Industrial policy – Better regulation - Innovation
OBJECTIVE OF THE SUPPORT MEASURE
To carry out analysis of the structural and micro-economic factors affecting the competitiveness of individual sectors as well as of the latest trends and developments in global and European markets.
DESCRIPTION
The sectoral studies and reports will cover the major European industries and their subsectors. In line with the Commission Communication of October 2005 on a new integrated approach for industrial policy, the studies should lead to an enhanced understanding of the drivers of innovative and competitive European industrial sectors.1 Each study will lead to either (i) a focused analysis of a structural feature of a sector (e.g. impact of environmental regulations, financing structures, pricing and reimbursement systems, voluntary contracting arrangement) or (ii) a broader sectoral analysis covering typically all or some of the following aspects: • the basic facts and data about the industry concerned • the main segments and trends across global and European markets • the sector’s strengths and weaknesses, providing an analysis of the competitive position of the industry • the regulatory and other framework conditions that affect competitiveness • the strategic outlook for the industry over the medium to long term.
Overall,
the various studies should enable the EU to identify in a comprehensive manner the main trends at play in European industrial sectors, therefore providing a sound basis for the development of an effective industrial policy. For 2007 it is envisaged to cover sectors such as: • • • • • Automotive Aerospace Biotechnology Ceramics Construction

A global amount of up to 4.5 Mio Euro (currently estimated at 3.15 Mio Euro) has been reserved for a possible Executive Agency in 2007 implementing the EIP programme, provided an amending budget is adopted by the Budget Authority and the following two conditions regarding transforming and entrusting the Agency are met. This agency, once created by the transformation of the existing "Intelligent Energy Executive Agency" (hereinafter referred to as IEEA), would become the "Executive Agency for Competitiveness and Innovation" and would be entrusted with implementing tasks related to the EIP. The activities of this agency would include studies: actions with a similar intervention mechanism and standardised methodology (namely sectoral competitiveness studies). 2

In 2008 and subsequent years the analysis would be extended so that all major industrial sectors are analysed by 2010. Most service contracts for studies should be in the €100000 to €300000 range depending on the scope and depth of the tasks required.
TYPE OF SUPPORT MEASURE
Various types depending on the nature and scope of each action: - Framework contract and up to 13 calls for tender for studies. - Yearly subscription fees (e.g. Chemicals Handbook). - Administrative arrangement with JRC for study. - Orders of multiclient commercial publications; purchase orders following negotiated procedures if publications are offered by unique providers.

SMEs
OBJECTIVES OF THE SUPPORT MEASURE
To exchange good practices on how to support women and ethnic minority entrepreneurs as well as to raise awareness of the social enterprise sector, enhancing the understanding of its particular attributes and potential role.
DESCRIPTION
The measures will consist of: • the organisation of two expert meetings with members of WES - a European Network to promote Women's Entrepreneurship- and two Ethnic Minority Entrepreneurs Network’s meetings, • the organisation of a thematic workshop on women entrepreneurship involving WES members and professional organisations of women entrepreneurs, • the publication of results of the study on ethnic minorities and organisation of a conference for exchange and dissemination of results, • the publication of the results of a study on the promotion of social entrepreneurship, • the organisation of a workshop for the dissemination of the results of the study on the Impact of Co-operative Groups on the competitiveness of their craft and small enterprise members, • dissemination of results of previous studies on alternative dispute resolution through expert meetings.

OBJECTIVES OF THE SUPPORT MEASURE
To carry out economic analyses (studies) on competitiveness and cross-sectoral issues, with the aim to enhance the knowledge on the drivers of the competitiveness of European industry and the factors hindering it.
DESCRIPTION
Studies on competitiveness and cross-sectoral issues, including for the Commission's annual report on the competitiveness of European industry. Studies for the Competitiveness Report will combine analytical work of high academic standard with a policy outlook for the medium term. They will provide the analytical basis for the debate around economic reforms and the microeconomic Lisbon agenda. Other studies will analyse cross-sectoral issues and policy areas affecting the competitiveness of European industry. The topics covered can include: - Analysis of the interactions and impacts between environmental/ sustainable development polices and competitiveness - Evaluation of the competitiveness and social effects of rescue and restructuring aid - Analysis of the competitiveness of nanotechnological products and their socio-economic implications. - Analysis of raw-materials supply markets and potential implications for the competitiveness of downstream industries,
TYPE OF SUPPORT MEASURE
Background studies for the preparation of the European Competitiveness Report will be tendered under a framework contract concluded in 2006, which is renewable two times, each for a period of 16 months. Other studies will be commissioned through individual calls for tender or within a framework contract.

OBJECTIVES OF THE SUPPORT MEASURE
Build and disseminate sectoral knowledge, inform policy-making and put forward policyrecommendations, increase coherence and cooperation between EU Member States.
DESCRIPTION
Conferences and study groups that can be financed under this measure include: • Conference on ‘re-engineering of the food chain’, focused on how to foster innovation and reinforce competitiveness of the food industry, and associated dissemination activities (e.g. brochures). • Conferences in the pharmaceutical sector, including a meeting between EU representatives and Latin American countries. • Meetings of the High Level Group on the European chemical industry. In 2007 the group is expected to meet twice, each meeting being prepared by a sherpas and experts meeting. • Meetings of the High Level Group on better regulation. • Meetings of the High Level Group on competitiveness, energy and environment. • Meetings of the Strategic Advisory Board • Meetings related to “e-skills” Technical assistance will also be provided in the form of informatics support and the setting up and maintenance of an IT Tool to manage the CIP programme. The calls for technical assistance and preparation of meetings should have a budget of between 60000 and 70000EUR.

DESCRIPTION OF THE CALL - FINACIAL MODALITIES
- Grant agreement shall cover principally the travel and accommodation costs of the participants issued from Latin-American countries. - The main objective of these meetings is to improve the co-operation, on regulatory framework and technical terms, between the European Union and Central and South American authorities competent in the fields of pharmaceutical products, taking into account innovations in the field, and involving private companies as well. By promoting links and interaction between EU and Latin America this is will contribute to reinforce the competitiveness of EU pharmaceutical industry and increase the market penetration in the region. - The beneficiary shall plan, prepare and actively participate in the organisation of these meetings and shall assist the experts who will attend. In particular, appropriate calendars and work programs shall be set up. A report shall also be realised and sent to participant countries after the meetings. The present appropriation shall finance such an event that would take place in a Latin-American country in 2008. - Community co-financing rate: maximum 50% (75.000 EUR) of the costs of the meetings, covering principally the travel and accommodation expenses of about 50 experts.

OBJECTIVES OF THE SUPPORT MEASURE
To provide communication and information services in support of the overall objectives of the CIP.
DESCRIPTION
Communication and information actions relating to the objectives of CIP will be carried out by means of primarily internet-based communication, complemented by related publishing activities. Existing service or framework contracts, or future contracts established through calls for tender, will be used to supply the following:

Internet-based services (including the design and construction of websites and databases). Magazine publishing services (including editorial, design, layout, online publishing and printing costs) for both existing and new publishing projects; Storage and distribution costs for DG ENTR publications including magazine; Exhibition stands, audio-visual products and publicity material.
Call 1: FULL REWORKING OF TWO PRINCIPLE WEBSITES MANAGED BY DG ENTR
Tenders will be invited for the reworking of the websites that will be used to publicise and disseminate information about the Competitiveness and Innovation Framework Programme and its broader policy context. The services to be procured will be: pre-analysis and planning of operations; analysis of needs; website design, implementation of the deep structure and migration of contents. Call 2: ENTERPRISE MAGAZINE (WORKING TITLE) WEB PUBLISHING PROGRAMME AND NEWSLETTER Tenders will be invited for a publishing project that will cover the activities of the Competitiveness and Innovation Framework Programme and the broader Enterprise and Industry policy context; initially in an online version on the DG’s websites; and subsequently in three paper editions of a hard copy magazine.
