      THE COMPUTER BUYER'S GUIDE (REF C).

      2. GUIDANCE.
      A. GENERAL. ONLY THE SOFTWARE PRODUCTS LISTED IN PARAGRAPHS 4
      THROUGH 7 ARE AUTHORIZED FOR NEW PROCUREMENTS. DUE TO THE RECENT
      AWARDING OF THE NMCI CONTRACT, COMMANDS ARE STRONGLY ENCOURAGED TO
      CONSIDER THE RETURN ON INVESTMENT OF SOFTWARE PURCHASED IN
      PARAGRAPH 9 AND THE INSTALLATION DATE OF NMCI (FY02 3RD/4TH
      QUARTER) THAT WILL REPLACE THE SUPPORTING ESTABLISHMENTS PRODUCTS.
      SHOULD THERE BE A REQUIREMENT FOR NEW SOFTWARE IN A APPLICATION
      AREA NOT LISTED, LOCAL COMMANDS WILL SUBMIT A REQUEST TO PROCURE
      NON-STANDARD COMMERCIAL SOFTWARE TO THE DIRECTOR, COMMAND, CONTROL,
      COMMUNICATIONS, AND COMPUTER (C4) IN ACCORDANCE WITH GUIDANCE
      PROVIDED IN THE BUYER'S GUIDE (REF C). PROCUREMENT OF NON-STANDARD
      SOFTWARE WILL NOT BE EXECUTED WITHOUT APPROVAL/WAIVER FROM THE
      DIRECTOR, C4. FOR INTEROPERABILITY PURPOSES, SOME SOFTWARE PRODUCT
      VERSIONS ARE SPECIFIED. WHERE SPECIFIED, THE SOFTWARE PRODUCT
      VERSION PURCHASED WILL ADHERE STRICTLY TO THE VERSION IDENTIFIED
      WITHIN THIS MESSAGE. IN CASES WHERE THE SOFTWARE PRODUCT VERSION
      IS NOT LISTED, THE MOST CURRENT VERSION OF THE SOFTWARE AT THE TIME
      OF PROCUREMENT SHOULD BE PURCHASED. THE DOD ENTERPRISE SOFTWARE
      INITIATIVE (ESI) IS A RESOURCE FOR POTENTIALLY OBTAINING THE BEST
COMMERCIALLY AVAILABLE PRICE ON SOFTWARE AND LICENSES BEING ACQUIRED.
ESI IS NOT INTENDED TO ESTABLISH DOD SOFTWARE STANDARDS. THE INTENT
OF ESI IS TO REDUCE THE ACQUISITION AND SUPPORT COSTS OF SOFTWARE
BEING ACQUIRED BY LEVERAGING DOD-WIDE COLLECTIVE BUYING POWER. SOFT-
WARE ACQUISITIONS SHALL USE ESI TO GREATEST PRACTICAL EXTENT.
CURRENT INFORMATION ON ESI SOFTWARE AGREEMENTS OR CONTRACTS AVAILABLE
MAY BE OBTAINED AT

B. DESKTOP OPERATING SYSTEMS. INTERIM DOD GUIDANCE AND POLICY FOR
DESKTOP OPERATING SYSTEMS STIPULATES THAT WINDOWS NT AND WINDOWS 2000
(WIN2K) ARE THE ONLY WORKSTATION OPERATING SYSTEMS AUTHORIZED FOR NEW
PROCUREMENTS. AS A RESULT, MARINE COMMON HARDWARE SUITE ACQUISITIONS
WILL BE FIELDED WITH THE WIN2K OPERATING SYSTEM INSTALLED. WINDOWS
9X OPERATING SYSTEMS ARE AUTHORIZED FOR EXISTING WORKSTATIONS.
SYSTEMS RUNNING WINDOWS 9X OS WILL BE PHASED OUT AS THEY ARE REPLACED
THROUGH MARCORSYSCOM MODERNIZATION. ADDITIONALLY, ENTERPRISE
LICENSING FOR WIN2K DESKTOP OS IS BEING CONSIDERED FOR EXISTING
HARDWARE THAT MEETS WIN2K MINIMUM CONFIGURATION REQUIREMENTS AND
CURRENTLY RUNNING WIN 9X. LOCAL FUNDS WILL NOT BE USED TO PROCURE
WORKSTATION OS UPGRADES, TO INCLUDE WINDOWS MILLENNIUM EDITION (ME).
3. REF C ANNOUNCED THE ESTABLISHMENT OF THE MARINE CORPS BUYER'S
GUIDE WHICH HAS BEEN IMPLEMENTED BY THE MARINE CORPS SYSTEMS COMMAND
(PM IT) AND SERVES AS THE SOLE REFERENCE FOR PROCUREMENT OF HARDWARE
WITHIN THE IT CATEGORIES LISTED IN REF A. THE BUYER'S GUIDE WILL BE
EXPANDED IN THE FUTURE TO INCLUDE STANDARD SOFTWARE AS SPECIFIED IN
REF A.
