AGENDA ITEM: Resolution supporting a memorial statue of Carl Sandburg in Central Park.

SUMMARY RECOMMENDATION:                  Staff recommends approval, dependant on the
suggestions in Public Works Director Larry Cox’s memo of the proposed location for the
memorial honoring Carl Sandburg.

BACKGROUND: The Galesburg Public Art Commission (GPAC) requested a tribute in
memory of Galesburg native Carl Sandburg, an American literary legend. Lonnie E. Stewart
designed the statue which will stand nine feet tall. GPAC has proposed the statue to be placed in
the middle of the fountain in Central Park. Once placed in the fountain on a base, the statue will
reach a height of fifteen feet. A proposed new sidewalk would go around the perimeter of the
memorial. Inscriptions of Sandburg’s work will appear around the statue along with native
Illinois plants. To highlight the memorial, new lighting will be installed.

WHEREAS, The City Council desires to enhance the Central Park area to create a more pleasing
Downtown area; and

WHEREAS, Carl Sandburg is a native Galesburg resident and world renown American literary
legend; and

WHEREAS, the citizens of Galesburg wish to honor Carl Sandburg; and

WHEREAS, the Galesburg Public Art Commission is interested in gifting a statue of Carl
Sandburg to the City of Galesburg; and

WHEREAS, the City Council supports the placement of the statue of Carl Sandburg in the
fountain at Central Park to enhance Central Park and the Downtown area;

THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GALESBURG, KNOX COUNTY, ILLINOIS:

Section 1     The City Council approves the placement of the statue of Carl Sandburg in the
              fountain at Central Park.

Section 2     Placement of the statue is contingent upon private fund raising efforts to obtain
              sufficient fund to cover the casting and installation of the statue and related site
              and landscape features.

My comments are as follows:
  1. Sidewalk/paver apron at curb line to meet handicap accessibility standards
  2. Pavers to be set over concrete base with a minimum of 5 inch thickness
  3. All concrete sidewalk to be a minimum of 5 inches think
  4. Landscape plantings subject to approval of the City. No hedges or other similar plantings
      blocking the view across the park or that will allow for places where persons may hide
      themselves.
