                POLICY AND RESOURCES COMMITTEE

Minutes of the meeting of the Policy and Resources Committee held in the
Council Chamber, Townhall, Enniskillen on Wednesday 19th April 2006 at
7.30 p.m.

PRESENT:      Councillors Thomas O’Reilly (Chairman), Tom Elliott,
              Arlene Foster, Gerry Gallagher, Stephen Huggett, Bert Johnston,
              Bertie Kerr, Ruth Lynch, Brian McCaffrey, Gerry McHugh,
              Fergus McQuillan, John O’Kane and Bernice Swift.

IN ATTENDANCE: Chief Executive, Director of Finance and Information
               Technology, and Head of Administration.

PR30/06       MINUTES

              The minutes of the meeting held on Wednesday 22nd March 2006
              were approved and signed.

PR31/06       MATTER ARISING – KNIFE CRIME IN NORTHERN
              IRELAND (PR25/06)

              The Committee was advised that limited details of the scheme had
              been received from the Northern Ireland Office and further
              information was awaited subject to satisfactory details and
              arrangements for the operation of the scheme. It will operate for a
              three week period commencing 24th May.

PR32/06       FINANCIAL REPORT

              The Committee considered the Financial Report for the month of
              March 2006 which detailed a summary of the gross and net cost of
              service provision for the twelve months ended 31st March 2006.
              Net expenditure for the period amounted to £9,897,513 out of a
              revised Annual Budget of £9,807,111.

              Capital expenditure for March 2006 amounted to £1,097,185 and
              related to Lakeland Forum Access, Boulevard at Queen Elizabeth
              Road, Florencecourt Off-road Cycle Route, Ardhowen Minor
              Works, Drummee Disposal Site, Cross Cemetery Car Park,
              Breandrum, Lisnaskea and Corradillar Public Conveniences,
              Glassmullagh Dog Pound, Airport Storage Facility, a new Quad for
              Bawnacre Centre, a Waste Material Conveyor and new Fitness
              Equipment for Castle Park and Lakeland Forum.

              The Committee then considered the gross expenditure, gross
              income and net cost of service provision in relation to Leisure,
              Environmental, Regulatory, Miscellaneous and Support Services.

          Budget Overspends

          The Director of Finance and Information Technology indicated that
          in the Financial Report there were some budgets showing an
          overspend at the end of the Financial Year and he sought approval
          for these overspends.

          RECOMMENDED: Accordingly.

          Drummee Waste Disposal Site

          The Committee was advised that the closure of Glassmullagh
          Waste Disposal Site and the opening of the Drummee Waste
          Disposal Site had been postponed to the 8th May 2006.

PR33/06   TENDERS

          (a) Hire of Buses/Coaches/Minibuses

             The Committee was advised that tenders had been sought by
             public advertisement for the hire of buses, coaches and
             minibuses for the Summer Opportunity Scheme which would
             take place from the 3rd July – 28th July 2006.

             Two tenders were received as follows:-

             RECOMMENDED: That the tender of McMurray Coaches,
             Leamore, Letterbreen, Enniskillen at £9,400.00 for the
             Swimming Programme, £25 per hour for minibus hire and £30
             per hour for coach hire, being the lowest, be accepted.

          (b) Refurbishment of Tennis Courts, Bawnacre Centre,
              Irvinestown

             The Committee was advised that tenders had been sought by
             public advertisement for the above work in two sections as
             follows:-

                 I.      Refurbishment of four synthetic tennis courts.

                 II.     Minor works of drainage, path alterations and
                         surface improvements around the tennis courts.

             Four tenders had been received as detailed below:-

             RECOMMENDED: That

             (a) the tender of Crawford Contracts Limited, Woodside Road,
                 Ballymena for the works of refurbishment of the four courts
                 at £11,000.00 plus VAT, being the lowest, be accepted;

             (b) the tender of Andrew Boyle & Sons, Largy, Garvary,
                 Enniskillen for the minor works of drainage, path alterations
                 and surface improvements around the tennis courts at
                 £9,155.00, being the lowest, be accepted.

PR34/06   AUDIT REPORTS

          The Committee received Audit Reports for the Financial Years
          2002/03; 2003/04;2004/05. The Committee was advised that
          following the next Council Meeting the Council would advertise
          that these Audit Reports were available for public inspection.

PR35/06   SALE OF CIRCA 3.5 ACRES OF LAND AT NECARNE,
          IRVINESTOWN

          The Committee was advised that an offer of £1,970,000 had been
          received for the sale of the above land on the open market, and the
          Valuation and Lands Agency had recommended that the price be
          accepted. The sale was subject to Council approval and the
          purchaser obtaining outline planning permission or a clear
          indication of intent before the completion date which would be
          October or November 2006.

          RECOMMENDED: That the Council agree to the sale of circa 3.5
          acres of land at Necarne, Irvinestown to Deane Public Works,

          Irvinestown at £1,970,000, subject to the conditions as detailed
          above.

PR36/06   SUBSCRIPTIONS

          (a) NILGA Annual Subscription 2006/07

             Councillors John O’Kane, Bertie Kerr, Stephen Huggett, Gerry
             Gallagher and Gerry McHugh, the Council’s representatives on
             NILGA, declared an interest in this item and left the meeting
             during discussion on it.

             The Committee was advised that a request had been received
             for the Annual Subscription to NILGA for the year 2006/07.
             The Council’s contribution, calculated using the penny rate
             product for each district, would be £10,551.00 plus VAT.

             RECOMMENDED: That the Council pay the NILGA Annual
             Subscription for 2006/07 of £10,551.00 plus VAT.

          (b) National Association of Councillors - Annual Membership
              2006/07

             The Committee considered a request from the National
             Association of Councillors Northern Ireland Region for the
             Annual Membership Fee for the year April 2006 - April 2007
             of £1,150.

             RECOMMENDED: Accordingly.

PR37/06   CONFERENCES

          (a) Local Government Staff Commission – People Making
              Change Happen, Belfast – 25th April 2006

             The Committee considered attendance at this Conference at a
             cost of approximately £110 per person.

             RECOMMENDED: That this Conference be noted.

          (b) Housing Conference – Creating Sustainable Communities
              through Regeneration, Monaghan –
              31st May – 1st June 2006

             The Committee considered attendance at this Conference, the
             cost of which would be approximately £330.00 per delegate.

             RECOMMENDED: That Councillor Ruth Lynch attend one
             day of the above Conference as a day delegate, the cost of
             which would be approximately £160.00 plus travel.

          (c) Confederation of European Councillors – Potential for
              Local and Regional Tourism, North and South,
              Letterkenny – 12th May 2006

             The Committee considered attendance at the above Conference
             which would cost approximately £150.00 plus travel.

             RECOMMENDED: That Councillors Fergus McQuillan and
             Gerry Gallagher attend this Conference.

          (d) Criminal Justice System, Northern Ireland – Stakeholder
              Conference, Templepatrick - 15th/16th June 2006

             RECOMMENDED: That this Conference be noted.

          (e) Consultation Event on Draft National Strategic Reference
              Framework

             The Committee considered attendance at the above Event,
             organised by NILGA in the Guildhall, Derry City Council on
             Tuesday 9th May 2006.

             RECOMMENDED: That an officer attend this Event.

          (f) European Information Network Seminar, Stormont Hotel,
              Belfast – Monday 24th April 2006

             RECOMMENDED: That an officer attend this Seminar.

PR38/06   FERMANAGH AD-HOC HOSPITAL GROUP

          The Committee was advised that the above Group proposed to hold
          a Public Meeting on 8th May 2006 in order to inform the public of
          the changes that were outlined in the Improving Services for Major
          Trauma Consultation Document. They had asked the Council to
          grant free use of the Fermanagh Lakeland Forum for the meeting.

          RECOMMENDED: That the Council grant the Fermanagh
          Ad-hoc Hospital Group free use of the Fermanagh Lakeland Forum
          for their Public Meeting. It was agreed that the Group be advised
          that the date proposed for the Public Meeting was also the date of
          the next Council Meeting.

PR39/06   SPORTS COUNCIL MEETING

          The Committee considered a request for the use of the Townhall
          for the monthly meeting of the Sports Council on Tuesday 13th
          June with the provision of a finger buffet prior to the meeting at a
          cost of approximately £175.00.

          RECOMMENDED: Accordingly.

PR40/06   DRAFT PLANNING POLICY STATEMENT 14

          The Committee was advised that it was proposed that the Councils
          in the West, Cookstown, Dungannon, Fermanagh, Magherafelt,
          Omagh and Strabane should develop a co-ordinated response to the
          PPS 14 Consultation Document. The Committee was asked to
          agree that if a co-ordinated response should be prepared that
          Planning Consultants, Messrs. Murray and Greer be re-appointed
          to undertake this work, conscious of the timescale involved.

          RECOMMENDED: That the Council agree to the reappointment
          of Messrs. Murray and Greer to prepare a response to PPS 14 in
          conjunction with the other Councils at a cost of approximately
          £1,000 for each Council.

PR41/06   POSTCOMM

          The Committee was advised that a team from Postcomm, the postal
          services regulator, would be in Enniskillen on Tuesday 9th and
          Wednesday 10th May to meet interested parties. They had
          indicated that they would be prepared to meet the Council if they
          so wished.

          RECOMMENDED: That a meeting between the Council and
          representatives of Postcomm be organised for Wednesday 10th
          May.

PR42/06   RELATED PARTY DISCLOSURES

          The Committee was advised that a number of Members had not
          completed and returned their Related Party Disclosure Proforma.
          All Members were urged to return the form, even where a nil
          return applies.


RISING:   The Committee rose at 8.50 p.m.

          All the Members named were present for the duration of the
          meeting except Councillor Brian McCaffrey who arrived at
          7.55 p.m.
