Provide leadership for the development and implementation
  of a wetland CEPA Action Plan
 Main points of contact on CEPA matters
 Key members of the National Ramsar/Wetland Committees
 Assist in practical CEPA implementation and reporting at the
  national level
 Ensure a high, positive public profile for the Ramsar
  Convention and its conservation and wise use goals
 Active spokespersons for wetland CEPA
 Establish and maintain any contacts, networks, etc to improve
  communication between actors at all levels

The planning challenge
• National CEPA plans:
  Australia, Hungary, Spain, Germany, China
• Very few regional and site CEPA action plans
  have been produced
• Wetland Mangement plans with CEPA « built
  in »
Integrating CEPA on a site level
• Nong Bong Kai RS, Thailand, has a
  management plan, developed through a
  participatory process.
•    The plan identifies 7 key issues:
1.    Water quantity
2.    Ecosystem degradation

Goals:
• CEPA Focal Points (both Government and NGO) understand their lead role
  in delivering one of the key requirements of the Resolution – CEPA action
  planning at some level whether it be national, sub-national, catchment or
  local site level
• provision of tools and practical experience in using them to develop
  essential skills

How:
• hands-on workshop:
 minimum time on the ‘theory’ of participatory wetland action planning
 most time spent on the various stages of this process using a variety of
  standard planning tools and techniques to look at World Wetlands Day
  planning and site level CEPA planning:
