Royal Canadian Mounted Police robust information
management system delivered in record time
Information – accurate, complete, and up-to-the-minute – is a police officer’s most valuable tool and critical to the
management and operations of the Royal Canadian Mounted Police (RCMP), Canada’s national police force. However,
recording, analyzing, and sharing that information presents extraordinary challenges to the RCMP, given the complexity and
enormity of their operations. Unique in the world, the RCMP offers federal, provincial, territorial, and municipal policing
services through a complement of 21,000 front-line officers and employees.
The Challenge
Over a decade ago, the RCMP initiated plans to develop a new occurrence records management system. The goal was to
integrate and upgrade the RCMP’s existing processes for collecting, querying, and sharing police information. Given the
intricate extent of the RCMP’s operational requirements, this system was originally scoped as a custom-built application. The
events of September 11, 2001, placed a new urgency on the RCMP to expedite the development and implementation of this
advanced occurrence records management system across the country.
Solution
The RCMP engaged Sierra Systems to assist with the accelerated selection, integration, and implementation of a proven
application for this new occurrence records management system. In record time, Sierra Systems assembled a top-quality
management and technology team to work in partnership with the RCMP’s project team.
Within three months, the partnership team streamlined the original project’s parameters to focus on a commercial-off-the-
shelf (COTS) solution, requiring minimal customization. The resulting proposal for the Police Reporting and Occurrence
System (PROS) was accepted with only minor adjustments from the RCMP’s senior leadership team, the Department of
Public Safety and Emergency Preparedness Canada and Treasury Board.
Notable milestones include:
• April 2002 – The RCMP released the Request for Proposals (RFP) to the vendor community. By June 2002, the RFP’s
closing, the RCMP had received several solid proposals from COTS vendors. The PROS integrated team evaluated and
validated each vender proposal from four perspectives: technical, functional, project management, and knowledge
transfer.
The project team also established the project management office and produced a comprehensive business strategy for
PROS. The strategy detailed plans for the new system’s customization and integration with existing RCMP technologies
and business processes and specified the design and scheduling of a complete range of training courses for users and
administrators as well as the documentation required to support both technology staff and operational users.
To further facilitate acceptance of the new system, the project team developed a management of change plan with a wide-
ranging communications program and established a formal project management framework and reporting structure,
developed in accordance with Treasury Board’s exacting guidelines.
• January 2003 – The project team, with assistance from Sierra Systems, completed contract negotiations and announced
the winning vendor. Within days of signing the contract, the winning vendor was on board working with the PROS team
to configure and install the out-of-the-box version of the RMS software.
• December 2003 – Based on a request from the RCMP executive, the integrated team of Sierra Systems and the RCMP
successfully released an early version of the PROS solution based on a reduced set of O/RMS functionality to selected
RCMP locations.
• Summer 2004 - The team successfully released the second version of the PROS solution. This second release provided a
complete set of RMS functions, additional system interfaces (e.g., CPIC, CAD, and CCJS), and the Integrated Query Tool
(IQT).
IQT is a custom built application designed to bridge the information gap between RCMP officers who have migrated to
the new RMS and those officers continuing to use the old system. Commonly known as “the parallel mode of operation,”
IQT provides a single access point for querying both systems with a single request via a web-based user interface. IQT
provides access to index information contained in PROS, PIRS (i.e., RCMP’s legacy RMS), and CPIC (Canadian Police
Information Centre).
• Fall 2005 – The team will release the final version of PROS. Upon this release, the PROS project will roll over into
program mode, and it will transition to operational departments within the RCMP.
The PROS partnership, which combined the project management and technical expertise of Sierra Systems with the
operational know-how of the RCMP, delivered a comprehensive and modern Occurrence Records Management System – a
system that can grow and evolve with future needs of Canada’s national police force.
Benefits and ROI
PROS is one of the RCMP’s more notable project successes. PROS benefits include:
• Provides 14 RCMP divisions, 13,000 sworn officers, civilian members, and public service employees in more than 500
locations as well as a number of external police partner agencies with a modern O/RMS. This system that permits both the
collection of and access to information wherever and whenever it is operationally most desirable, including direct
collection and access from RCMP vehicles.
• Meets RCMP strategic objectives in the areas of community and client-based policing as described in the “Safe Streets,
Safe Homes, and Safe Communities” strategy document by ensuring consolidated and timely information at the working
levels.
• Improves the effectiveness of the RCMP, especially front-line members, by enabling them to devote more of their
energies to community policing and investigative work.
• Supports the objectives of an intelligence-led organization through improvements in the quality of data produced by
employees and improvements in management reporting.
• Provides a common platform for improving the sharing of sensitive information and the effectiveness of collaboration
among the RCMP’s business partners.
