                                Regional Training Workshop

                                    Making PRSP Inclusive
                                        7th – 8th December 2006

Organised by Christoffel Blindenmission (CBM) Germany
Host: Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH
                 Venue: GTZ-Haus Berlin, Reichpietschufer 20, 10785 Berlin

Background:

In the framework of the EU Mainstreaming Project consortium, of which CBM Germany is a
member, detailed mapping of the actual situation of disability in development in Germany has
been carried out at the level of the Government, Non-Governmental Organisations and
Disabled People’s Organisations.

The results described in the Mapping Report Germany indicate that the most promising
opportunities for inclusive development cooperation seem to be PRSP initiatives including
empowerment and participation of people with disabilities, and wherever possible, with a
focus on disabled women.

For this reason, CBM Germany is inviting the relevant stakeholders to participate in this
Regional Workshop in order to discuss options of mainstreaming disability in PRSP and
develop criteria for training material on the basis of the BMZ/GTZ/World Bank sponsored
Manual “Making PRSP Inclusive”, which has been developed and formulated by H.I., CBM
and other NGOs and DPOs.

The results of the Workshop will be the starting point for developing training tools and
guidelines to be used in future training workshops with other stakeholders and/or countries.

 Representatives from Governments, NGOs and DPOs in Denmark, Finland, Germany,
    Ireland, Sweden and the UK,
 representatives from the African Decade of Disabled People,
 representatives from the PRSP team of the World Bank and
 representatives from the GPDD (Global Partnership for Disability and Development) will
    be invited.

This regional training is part of the project ‘Breaking the cycle of poverty and disability in Development
Cooperation’ and is supported by DG Employment, Social Affairs and Equal opportunities of the European
Commission.

                          Regional Workshop “Making PRSP Inclusive”
                                 Methodology of Training Unit

Activity 9 of the EU Project “Breaking the cycle of poverty and disability in Development
Cooperation” calls for the organisation of National Pilot Training Workshops in the 10
participating European countries. The specific topics of the training workshops will be
decided upon the results of the mapping exercise and the feedback of relevant stakeholders.

Accordingly, the Regional Training Workshop in Berlin is dealing with the topic “Making
PRSP Inclusive” because the German mapping exercise revealed that there are promising
opportunities for mainstreaming disability in PRSP initiatives.

The relevant training programme is offered on the second day of the Regional Workshop for
staff members of development co-operation departments in Ministries, governmental and
non-governmental agencies, non-governmental organisations, Disabled People
Organisations, and other non-state actors.

Priorities and criteria for mainstreaming disability in PRSP will be discussed in three working
groups (see Programme) under the guidance of one of the authors of the Handbook “Making
PRSP Inclusive” and with the relevant feedback from the training participants, who bring in
their experience from different work environments.

On the basis of the Working Group results, a technical working group will subsequently
develop training tools for mainstreaming disability in PRSP which – in accordance with the
aims of the EU Project – can be used for further trainings with other stakeholders and/or
other countries.

This regional training is part of the project ‘Breaking the cycle of poverty and disability in Development
Cooperation’ and is supported by DG Employment, Social Affairs and Equal opportunities of the European
Commission.
