                                          Internal Drainage Board held at the Clerk's Office
                                         situate at 3-15 Gladstone Terrace Goole at 6.30 p.m.

                                              The Vice-Chairman queried whether a quorum was formed which was
                                              confirmed by the Clerk. The Vice-Chairman then took the meeting.

MINUTES:                                       Minutes of the meeting of the Board held on Tuesday the 13 of March 2007
                                               having been circulated to all members were taken as read and found to be
                                               correct. The Chairman then signed them as a true record.

Minute No. 1871
MATTERS ARISING:                               There were no matters arising.

Minute No. 1872
MAINTENANCE:                                   Pumps

                                               Hook Clough Pumping Station

                                               The Clerk reported that the Pumps at this site are working correctly. There
                                               have been no reported problems with the weedscreen cleaner since the last
                                               meeting, although there is still a problem with fly tipping.

                                               Downes Ground Pumping Station

                                               The Clerk reported that No.2 Pump had now been repaired and all 3 Pumps are
                                               working correctly.

                                               The weedscreen cleaner is working correctly. Mr R Huddlestone has begun to
                                               pump water from the Drain for use on the land and the Board therefore adjusted
                                               the water levels to ensure that there is adequate water in the Drain.

                                               Orchard Cottage Pumping Station

                                               The Clerk reported that the Pumps at this Station are working correctly. It had
                                               been reported that there was still a continuing problem with unknown persons
                                               dumping more fridges in this Drain.

                                               The Clerk reported that the tender for the weedscreen cleaner for this site has
                                               been placed with EIMCO (Brackett Green) and should be delivered later
                                               summer. The Engineer is currently working on tenders for the rest of the
                                               refurbishment of this site.

                                               New Potter Grange Pumping Station

                                               The Pumps at this Station are working correctly. There have been no reported
                                               problems regarding the weedscreen cleaner at this site. The Clerk reported that
                                               the contract for the work to be carried out for the refurbishment of the Pumps
                                               and Electrical works at this site have been placed with Perry’s Pumps and the
                                               work should be commencing in the near future.

                                               Southfield Lane Pumping Station

                                               The Clerk reported that the Pumps at this Station are working correctly and no
                                               problems have been reported.


Minute No. 1873
DRAINS:                                        The Clerk reported that the tenders for carrying out the annual maintenance of
                                               the Drains have been received and were as follows:

                                               Flailing – F. Martinson & Son = £5.25 per chain plus VAT

                                               De-weeding – Sweeting Bros. Ltd = £6.91 per chain plus VAT

                                               Following a short discussion, it was agreed to accept both tenders and the
                                               Clerk was instructed to inform both Companies with their success.

                                               The Clerk then reported that the week before Easter there was a massive
                                               pollution of the New Potter Grange Drain which had turned bright orange. The
                                               Environment Agency Pollution Team were informed and spent several days
                                               trying to trace the Company/person responsible. It was strongly believed that
                                               the Company responsible was Kemira Chemicals, however, there was
                                               insufficient proof for the Environment Agency to take out a prosecution. Water
                                               samples were taken by the Environment Agency which were tested and found
                                               to be Iron Sulphite which in moderate quantities is used for purifying water at
                                               waste treatment works. However, in the large quantities delivered into the
                                               Drain, this could become harmful to wildlife and plants within the water.

                                               Following discussion, it was agreed that the Board should be kept aware of any
                                               developments within this matter.

Minute No. 1874
HEALTH AND SAFETY:                             The Clerk reported that no problems relating to health and safety have been
                                               reported since the last meeting. The Clerk explained that he was presently in
                                               discussion with Mr Shepherd the health and safety Consultant regarding
                                               overhead power line safety. This has been caused due to concern voiced by
                                               the health and safety Executive following incidents in the South of the Country
                                               which caused near fatal accidents. Courses have been planned and Mr Dan
                                               Sweeting of Sweeting Bros. is attending in order to be able to ensure that his
                                               men are working safely when they are within the Board’s District.

                                               It is hoped that there will be further courses later in the year when more
                                               members can attend.

                                               The Clerk reported that he had received information from the Insurance
                                               Company regarding the weedscreen cleaners and the fact that they should be
                                               deemed as cranes under the health and safety act which will require separate
                                               risk assessments etc. It was agreed that the Clerk should contact Mr Shepherd
                                               with a view to obtaining relevant risk assessments for the sites.

M62 JUNCTION 36
DEVELOPMENT
(CENTREPORT):                                  The Clerk reported that the work for the development of the Tesco buildings on
                                               this site is continuing at a fast rate. The large attenuation ditch had now been
                                               completed and is awaiting to be lined before it can be used for the purposes
                                               designed. The Clerk explained together with the Engineer that he had been in
                                               constant touch with Mr Smith the Project Engineer in charge of the site and
                                               have developed a good relationship with him. With the Board’s assistance, Mr
                                               Smith had been able to obtain a licence from the Environment Agency to allow
                                               to take water from New Potter Grange for use on dust control within the site. As
                                               a consequence, whilst the weather is dry the Pumps have been switched off to
                                               allow sufficient water to enter the system, therefore, the Board has gained
                                               through costs of two Pumping Stations of not having to pump water.

                                               The Clerk then explained that together with Jon Traill he had visited the site
                                               regarding Mink control and now had made decisions regarding the replacement
                                               of rafts and the Developers have agreed to participate in the project and are
                                               sharing the costs.

                                               The Clerk then explained that he had been approached by a Company ICI/TDG
                                               with a view to obtaining permission to resurface water from their site to the
                                               Drain north and east of the Development site. He explained that the Engineer
                                               and himself were looking into the matter together with the assistance of
                                               Jon Traill. The Developer’s Ecological Development Officer has been made
                                               aware of the situation and a report will be forwarded to him when further
                                               information is to hand.

                                               The Clerk further explained that the Board had now delivered papers relating to
                                               the commuted sum to the Developer and are still awaiting their response. It is
                                               hoped that there will be a meeting held within the next 2 to 3 weeks.

Minute No. 1876
DEFRA GRANT:                                   The Clerk reported that he had now applied for and received part of the DEFRA
                                               Grant relating to the Orchard Cottage and New Potter Grange project. The sum
                                               of £33,930.00 had been received in April.

Minute No. 1877
PUBLIC WORKS
LOANS BOARD:                                   The Clerk reported that no application for further loans has been made to the
                                               Board at this point.

Minute No. 1878
ASSET MANAGEMENT:                              The Clerk explained that the Engineer had been making enquiries of a
                                               Company based at the Kings Lynn Consortium of Drainage Boards named
                                               IDB4IDB which is able to produce a particular type of programme required.

Minute No. 1879
RIVERBANK AT
HOOK RAILWAY BRIDGE:                           The Clerk reported that he had contacted Neil Rich the Engineer who together
                                               with IDB members had attended a site meeting earlier this year. Mr Rich
                                               informed the Clerk that the Environment Agency will not carry out the work but
                                               stated that the Board will require permission to carry out any work on the outfall
                                               as it is within the banks of the River. The Development Control Office will deal
                                               with the matter and will have to oversee the work. The Clerk reported that at
                                               the present moment he was trying to contact the Engineer in order to make
                                               progress in this matter.

THE BOARD:                                     The Clerk reported that the website is working correctly and has had numerous
                                               hits upon it.

TELEMETRY:                                     The Clerk reported that the Oriel System team had visited the Board’s offices
                                               recently and met with the Vice-Chairman, the Engineer and Clerk. A
                                               programme of Telemetry was discussed at great length and proposals for a
                                               system in which would be of use to the Board was discussed. Oriel Systems
                                               have arranged for the sub-committee to visit Lindsey Marsh IDB with a view to
                                               seeing the system in operation. Hopefully, this meeting should occur before the
                                               next Board meeting.

Minute No. 1882
MOBILE WATER PUMP:                             The Clerk reported as instructed by the Board, he has placed an order for the
                                               purchase of a new Mobile Water Pump with the Company Hidrostal. The cost
                                               was £22,000.00 plus VAT and is delivery is expected by mid June. It was
                                               agreed that when the Pump has been delivered that it should be stored at
                                               Martinson & Sons premises at Howden where it would be maintained to
                                               adequate standards for the Board’s immediate use.

Minute No. 1883
ELECTION 2007:                                 The Clerk reported that in accordance with the Rules and Regulations
                                               appertaining to the election of members of the Internal Drainage Board, he had
                                               displayed notices showing details of all rate payers and ask that the list be
                                               approved. Following discussion, this was agreed. The Clerk explained that the
                                               next part of the process would duly take place.

Minute No. 1884
ENGINEER’S REPORT:                             An report was presented to the members by the Engineer:

                                               Downes Ground Pumping Station – Refurbishment

                                               Movement monitoring; report by the end of 2007. The Engineer will check for
                                               any further movement later this month (last read in November 2006).

                                               Junction 36, M62 Centreport Development

                                               Work has started on site (5 February 2007), and the Centreport contractors
                                               have filled in some of the Board’s drains. The developer and contractor have
                                               been made aware of land drainage / possible flooding issues at this location.
                                               The Engineers have visited the site prior to the commencement of works and
                                               twice subsequently; further additional site visits will be necessary.

                                               Some details of the Centreport development have not yet been presented for
                                               our consideration; in addition some parts of the Centreport development may
                                               change in the future.

                                               The attenuation ditches and under ground storage chambers are under
                                               construction. The dry weather has assisted work on site, although the use of
                                               mobile water bowsers is currently mitigating some dust related problems. A site

                                               visit was made to agree water abstraction and dust problems on the 16 April
                                               2007.

                                                The Engineer and Clerk have met to discuss the development, a meeting to
                                               discuss highways issues was held with Jordan Pritchard Gorman (JPG) on
                                               behalf of Yorkshire Forward and the East Riding of Yorkshire Council to
                                               agree the development drainage proposals. Additional meetings were held

                                               on the 19 March 2007.(sign off drawings) and on site on the 21 March to
                                               inspect the existing pumping station to be taken over by the board.

                                               Most issues have been agreed or resolved, however due to the scale of the
                                               proposals a snagging list still requires resolution. Most environmental issues
                                               have been addressed. We are still in the process of preparing calculations for
                                               a commuted sum payable by the developer.

                                               New Potter Grange Pumping Station Refurbishment Works

                                               The Engineers have instructed Perry Pumps at New Potter Grange (27 April
                                               2007), we have not yet had a response regarding when works will
                                               commence.

                                               Orchard Cottage Pumping Station Refurbishing Works

                                               The design for the Orchard Cottage refurbishment (electrical and mechanical
                                               works) is in progress. The Weedscreen tender has been let to EIMCO water
                                                                                 th
                                               Technologies for £48,650 on the 19 April 2007.

                                               Asset Management Study – Progress Report

                                               The field survey work has been completed on all the drains within the Goole
                                               and Airmyn IDB area. Since some of the drains on the Centreport
                                               development have been / will be filled in, this part of the drain survey cannot
                                               be formally completed until all new drains are constructed and adopted.

                                               It is not possible for IDB’s to input data onto the EA system at present,
                                               NFCDD to be implemented 1 April 2007. The Environment Agency have
                                               indicated that all survey work should be completed by December 2007 and
                                               all inputting on to the Environment Agency’s NFCDD system must be
                                               completed before April 2008. Discussions with a suitable contractor are still in
                                               progress, since the system is not yet operational, no precise costs can be
                                               agreed at the moment. Costs will be presented to the Board after 1 April
                                               2007.

                                               NFCDD database (Environment Agency)

                                               It is not possible for IDB’s to input data onto the EA system at present.
                                               NFCDD to be implemented April 2007. Discussions with suitable contractor in
                                               progress. To discuss costs, data to be inputted by end Sept 2007.

                                               Fluvial Grant Aid – Future Work Submission

                                               There are indications from DEFRA/EA that in April 2008 grant monies will
                                               again be released to drainage boards. However to get on the ladder it will be
                                               necessary to put forward requests by the end of this month. The board to
                                               discuss if any application should be considered.

                                               Telemetry

                                               The Board wish to investigate Oriel Systems further, with a view to possibly
                                               adopting a telemetry system from them. A meeting has been held with Oriel

                                               ADA Northern Branch Conference

                                               The Clerk, Engineer and Board Chairman attended the ADA Northern Branch
                                                               th
                                               Conference on 4 May 2007. Notes of this meeting are attached.

                                               Fluvial Grant Aid – Future Work Submission

                                               There are indications from DEFRA/EA that in April 2008 grant monies will
                                               again be released to drainage boards. However to get on the ladder it will be

IDB REVIEW:                                    The Clerk reported that as discussed at the last meeting, the implementation

                                               according to their position. The Clerk further reported that replies had now been
                                               formulated and forwarded to respective departments as required.

PROPOSED CONSORTIUM
OF BOARDS:                                     The Clerk reported that this matter was moving ahead. Although there was
                                               nothing to report regarding this Board at this time, it was noted that several
                                               other Boards within the District had also approached Lower Ouse with a view to
                                               joining the Consortium.

ADA REPORTS:                                   The Clerk reported that once again there has been no reports received from
                                               the Association of Drainage Authorities since the last meeting.

ANY OTHER BUSINESS:                            There was no further business to be discussed.
