                         Introduction

  The Internet
  The Internet is a global computer network allowing communication with
millions of computer users and access to resources from around the world. It
doesn't matter what type of computer is used for connection to the Internet, a
virtually limitless wealth of resources is available for everyday use.


  From a different perspective, the Internet is a level playing field with an
open libertarian ambiance where "Information wants to be free." Information
on the Internet is increasingly available in languages other than English, and
many lists and newsgroups cater to non-English speakers.


  The World Wide Web is big part of the InterNET; to understand the world
wide web (WWW), one first has to understand its home ---the InterNET. The
Internet is an enormous library or collection of libraries through which one
can access information and people. The Internet has gained widespread
popularity relatively recently.


  The Internet is the global "Network of Networks," linking thousands of
computer networks together. Because of the Internet's vast resources, it has
already become impossible to "cover the territory." The Internet was
established at the end of the cold war to ensure continued communications
between the military and various branches of government. Now, however, its
uses have far outgrown its creators intentions.

Nature of Work of a Planner

        Planners develop long- and short-term land use plans to provide for
growth and revitalization of urban, suburban, and rural communities, while
helping local officials make decisions concerning social, economic, and
environmental problems. Because local governments employ the majority of
urban and regional planners, they often are referred to as community,
regional, or city planners. Planners promote the best use of a community's
land and resources for residential, commercial, institutional, and recreational
purposes. Planners may be involved in various other activities, including
decisions on alternative public transportation system plans, resource
development, and protection of ecologically sensitive regions. They address
issues such as traffic congestion, air pollution, and the effect of growth and
change on a community.               They may formulate plans relating to the
construction of new school buildings, public housing, or other infrastructure.
Some planners are involved in environmental issues ranging from pollution
control to wetland preservation, forest conservation, or the location of new
landfills.    Planners also may be involved with drafting legislation on
environmental, social, and economic issues, such as sheltering the
homeless, planning a new park, or meeting the demand for new correctional
facilities.
        Planners examine proposed community facilities such as schools to
be sure these facilities will meet the changing demands placed upon them
over time. They keep abreast of economic and legal issues involved in
zoning codes, building codes, and environmental regulations. They ensure
that builders and developers follow these codes and regulations. Planners
also deal with land use issues created by population movements.                 For
example, as suburban growth and economic development create more new
jobs outside cities, the need for public transportation that enables workers to

get to these jobs increases. In response, planners develop ransportation
models for possible implementation and explain their details to planning
boards and the general public.
        Before preparing plans for community development, planners report
on the current use of land for residential, business, and community
purposes. These reports include information on the location and capacity of
streets, highways, airports, water and sewer lines, schools, libraries, and
cultural and recreational sites.           They also provide data on the types of
industries in the community, characteristics of the population, and
employment and economic trends. With this information, along with input
from citizens' advisory committees, planners design the layout of land uses
for buildings and other facilities such as subway lines and stations. Planners
prepare reports showing how their programs can be carried out and what
they will cost.
        Planners use computers to record and analyze information and to
prepare reports and recommendations for government executives and
others. Computer databases, spreadsheets, and analytical techniques are
widely used to project program costs and forecast future trends in
employment,        housing,     transportation,    or   population.   Computerized
geographic information systems enable planners to map land areas and
overlay maps with geographic variables, such as population density, as well
as to combine and manipulate geographic information to produce alternative
plans for land use or development. Urban and regional planners often confer
with land developers, civic leaders, and public officials. They may function
as mediators in community disputes and present alternatives acceptable to
opposing parties. Planners may prepare material for community relations
programs, speak at civic meetings, and appear before egislative committees
and elected officials to explain and defend their proposals.

In large organizations, planners usually specialize in a single area such as
transportation, emography, housing, historic preservation, urban design,
environmental and regulatory issues, or economic development. In small
organizations, planners must be able to do various kinds of planning.




The Internet & Planners

        The web is called as another Virtual library at your disposal. Not only
does it offers access to many libraries, but it offer sites developed on topics
of special interest. The internet can help a planner in a variety of ways.


Before a planner starts using the Internet, he must
     Develop the technical skills required to use the Internet for
        communication and Information gathering.
     Acquire geographic awareness based on understanding the global
        nature of Internet connections and communications.
     Improve their ability to learn and understand new and changing
        information technologies.
     Learn to evaluate the validity of information acquired through Internet
        Resources.
     Learn to synthesize data acquired through the Internet into a
        meaningful whole.
     Develop the skills required to rate information for relevence in meeting
        a specified need.
     Understand and Know How to use at least one Web Browser.
     Understand differences and similarities among search engines.
     Understand how to use a variety of serach engines.
     Develop strategies for finding and evaluating new Internet growth and
        use.

Using the Internet as a Search Tool


        The internet is a very effective search tool. The planner can use the
internet to search for relevant topics of city and regional planning through a
variety of search engines. A search engine is a web-site designed to cater to
the specific needs of the user and find all the relevant web-sites.


Brief details of the most effective search engines that a planner can use for
his job are given below.




Database: A subject guide to Internet resources constructed by librarians.

Contents: Around 6,000 links to Internet resources briefly annotated, with

assigned subject headings.

Searching: Basic searches can be limited to the title of the resource, the

description, the assigned subject headings, or partial URLs in the links in

addition to searching across the entire record. Advanced Search offers

Contents: Main directory: Links (URLs) to Internet resources and brief

descriptive text for those links.

Searching: All Yahoo pages include a simple search box, but the Yahoo

Search page offers options for searching Yahoo!, Usenet, or Email

Addresses. Searches can also be limited to listings added in the last day,

week, month, or three years. Boolean operators (and, or) and string

searching are also supported. Note: if no results are retrieved in Yahoo, the

search is automatically passed to Alta Vista, which then searches its

database and passes the results back via Yahoo. If Yahoo cannot make the

connection fast enough with Alta Vista it will provide a page of links to a

number of search tools. When one of those links is selected, your search

words are automatically passed to the search engine on your behalf.

SEARCH TIP: Yahoo! is a subject directory, which means it will not list many

pages that search engines will typically retrieve (such as Joe Schmoe's page

of hot links). Use a few words that describe your topic or that may be found

on a high-level page (the first page you would see when visiting a site) for an

organization or company.

the Simple Search Help. Advanced query mode offers boolean (and, or, not)

and simple adjacency (near) operators, as well as an option for additional

words to use to rank the search results (occurrence of the word(s) within

retrieved documents will make them sort higher in the list).

SEARCH TIP: Try "title:"Your Phrase"" as a first search. That is, a search

like title:"Digital Library" will restrict the search to that mixed-case phrase

found in the titles of Web documents.

Results: Offers three results options (but two give the same result): 1)

"Standard" results (the default option) with the link followed by the machine-

generated item abstract in an indented paragraph with the URL at the

bottom, the file size and the last update date. Results are returned ten items

on a screen, 2) "Compact" puts each item on one line (the link on the left,

followed by the last update date of the file, then the machine-generated

abstract scrolling off the screen to the right), and 3) "Detailed", which is the

same as "Standard".

SEARCH TIPS: Use a plus sign (+) to specify that ALL documents have that

word, or use a minus sign (-) to specify that NONE of the documents have

that word. Excite also supports full Boolean operators and syntax. You can

use AND, OR and AND NOT operators and parentheses for grouping. For
