Participation of small and medium-
sized enterprises (SMEs)
Two dedicated support programmes (under “Capacities”):
- Research for SMEs: targeting mainly low to medium-technology
companies with little or no research capability; outsourcing of research
activities to research institutes and universities; trans-national approach
Goal: Acquisition of know-how and access to international networks to
support their business development
- Research for SME associations: targeting associations acting on behalf
of their SME members; outsourcing of research activities to research
institutes and universities; trans-national approach
Goal: Development of technical solutions to problems in specific
industrial sectors or segments of the value chain through research;
addressing the needs of a larger number of SMEs

Participation of small and medium-
sized enterprises (SMEs)
New joint programme for R&D performing SMEs:
“EUROSTARS”
- Jointly developed by the EUREKA network and the European Commission
services to support R&D performing SMEs and to better co-ordinate
national support activities
- Targets R&D projects of SMEs conducting market-oriented research and
the exploitation of R&D results; co-funding (50 %) by the project
participants, at least 2 SMEs from different EUROSTAR countries
- EU contribution EUR 100 Mio., plus at least EUR 300 Mio. from EU
Member States and Associated Countries (total EUR 400 Mio.); total
public and private funding package of up to EUR 800 Mio.
- Implementation of EUROSTARS foreseen in 2008 by the EUREKA
Secretariat (evaluation and selection of projects for funding) after adoption
by the Council (EU Member States) and the European Parliament
