5.2.1. Objectives The operational appropriations are intended to finance the call for proposals "Industrial Relations & Social Dialogue" which finances a large variety of measures, including conferences, seminars, round tables, negotiations, studies, surveys, publications, monitoring exercises, training measures, training tools, the setting up of networks, the development and exchange of best practice and Presidency conferences. Operational appropriations under this budget heading also cover logistical support for social dialogue negotiation meetings (hire of meeting rooms and interpretation).

5.2.4. Exclusion and eligibility criteria To be eligible, applicants must: • Be properly constituted and registered legal persons. In derogation from this requirement, with regard to grants attributed for operations falling within the scope of Article 138 of the EC Treaty, social partner organisations without legal personality are also eligible 1 ; Fall within one of the following categories: social partners; organisations linked to industrial relations; public authorities and civil society organisations; Have the active support of a European social partner organisation, if they are a national social partner organisation or submitting a project under sub-programme "Support for European social dialogue". This must be demonstrated by including a signed letter indicating active involvement; Have active partners from several different Member States in the case of projects which are not submitted by a European or international organisation. This must be demonstrated by including signed letters indicating active involvement; Have their registered offices in one of the EU Member States; Not be in one of the situations referred to in Articles 93 and 94 of the Financial Regulation.

Eligibility of operation

To be eligible, operations must: • • Be linked to at least one objective of the budget heading; Comply with the European Community co-financing percentage of maximum 80 %, with the exception of the social dialogue operations involving negotiations in accordance with Articles 138 and 139 of the Treaty, meetings to prepare for negotiations (under sub-programme "Support for European social dialogue"), or joint social partner operations relating to the implementation of the results of European social dialogue negotiations, which can be financed up to 95 % of the total cost Be fully carried out in the Member States of the European Union or the candidate countries; Comply with the subcontracting rules of the call for proposals indicated in Annex I of the call for proposal; Comply with the rules on dates of submission and start of the operation indicated in the call for proposal.

5.2.5. Selection criteria The applicant must have the financial and operational capacity to complete the activity for which funding is requested. Thus the applicant must have access to solid and adequate funding to maintain activities for the period of the project and to help finance it as necessary and must have the operational resources (technical, management) needed to successfully complete the activity. The financial and operational capacity should be proven by the annual balance sheets, declaration of honour and curriculum vitae of the project manager. 5.2.6. Award criteria i. ii. iii. iv. v. vi. Maximum percentage of Community financing In general, this budget heading allows support to be given to projects to which the applicants contribute at least 20 % of the total cost of the operation. Contributions in kind are not accepted.

The multiplier effect refers to how the project and its results will promote change in other fields, e.g. geographical, sectoral, thematic, etc.

The European Commission may, however, decide to finance up to 95 % of the total eligible cost of social dialogue operations involving negotiations in accordance with Articles 138 and 139 of the Treaty, meetings to prepare for negotiations (under subprogramme "Support for European social dialogue"), or joint social partner operations relating to the implementation of the results of European social dialogue negotiations. Social dialogue meetings organised by the social partners themselves can also be financed up to a rate of 95 %. 5.2.8. 5.3.
Presidency Conferences The Commission intends to co-fund two conferences foreseen for the second semester 2007 under Portuguese Presidency. These conferences will address the following themes: The European Social Dialogue The contribution of social partnership to the Lisbon Strategy.
The grants will be awarded according to Article 168.1(c) of Commission Regulation N° 2342/2002 which provides for exceptions to calls for proposals in case of grants awarded to bodies with a de jure or de facto monopoly. The co-funding will represent max. 80% of the eligible costs. 5.4. Calls for tender
5.4.1. Purpose of the calls for tender Negotiation meetings: framework contract "Meetings" of the DG EMPL (valid until 19.1.2007, renewable two times). Studies and other initiatives in the field of social dialogue and industrial relations: Study on the follow-up given by the European sectoral social partners to their joint texts and tools e.g. Follow-up of the Pochet study; Evaluation of the implementation of the European cross-industry social partners' autonomous agreement on telework; Study on the challenges for the European social dialogue in the transport sector after enlargement; Studies with a view to supporting Commission work in the area of European industrial relations and social dialogue; Feasibility study on the development of survey modules and indicators measuring the quality of industrial relations;

Information and training measures for workers' organisations 3. Legal Basis
The appropriations under this item are intended to finance actions taken by the Commission by virtue of the powers specifically conferred to it by Article 138 of the EC Treaty. 4. General objectives of the line for the year and expected results
The commitment appropriations are intended to cover expenditure on information and training measures for workers' organisations, including representatives of workers' organisations in the candidate countries, deriving from the implementation of Community action on the social dimension of the internal market, including gender equality issues, and monetary union. 5. Description of activities financed under this heading
By application of Article 138 of the Treaty, the Commission has the obligation to take any relevant measure to facilitate European social dialogue by ensuring balanced support for the parties. The Commission has already stressed in different occasions the crucial role of social partners as a key to better governance of the enlarged Union and a driving force for economic and social reform 3 , as they are increasingly called upon to contribute to the social and economic objectives of the European Union, as best reflected by the Lisbon Strategy. The Commission, in its Communication "Partnership for change in an enlarged Europe Enhancing the contribution of European social dialogue" (COM(2004)557 final), concluded that there has been in recent years a qualitative shift in the nature of the social dialogue towards greater autonomy, reflected by the increasing adoption by the social partners of 'new generation' texts, in which they undertake certain commitments or make recommendations to their national members, and seek to actively follow-up the text at the national level. This evolution of the social dialogue is consistent with the Commission's more general efforts to improve European governance, as well as with the call on the social partners to submit a common work programme for growth and employment and to be an active part in attaining the Lisbon objectives. The enlargement of the EU coincided with these important qualitative developments within the European social dialogue, making even more crucial a proactive approach of the question of technical capacity and awareness-raising of the social partners. The Commission's objective is, therefore, to take all necessary measures in order to contribute to building and further strengthening of the necessary capacity of involved

stakeholders through training and research, as well as in awareness-raising through information, taking into account the supplementary added-value that represents the European dimension of this activity. (a) De facto monopolies - Support to the annual work programme of specialised Institutes
In application of Article 2 of the Commission Decision C(2005)4628 4 approving the updating of DG EMPL's annual programme of grants and contracts and serving as a financing decision for 2006, the Commission signed and concluded, in February 2006, a four-year framework partnership agreement with a view to establishing a long term cooperation with two specific trade union Institutes, which have been established to facilitate capacity building through training and research at European level, as well as to improve the degree of involvement of workers' representatives in European governance. These institutes are considered as bodies in a de facto monopoly situation, within the sense of article 168.1.c of Implementing Rules of the Financial Regulation, and being granted a direct support, in accordance with article 110.1 of the Financial Regulation. These Institutes are the following: a) the European Trade Union Institute – Research, Education Health and Safety (ETUI-REHS), which provides workers' organisations with research and scientific support as well as information, training in European matters of strategic importance for the trade unions; this institute is linked to the European Trade Union Confederation (ETUC); b) The European Centre for Workers' Questions (EZA), which provides a European dimension trade union education for European Christian workers' organisations. The Commission awards a total amount of € 11 600 000 from the 2007 appropriations under this budget heading to fund the work programme of the above mentioned entities, as follows: 1) The amount of € 8 900 000 for the ETUI-REHS for the period 1/4/200731/3/2008 2) The amount of € 2 700 000 for the European Centre for Workers' Questions (EZA) for the same period. Financial conditions – Financial rate The Community grant to support the annual work programmes of the two above mentioned Institutes (ETUI-REHS and EZA) may not exceed 90% of their respective total annual eligible costs.

Indicative amount of grants The indicative amount of the grants to be awarded under the framework partnership agreements is estimated at € 11 600 000 per year. (b) Support to specific projects – Call for Proposals
An amount of € 4 200 000 is reserved for a call for proposals to co-finance specific information and training projects proposed by social partners' organisations representing workers. The projects should have a link to EU social policy and the implementation of Community action on the social dimension of the internal market, including gender equality issues, and monetary union. Part of this appropriation is intended to finance measures involving representatives of workers’ organisations in the candidate countries, a large proportion of which should go to women representatives. Schedule The call for proposals will be published in early January and foresee one time limit for submission of applications: on 30 April for measures starting no earlier than 30 June 2007 and no later than 22 December 2007. Eligibility criteria Eligible organisations are social partner organisations representing workers, at European, national or regional level. The registered office of the organisations must be based in one of the Member States of the European Union. In application of the Commission Communication relating to the eligibility of social partner organisations (C/2003/2014 adopted on 1 July 2003), social partner organisations without legal personality are eligible with regard to grants attributed for projects falling within the scope of Article 138 of the EC Treaty. To be eligible, applicants must not be in one of the situations referred to in Articles 93 and 94 of the Financial Regulation. The operations must be fully carried out in the Member States of the European Union or the candidate countries. Complete grant applications must be sent by the deadline. The project must be linked to the objectives of the budget heading. It must comply with the European Community co-financing percentage of maximum 90 % and with the rules on dates of submission and start of the operation. Selection Criteria The applicant must have the financial and operational capacity to complete the activity for which funding is requested. Thus the applicant must have access to solid and adequate funding to maintain activities for the period of project and to help finance it as necessary and must have the operational resources (technical, management) needed to successfully complete the activity.

Financial conditions – Financial rate The Community grant for projects financed under the call for proposals may not exceed 90% of the total eligible cost of the measure. 4.
Objectifs généraux de la ligne pour l'année et résultats attendus: L’action vise à renforcer la coopération transnationale des représentants des travailleurs et des employeurs en matière d’information, de consultation et de participation dans les entreprises opérant dans plusieurs États membres. Cette coopération a pour objet de veiller à ce que les employés soient correctement informés et consultés au niveau de l’entreprise notamment lorsque des décisions qui les affectent sont prises dans un État membre autre que celui dans lequel ils travaillent.

L'action vise également a familiariser les représentants d'entreprises avec les modalités de l'implication des travailleurs dans la société européenne, la société coopérative européenne et la société issue d'une fusion transfrontalière au sens de l'article 16 de la Directive 2005/56/CE y inclus l'approfondissement des connaissances en ce qui concerne la participation des représentants des travailleurs dans leurs organes décisionnels. Enfin, la conjoncture économique et sociale, des problèmes intervenus au niveau européen dans le contexte de restructurations dans des groupes d'entreprises, les droits sociaux fondamentaux des travailleurs européens justifient amplement cette action qui permet aux partenaires sociaux de se préparer à exercer leurs droits et leurs devoirs en matière d’information, de consultation et de participation dans les entreprises opérant dans plusieurs États membres Les resultats attendus comprennent • • • • 5. Formation au mandat de négociateur et de représentant aux instances d’information, de consultation et de participation; Mise en place de coordinations de représentants de travailleurs et d’employeurs; Diffusion des informations et de bonnes pratiques; Participation des représentants des nouveaux Etats membres et des pays candidats à l'adhésion.
Description des interventions financées à partir de la ligne budgétaire: Un appel à propositions d'un montant total de € 8.000.000 est publié. Deux catégories de projets seront appuyées dans le cadre de cet appel: • • Des projets de coopération transnationale dont le but c'est de promouvoir l’échange d’informations et d’expériences dans le domaine de l’information, la consultation et la participation au sein des entreprises ou groupes d’entreprises; Des points d'information et observation établis par les partenaires sociaux européens avec le but d'informer et d'aider les représentants des partenaires sociaux et des entreprises à établir des projets ou des structures d'information, consultation et participation au niveau transnational et de promouvoir les relations avec les institutions européennes.
Les formes d'actions éligibles sont pour ce qui concerne les projets de coopération transnationale: • • • Les conférences, les séminaires, les actions courtes de formation, les échanges d'information et de bonnes pratiques impliquant les représentants des travailleurs et/ou des employeurs; Les documents d'analyse sur la thématique des structures des représentants des travailleurs et des employeurs et le dialogue social au niveau de l'entreprise dans le cadre transnational ; Les "sites web", les publications, les "newsletters" et d'autres moyens de diffusion de l'information.

pour ce qui concerne les points d'observation et de consultation: • Les structures de "help desk" et d'assistance liées à la préparation de projets transnationaux de coopération à soumettre par des représentants des travailleurs et/ou des employeurs;
Les activités de ses structures peuvent comprendre des études, des rapports et des bases de données au sujet de l'information, la consultation et la participation des travailleurs ainsi que des "sites web", des publications, des "newsletters" et d'autres moyens de diffusion de l'information. 6. Priorités: Les objectifs prioritaires suivants sont proposés pour l'exercice budgétaire 2007: • Promouvoir l'échange d'informations et d'expériences en vue de préparer des structures d'information, consultation et participation des travailleurs dans le cadre de la société européenne, de la société coopérative européenne et de la société issue d'une fusion transfrontalière au sens de l'article 16 de la Directive 2005/56/CE Promouvoir l'échange d'informations et d'expériences visant à créer des conditions favorables à la mise en place des structures d'information et de consultation au sein des entreprises au sens de la Directive 2002/14/CE. Aider à la mise en place de nouveaux Comités d'Entreprises Européens et améliorer le fonctionnement des instances d'information et de consultation dans les entreprises et groupes d'entreprises de dimension communautaire; Promouvoir la coopération transnationale en matière d'information et de consultation, visant en particulier l'implication des représentants des nouveaux États membres et des pays candidats; Promouvoir les actions novatrices liées à la gestion de l'information, de la consultation et de la participation au niveau de l'entreprise avec le but de favoriser l'anticipation des changements, et la prévention et la résolution des litiges dans le contexte des restructurations, fusions, cessions et délocalisations d'entreprises opérant dans plusieurs Etats Membres ; Réaliser des bilans d'expérience concernant l'établissement des comités d'entreprise européens, de même que le fonctionnement et l'efficacité de l'information et de la consultation en leur sein.

Critères d'exclusion et d'éligibilité: Les critères suivants doivent être remplis: • • Actions éligibles − voir 5 ci-dessus; Organismes demandeurs éligibles − le demandeur doit certifier qu'il ne se trouve pas dans l'une des situations prévues à l'article 93 et 94 du règlement financier en matière de sécurité sociale, de fiscalité, de liquidation, de fautes professionnelles, de fraude, de

corruption ou concernant toute autre activité illégale, et qu'il n'a pas failli à ses obligations contractuelles envers les Communautés dans le cadre d'autres procédures d'octroi de subventions ou de contrats; − les demandeurs doivent être des personnes morales dûment constituées ou des partenaires sociaux au sens de la Communication de la Commission relative à l'éligibilité des partenaires sociaux en matière de demande de subventions communautaires 5 − les demandeurs doivent être des représentants des travailleurs ou des employeurs ou exceptionnellement des organismes techniques expressément mandatés par une ou plusieurs des ces parties; − les demandeurs doivent avoir leur siège social dans l'un des États membres de l'Union Européenne Participants eligibles − les participants aux projets doivent être des représentants des travailleurs ou des employeurs provenant des Etats Membres et des pays candidats ainsi que des experts désignés par les partenaires sociaux

Critères de sélection: Le demandeur doit pouvoir démontrer qu'il possède la capacité financière et opérationnelle de mener à bonne fin l'activité à subventionner.

Critères d'attribution des subventions: Les critères d'attribution sont les suivants: − mesure dans laquelle l'action proposée contribue à la concrétisation des objectifs de la ligne budgétaire et les priorités de l'appel; − mesure dans laquelle les résultats attendus apportent une valeur ajoutée par rapport à la situation existante et/ou aux résultats déjà obtenus dans le passé par des projets transnationaux financés par cette ligne budgétaire; − mesure dans laquelle le projet concerne des mesures novatrices ou relatives à de nouveaux thèmes liés à l'information, à la consultation et à la participation des représentants des entreprises − mesure dans laquelle le projet favorise la participation conjointe des représentants des employeurs et des travailleurs; − mesure dans laquelle l'opération présente une vraie dimension transnationale; − mesure dans laquelle les représentants des partenaires sociaux des nouveaux Etats membres et des pays candidats sont activement impliqués dans le projet; − la durabilité de l'impact et/ou l'effet multiplicateur du projet − le rapport coût – efficacité de l'opération;

EURES – European Employment Services Objectives - Eligible EURES priorities : The EURES guidelines 2007-2010 - adopted following the opinion of the EURES High Level Strategy Group of 26th June 2006 with a view to contributing to the development of European labour markets open and accessible to all, improving the quality and transparency of the trans-national, interregional and cross-border labour market information, and strengthening co-operation on these matters - establish the following priorities for 2007-2010, as a basis for the identification of eligible activities: 1. Contribute actively, through the provision of performing information and assistance services, to the political objectives of the Growth and Jobs- Strategy.

2. Step up the mainstreaming of EURES in the Public Employment Services throughout the EU/EEA territory 3. Enhance synergies and improve the profiling of EURES among other networks and information providers in the labour market area, whether at national, Community or international level 4. Enhance the visibility of the services provided by the EURES network, by reinforcing its communication activities 5. Improve significantly the collection of strategic data from the network’s daily operations, ensure a proper evaluation of results and provide for a regular monitoring of EURES operations 6. In addition to the overall provision of information, establish, where needed, more systematic contacts with specific groups of stakeholders 7. Improve transparency in information provision within the respective employment markets, in particular with a view to ensuring that international placements comply with relevant labour standards 8. Ensure the quality of information channelled through the network, and in particular of the job vacancies advertised by the Public Employment Services 9. Contribute to identifying labour shortages and bottlenecks which can be attenuated by trans-national labour mobility, including the possibility of broadening the scope of information provision to EU workers coming from other parts of the world 10. Reinforce the development of cross-border activities in the employment area, and encourage, where needed, the development of cross-border activities and partnerships between the ‘newer’ EU Member States, or between the ‘older’ and ‘newer’ Member States. Calendrier prévu: The call for proposals will be launched in the last quarter of 2006. The activity period of agreements concluded under the call covers 12 months (1 April 2007 – 31 March 2008). Selection criteria For beneficiaries who are not public organisations: • The beneficiary must have the financial capacity to complete the proposed action and have access to adequate funding sources, so as to be able to maintain activities for the period of the project and to help finance the project. The beneficiary must have the operational resources (technical, management) needed to complete the project for which funding is requested.

For grant requests over € 500 000 presented by non-public bodies, an external audit report of the organisation which will manage the funds should be included, certifying the last year available.
Award criteria The budget allocations will take account of quantitative indicators, such as the size of the country, data on cross-border commuting flows, and the number of EURES advisers in both PES and EURES cross-border partnerships, as well as the comparative assessment of the proposals which will be based on the following award criteria: a.) Content assessment of the proposal: Relevance to and degree to which the proposal meets with the objectives of this call for proposals and with the priorities identified above; relevance of the proposed activities to the needs of the target group; realistic, clear and feasible outputs in particular in terms of placements; Trans-national dimension: added value at European level, ability to ensure the exchange of information and transfer of experience between Member States; Methodological quality of the proposal: clear definition of the projects' objectives; whether the activities proposed are appropriate, practical, and consistent with the objectives and the expected results; suitability of the proposed methodology; innovative approach of activities; feasibility of the proposed activities; coherence between separate proposed projects; in the case of activities in the cross-border regions, the integrated nature of the activities of the different partner organisations and coherence with activities in other regions and at national and European levels; Impact: the extent to which the proposed activities respond to the needs of the target groups (job-seekers and employers) and will provide added-value and sustainable benefits to the target groups; Suitability of actions to support mobility in general and in particular the mobility of specific groups of less privileged unemployed and/or jobseekers; Suitability of actions to promote and support the use of self-service tools that are tailored to the needs of the target groups; Visibility of contribution of the activity to raising the public profile of EURES, visibility of the Community dimension;

Evaluation: quality of the measures proposed to evaluate the implemented activities and the use of monitoring indicators; existence of an adequate linkage between chosen indicators and sources of verification. b.) Financial assessment of the proposal - Coherence of the budget with the proposed activities and quality/quantity of the budget details; - A sound cost-effectiveness ratio in particular the ratio between estimated costs and expected results and an assessment if the proposed expenditure is necessary for the implementation of the action. An Evaluation Committee set up by DG EMPL will examine all proposals against the formal requirements, the selection criteria, the award criteria and the rules for eligibility of costs provided for in the Vademecum on EURES grant agreements. Expected results: The beneficiaries will implement activities to achieve the objectives of the EURES guidelines for the period 2007 - 2010. The expected results during each year of implementation will include a wide range of information services on mobility issues to citizens (workers, jobseekers, employers and other stakeholders), making use of an important human network and of a continuously improving IT infrastructure to facilitate access to EURES services to the public and to increase overall EURES visibility also by making use of communication activities and placement and recruitment projects such as job fairs. 5.2. Appels d'offres: montant indicatif : € 1.375.000 5.2.1. Formation EURES – (third renewal of contract foreseen further to the call for tender 2004) Objet du marché: EURES advisers are trained specialists in the Public Employment Services and in Social Partner's organizations who provide the three basic EURES services of information, guidance and placement, to both job-seekers and employers interested in the European job market. EURES advisers also promote the diffusion of EURES services throughout the Member States’ public employment services. Calendrier prévu: The commitment is foreseen for end 2007. The contract will have a duration of 12 months from the date of signing. 5.2.2. Helpdesk for the job mobility portal and other support activities – (a new open tendering procedure for a framework contract, or optionally a third renewal of contract from appel d'offres 2004) Objet du marché: the role of the EURES helpdesk is to provide quick and accurate answers to information requests from job seekers, employers and others on job mobility issues in general and on the European Job Mobility portal in particular. More precisely, this concerns the work of Administrative Commission on Social Security for Migrant workers and its sub-groups. Concerning translation costs, Article 81 of Council Regulation (EC) No 1408/71 states that the Administrative Commission shall […] b) carry out all translations of documents relating to the implementation of this Regulation at the request of the competent authorities, institutions and tribunals of the Member States, and in particular translations of claims submitted by persons who may be entitled to benefit under the provisions of this Regulation". One objective is to maintain the Guides of citizens' social security rights up-to-date, while taking into account enlargement and the modifications to Community legislation.

5.3.1
Article 81.b of Regulation (EEC) 1408/71 on "application of social security schemes to employed persons, to self-employed persons and to members of their families moving within the Community" indicates that the Commission is entitled to provide, on request from the relevant institutions and authorities, funding for the translation of documents related to the implementation of the regulation particularly the requests made by the persons wanting to benefit from this regulation. The amount will be devoted to this aim and shared by 25 Member States according to the proportional method accepted in 2002 by the Administrative Commission. 5.3.2. Renewal of contracts provided for in previous procurement procedures – total amount € 260.400 5.3.2.1. "Analysis of and studies on the social situation, demographics and the family" 2. Legal base:
On the basis of the Articles 143 and 145 of the EC Treaty, the Commission is called on to produce reports on the social situation, including specific chapters on demographic trends (especially their interaction with the labour market and social protection). Moreover, the Social Policy Agenda calls for policy analyses and research in order to underpin the implementation of the social priorities it has defined. 3. General objectives:
The aim is to promote the development of comparative analysis and the exchange of views and experience at all relevant levels (regional, national, EU, world) regarding the social and demographic situation and the socio-economic trends in the EU. 4. Priorities :
Development of policy relevant analysis in the area of social cohesion and the implications of demographic trends (including the need for reconciling family and professional life) which will feed the reports on the demographic future and on the social situation. This includes the management of an Observatory of the Social Situation, and the cooperation with relevant activities in member states and with international organisations. 5. 5.1. Description of interventions to be financed on the operational line Contracts
5.1.1. Calls for tenders Ten restricted calls for tenders for studies on some aspects of the social situation and demography will be launched. Results of the studies will notably be used as input for the Social Situation Report 2007 and future reports on Europe’s demography. 5.1.2. The European Observatory The annual contracts for the new European Observatory will be renewed in 2007 (4 lots: Demography, Social inclusion, Social capital, Health status and living conditions). The main purposes of these contracts may be summarized in the following way: 1) Thematic research and analysis within the four thematic issues related to the social situation in the enlarged Union. 2) Contributions to the Social Situation and Demography Report, and other ad hoc requirements, 3) Dissemination of the Social Situation and Demography Report and of related research. 5.1.3. Eurobarometer survey on conditions for healthy life expectancy and longterm care This survey comprises topics about actual long term care, the interaction with the usual health care service and preventative health care and healthy life style, including the prevention of abuse and neglect of the elderly and other dependent individuals. The related contract will be based on the framework service contract PRESS-B-1/200325/B1, concluded between DG PRESS and EOS Gallup Europe on 24/08/2004 for a period of 12 months and renewable 3 times for further periods of 12 months. 5.1.4. Seminars and events related to demographic and social issues A number of activities (seminars and events) will be prepared with a view to further explore and disseminate themes and issues related to Europe's demographic future, knowledge society as well as social policy issues. These activities will be organised with the contractors having signed the framework contracts for meetings organisation concluded by DG EMPL, valid till 19/01/2007 and renewable 2 times for further periods of 12 months. 5.1.5 Estimated global amount for contracts

5.2.
De facto and de jure monopolies
5.2.1. German Presidency Conferences - A first conference is planned on 17-18 April 2007 with the title "Experience is Future". This event will be co-financed by the Commission, estimated cost for the Commission, max. € 300.000 representing max. 80% of eligible costs. - A second conference is planned on end of June 2007 with the title "Family and flexible working arrangements". This event will be co-financed by the Commission, estimated cost for the Commission, max. € 150.000 representing max. 80% of eligible costs. 5.2.2. Portuguese Presidency Conference A conference on demographic trends and related policies could be envisaged for the second semester 2007. Such an event would be co-financed by the Commission up to a maximum estimated cost for the Commission of € 300.000 representing max. 80% of eligible costs. These grants will be awarded according to Article 168.1.c) of Commission Regulation n° 2342/2002 which provides for exceptions to calls for proposals in cases of grants awarded to bodies with a de jure or de facto monopoly.
5.3.
Joint Management
5.3.1. Cooperation with the OECD on measuring the quality of life and life satisfaction and the impact of policies The Organisation for Economic Co-operation and Development (OECD) is the most appropriate partner for the Commission to engage in comparative studies on the quality of life and life satisfaction, as well as policies impacting on these, in the EU and other industrialised regions. It is therefore of great interest for the Commission to cooperate with the OECD and contribute to research and dissemination activities carried out by the OECD. The financial participation of the Commission will be limited to € 500.000. Following Article 53 of Financial Regulation and Article 43 of the Implementing Rules, the Commission can implement the budget by joint management, entrusting certain implementation tasks to international organisations, in order to finance actions, performance of which requires the pooling of resources from a number of donors (Commission and OECD), where it is not reasonably possible or appropriate to assign the share contributed by each donor to each type of expenditure. 5.3.2. "Generations and Gender Programme" (GGP) carried out by UNECE A research programme conducted by United Nations Economic Commission for Europe (UNECE) will be co financed by the Commission under the terms of the Financial and Administrative Framework Agreement between the European Community and the United Nations (FAFA). The action will focus on the policy-relevant insights into causes and

consequences of fertility and includes the co-ordination and development of the Generations and Gender Programme and a conference designed to demonstrate the outcomes of the Programme that have implications on developing population related policies in Europe. The main substantive goal of the programme is to create crosscountry micro panel data set which will improve our understanding of demographic and social development and of the factors that influence these developments, with a particular attention towards relationships between children and parents (generations) and relationships between partners (gender). The action will be implemented in 2007 and 2008. No other programme than the GGP provides possibilities for policy-relevant analyses of the determinants of demographic choices in the domain of fertility and the family across developed countries. The financial participation of the Commission will be limited to € 230.000. Following Article 53 of Financial Regulation and Article 43 of Implementing Rules, the Commission can implement the budget by joint management, entrusting certain implementation tasks to international organisations, in order to finance actions, performance of which requires the pooling of resources from a number of donors (Commission and UNECE), where it is not reasonably possible or appropriate to assign the share contributed by each donor to each type of expenditure.

Description of interventions to be financed from 04 01 04 06 (administrative expenses):
This appropriation is intended to cover expenditure on studies, meetings of experts, information and publications directly linked to the achievement of the objective of the programme or measures coming under this budget heading, plus any other expenditure on technical and administrative assistance not involving public authority tasks outsourced by the Commission under ad hoc service contracts, as technical assistance offices' contracts expire during subsequent years. A global amount of € 200.000 is reserved for these interventions.
