					       BY-LAWS OF THE DIOCESAN YOUTH AND
              YOUNG ADULT BOARD
                Diocese of Honolulu
                                          Preamble
Statement of Introduction:

    On 9/Pentecost Day of the year 2000, the Catholic Church in Hawaii came together in
body and spirit. For three days, at the Diocesan Synod 2000, 500 laypeople, religious,
and clergy met as a community to voice their spiritual longings and dreams. After
listening to the needs of our people, they developed and voted on proposals as directives
for our diocese. Both youth proposals were declared priorities number one and two.
Bishop Francis X. DiLorenzo welcomed and accepted the synod proposals. He also
assigned committees to implement the synod proposals.

Proposal number one states: Youth and young adult boards will be established
throughout the diocese with the primary purpose of developing youth and young adult
centers, and planning and coordinating opportunities for the youth and young adults to
gather for faith sharing, worship and social activities, leadership training and community
service.

Proposal number two states: We propose that each parish, or clusters of parishes, appoint
a youth and young adult minister(s) who will collaborate with a vicariate Youth and
Young Adult Council.

   As a result, The Diocesan Youth and Young Adult Board of Hawaii (DYYAB) were
assembled.

                                     Vision Statement

   Our vision is to better serve the Roman Catholic Church by fulfilling our mission and
goals. As servant leaders, we the Diocesan Youth and Young Adult Board strive to create
an environment that leads youth and young adults into a relationship with God through
Jesus and His Church.

                                    Mission Statement

   We believe that the success of our mission is the journey and not the destination. We
are called to listen, to respond, and to give voice to the needs of our youth and young
adults of the diocese. Like Christ, we seek ongoing unity with and within our parishes
and vicariates. We do this through prayer, effective communication, and collaboration.

ARTICLE 1 - Name

Section 1-1

        The name of this body shall be "Diocesan Youth and Young Adult Board of the
        Diocese of Honolulu."

ARTICLE 2 - Purpose

Section 2- 1 A
       DYYAB will collaborate with representatives of youth and young adult vicariate
       boards to develop youth and young adult centers, and planning and coordinating
       opportunities for the youth and young adults to gather for faith sharing; worship
       and social activities; leadership training; and community service.

Section 2-1 B

        DYYAB will foster, encourage and support development and establishment of
        youth and young adult ministers in each parish.

Article 3 - Membership

Section 3 - 1

        The DYYAB membership shall be composed in the following categories:

        Each vicariate shall have two youth representatives, two young adult
        representatives, one youth minister, one young adult minister, and one religious
        representative.

Section 3 - 2

        A full term of office on the DYYAB shall be two (2) years.

Section 3 – 3 A

        Members of the DYYAB shall have the following characteristics.

        a.            Practicing Catholic
        b.            Willing and able to commit time and energy to the DYYAB
        c.            Able and willing to dialogue
        d.            Aware of the affairs and needs of the youth and/or young adults in
           their appropriate vicariates
        e.            Must be elected from their vicariate board as a representative

        Definitions

        Youth - age 13 to 18
        Young Adult – age 18 (high school grad) – 35
        Youth Minister – as recognized by their vicariate
        Young Adult Minister – as recognized by their vicariate
        Religious – deacon, brother, sister, or priest

Section 3 - 4

        Members of the DYYAB shall have the following responsibilities:

        a.              Attend meetings of the DYYAB
        b.              Have the best interest of the youth and young adults in mind
        c.              Study the distributed documents
        d.              Prepare for and take part in discussion
        e.              Serve on DYYAB committees and attend committee meetings
        f.              Serve as mentor to all members of the DYYAB
        g.              Submit report to vicariate youth and young adult board


Section 3 - 5

        Religious representative shall have the responsibility of communicating DYYAB
        updates to their appropriate vicar.

Section 3 - 6

        In the event of vacancies, a qualified replacement shall be elected from that
        particular vicariate board and serve the balance of the term.

Article 4 - Meetings

Section 4.1

        The DYYAB shall meet quarterly. The Executive Board will schedule and
        announce meetings for the fiscal year* at the first fiscal meeting.

        *Fiscal year = July 1st to June 30th

Section 4.2

        The Executive Board shall meet quarterly at least 30 days prior to the next
        scheduled DYYAB meeting. The Executive Board will schedule and announce
        meetings for the fiscal year* at the first fiscal meeting.

        At least fifteen (15) days notice will be given prior to any special meeting.

Section 4.4

        Absence of representation* from two (2) consecutive regular meetings of the
        DYYAB or a total of three (3) non-consecutive regular meetings in a twenty-four
        (24) months period constitutes an automatic vacancy unless request for exception
        is accepted by the DYYAB Executive Board.

        * An alternate representative is acceptable as representation.

Section 4.5

        Quorum shall comprise of simple majority. (Complete to this point) 4/5/03



Article 5 – Executive Board

Section 5-1

        The Executive Board shall be comprised of two Chairs (one youth; one young
        adult), two Vice Chairs (one youth; one young adult), two Secretaries, a
        Treasurer, a Spiritual Director, and two ex-officios.

Section 5-2

        In the event of a vacancy of an office by death, resignation, or default, as herein
        provided the DYYAB will fill the vacancy by election.

Section 5.3

        General Duties of All Officers

        a.               Attendance at all meetings-- DYYAB, executive board, vicariate
              boards, and parish boards.
        b.               Maintain order at all meetings
        c.               Facilitate the organization and planning of any project that the
              board undertakes.
        d.               Must be actively involved in their local parish and vicariate.
        e.               Planning and distribution of agenda to DYYAB members at least
              15 days prior to the upcoming DYYAB meeting.

Section 5.4

        Duties of the Young Adult Chair and Youth Chair:
        a.             Facilitate both executive and regular board meetings
        b.             The liaison between DYYAB and the Office of Diocesan Services

        c.             Keep in contact with all committee heads, be apprised of all
           projects that the board undertakes (Youth Chair to Youth Committee; Young
           Adult Chair to Young Adult Committee).
        d.             Spokespersons for DYYAB on the diocesan level.

Section 5.5

        Duties of the Young Adult Vice Chair and Youth Vice Chair:
        a.             Facilitates meetings in the absence of the Chair (youth or young
           adult appropriately)
        b.             Follow-up on those who miss meetings or are not fulfilling their
           responsibilities
        c.             Ensures that all elections and voting are done fairly and orderly
        d.             Presides at all meetings as mediator
        e.             Youth Vice Chair = Committee Chair for Youth Committee
           Young Adult Vice Chair = Committee Chair for Young Adult Committee
        f. Facilitates the activities undertaken by the appropriate committee.

Section 5.6

        Duties of the Secretary:
        a.             Takes care of all correspondence for DYYAB
        b.             Keeper of the files--minutes, correspondence, etc.
        c.             Reports any correspondence to DYYAB and Office of Diocesan
           Services
        d.             Signs all correspondences and reports
        e.             Records all proceedings of the DYYAB meetings
        f.             Collaborates with the Office of Diocesan Services in mailing out
           the minutes and agenda to be received by the members no less than 15 days
           prior to the next DYYAB meeting.
        g.             Takes attendance at meetings

Section 5.7

        Duties of the Treasurer:
        a.             Keeps record of and provides and up to date and current report of
           all the finances to the DYYAB at each meeting.
        b.             Refers the approved requests for DYYAB funds to the Office of
           Diocesan Services regarding the requests for funds
        c.             Sits on Grants and Budget Committees
        d.             Submits finalized budget to the Office of Diocesan Services and
           DYYAB members.


Section 5.8

        Duties of the Spiritual Director:
        a.             Spiritual advisor to DYYAB.

Section 5.9

        Duties of the Ex-Officios
        a. Act as facilitators to Executive Board
        b. No voting privilege


Article 6 – Advisors

        The Office of Diocesan Services will advise and assist the DYYAB and Executive
        Board. No voting privilege.

Article 7 - Grants

Section 7.1

        The DYYAB Representative from the respective vicariate will assure that all
        appropriate parishes have acknowledged all requests for grant funds. The request
        for funds must be approved and signed by a DYYAB Representative from that
        Vicariate and brought before the DYYAB for processing.

Article 8 - Elections and Voting

Section 8.1

        Each vicariate may reelect the same representatives to the Diocesan Youth and
        Young Adult Board.

Section 8.2

        The Vice Chair (Youth or Young Adult) is the official for all elections and voting.
        A simple majority shall carry any motion.

Section 8.3
       Official notification of pending elections must be included on agenda provided to
       DYYAB members at least 15 days prior to the next DYYAB meeting.



Section 8.4
       Votes may only be cast by recognized representatives to DYYAB. Each vicariate
       is limited to two youth, two young adults, one youth minister, one young adult
       minister, one religious. Any changes to the official representation must be

        communicated to the Executive Board by the DYYAB representatives for that
        Vicariate prior to the meeting.


Article 9 – Committees

Section 9.1

        The Executive Board of the DYYAB is empowered to establish additional
        standing committees.

Section 9.2     Budget Committee

Section 9.3     Communications Committee

Section 9.4     Grant Committee:

Section 9.4.A Grant Committee will be responsible for reporting the updated status of
              which grants are approved or denied at each meeting.

Section 9.5     Rally Committee

Section 9.6     Young Adult Committee

Section 9.6.A
       The Young Adult Committee shall be comprised of DYYAB Young Adult
       members, Young Adult Ministers, and Religious.

        The Young Adult Committee shall meet prior to or immediately after the
        quarterly DYYAB meeting.


Section 9.7     Youth Committee

Section 9.7.A
       The Youth Committee shall be comprised of DYYAB Youth members, Youth
       Ministers, and Religious.

        The Youth Committee shall meet prior to or immediately after the quarterly
        DYYAB meeting.



Article 10 - Financial Support

Section 10.1

        Members of the DYYAB will not receive any salary or other compensation,
        except reimbursement of expenses incurred in connection with their duties.

Section 10.2

        DYYAB offers to reimburse all travel costs incurred by DYYAB members to and
        from meetings pre-approved by the DYYAB Executive Board, whether they are
        regular, special or committee meetings. In addition, the Office of Diocesan
        Services will distribute airline tickets.

Section 10.3

        In the case of a minor’s involvement for DYYAB meetings or DYYAB
        committee meetings, where an adult representative is not available to travel with
        them, the travel expenses for an adult chaperon will be provided, with pre-
        approval by the DYYAB Executive Board.

Section 10.4

        DYYAB will reimburse all costs of telephonic and telegraphic communication,
        postage, stationery, photocopying and other items appropriate in performance of
        duties as officers and members of the DYYAB, with pre-approval of the DYYAB
        Executive Board.

Article 11 - Amendments

Section 11.1

        Any member wishing to amend any article must give a written notice to the
        DYYAB, stating the article in question, the exact wording of the proposed
        amendment and the reason for the change.

Section 11.2

        Amendments to the articles shall be made by a majority vote of the DYYAB.
