Abstract:
The Nordic ICT organisations wanted to explore and document the interests for innovation topics
related to national and international innovation programs like EU and EUREKA.
The findings should impose the decision of creating a R&D network and collaboration platform
between the leading Nordic ICT and New Media organisations in order to make it easier to build
EU and EUREKA project consortiums.
The problems addressed were
1. Low Nordic SME participation in ICT and New Media projects in EU and EUREKA.
2. Low Nordic business collaboration between ICT and innovative content providers.
3. Nordic innovation networks and secretariats are having difficulties in identifying qualified
Nordic ‘cutting edge’ SMEs.
4. Need for increased profiling of Nordic ‘cutting edge’ SMEs in ICT and new media sectors.
5. Use of proprietary business activity categories makes it difficault to search, understand and
to find relevant information across business directories, portals and repositories.
6. Need for a efficient business intelligence tools for SMEs and R&D consultants.
7. The present, relevant directories for internationalization are strictly national and not updated
because they are often organized outside and without commitment from the ICT- and media
company networks and membership organisations.
The preproject created www.ematch.eu as a Nordic business profile portal with ICT and new
media suppliers and institutes. Almost 300 Nordic companies have registered 100 project ideas.
The project consortium is continuing its work within the new NICe Nordic project T2M
(www.t2mnordic.com). The portal will be operated at least during the T2M periode (May 2009).
In Norway, business profiles from eMatch.eu will be published at the new BusinessGuide pages
at www.computerworld.no. This agreement is expected to raise the number of Norwegian
companies in the eMatch portal from around 200 to around 1000 before mid. 2008.

• Conclusions
1. Most of the Nordic ICT businesses, especially the SMEs, are ‘fully booked’
delivering products and services to a demanding market. Initiating and processing
R&D project proposals is regarded of a majority of the ICT companies as risky
and time consuming tasks and is therefore not prioritized under these market and
recruitment conditions.
2. However, most companies are positive in being invited to develop relevant R&D
projects if they can leave the proposal writing and the project management to
external resources.
3. Some of the Nordic ICT organisations see R&D project support as membership
services for recruiting and keeping member companies.
3.4. Recommendations
1. The Nordic R&D dimension and project collaboration should be strengthened of
geographical, cultural and marketing reasons. This will increase commercial
opportunities as well as knowledge on international R&D project processes.
2. The Nordic ICT organisations, NICe and the EUREKA NPCs should meet annually to
exchange information on market and innovation/technology trends and to identify and
process market orientated R&D projects.
3. The Nordic ICT organisations should establish a joint project supporting the Nordic
collaboration with the following objectives
a. Selecting Nordic business sectors and technology areas of mutual interest for
R&D projects. Examples:
i. Technology platforms for building/construction sectors.
ii. Technology platforms for tourism sectors, included transport and culture.
iii. Platforms for Digital Libraries with exchange of content.
b. Identifying quality resources for application writing and project management.
c. Establish a knowledge base – with high user value - of companies, calls,
institutes based on the eMatch.eu experience and semantic mapping.
d. Supporting the T2M project from an industry aspect.

Norway where we have gained considerable energy savings with our solution in almost 300 buildings.
However we want to do even better extending this solution technically and expand our market area.

22. 320 - Right now, we are very much focused on developing the first release of Second Brain. Our work
touches all of the areas of interest described previously. Our main priority is to define a project within
Second Brain that would be suitable for sponsoring/funding of public money, that we could manage and run
quite independently under the supervision of the funding entity. We would also like to be connected to other
projects that may have relevant experience and knowledge to share and could take part in related forums and
conferences. We believe we are a great example of European innovation
23. 328 - 4D digital city model Based on our work with the National Road Databank for Norway, we have
developed a generic infrastructure model for road networks. This model we want to develop further to a city
model to cover all core areas of city planning. We have alraedy made city models of several cities in
Norway, but they are not based on a generic model. We want to make parametric models which can be used
both for simulation and visualisation.

books and photographs is one part where we are focused.

the digital content. We are a company that gives support to SME's in business skills.
34. 556 - Mobile Advertising Server, is a platform product for managing mobile-CRM programs, mobile
marketing and mobile online campaigns. Our product could be included in any industry vertical solution,
where is required to manage customer relationships over mobile media. It can be used to build m-CRM
database of the users and their profiles. It can be used for the mobile dialogue tool between the users and the
application. Typical examples could be a mobile information channel to the defined target group, individual
customer specific mobile reminders and the mobile return channel from the customer base.
35. 567 - Small Planet has developed a widely used mobile marketplace management platform Download
Center CX. We are constantly developing the new social networking features of the service and look for
possible joint projects with companies which want to bring social networking elements to existing mass
market services.

4.3. Draft mandate for Nordic R&D collaboration.
The Nordic ICT organisations IKT-Norge, IT-Företagen (Sweden), ITEK (Denmark), ICT Finland and
Federation of Icelandic Industries (called partners) have agreed to to following activities:
1. The partners will continue the work of establishing Nordic R&D project consortiums under
national and international funding programs like EU, EUREKA.
2. The partners will meet with the national EUREKA NPCs to clarify funding opportunities for
these activities.
3. The partners will actively participate in the T2M project in order to continue the work and
collaboration from this project.
4. The partners will have one person appointed as R&D contact for the T2M project period (up to
1.5.2009).
5. The partners will attempt to deliver in 2007 - a separate project application for funding of Nordic
R&D collaboration between the partners.

4.6. Comments and recommendations
4.6.1. Nordic collaboration on ICT innovation topics
• Nordic project consortiums should be used for strengthening the Nordic ICT business profiles and
international opportunities.
• Nordic ICT SMEs need external pro-active initiatives and support to engage and operate in the
R&D project fields, e.g from the ICT organisations.
• The ICT organisations underline the needs for a Nordic network for knowledge and support on
R&D projects in order to use funded R&D projects as tools to expand the competence and
networks for the organisations and the business opportunities for their member companies.
• The ICT organisations are positive to prioritize initiating R&D projects, but will need resources
with internal and external funding.
4.6.2. Challenges setting up innovation projects
Comments from Norway
• Low interest/capacity for R&D projects (for the time being). In the present ‘high pressure’ market
conditions with difficulties in recruiting people, the companies seems to prioritize ‘picking the lowest
fruit’ in stead of engaging in R&D projects. It is vital to identify and utilize the values and
opportunities of international market expansions, networks and competence in R&D projects.
• Kompliserte, fragmenterte og ressurskrevede søknadsprosesser. IFU/OFU finansiering
‘forutsetter’ SkatteFUNN-godkjennelse. Dermed avkreves søkeren to søknads- og rapportering-
prosesser (ca. 15% IFU/OFU + 20% fra SkatteFUNN) for 35% finansiering. Disse forholdene er
ressurskrevende og lite attraktivt og trenger forenkling.
• 50% finansiering er mulig. Dersom et prosjekt ligger innenfor EU rammeprogram og
satsningsområder, kan finansieringen økes til inntil 50% i flg. ESA-reglene (14.5.3. Tillegg til
grunnintensiteten, pkt. 1.2 og 3). Dette kan gjøre det mer interessant for bedrifter å kombinere eks.

bestemmelsen og må informeres med bekreftelse fra NFR i det enkelte prosjekt.

The overall opinion of the participants can be stated as follows:
1. The common database is a very good tool, but it must be accessible directly by the
participants and a "seek" function must be added
2. In Denmark focus was very much upon "Content", "Edutainment" and "Entertainment",
due to the understanding of the Project Title "digiBusiness". This domain is also most in
need of support in order to establish projects
3. Since it was a "Pre-project", the participants were interested in participating in a follow-
up project if this is established and covering the same problem area (T2M ??)
4. The fact that there is no money available under the EUREKA-umbrella makes the need
for alternative sources imminent. ITEA2 can partly remedy this problem - since there is
funding for at least one half-day support session at the companies location which was
clearly told at the information "Workshop"
5. An initial Network has been established which can be built upon
6. ITEK has hired a consultant to assist with the formulation of project themes in order to
make proposals for FP7 - and some of the companies have been contacted.
Sweden
1. The projects networking possibilities are the foremost interest of IT-Företagen and our
members.
2. The stance of the project is good and has our full support. However the competition of
our member companies’ attention is very hard and to attract them it’s important to have a
recognisable and uniform project front to be perceived as trustful and attractive.
3. Financing opportunities are of less interest to our members. They find it difficult and
costly; hence many Swedish ICT-companies discard from seeking EU-funding and such.
Possibly (and hopefully) the forthcoming T2M-project can act as a best practices
example to our members.
4. The eMatch-portal is a very good tool, but needs some adjustments; for example, all
participating organisations logotypes visible on index page underlining the portals
credibility to member companies. Making such adjustments might help us getting more
companies in the database and also keep them active on the portal.
