                     NOTES TO THE TENDERERS

(To be kept in technical bid envelope after going through from clause 1 to 35 carefully
and duly signed and stamped on each page by tenderer)
        This tender pertains to the supplying all materials including drilling rig machine
and construction of 125 mm x 38 Meter deep gravel packed tube well all complete up to
suitable depth as mentioned in schedule (A) on “ON TURN KEY BASIS”. The day, time
and venue for the receipt of tender (N.I.T.), which is enclosed herewith as Annexure-I.
The tenderers are advised to go through the following instructions (item 1-35) carefully
and participate in this tender accordingly after being satisfied. The quoted rate must be
firm and fixed.

1-    The tenders will be received in two separate envelopes as explained below failure
      in compliance of following instruction, will be liable for rejection of tender.

(i)ENVELOPE-I:

This envelope will contain only earnest money, attached attested Photocopy of        Up to
date registration certificate as a contractor of D.W.& S. department. Up to date Income
tax Clearance certificate for last financial year with Saral & Pan Card,Up to date labour
license , Up to date Sales tax clearance certificate ending last financial year and Sale tax
registration issued by Sale tax department, Up to date Character Certificate &
Experience certificate of the work completion of the preceding last three years excluding
new registered contractor. (Work shall be done in the one year as estimated cost or above
estimated cost of the N.I.T. Groups)and any other papers required for prerequisite
qualification of the tender etc. along with this N.I.T. Annexure-I & Annexure-II. No other
papers like forwarding letter or else should be kept in this envelope. This envelope should
be subscribed on the top as “Technical Bid”and on the left side address of the tenderer
and group number. All the certificates must be signed by the tenderer and duly stamped.
Nothing should be written on those papers as asked for in prescribed format.

(ii)ENVELOPE-II

This envelope will only contain the schedule”A”attached duly offered rates, filled in on
the space provided for it. Duly signed and stamped by the tenderer. No other papers like
forwarding letter or else should be contained in this envelope and nothing except asked
for,should be written on tender papers. This envelope should be subscribed on the top as
“Rate Bid” and on the left side address of the tenderer and group number. Each of the
envelopes must be properly sealed.                         Contd.Page-2

1.1 ENVELOPE:-
Subscribed as rate bid will be opened only after as certaining that the papers contained in
envelope marked with “Technical Bid”,are as per instructions given in 1(i) above and
attached NIT(Annexure-I).
1.2 Past Experience:

2. SCOPE OF WORK:-
This tender comprises of supplying all labour, equipment, tools and materials including
drilling machine with all accessories and constructing 125 mm x 38 Meter deep gravel
packed tube well bore up to suitable depth, installation of India Mark-II Hand Pump &
Construction of platform, drain as per UNICEFF design in the District concerned in the
state of Jharkhand. Intending tenderers must have adequate experience in doing drilling
work in hard rock. Clauses contained in the special Notes to tenderers will form a part of
the contract beside the contained the printed contract form and N.I.T.

3. SITE OF WORK:-
Sites of work are in remote village and hilly areas in the Concern D.W.&S. Division,
Godda. Tenderers are advised to inspect the site of work and ascertain accessibility and
availability of labour etc. before quoting their rates. The contractor if required may have
to make temporary access of Drilling Machine to the site from the feeder roads for which
no claim will be made. The rates quoted by the tenderers shall be valid for six months and
once approved and agreement executed it will be valid up to the period of completion of
the work and no extra claim shall be entertained.

4. QUANTITIES:-
Quantity given in Schedule ”A” are approximate and are for the guidance of the tenderers
for quoting their rates. Payment for work done shall be made on the basis of the actual
measurement of the work done. No claim will be entertained for any variation in the
quantity given in Schedule”A” without permission or authorization of the competent
authorities empowered to allow extra works. For any extra work other than defined in
Schedule ”A”. No claim in any form will be entertained unless prior written permission is
given by the competent authority to do unless prior written permission is given by the
competent authority to do that work.

5. TIME:- The contractor will have to complete the work within three month from the
date of work order in all respect. The contractor will have to submit the work plan after
inspecting the area of work allotted to him, prior to start the drilling work.

6. CONTRACT VALUE:-
The successful tenderer is required to execute the work as per quantity given in B.O.Q.
and approved rate.

7. POWER TO REJECT OR ACCEPT THE TENDER:-
The lowest tender will not necessarily be accepted. The Superintending Engineer,
Drinking Water & Sanitation, Circle, Deoghar reserves the right to accept or reject any or
all the tenders received. No explanations/reasons can be asked by the tenderers for the
cause of the rejection or acceptance of any or all the tenders. Right of distribution of
work between/among the tenderers is reserved in the hand of competent authority.

8. EARNEST MONEY & SECURITY MONEY:-
The successful contractor after getting work award will have to deposit 5 % Security
Money including earnest money and have to enter into agreement with concerned
Executive Engineer. Earnest money deposited by the successful tenderers may be
forfeited in case the contractor declines or fails to deposits the sum of 5%(Five percent)
including the earnest money on the tendered amount as security money and to sign the
agreement within 14(Fourteen)days from the date of issue of the award of work by the
competent authority. A further deduction of 5%(Five percent) shall be made from all bills
as Security money, which will be refunded
after six months of satisfactorily completion of work and payment of final bills. On
receipt of written application the earnest money of the unsuccessful tenderers shall be
 refunded to them by the authorities in due courses.

9. PLEDGING OF EARNEST MONEY:-
It should be noted to the tenderers that prescribed documents relating to the Earnest
Money such as 3 Years/5 Years Time Deposit Pass Book,7 Years N.S.C. 2nd issue/6
Years NSC(6th,7th &8th Issue)to be submitted with the tender should be pledged in the
name of Executive Engineer concerned given in N.I.T. Blank Pledging form attached
with the tender will not be accepted. Pledged earnest money documents deposited as
earnest and security money in other work in this office or in other office of the
Department will not be treated as earnest money unless they are released from the work
and attached with the tender, duly pledged a fresh. Tenderer can also deposite earnest
money in shape of Bank guarantee from any Scheduled Bank for a period of One
year.The Bank guarantee will be applicable only to FIRM/COMPANY/PUBLIC
ENTERPRISES.

10. RATES:-
Tenderers are requested to quote their rates in Percentage (%)above /below/estimated
rates both in words and figures in blank space provided with the B.O.Q. It should be
noted by the tenderer than quoted rates beyond 10 % below the departmental rates, then
tender shall not be accepted and such tender or tenders shall be out rightly rejected. The
tenderers having more experience in drilling work will be given preference in allotment
of work.

11. INCOME TAX:-
It should be noted by the tenderers that income Tax 2% (Two percent) will be deducted
from each bill including the final bill.

12. EXPERIENCE:-
The tenderer with good experience in drilling work on Turn Key basis shall be given
preference as well as preference will be given who has executed maximum work against
the work order issued for year 2007-08/2008-09.

13. CARRIAGE:-
It should be noted by the tenderers that rates for different items of work mentioned in
Schedule ”A” are for finished item i.e. inclusive of carriage, all /VATS taxes & royalty,
cases etc. Therefore no separate payment will be made to the contractor in respect of
taxes, royalty and cases in any shape or carriage of materials used in the execution of
work mentioned in Schedule “A”.

14. POWER OF ATTORNEY:
No claim will be entertained unless power of attorney being duly authorized. Power of
attorney must be properly authorized on non-judicial stamp paper of which cost should be
in accordance with category of contractor and containing name, address & signature as
well as photo copy being clearly mention & properly authorized.

15. SETTING OUT OF WORK:-
The Engineer-in-charge of the work or his authorized representative shall give the
site/location and alignment of work. The contractor will have to take full responsibility of
drilling the bores on the specified point at the given site. Any discrepancy, which shall
come to notice, shall be rectified by the contractor at his own cost. The contractor must
note that the bore on the other site instead of the site given/shown by the E/I will not be
accepted for payment. The successful bore which is found to be filled up before lowering
should be flushed by the contractor concerned at his own cost. Any defect found in the
work before expiry of six months after completion of work should be rectified by the
contractor at his own cost. Failing which the rectification cost will be deducted from
security money of the contractor. The contractor should note that he shall be entirely
responsible for the correctness of the drilling sites and vertically of bore hole as per
direction of E/I.Not with standing the fact that he might have been helped or assisted by
the departmental staffs as such location of drilling site. If at any time, the errors in
location or verticality or borehole are detected that shall be rectified by the contractor at
his own cost. For collapsed bore maximum payment up to 30 meter only will be made
not with standing the fact that to what so ever the depth drilling was done before bore
collapsed. The contractor should ensure that the drilling must be vertical and in plumb to
surface.

16. MATERIALS:-
Material such as 125 mm dia U.P.V.C. casing pipes/ 125 mm dia U.P.V.C. slotted/ ribbed
screened pipe/ 32 mm dia medium quality G. I. riser pipe and deep hand pump II/force
and lift pump and cement required for the construction/relocation of 125 mm dia and 38
Mtr. deep gravel packed T/w should confirmed to relevant IS specification as mentioned
separately in this Bid documents.

(a)    India Mark-II pump should conform to I.S. 15500(Part2)/2004 with latest revision
and Should be inspected and certified by the DGS/BIS. A certification in this regard
should be obtained for each consignment and produced before the Executive Engineer for
acceptance before use. A suitable embossing on the components of hand pump should be

done except on the bundle of 12mm bright steel connecting rod. All bundles of
connecting rod should have the seal of the inspecting agency.Sample of the seal and
embossing should be sent directly from inspecting agency to concerned Executive
Engineer D.W.&S.Division,Godda.
 (b)    ISI marked 125 mm dia U.P.V.C. pipe/125 mm dia UPVC slotted/ ribbed
screened pipe should confirm to IS 12818-1992 with latest amendment and should be
inspected and certified by a agency authority of CIPET/DGSD BIS. The cost of all such
tests shall be borne by the tenderer.

(c)     ISI marked 32 mm dia Riser pipe in 3.0 Mtr. length should be of medium quality
confirming to IS-1239 (Part I) 1979 or latest revised with seamless socket as per IS
specification. Each consignment of pipes shall be inspected and tested by any of the
agencies/ authority of DGSD/BIS/Crown/SGS who shall given sufficient prior
information by the contractor for conducting such tests. The cost of inspection by
authorized inspectors, shall be borne by the contractor. Only seamless socket musts by
used confirming to IS 1239 Part II.

(d)    Cement should confirm to IS 269-1976 or latest revised and approved by the
Executive Engineer who may also get random samples of cement tested in recognized
laboratory/ Institution if so necessary at contractor’s cost.

        All test reports in original regarding India Mark II hand pump / force & lift pump
and accessories and GI/UPVC pipes of different diameters shall have to be submitted to
the Executive Engineer, D. W. & S. Godda before use. The materials shall be used only
after obtaining proper clearance from the Executive Engineer, D. W. & S. Division,
Godda and proper verification by undersigned.
        The contractor after obtained permission from the Executive Engineer will stock
the materials at the departmental store, for physical verification by the departmental
officers. The contractor will use the materials only after such verification is found
satisfactory. No extra cost for stacking, carriage or storage will be paid to the contractor.
The contractor shall be responsible for the safe keeping of the materials stored.
        In case of the officer has any doubt regarding the quality of any or all the
materials in part or full he shall reserve the right to get such materials tested separately in
some recognized laboratory at contractors cost. For the purpose sample will be taken by
the Engineer-in-charge in presence of the contractor or his authorized representative and
shall be signed jointly. Till the time result are obtained such materials shall be kept
separately in the store and not used in work. In case the test report is found
unsatisfactory, the contractor shall have to remove and replace such materials at his own
risk and cost and shall be responsible for the delay in work on this account, for which no
extension of time will be allowed. The materials related to construction of GPT must be
used after 100% 3rd party inspection at manufacture end by inspecting agency authority
of DGSD/BIS and must assure that the same materials be transported to the departmental
store for inspection at consignee end. The materials brought to the site in one time should
not be less than 50% of the total requirement and must be checked 100% at consignee

end by departmental officers prior to use of materials in construction work S.E./ under
signed will ensure random, inspection of the materials. In any case the materials used in
construction of GPT must be duly IS marked and confirming relevant IS code.
       It will be the responsibility of agency to carry out construction work with the
same materials inspected at manufacturer and consignee end.

17. ACCOMMODATION:-
The contractor will provide at their at their own cost proper huts and drinking water and
other admissible facilities for the labours, employed on the job. All other essential
facilities admissible to labour force as per acts/laws will have to be provided by
contractor at their own cost.

18. ADDERESS:- The tenderers shall have to furnish their full permanent and local
address in the tender papers. The contractor are required to sign each page of the tender
document before submitting their tenders.

19. CLARIFICATION OF ANY DOUBT:-
If the tenderers has any doubt or any confusion about the tender, he shall have to get it
clarified by the Superintending Engineer/Executive Engineer before submitting tender.
After submitting the tender department’s interpretation regarding any doubt will be final
and binding on tenderers.

20. INSURANCE:-
The contractor will have to insure the labourers to be employed for the execution of the
work at his own cost. If any accident accurse at the site of work during the execution of
work, the contractor will have to pay compensation for the damage as admissible under
relevant act/law.

21. EXTRA WORK:-
The contractor shall not carry out any extra work without written order of the E/I in this
tender book. The contractor will have to maintain a site order book duly page marked &
signed by the Engineer-in-charge in which necessary instruction regarding the execution
of work will be given to the contractor by the E/I or his authorized representative or any
other inspecting officer of the department, and will remain with the Junior Engineer of
the work. The contractor will have make available all facilities for inspection of work of
the inspecting officer of the department.

22. WAGES:-
The contractor will make payment to the labour engaged in the execution of work strictly
as per minimum wages act approved by the Government from time-to-time.

23. SITE CLEARANCE:-
The contractor will keep the site neat and clean even during the execution of work. After
the completion of work the contractor will remove all debris etc. and hand over neat and
clean site to the department.                       Contd. Page-8

24. MISCONDUCT:-
If any of the contractor agent, sub-agent, consultant or employee in found guilty of
misconduct or incompetence and if directed by the E/I to remove, such person/persons
he/they should be removed from the site of work. Any person so removed shall not be re-
employed in the work except with the prior permission in writing of the Engineer-in-
charge or other competent authority.
25. INSPECTION AND TESTING:-
The contractor shall provide all facilities, instrument, materials and labours for testing
inspecting the work and shall provide the site Engineer all assistance necessary to
conduct the test/inspection for which no extra payment will be made.

26. DRILLING OPERATION:-
The drilling operation for construction of bores for tube wells should be carried out by
the Reverse Circulation method. Drilling operation should be done as mentioned below.
 (i)The boring in the over burden should be continued through the rock at least
upto 25cm.So,that casing pipes can be properly embedded in the rock.
(ii)Boring through rocks shall be 125 mm dia and total depth from the ground level of the
bore shall be average 38 Mtrs on completion of drilling. The bore shall be flushed till it
gives sufficient clear water. The yield should not be less than 1000 ltrs.per hour for
acceptance as successful bore.
(iii) The diameter of the bores in the over burden shall be sufficient for insertion of 125
mm dia casing pipes with sockets leaving sufficient annular space for grouting the casing
pipes.
(iv)If even after a depth of 38 Mtr. from the ground level bore remains dry or if the yield
is found to be less than 1000 liters per hour,the bore will be declared unsucceful . If the
boring in the over burden is done up to the depth of 30 meters and further boring is not
possible due to adverse and unsuitable geological condition the bore shall be declared
unsuccessful.
        Such declaration shall only be accepted when inspected and declared
dry/Unsuccessful in writing by the Engineer-in-charge or his authorized representative
Not below the rank of Assistant Engineer.
(v)After completion of the boring the bore should be developed and washed by means of
air compressor for maximum of 30 minutes to given clean portable water.
(vi)The contractor should keep strata chart of each tube wells, for which Engineer- in-
charge will ask to submit “Strata Chart” in the format at the time of preparation of bill to
the Engineer-in-charge, otherwise payment will not be made.

27. LOWERING OF CASING PIPE :-
Casing pipes should be properly socketed or welded to ensure a continuous length and
lower through the over burden so as to reach at least 25 cm in side the rock. The
contractor shall have to make arrangement for cutting pipe to required length ,if
necessary and make threads there in at his own cost for facility of lowering the casing
pipe. The length of casing pipe should be such at least 30 cm remain projected above the
ground level after completion of the work at site. The top of the casing pipe shall have to

be closed by a screwed 125 mm dia G.I. cap till the hand pump is installed over the bore.
The casing pipe shall have to be lowered in such a manner that it remains vertical so as to
ensure installation of deep well hand pump and accessories properly and without
difficulty.
28. CONSTRUCTION OF PLATFORM AND DRAIN :-
The platform and drain must be constructed as per design of DW&S/ UNICEF as per
direction of E/I and materials used should confirm the relevant IS codes. The platform
and drain must be in shape & size as per DW&S/ UNICEFF design and in later damage
to the platform and drain before its getting full strength will be repaired by the contractor
at his own cost before handing over to the department.

29. TESTING:-
After completion of boring the contractor shall have to arrange for testing the yield of
bores in presence of the E/I or the authorized subordinate. The contractor will have to
make all arrangement for such test and no extra payment shall be made for such test
records of such tests are to be put in three copies and signed jointly by authorized
representative of the contractor and Engineer-in-charge of the work of the department.
Report duly filled in should be signed by both the parties as stated above and should be
submitted to the Executive Engineer concerned for acceptance along with bill. The test is
to be conducted by the method “V-notch” method or any other process as asked for by
the E/I.

30. MISCELLANEOUS:-
The contractor shall have to make arrangements at their own cost for the following:-
(a)Facilities for moving bulky materials.
(b)Releasing and transporting materials required to be returned.
(c)Keeping in custody all the materials required to be returned till they are finally
taken over by department, in writing.
(d) Repairing any damage caused in the process of execution of the access to the
works.

31. MEASUREMENT AND PAYMENT:-
Measurement will be taken by the Engineer-in-charge or his authorized subordinate of the
concerned D.W.& S. Division at site jointly with the contractor or his representative. All
such records shall be signed by the contractors or his authorized representative in the
measurement book as a “Taken of acceptance ”Every effort will be made to make
running payment after completion of 20 nos of tube wells in all respect. But for delayed
payment due to any reason beyond the control of the department, no interest and claim
will be entertained. Complete tube well will mean completion of complete work ie.
Drilling, installation of pumps set, lowering of riser pipe with cylinder, and construction
of platform and drain and cleaning of site.

32. SALE TAX/VAT:-
Sale tax/VAT as levied by the Government work contractor shall be Deducted from the

33. DISPUTE:- In case of any dispute arising out of this work decision of
Superintending Engineer, Drinking Water & Sanitation Deoghar Circle, Deoghar shall be
final and binding upon both parties.

34. PRIORITY IN ALLOTMENT OF WORK:-
Allotment of works shall be given to the contractor who will submit clearance certificate
of work completion of the preceding last three years (Work should done in the one year
as estimated cost or above estimated cost of the N.I.T.Groups)

35. The contractor shall furnish the following information at the time of handing over the
bore well to the department.
                     i. Agency drilling the bore well.
                    ii. Location of bore well indicating name of Block, Panchayat,
                        Revenue Village, Thana, Name of near person/Institution.
                  iii. Method of drilling.
                   iv. Date of commencement and completion of drilling.
                    v. Depth at which 1st ,2nd subsequent water touches have been found.

36. GENERAL SPECIFICATION:-
SAND
(a) GENERAL: Sand shall generally conform to specification give in IS:383/1970 that
the sand for mortar shall conform to the grading of sand given in clause 4 of IS 2116-
1989 as detailed below in Table-4(b)

A sand whose grading falls outside the specified limits due to excess or deficiency of
coarse or fine particles may be processed to comply with the standard by screening
through a suitable size sieve and/or bending with required quantities of suitable size and

(b) Cost:-The cost of sand including the cost of stripping, transporting and storing and
royalty charges shall be included in the relevant item of work in bill of quantity.

CEMENT

(a) GENERAL:-
As per clause-4 of IS 456/1978 latest revised for the purposes of these specifications,
cement used shall be any of the following with the prior approval of the Executive
Engineer.
1-Ordinary or low heat Portland cement conforming to IS 269/1976(IS Specification-on
for ordinary and low heat Portland cement third revision.) The provision of this paragraph
applies to cement for use in cast in place Concrete required under these specification.
Portland cement required for items Such as mortar and for other item is provided for in
the application paragraphs of these specifications covering the items for which such
Portland cement is required.

(b)COST:- Cost of cement shall be included in the quantities or items wherever
applicable in the bill of quantities.

WATER
The water used in making and curing of concrete, mortar and grout shall be free from
objectionable quantities of sites, organic matter, injurious amounts of oil acids, salts and
other impurities etc, as per I.S. Specification No.456/1978 latest revised. The Engineer-
in-charge will determine whether or not such quantities of impurities are objectionable.
Such determination will usually be made by comparison of compressive strength, water
requirement, time of setting and other properties of concrete made with the water
proposed for use. Permissible limits for solids when tested in accordance with IS:
3025/1964 shall be as tabulated below:-

1-     Organic                Permissible limit for solids. Maximum permissible limit.
                              200 mg/litre.
2-     Inorganic              3000 mg/litre.
3-     Sulphates(as So4)      500 Gm/Litre.
4-     Chlorides (as CL)      2000 mg for plain concrete work and 1000 mg/ltr for RCC
                              work.
5-     Suspended matter       2000 mg/litre.

If any water to be used in concrete, suspected by the Engineer-in-charge of exceeding the
permissible limits of solids, samples of water will be obtained and tested by the Engineer-
in-Charge, in accordance with IS 3025/1964.The contractor will have to arrange for
construction water and no extra payment will be made for this.

MORTAR
Preparation of Mortar:
Unless other wise specified, the cement mortar used in masonary work shall be cement
mortar mix having cement and sand ratio as 1:6 respectively. Water shall be added
gradually and wet mixing continued at least for 3 minutes. Water should not be more than
that required consistency of 90 to 130 millimeters as required in clause-9,11 of I(S
2250/1981.The mix shall be clean and free from injurious kind of soil, acid, alkali,
organic matter etc or deleterious substances.
Times of use of cement Mortar:-
Cement mortar shall be used as soon as possible after mixing and before it has begun to
set, within 30 minutes after the water is added to the dry mixture. Mortar unused for more
than 30minutes should not be used and shall be removed from the site of work. The cost
of such wasted mortar shall be borne by the bidder. The use of retempered mortar will not
be permitted to be used for the masonary.
Measurement and payment:- Cement mortar will not be measured and paid separately
and its cost, including cost of materials, transporting and placing shall be included in the
unit price for the relevant finished item of work for which cement mortar mix mentioned
in the above paragraph to required.
Concrete:-
General:-Concrete shall comprise of cement,sand coarse aggregate and water as
Specified, all well mixed and brought to the proper consistency ensuring the required
water cement ratio and conforming to relevant I.S.S.(IS:1199-1959,456-1978) or latest
revised.
Mixing and laying:-
The concrete ingredients shall be thoroughly mixed to ensure uniform distribution of all
the component of materials throughout the concrete at the end of the mixing period as per
clause-9.3 of IS 456/1975 latest revised. Workability of the concrete then allowed to be
laid in the presence of authorized Engineer-in-charge of site.
Form Work:-
The platform and the drain at the borewell site shall be laid to the required Size and slope
using steel shuttering and as per direction of the authorized Engineer-in-charge of site.
         a-     Nominal maximum size aggregates:-
                In course aggregates to be used in concrete shall be of size 20 mm and
                down consistent with required strength and placement thickness. Smaller
                coarse aggregate than specified shall be used whether in the opinion of
                the Engineer-in-charge, that proper placement of concrete is impracticable
                with the size of the aggregate specified.
         b-     Sand:-
                Terms of specifications and cost etc .will be same as above.
         c-     The mix portion of cement, sand and coarse aggregates to be used in
                concrete will be having ratio of (1:2:4)by volume respectively.
         d-     Measurement and payment for concrete will be done on finished works as

              Concrete:-
              Quality control measures and concrete quality assurance test programme.

       a-     The bidder shall be responsible for providing quality concrete to ensure
              compliance of the bid requirement.
       b-     The random sample of concrete use in construction of platform will be
              taken by the Engineer-in-charge and quality will be tested in recognized
              Laboratory or compressive strength 7 days and 28 days duration as
              specified in IS 456/1978 or latest revise.
       c-     The Bidder shall furnish free of cost samples of all ingredients of concrete
              for testing and obtain approval from Executive Engineer. He should also
              supply free of cost, the samples of all the ingredients of concrete for
              conducting the required tests.
Curing:-
The Bidder shall furnish all materials and perform all work required for curing concrete.
The curing of concrete shall conform to clause-12.5 IS:456/1976 and clause 5.8 of IS
456/1978 or latest revised.
Concrete shall be cured by water curing. Form shall be removed within 24 hours after the
concrete has hardened sufficiently conforming to clause 10.3 of IS: 456/1978 latest
revised to prevent structural collapse or other damage by careful from work removal
where required repair of all minor surface projections shall be made immediately after
form removal and
prior to curing. Minor surface repair shall be completed within 2 hours after form
removal and shall be immediately followed by the initiation of curing by the applicable
method specified there in. Concrete surfaces shall be dept continuously moist after from
is removed until initiation of curing.
37-             The Contractor shall furnish the following information at the time of
                handing over bore well to the department.
           (i)      Name of Agency
           (ii)    Location of bore well indicating name of block,Panchayat,revenue
                   village,thana no. and name of nearby person/instifutions.
                   Methods of drilling.
           (iii) Dates of commencement and completion of drilling.
           (iv)     Depth of which Ist,Second & subsequent water touches have been
                   found.
           (v)     Static water level.
           (vi)    Method of development and total development time.
           (vii) Discharge of the bore well in ltrs. Per hour and draw down.
           (viii) Details of materials such as total length of UPVC casing/length of
                   lowering of 32 mm GI pipe & others materials.

   The tenderers are required to submit attested photo copy by a gazette
    officer/ public notary of up to date certificate of registration in proper
    category in D.W. & S.D, Jharkhand, up to date VAT clearance certificate,
    Pan card, in Technical Bid.
   Tender     documents      (B.O.Q),    if   downloaded      from    website
    www.jharkhand.gov.in. ,the cost of B.O.Q. should be attached with Technical
    Bid in envelope „A‟ as a Bank draft/Banker Cheque from S.B.I. in favour of
    Executive Engineer, D.W.& S. Division concern.
   Contractors/Firms who are defaulter in any Department of GOJ are not
    eligible to participate in this tender.
   Validity of tender will be six month from the date of Opening of tender.
   The tenderers are required to submit ownership Certificate of Reverse
    Rotary Machine with required compressor capacity suitable for GPT, which
    carries Jharkhand‟ Registration/other State Registration/Registered Lease
    Deed in Jharkhand State along with physical verification, Paper verification,
    Owner book, Road permit, insurance and also Fitness Certificate by any S.E
    Mechanical/ E.E Mechanical of DWSD with Technical Bid. No Rate Bid will
    be opened without submission of aforesaid Certificates in Technical Bid.
   The earnest money will be payable as mentioned in B.O.Q, it must be
    pledged in favour of Executive Engineer ,D.W & S. Division, Godda. The
    earnest money should be deposited in form of 6 years N.S.C. VIII th issue or
    3/5 years post office time deposit pass book/ Bank Guarantee issued from
    any scheduled Commercial Bank (Co-Operative Bank will not be accepted),
    for firms/company only which will be valid for one year.
   Agreement must be executed within a week after issue of work order
    otherwise earnest money will be forfeited and the agency will be debarred of
    work and the work will be allotted to other agency. The agency may face
    blacklisting also.
   The quantity indicated in NIT/ B.O.Q may vary. All clauses of NIT/ B.O.Q etc
    will be binding to the tenders and will be part of agreement.
   Right to accept or reject the work will remain reserved with the Department
    without showing any reason.
   The tenderers should enclose all the certificates and earnest money, cost of
    B.O.Q (for those who download the B.O.Q from website) in envelope „A‟ and
    enclose their rates in envelope „B‟. Both the envelopes should be sealed
    separately. First the envelope „A‟ will be opened. Envelope „B‟ will be
    opened only after the tender is found eligible.
        The cost of tender document is non-refundable. The tenderer may submit
         tender by post. Tender not received due to any reason including postal
         delay will not be entertained.
        The rates quoted below 10% of project cost indicated in B.O.Q are not
         acceptable and shall be summarily rejected.
        The work has to be executed on “Turn key” basis and all required materials,
         labour, equipments and services etc has to be arranged by the contractor at
         his own cost.
        There shall not be any splitting of Group. Monthly milestone target shall be
         fixed by the department before agreement which will be incorporated in the
         agreement. Violation of time frame will amount to initiate panel action
         against the contractor.
        Work will not be allotted to those tenderers whose performance report is not
         accordance to departmental norms(Milestone).
        Strata chart of bore well will have to submit to Division before payment.
        No subletting of work is permissible, however partnership deed/Joint
         Venture is allowed where one partner must be the owner of the Reverse
         Rotary Machine and fulfilling other eligibility conditions.
        The decision of the Department will be final and binding in case of any
         dispute and interpretation.
        For any related information kindly contact Office of the Chief Engineer, PMU
         on any working day or can be seen on office Notice Board.
         The work shall be executed on the basis of guidelines, Specification and
         provisions of relevent BIS code, CPHEEOO manual and other standard
         specification. Hand pump, Riser pipe and Casing pipe supplied by the
         contractor has to be inspected by DG& SD/CROWN/SGS/BIS/RITES as
         third party inspection.
        Locational site list can be obtained from the office of concern Executive
         engineer. Bidders should make themselves conversant with local condition.
        Provision of Jharkhand Industrial Policy will be followed in execution of this
         work if required.
       The priority in allotment of works shall be given to the local contractor‟s of
        Godda District.
        In case of same quoted rate priority should be given in following orders for
         G.P.T. Works.
            Ownership of Reverse Rotary machine registered in Jharkhand State.
            Ownership of Reverse Rotary Machine but Registered in other State
            Registered partnership deed/Registered lease deed of Reverse Rotary
             machine, deed executed in Jharkhand State.
   Proper legal action along with black listing will be done against those
    tenderers, who will submit incorrect / fake certificates along with the tender.
   No escalation in rates will be allowed and no claim on account of delayed
    payment owing to unavoidable circumstances will be entertained.
   Conditional tenders will not be entertained.
   Intending tenderers may please note that work is of very urgent nature and
    has to be completed in scheduled time with adequate quality assurance.
