DR. RAM GOPAL GUPTA was working as Senior Director in the Ministry of Information
Technology, which is the key Ministry given a leading edge to India in promoting Information
Technology and its Specific Applications to e-governance with a aim to bring Public Services
Closer Home. The assignment includes initiating measure to use ICT tools for the enhancement
of productivity and employment generation in different sectors of economy. Earlier to this, I was
responsible for the research and development programs including the utilization and
commercialization of technologies and services developed by this Ministry at various R&D,
academic institutes, industries and NGOs. Some of the technologies include applications for
rural and social upliftment of weaker segments. Has taken major initiatives to promote and make
India the Global R&D Hub for ICT. Played a major role in establishing two scientific
establishments namely SAMEER and CDAC in the areas of microwave, EMI/EMC and
supercomputing. Established a Center for electronic packaging technology and ergonomic
design under the support of UNDP/UNIDO.

Initiated and organized Electronics and IT Expositions (ELITEXs). The event has become an
annual feature of the Department of Information Technology, which helps to disseminate
information on technologies/products developed among the users and industry. The industry has
participated in this event regularly. Besides creating awareness about DIT technologies,
ELITEXs promoted R&D industry linkages essential for the absorption of indigenous technology
by the industry and for stimulating innovations. The forum has been also used as launch pad for
new technologies and initiatives. The scope of participation has been enlarged from National to
International level.

Major initiatives taken to organize an “IEEE International Conference on Personal Wireless
Communications” in India with a gap of about 18 months from 1996. So far seven ICPWC’s
were held at Bangalore, Delhi, Bombay, Jaipur, Hyderabad,Delhi and Delhi. The undersigned
has been the General Chair of these conferences. Participants from 22-25 countries usually
attend the conference.

During the years besides the technical publications, have written a number of reports on the
"Role of United Nations and Specialized Agencies for Developing Electronic Industry in
Developing Countries."

Dr. Gupta is also the member of Professional Engineering and Science bodies both within the
country and abroad which includes Fellow and Life Member of Institution of Electrical and
Telecommunication Engineers (IETE), India; Senior Member of Institute of Electrical,
Electronics and Engineering (IEEE) Inc., USA, and the Governor in the Board of Governors of
IEEE-AESS, Chair for IEEE India Council ,the IEEE-AES-COM-LEOs Society Chapter India,
Past Chair for IEEE Delhi Section and Chair -IEEE, Delhi Communications Chapter.
Represented and participated in various international meetings. These meetings helped
presenting Indian technological capabilities internationally and making industry competitive by
all possible means. A large number of international/national conferences/seminars/workshops
have been organized to disseminate Information at national and international level, which has
given a boost to the Indian Industry in terms of exposure to the state-of-the-art technologies, and
opportunity for infrastructure investment in India to the foreign investors. These activities have
resulted a number of awards to the undersigned.

       Has been awarded fellowship of Royal Society of Uganda in recognition of achievements
       through education, training and higher level of employment attained in Information
