MINUTES OF THE REGULAR MEETING OF THE HOPKINS COUNTY BAIL
On this the 4th day Of October, 2010, the following officials of Hopkins County, Texas met in the
Commissioners Courtroom of the Hopkins County Courthouse in Sulphur Springs, Texas to wit:

And the meeting being called to order at 3:34 p.m., Judge Cletis Millsap, Chairman of the Hopkins
County Bail Bond Board, presided over this organizational meeting, whereupon the following resolutions
were duly adopted upon motion made, seconded and unanimously carried, to wit:
I. Announcement by the Chairman whether a quorum is present, that the meeting has
been duly called and that the notice of the meeting has been posted for the time and
manner required by law.
(1) Chairman Judge Millsap called the meeting to order at 3:34 p.m. Judge Millsap stated that there
was a quorum of Board members present and that the notice for the meeting had been posted in
accordance with the manner required by law.
II. Approval of Minutes from Previous Monthly Meeting on September 7, 2010
(1) After reviewing the minutes from the previous meeting, motion to approve minutes with a
correction to item #3, line 7; “care” needs to be inserted between “take” and “of”, was made by
Judge Amy Smith and seconded by Sheriff’s Office Representative Tony Hurley. Motion was
called to a vote and carried unanimously. Motion passed.
III. The Committee to Present to the Board a Resolution to the Jail Procedure.
(1) Mr. Tony Hurley addressed the Hopkins County Bail Bond Board regarding this matter, and
informed them that the Committee had met with the Hopkins County Bail Bond Association and
had come to a conclusion that the $25 fee already in effect was enough of a penalty. Mr. Hurley’s
recommendation was to leave the current rule as is.
(1) Mr. J.T. Brison was unable to attend the scheduled meeting, therefore Mr. Scott Brison

regarding a complaint, is to present the complaint to the Hopkins County Bail Bondsmen
Association. Mr. Scott Brison agreed and would inform his father that he needed to address

(1) There being no further business to discuss, motion to adjourn made by County Clerk Debbie
Shirley and seconded by Treasurer Treva Watson. Motion was called to a vote and carried
unanimously. Meeting was adjourned.
