SUBJECT-1
    Provision and pricing of health services to foreign patients and tourists coming from abroad.
SCOPE-2
        This Contract 5510 covers patients and tourists, who are out of the scope of the Social
Insurances and General Health Insurance Law and International mutual agreements, and who reside
outside Turkey and visit Turkey for a short time.
EVIDENCE-3

Directorate (Health Tourism Coordination) on the Health Services to be Provided under Health
Tourism and Tourist Health.

OBJECTIVE-4
        The objective is to organize the treatments of patients, who reside abroad and of tourists, at
public hospitals under the set terms and prices mentioned in the mandate, and to organize the
transportation of urgent cases via land and air ambulances under the process of creating health
institutions with administrative and financial independencies under “Transformation in Health
Program”.
PATIENT ADMISSION-5
      a.     Patients apply to the foreign patients unit of hospitals or to the provincial coordination
             center for foreign patients with a referral document to be provided by Private
             Institution/Insurance.
      b.       Documents required in application
            i. Private Institution/Insurance referral
           ii. Photocopy of the identity card of the patient (Birth certificate, driver’s license or
               passport)
           iii. A brief medical report of the patient (surveys if any)
           iv. Patient communication details
      c.      Epicrisis/discharge report and annotated breakdown will be given or faxed to the Private
             Institution/Insurance.
TERMS OF PROVIDING SERVICE TO PATIENTS-6
      a. If the conditions in the hospitals are available, the patients will be monitored at another
             division of the hospital other than general patient admission.
      b. Surgery, laboratory and displaying services will be given as first priorities.
      c.     At least one personnel of the hospital must know adequate level of English and act as a
             translator. For languages other than English, Private Institution/Insurance may provide a
             translator itself.
      d.     In accordance with the mandate, medical materials such as prosthesis, orthesis, pacers,
             cardiac valves, etc. will be provided by the Hospital but they may also be provided by the
             Private Institution/Insurance.
      e.     The patients will be informed about the hospital, patients and their illnesses before being
             brought to the hospital.
PRICING-7

INVOICING-8
    a. Total invoice amount is written down in the invoice as the “service price/payment”. However,
    the breakdown of the services shall be given as an attachment. The invoice shall be issued in the
    name of the “Private Institution/Insurance”.
    b. The payment shall be made by Private Institution/Insurance to the Hospital within 30 days after
    the invoice is issued.
    c. In case of disputes, Laws of the Republic of Turkey shall apply and the courts of the Republic
    of Turkey are authorized.
    d. Term of the contract is 1 year.
    e. If patients who have international short-term insurance contracts do not have private insurances
or will use government insurances, then GSS rules shall apply and the application will be out of the
scope of this Contract.
  f. This protocol, consisting of two counterparts and 8 articles, has been signed in …………..
