                    QUENIBOROUGH PARISH COUNCIL
         Minutes of a Meeting of the Parish Council held at 8.00 p.m. in the
            Council Meeting Room on Wednesday, 20th August 2008.

Apologies for absence were received from Mr. P. Harrop.

PCSO Angela Ogden attended the meeting and gave a crime report

County/Borough Councillor Mike Preston attended the meeting and gave a verbal
report.

3241Minutes of the Meeting of the Parish Council held on 18th June, 2008

RESOLVED: that the above minutes be approved and signed as a true record.

3242 Matters Arising from the above Minutes

The payment of the annual ground rent to the Queniborough Village Hall
Management Committee was still being paid in part by standing order.

RESOLVED: that the Clerk should cancel the standing order and that the QVHMC
should submit an invoice for the amount due each year.

3243 Report of Actions taken out of Meeting 16th July 2008

A site meeting had taken place for a new bus shelter next to Branston’s garage. This
had been agreed with Leicestershire County Council who will fund half of all the
costs.

RESOLVED: that the Clerk will obtain quotations for the erection of the bus shelter
from the County Council’s Highways Department and Mr R. Lockwood

3244 Minutes of an additional Meeting of the General Purpose and Cemetery
     Management Committee 7th August 2008

RESOLVED: that the above minutes be approved and signed as a true record.

3245 Matters Arising from the above Minutes

Further correspondence had been received about the cemetery and this and the current
maintenance of the cemetery were discussed. The scattering of chippings in the
cemetery was reported and this was causing problems with mowing.

RESOLVED:

a) that advice should now be sought from the Parish Council’s solicitors regarding the
most recent correspondance.

b) that a letter should be approved by the Cemetery Management Committee for
replying to the matters raised in the Queniborough Gazette.

c) that the Clerk will speak to the Groundsman about maintenance

d) that the local police should be asked to include the cemetery on their patrol to look
for anything that may impede the work of the maintenance of the cemetery.

3246 Risk Assessment

The Parish Council’s Risk Assessment policy now needs to be formally carried out
and recorded.

RESOLVED: that the Clerk should list what action is required, when it needs to be
done and carry this out. It should be referred back to a later meeting if required.

3247 Disaster Planning for Parish Council

At the request of the Chairman the Clerk had prepared an outline of what needs to be
done so that the Council can continue to function in the event of a disaster. It was felt
that as much as this should be stored electronically to ease access and save large
duplicate files of paper.

RESOLVED: that the Clerk should now gather the information required by the plan
and keep Council informed of progress

3248 Regional Development Strategy

The East Midlands Regional Plan was discussed. It was felt that this may have a
major impact on the area surrounding the village.

RESOLVED:

a) that the Clerk should approach the Council’s consultant to enquire if they can again
assist us in making a submission before the consultation period ends on 17th October.

b) that the Clerk should write to the Queniborough Gazette alerting the village to the
process so that they can comment individually if they wish to do so

3249 Report from QVHMC Representative

The Parish Council’s representative on this committee reported that the Fun Day had
raised £1500 for the appeal and that the total amount raised is now approaching
£10,000.

3251 To Consider Planning Applications

P/08/2020/2 Display of illuminated sign above ATM Horse and Groom

RESOLVED: that as this is in the conservation area the application could not be
supported.

P/08/2021/2 Installation of an ATM Horse and Groom

RESOLVED: that as this in the conservation area and that parking is restricted on
Main Street, this application could not be supported in the current position. It was
suggested that a different site should be consider on the building away from the main
road.

P/08/2002/2 Roundhouse Livestock Building Newstead Farm

Mrs. M. Winterton declared an interest in this item and left the room

RESOLVED: that no objections would be made to this application

3252 Accounts for Payment

RESOLVED: that the Schedule of Accounts with an aggregate of £2810.71 be
approved for payment.

3253 Clerk’s Report on Work in Progress

Additional keys had been cut for the tennis court as we now had over 100 users. M+H
News had agreed to take the bookings forms for the tennis courts.

RESOLVED: that Mrs. D. Hurwood will check if the Crossroads stores still have
previous bookings forms. Clerk to update regulations which should be given and
signed for when key application made. Clerk to put notice of change in the Gazette
and on the Parish Council’s web site.

A draft of new headed paper for the Council was circulated.

RESOLVED: The draft be approved with minor amendments. Clerk to investigate a
better printer/scanner for the Parish Office.

3254 Chairman’s Announcements

The Chairman will write an article for the Gazette to mark Mrs. Richardsons’
retirement.

3255 Items for discussion at next meeting
