      The Agence Nationale de Réglementation des Télécommunications (ANRT), Rabat,
announces the national telephone numbering plan of Morocco. The current national
telephone numbering plan is a closed, nine-digit plan in the following format:
      CC  N(S)N, where:
      CC (Country Code)  +212
      N(S)N (National (Significant) Number) made up of eight digits: ABPQMCDU.

I)    International incoming calls
      International format: CC (212)  N(S)N (eight digits), where:
      CC     Country Code
      N(S)N  National (Significant) Number.
       It is customary in the Kingdom of Morocco to consider that, in the format
+212 ABPQMCDU, the digits of a National (Significant) Number (N(S)N) are represented by
the following letters:
      A    = area code
      BPQ  = destination code for the home exchange
      MCDU = thousands, hundreds, tens and units: the identity of subscriber in a given
             exchange

II)      National calls
      To place a local or national call to a fixed national public telecommunication network
subscriber or to a mobile network subscriber, only one format needs to be
used: 0ABPQMCDU.


III)     Calls to special services
      To obtain a two- or three-digit special service nationally, the dialling format is as
follows:
         1X where: X  5 for the fire service and X  9 for the police
         1XY where: XY  77 for emergency calls to the gendarmerie royale.
         These special services cannot be called from outside the country.

IV)   International outgoing calls

     To place an international call from Morocco, dial the international prefix for Morocco,
namely “00”, i.e. the following format:

      00 CC NDC SN, where:

      CC  Country Code
      NDC  National Destination Code (as required)
      SN  Subscriber Number



V)    Fixed non-geographic numbers

      These numbers take the form 0ABPQMCDU, where A = 8 and A = 9. In the number
range where A = 8, a distinction is drawn between “freephone” numbers and “split-charge”
numbers. The number range where A = 9 is currently intended for “shared-revenue” numbers.
These numbers are defined as follows:
      1.   Freephone numbers or “numéros verts” are for services that can be dialled free of
           charge by the calling party. The called party (company) pays its operator the full
           charge for the call.
      2.   In the case of “split-charge” numbers, the call costs are shared between the calling
           party and the called party (individual or entity). The cost distribution is different
           according to the type of number called.
      3.   In the case of “shared-revenue” numbers, only the calling party pays the cost of
           the call. The revenue relating to the call and to the value-added service is shared
           between the local-loop operators, the operator having routed the call (if different)
           and the called party (entity) having provided the service (e.g. weather
           information, different kinds of reservation service, etc.).



VI)   Case of “GlobalStar North Africa”

      The number series beginning with “92 PQMCDU” (where P = from 0 to 2) has been
assigned to “GlobalStar North Africa” for its GMPCS network.

      International dialling format: +212 92 PXXXXX (where P  from 0 to 2).

      The Republic Telecommunication Agency, Belgrade, announces the new numbering
plan of the Republic of Serbia.

1       General provisions
      Under this numbering plan for telecommunication networks, the Republic
Telecommunication Agency (hereinafter: the Agency) defines the structure of numbers and
addresses, lays down the way of their usage and gives an overview of the completed
assignments on the territory of the Republic of Serbia.
      The structure of numbers and addresses, as well as the way of their usage referred to
in paragraph 1 of this item, was made in compliance with the Recommendations of the
International Telecommunication Union (ITU) (hereinafter: ITU-T Recommendations).
2       Structure of numbers
2.1     International number
       An international number consists of the Country Code (CC), followed by the National
(Significant) Number (N(S)N), as shown in Figure 1 below.

      In accordance with ITU-T Recommendation E.164, the maximum length of the
international number is 15 digits.
        The Country Code (CC) assigned to the Republic of Serbia is “+381”.
      For international calls from the territory of the Republic of Serbia to a foreign country,
the international prefix “99” needs to be dialled first, followed by the Country Code (CC) of
the country where the call is terminated and the national number, in accordance with the
numbering plan of the country.
       For international calls from a foreign country, when the call is terminated on the
territory of the Republic of Serbia, the international prefix applicable in that country needs to
be dialled first, followed by the international number, in accordance with paragraphs 1 and 3
of this item.

      The international prefix is not part of the international number. The changeover to
international prefix “00” shall be determined by an Agency by-law, once the conditions are
provided.

2.2   National number
      In the Republic of Serbia, an open numbering plan for telecommunications networks
(hereinafter: the Numbering Plan) is in use.
      The national number consists of the National Destination Code (NDC) followed by the
Subscriber Number (SN), as shown in Figure 2 below.

     Depending on the area of application, the National Destination Code (NDC) can be a
geographic or a non-geographic number.

2.3   National number for Public Switched Telecommunications Network (PSTN) services
      The national number for PSTN services is a geographic number. Therefore, in this case,
the National Destination Code (NDC) determines a geographic area and it is marked as Trunk
Code (TC). The Trunk Code (TC) is followed by the Subscriber Number (SN) as shown in Figure
3 below.

       The maximum length of a national number for PSTN services is twelve (12) digits. Digits
“0” and “9” cannot be used as leading digits of a Subscriber Number (SN). The Trunk Code
(TC) consists of two (2) or three (3) digits.
      For calls inside the same geographic numbering area (local calls), only the Subscriber
Number (SN) needs to be dialled. In other cases, for national calls, the national prefix “0”
needs to be dialled first, followed by the complete national number.

2.4   National number for public mobile telecommunication network services
      The national number for public mobile telecommunication network services is a non-
geographic number and consists of the National Destination Code (NDC) and the Subscriber
Number (SN), as shown in Figure 4 below. The National Destination Code (NDC) is
alternatively marked as mobile network code or access code.

      The National Destination Code consists of two (2) digits. The length of the Subscriber
Number (SN) in public mobile telecommunication network is six (6) or seven (7) digits. Digits

       For national calls made from a public mobile telecommunication network, the national
prefix “0” needs to be dialled first, followed by the complete national destination number,
except for calls to emergency services and non-commercial services of public interest.

2.5   National number for low-priority services
       The national number for low-priority services is a non-geographic number and consists
of the National Destination Code (NDC) and the Subscriber Number (SN), as shown in Figure
5 below. The National Destination Code (NDC) is alternatively marked as service code or
service identifier.

2.6   National number for high-priority services
      The national number for high-priority services is a non-geographic number and consists
of the National Destination Code (NDC), the Tariff Identifier (TI) and the Subscriber Number
(SN), as shown in Figure 6 below. The National Destination Code (NDC) is alternatively
marked as service code or service identifier.

for high-priority services is three (3) digits. The maximum length of the Tariff Identifier (TI) is
one (1) digit. The maximum length of the Subscriber Number (SN) for high-priority services is
five (5) digits.
       For high-priority services, the complete national number for this service needs to be
dialled.


2.7   National numbers for emergency services and non-commercial services of public
interest
      The national number for emergency services and non-commercial services of public
interest is a non-geographic number and consists of the service identifier and the operator’s
code, as shown in Figure 7 below.

       The minimum length of the service identifier and operator’s code is two (2) digits, and
the maximum length is four (4) digits, where the maximum length of operator’s code is two
(2) digits. There are no operator’s code in the Republic of Serbia, so far. These numbers are
declared as “short codes”.

      Access to emergency services and non-commercial services of public interest is provided
from all public telecommunications networks, using the procedure for local dialling. Access to
emergency services is free of charge.

      The day this numbering plan enters into force, the numbering plan for
telecommunication networks (Official Gazette of the Republic of Serbia, Nos. 58/06 and
12/07) shall cease to be applied. This numbering plan enters into force on the eighth day
following the day of its publication in the Official Gazette of the Republic of Serbia, and shall
be applied as from 1 October 2007.

Joint communiqué of 25.X.2007:
      T-Systems Business Services G.m.b.H., Bonn (Germany) and SwissTelex, Lugano
(Switzerland) announce in this joint communiqué that, as from 1st January 2008, T-Systems
will no longer be handling telex traffic to and from Germany, such traffic being handled
instead by SwissTelex.
       German subscribers’ national telex numbers, together with the telex destination code
(TDC) “41” allocated to Germany under ITU-T Recommendation F.69 and the telex network
identification code (TNIC) “D” allocated to Germany under ITU-T Recommendation F.68, will
remain unchanged.
      The Telex Switching Centre in Stuttgart (Germany) will be closed and all direct circuits
to and from Stuttgart will cease operation on 17 December 2007. All traffic destined for the
Stuttgart centre will have to be routed via the Telex Switching Centre of SwissTelex in
Lugano (Switzerland).
       As from 1st January 2008, the responsibility for international rates and settlements will
reside with SwissTelex, which will handle direct all negotiations related to telex accounting
rates. Telex traffic sent to or by German subscribers shall be considered as Swiss traffic. The
total accounting rates and rates division as applied in relations with SwissTelex shall also
apply to telex traffic originating or terminating in Germany. All administrations/ROAs are
kindly requested to update their records accordingly.
      As from 1st January 2008, SwissTelex will handle the settlement of telex accounts,
which will have to be done separately for telex traffic from/to Switzerland (Telex Destination
Code (TDC) “45”) and telex traffic from/to Germany (Telex Destination Code (TDC) “41”).
