                                     Social Service Delivery

                                                     TERMS OF REFERENCE
                                                                   for
    A Consultancy Agency / NGO to provide capacity building trainings for the NGOs / YRCs to apply
                          the Minimum Quality Standards in their activities

BACKGROUND

The Youth Socio - Economic Empowerment Project (YSEEP) offers many opportunities to service providers to
offer qualitative information and activities to young people from selected regions. The project activities focus on
increasing the responsiveness of local government and civil society groups to youth needs, interests and
potentials in selected regions.

The YSEE Project purpose is to promote and support the participation of vulnerable youth (14-30) in the
socio-economic life of the community and activities leading to their empowerment through an integrated
package of services and opportunities addressed to young people in the 17 selected regions 1.

One of the main activities of the YSEE Project is to support civil society initiatives through the competitive
grant program launched for all local NGOs providing services to vulnerable youth. Selected on competitive
basis, the project offers two grant lines to 25 Youth Resource Centres and 26 NGOs from the 17 regions
aimed at responding to youth needs through access to information, training, debates, services and
empowerment programmes for vulnerable youth.

Having received the project financial assistance, the newly created YRCs and NGOs need to be
strengthened. A special attention will be paid to the newly created YRCs that have to be supported to be
able to comply with the minimum quality standards, as set up in the Implementation Guide of the Minimum
Quality Standards for the Youth Centers. Moreover, the modules of trainings to be provided to strengthen
the NGOs capacity will also be available to the Network of Youth Resource Centers that would manifest
interest and apply for the trainings.


OBJECTIVES OF THE CONSULTANCY

GENERAL OBJECTIVE:

Selected YRCs and NGOs will strengthen their capacities to apply the Minimum Quality Standards through
qualitative trainings.

SPECIFIC OBJECTIVES:

Consultancy Agency / NGO:

1.    Field trips to several YRCs to assess the types of services provided and carry out a small needs assessment for
      the training curricula to be developed;
2.    Develop the training curricula according to the Implementation Guide for the Minimum Quality Standards for
      Youth Resource Centres;
3.    Conduct the Trainings according to the set up timeframe by the Project Coordinator;
4.    Evaluation of delivered trainings;
5.    Reporting and provision of recommendations.

SPECIFIC ACTIVITIES:

          Drochia, Edinet, Donduseni, Falesti, Soroca, Singerei, mun. Balti, Ugheni, Calarasi, Orhei, Nisporeni, Anenii Noi, Criuleni,
Cahul, Basarabeasca, Comrat, Cantemir, Causeni.

Consultancy Agency / NGO:

To achieve the above objectives, the Consultancy Agency / NGO will be expected to carry out the following
activities:

1. Field trips to several YRCs to assess the types of services provided and carry out a small needs assessment for
the training curricula to be developed;

2. Develop the training curricula according to the needs assessment results and the Implementation Guide for the
Minimum Quality Standards for Youth Resource Centres;

       This training curricula should include the following topics, as set up in the Implementation Guide for the
        Minimum Quality Standards for Youth Resource Centres, but should not limit only to the information from
        the Guide:
            o Trainings on Organizational Development and Partnership, that would focus on:
                     1. Management and administration
                     2. Partnership
            o Trainings on Community Participation and Outreach Activities, that would focus on:
                     1. Types of services delivered (information, consultancy, education, trainings, professional
                          orientation, free time activities)
                     2. Outreach activities, mechanisms for youth involvement
                     3. Community participation and voluntary activities
            o Trainings on PR and Strategic Communication, that would focus on:
                     1. Communication Strategies
                     2. Mass Media Relations
                     3. Writing press releases and communication with the journalists
                     4. Promoting the YRC’s services and planning the community activities
            o Trainings on YRCs’ sustainability, that would focus on
                     1. Social, institutional and financial sustainability
                     2. Development of short, medium and long term strategies
            o Trainings on Monitoring and Evaluation of YRCs’ activities, that would focus on
                     1. What is monitoring and evaluation, key principles of M&E
                     2. How to carry out an evaluation
                     3. Methods and evaluation tools
            o Trainings on Gender Issues

       Develop the training course support according to the topics to be delivered;

       Prepare and submit the training agendas and course materials to the Project Coordinator prior to the
        training;

       Elaboration of participants’ folders (multiplication of training materials);

3. Deliver the Trainings according to the set up timeframe by the Project Coordinator;
     Ensure a good combination of theory and practice during the trainings;
     After each training module the beneficiaries should come up with deliverables (ex. Communication
         strategies, Activity Plans, Strategies, Sustainability Plans, Internal Monitoring and Evaluation tools, etc.)

4. Trainings’ Evaluation:
      Develop and apply an initial evaluation to assess beneficiaries’ trainings needs, expectations, level of
         knowledge in the field;
      Develop and apply evaluation forms at the end of each day of conducted training;
      Develop and apply the final trainings’ evaluation.



EXPECTED OUTPUTS AND DEADLINES
    1. Training needs assessment based on field trips [end of first week of consultancy period]
    2. Training curricula developed [end of second week of consultancy period]

      3. Training course materials and agenda developed [one week before the training delivery]
      4. All trainings delivered in time; [according to the set up training agenda]
      5. Tangible results after each training module delivered (ex. Communication Strategies, Activity Plans,
         Strategies, Sustainability Plans, Internal Monitoring and Evaluation tools, etc.) [end of trainings]
      6. Evaluation forms developed and applied [before trainings, at the end of each day of delivered training and
         at the end of the training module]
      7. Training delivery reports [one week after the delivered trainings]

QUALIFICATIONS / EXPERIENCE REQUIRED

The Consultancy Agency / NGO should have the following qualifications and skills:


  •       University degree in relevant disciplines (social work, social disciplines);

  •       Knowledge and skills in the above mentioned fields of trainings;

  •       Applied knowledge and experience in adults’ trainings provision;

  •       Proved experience in communication with NGOs, YRCs and young people;
  •       Good knowledge of Romanian and Russian languages;
  •       Experience and knowledge of the concept paper on Youth Friendly Services (will be an asset)


PERFORMANCE INDICATORS
The performance of work will be appreciated based on the following indicators:

           Quality of work as per assessment of project team and training beneficiaries’ evaluations;

           Compliance with the established deadlines for submission of materials and trainings delivery;

           Demonstration of good cooperation with the trainees;
           Demonstration of good cooperation with the project implementation team.


SUPERVISION ARRANGEMENTS
The selected Consultancy Agency / NGO will work under the overall supervision of CAPMU, the Project
Coordinator, and the Ministry of Education and Youth.
