Series 11-12                                October 2011

1. The next meeting of the Council of Administration will be held at the Capitol Plaza Hotel in
Jefferson City on Saturday, October 8, 2011, beginning at 8:00 a.m. All members of the
Council, as well as Committees and Chairpersons, should make every effort to attend and be
prepared to report in accordance with the agenda, which will be provided prior to the meeting.
Room reservations must be made through the hotel by calling 1-800-338-8088, no later than
September 23, 2011. A flat rate of $83.00 (plus tax) has been given to the VFW. Please be
sure to tell the reservationist that you are with the Missouri VFW State Homecoming group to
receive this rate. A testimonial banquet will be held Saturday evening in honor of the State
Commander and State President. A registration form for the banquet is attached.
Recommended Dress for the week-end: Friday - Dept shirts and slacks, Saturday
Business Sessions - Blues and Grays, Saturday evening - Hawaiian beach clothing.

2. The 2011 Big 10 Conference will be hosted by the Department of South Dakota, October 21
– 23, 2011, in Sioux Falls, South Dakota. Those wishing to attend should contact Department
Headquarters for information on registration and events. Room rate is $99.00 per night. The
cut-off date for early reservations is September 29, 2011.

3. The annual trip to the National Home for Children will be 21-23 October. The Department of
Missouri will be hosting the Halloween Party for the children. We are asking every post to
provide a tentative headcount to the National Home Chairman so she can reserve a block
of hotel rooms. The cost to participate is $175 per person. Typically, posts have paid for the
cost of their commander and guest to go on the trip. We’re asking that you would continue this
tradition. This is one of the most important and enduring programs supported by the VFW.

4. National By-Laws and Manual of Procedures were amended at the National Convention.
National By-Law amendments become effective 30 days after the close of the convention.
 All Posts are encouraged to purchase the 2011-2012 editions of the National By-Laws and
Manual of Procedures when they become available in October.

5. All posts are required to file a Federal Income Tax return. NO EXCEPTIONS! Posts may
obtain forms 990EZ, 990 and/or 990N from any IRS Office, or online at
Posts with a year end of 30 June must file with the IRS prior to 15 November 2011. If your

gross income (from all sources) is less than $25,000.00 per year, you will file the form 990N
online from now on. Go online to the IRS site, and follow the
three (3) steps to sign up and file.

6. All Commanders will assure themselves that all accountable officers in their Posts are
properly and adequately bonded with a reputable bonding company. The premium for the bond
must be paid from the post’s funds. See Section 703, National By-Laws.

7. Section 105 of the National By-Laws is clear on Members in Good Standing in the Post.
Members that have not paid their 2012 dues by December 31 are not in good standing until the
dues are paid. Section 220 of the National By-Laws states, “Any elective Post Officer removed
by the Department Commander, by reason of failure to pay current dues ---shall not be eligible
to serve in any Post office in the same administrative year in which the officer is removed”. Post
Commanders shall ensure that all their Post Officers have paid their 2012 dues by
December 31. Now’s the time to start reminding your officers.

8. Posts with club room operations are reminded that the Club Rooms are for use by the
members and bona fide guests only. Attention is called to the fact that the VFW National By-
Laws provide for only one type of membership, “active (dues paid) membership in the Veterans
of Foreign Wars”. There are no provisions in the National By-Laws, nor authorization given, for
issuance of club membership cards, associate membership cards, honoree membership cards,
courtesy membership cards or other special types of cards. Posts issuing such unauthorized
cards are in violation of the National By-Laws. Conducting club room operations open to the
public may endanger the Post’s non-profit organization standing with the IRS.

9. Post Quartermasters are reminded that the quarterly audit reports for the period ending
9/30/11 are to be submitted to Department Headquarters by October 31, 2011. If your Post has
not sent one in for the period ending 6/30/11, please do so immediately. A blank audit report
form can be found in the Post Commanders and Post Quartermaster Handbook. All quarterly
reports must be received at Department Headquarters before or by 07-31-11, 10-31-11, 01-31-
12, and 04-30-12 and may not be late to qualify for All-State.

10. Posts that have not conducted a recruiting drive are urged to conduct a membership
recruiting drive in early October. All posts must do their part. Membership retention and growth
must be a Post priority. Your Post, the Department, and the National Organization cannot
survive if we continue to decline in membership.

11. Posts that did not hold a Buddy Poppy drive during the spring of 2011 are urged to conduct
one during the forthcoming Veteran’s Day period. All Poppies must be ordered through
Department Headquarters. An order form can be found in the 2011-2012 Commander and
Quartermasters Handbook & Post Membership Program book. Be sure to allow 4 - 6 weeks
for delivery. Four to six weeks delivery is a minimum. Be sure the “date Poppies are
needed” blank on the form is completed by you when ordering. If it is blank, orders are
NOT treated with priority in mind. Poppy supplies must be ordered directly from National
Headquarters. Posts must order their quota of poppies each year to qualify for All State
Program. Post Buddy Poppy quotas are listed in the Post Commander and Quartermaster
Handbook & Post Membership Program.

12. Post contest judging for Voice of Democracy, Patriot’s Pen, and Teacher Award should
start on November 2nd. Post winning entries should be sent to the District for judging by
November 15th. The District winning teacher, Voice of Democracy, and Patriot’s Pen entry
forms, with a summary report compiled by the District chair should be sent to the Department
Chair, by December 15th. Program entry forms can be downloaded (copied) from the following
site: Program Chairs are: Voice of Democracy and Patriot’s Pen, Jim Cook;
and Teachers Award, Charlie Jamis. When you honor a teacher, your Post will benefit with
Patriot’s Pen and Voice of Democracy entries in the future. Honor a teacher at each teaching
level, Elementary, Middle School, and High School.

Every Post should strive to sponsor one or more students in both the Voice of Democracy and
Patriot’s Pen essay programs. November 1st is the first deadline for student entries to be
received by sponsoring VFW Posts. Participation in both of these core VFW scholarship
programs needs to increase substantially in Missouri.

Individuals, posts, and districts are encouraged to help underwrite the prizes that are awarded
by the Department of Missouri to the state finalists in the Voice of Democracy and Patriot’s Pen
programs. You can do this by donating $500 or more and designating what name you would
like to honor through your donation. The name of the honoree would then appear in the
banquet program when the prizes are awarded at the February C of A meeting in Jefferson City.
Your donation of $500 or more would then be distributed in amounts of $100 each. If you are
interested in doing this, please send your check earmarked “VOD/PP prizes” to Department of
Missouri VFW, P.O. Box 26, Jefferson City MO 65102.

13. All members who paid for their Christmas cards in 2010 should receive another box in
October. The profit from this program goes towards the Veterans Service Program. Please be
generous and remit your donation as soon as possible.

14. All Posts should plan some type of observance on Veterans Day on November 11th.
