1. SUMMARY
Universal Business Solutions, LLC (UBS) is a Native American and Service Disabled Veteran-Owned Small Business that was
established in 1993. UBS is SBA certified as 8(a) and Small Disadvantaged Business, holds several nationally recognized
minority certifications, has a GSA Schedule 70 and carries a Top Secret Facilities Clearance sponsored by NSA.
UBS’s core capabilities include Information Technology, Business Process Management and Organizational Performance
consulting to both existing and new commercial and Government programs and initiatives. We work on classified and

2. COMPANY HISTORY
UBS was created in 1993 specializing in software development methodologies and modeling. Our first client was Dun &
Bradstreet, who contracted with UBS to define the data model for their entire suite of financial applications. UBS’s
engineering approach using certified project managers, dynamic software development methodologies and advanced
modeling techniques, led to a growing reputation in the industry for delivering quality products and services without

UBS corporate office is located in the Windward Business District in Alpharetta, Georgia, within the 9th Congressional

Centers for Disease Control and Prevention:

Procurements and Grants Office: - Office of the Director has been working on improvements to PGO’s communication
strategies and tools. The Procurement and Grants Office was looking for assistance to improve its internal and external
communications. PGO has determined that its primary communication interface both internal and external to CDC requires
updating and enhancing. Enhancements and regular updates ensures that our customers can easily locate and access current
and accurate information; thus, allowing them to make better informed decisions. The PGO - Office of the Director had been
working on improvements to PGO’s communication strategies and tools and determined that its primary communication
interface both internal and external to CDC required updating and enhancing. The enhancements and regular updates
ensure that PGO customers can easily locate and access current and accurate information; thus, allowing them to make
better informed decisions. The contract provided for support for the PGO Performance Management Branch. We worked
with the PGO Performance Management Branch staff to identify current internet and intranet needs, develop and or
redesign inter/extra/intranet sites, and implement new and or redesigned inter/extra/intranet sites.

Primarily, we work with the PGO Performance Management Branch, but also assisted with branch communications as
assigned and time permitting.

Center for Infectious Diseases: Had a need to provide centralized access to infectious disease information to CDC officials.
The data was stored in multiple locations and in multiple technology formats. CDC had previously tried a middleware
solution but spent significant investments and it was not successful. UBS and an alliance partner built a consolidated portal
from which CDC officials could access infectious disease data and reports from various facilities in different cities and
regions across the country. The portal was built in a Java framework. The UBS solution was all code and no middleware.
Because the data did not have to be changed from its original format the UBS approach and solution was non-disruptive.
Our approach was built upon the rich context of UBS’s capabilities and best practice expertise in organizational strategy and
performance, Business Process Management and IT solution lifecycle management. This reduced the number of parties
required for a given solution and minimized risk.


National Security Agency: (NSA) The NSA/CSS core missions are to protect U.S. national security systems and to produce
foreign signals intelligence information. UBS is part of a project that supports a wide variety of labor categories that includes
Technical Services, Program Management, Signals Intelligence, Research, Administrative and Records management for several
departments. All of this work requires personnel to maintain a T/S (top secret) clearance with a full-scope polygraph. UBS has been
instrumental in providing personnel for key strategic positions for multiple years on this classified project.

Lee Memorial Health System: (LMHS) is the leading provider of healthcare services in southwest Florida and the
largest and only community-owned healthcare system in the area that receives no direct tax support. Their challenges
were to bring new staff on faster and replace a paper-based, error prone employee on-boarding process that revolved
around their legacy mainframe systems. Lee Memorial started with an employee on boarding system. This was complex in
their environment with multiple locations and systems. With a staff size of over 9,000 employees and fairly high turnover
consistent with the medical industry their on-boarding process was costly and time consuming. Lee Memorial’s employee
on-boarding process consisted disparate, diverse technologies and applications including a recruiting system, HR system,
and Payroll system. Much of the workflow was done through email and it was a very manually intensive to set up the new
employee on the various applications and systems necessary for them depending on their role. There was no way to track
data throughout the process to ensure consistency and the time to go through the entire process varied and was lengthy.
We worked with Lee Memorial to implement a new streamlined employee on-boarding process that dramatically cut down
the time to on board a new employee, increased productivity, and gave them a historical view of the activities. Our solution
was to implement a 90 day deployment of new on-boarding process that integrated multiple systems and organizations.

USDA: The USDA had a need for new application development and maintenance on various financial systems and security
programs. UBS performed consulting services for the Guaranteed Load System and the Web Farms projects. UBS provided
resources and staffing assistance, supporting application development and maintenance for various financial systems and
security projects, as well as for the development of eForms, used for government documents and communication between
various agencies, and assistance with the development and infrastructure support related to the USDA Web Farm on several
agency-levels, department-level, and multi-department projects.

The United States Secret Service: (USSS) carries out two significant missions: protection and criminal investigations.
The USSS protects the President and Vice President, their families, heads of state, and other designated individuals;
investigates threats against these individuals; protects the White House, Vice President's residence, Foreign Missions, and
other buildings within Washington D.C. The USSS also investigates violations of laws relating to counterfeiting of obligations
and securities of the United States; financial crimes that include but are not limited to access device fraud, financial
institution fraud, identity theft, computer fraud, and computer based attacks on our nation's financial and
telecommunications infrastructure. The goal of our project was to enable USSS Office of Human Resources and Training
(HRT) to improve their business processes to achieve a higher organizational and operational efficiency. The ability to
attract and retain high caliber personnel is dependent upon efficient and effective processes to rapidly on-board the best
and brightest talent available. UBS was instrumental in supporting the USSS Office of Human Resources and Training (HRT)
in developing and reengineering some of its’ key business processes related to employee on-boarding (supporting the Secret
Service 2008-2013 Human Capital strategic plan). The initial business challenge UBS tackled involved the need to be able to
determine suitability and clearance eligibility in a relatively short period of time, which requires validations and
confirmations in various systems throughout the Department of Homeland Security as well as other federal agencies.

Aetna: UBS helped to build an internal business application for account management and tracking. Following Aetna’s
SDLC, UBS and Aetna resources jointly defined requirements, completed the system design and then developed the new
application. A full set of documentation including requirements manuals, design documents, test plans / test scripts, and
user manuals was created. The requirements gathering included JAD sessions along with other techniques. The UBS project
manager worked with the Aetna program manager to confirm requirements and manage the schedule and deliverables.

Wyndham Hotels and Resorts: Wyndham Vacation Ownership (WVO) is the world’s largest Time Share organization.
WVO needed a way to integrate reservations and membership information from its many disparate legacy systems, support
the existing Property Management systems and migrate to next generation systems. UBS responded by designing,
developing and deploying PRISM, a centralized information repository and messenger (store and forward methodology)
based upon the H.I.T.I.S. XML standards, which transformed data from each of the connected system into a common
information format. PRISM contains an information analysis engine, which recognizes changes in the underlying
information store and distributes those changes to the connected legacy systems and business functions. The outbound data
transformation engine formats messages or data sets, as appropriate, for each legacy system and distributes the information
updates. PRISM also integrated reservation and confirmation messages from/to various business partners and the GDS
(Global Distribution System).

Johnson Industries: Starting as a single storefront in 1924, Johnson Industries has grown to become a leader in
automotive original equipment (O.E.M.) and aftermarket parts, equipment and supplies. The company now serves repair
facilities throughout the United States, operating as a truly national company, yet holding tightly to its main street values.
Johnson Industries had built a home grown data warehouse that had evolved over time through different versions of MS SQL
Server. The warehouse suffered from a lack of documentation and a comprehensive data dictionary resulting in data
integrity and data duplication issues. UBS created a comprehensive data dictionary and performed extensive data analysis
of the warehouse and its feeds to resolve perceived data integrity and duplication issues. All issue resolutions were
captured in scripts for migration or correction of feeds. Actual migration of the warehouse from SQL 2000 to 2005 was
performed and analyzed multiple times to minimize the timeline of production migration. All cubes were analyzed,
documented, upgraded to 2005, rebuilt as required and optimized for performance. New dimensions were added to the
warehouse to support complex sales analytics. Data feed scripts were duplicated, corrected and built to run in parallel to
allow for warehouse updates to be completed within the time allotted each day by the client.
