					                  California Community Colleges Matriculation Program
                           Mission, Vision, Goals and Objectives
                                         2010-2015

VISION STATEMENT

The Matriculation Program is an exemplary student services model with an emphasis on at-risk
and underrepresented students using evidence-based, innovative approaches that promote student
access and success. Matriculation integrates student and instructional services to promote
institutional responsibility and accountability for student success.

MISSION STATEMENT

The mission of the Matriculation Program is to increase community college student access and
success by providing effective core services, including orientation, assessment and placement,
counseling, academic advising, and early intervention. The program focuses primarily on
entering students’ transition into college to provide a foundation for student achievement.
Matriculation ensures student equity in assessment, student services, and access to college
resources and provides a foundation for students to achieve their educational goals.


Goal 1:        Identify the core Matriculation services that promote student success and
               completion based on California Community College student characteristics
               and needs.
Objective A:   By January 2011, identify current common college student needs and challenges
               based on an analysis of statewide student demographic data, research studies,
               and literature review.
Objective B:   Based on the review of student demographic data, evaluate and identify
               Matriculation strategies that promote student access, success, and equity.


Goal 2:        Evaluate and identify strategies for the delivery of effective core
               Matriculation services that promote student success and completion.
Objective A:   By March 2011, complete a review of the research literature on effective
               community college student services and practices, such as counseling and
               advising and assessment, and develop a “best practices” report to be
               disseminated to community college staff and administrators and state
               policymakers.
                    Investigate research-based student services to guide future program
                      administration and strategic planning efforts, building upon the work of
                      the Basic Skills Initiative.
                    Identify successful cost-effective college orientation models,
                      improvements in admissions practices, effective counseling and advising
                      practices, etc., that meet the needs of the diverse CCC student population.
                    Research the viability of mandating core services, such as assessment,
                      orientation, counseling and advising, to increase student success.

Goal 2:        Evaluate and identify strategies for the delivery of effective core
               Matriculation services that promote student success and completion.
                    Explore the use of technology to increase access and broaden the reach of
                       core Matriculation services to students.
Objective B:   During 2010-2011, provide support to the Board of Governors Student Success
               and Completion Taskforce through analysis of student outcome data, research of
               effective student service practices, and identification of the core Matriculation
               services that promote student success.
Objective C:   By June 2011, based on research evidence and review of student outcome data,
               develop recommendations to strengthen improve student success through
               targeted, core Matriculation services.
Objective D:   By June 2011, develop guidelines/recommendations for a model matriculation
               program and coordinator job responsibilities and disseminate model and
               guidelines to CCC student service administrators and staff. The model includes
               value placed on standards of practice that emphasize services integrated with
               instruction and other Student Services, portability, equity, access, and
               accountability.


Goal 3:        Strengthen Matriculation program accountability in support of institutional
               student outcomes.
Objective A:   By March 2011, complete an evaluation of current Matriculation program data
               collection and develop recommendations for implementing improvements that
               will support evaluation of program and service-delivery outcomes.
Objective B:   Develop recommendations to infuse focus on student outcomes and
               accountability into Matriculation funding formula.
Objective C    Ensure that student outcome data is disaggregated to measure the effectiveness
               of services provided to underrepresented and other student groups.
Objective D:   Develop recommendations to measure student success and Matriculation service
               outcomes that are tied to student success.
Objective E:   Evaluate Matriculation MIS data collected to determine the extent to which the
               data reported can be used to track program and student outcomes and develop
               recommendations to improve the MIS data collection process to strengthen this
               process.
Objective F:   Improve CCCCO Matriculation reporting process to better reflect program
               expenditures, services provided, and track outcomes.


Goal 4:        The Chancellor’s Office will provide ongoing training and support to
               community college administrators and staff involved in the delivery of
               Matriculation services on effective practices and strategies.
Objective A:   Provide training to new directors and informational workshops throughout the
               year on the delivery of effective Matriculation student services.
Objective B:   Ensure that updated online resources are available on the Matriculation
               components and effective practices.

Goal 4:        The Chancellor’s Office will provide ongoing training and support to
               community college administrators and staff involved in the delivery of
               Matriculation services on effective practices and strategies.
Objective C:   Provide training on grant-writing to support delivery of services and identify
               opportunities to seek grant funds from the federal government and private
               foundations.
Objective D    Develop a CCC Matriculation Program handbook as a resource guide for
               program coordinators and staff.
Objective E    Through state-level workgroup representing Matriculation directors, the
               discipline and counseling faculty, and other stakeholders, develop Multiple
               Measures guidelines and examples for use in assessment, student counseling and
               advising, and placement.


Goal 5:        Support the development of a statewide common assessment for California
               Community Colleges for English, math, and ESL.

Objective A:   Chancellor’s Office Matriculation program and CCC Matriculation Professionals
               and Assessment Associations will actively participate in the CCC Common
               Assessment Taskforce to help inform the development of the vendor RFI,
               selection of assessment instruments, and implementation efforts through
               participation on an ongoing steering committee.
Objective B:   By June 2011, the Chancellor’s Office and Assessment Association will develop
               an ESL assessment instrument and test item bank for voluntary use by California
               community colleges at minimal cost.


Goal 6:        The Matriculation Program is well defined, clearly communicated,
               consistently implemented.

Objective A:   By December 2010, develop and implement an advocacy plan and tools for
               communicating the value and impact of Matriculation services on promoting
               student success.
