         1.3.     Special Recognition
         Scott Gregory, Park Intern was recognized for work on updating the street tree inventory and
         placing it on the City's GIS system. Blake McSorley, Park Attendant was recognized for work
         with the Park Division’s Volunteer Program with special emphasis on habitat restoration and
         invasive weed removal.

         4.1.     Analysis of Short Disc Golf Course Replacement Options
         Staff recommended conceptual approval of the Hooker Oak Recreational Area as the site for the
         short disc golf course replacement and also recommended that the project proceed only if funding
         outside the Park or General Funds can be secured and an agreement is established with the non-
         profit group to develop the site. Parks and Natural Resource Manager Efseaff wrote an analysis
         of the short disc golf course replacement options and made a presentation of previously
         considered sites with an assessment of each.

         From the public: Lon Glazner and Josephine Guardino support continuing to look at Caper Acres
         and Hooker Oak sites. Ms. Guardino expressed considerable concern about the Horseshoe Lake

         area as a site. Mr. Glazner noted similar concerns about Horseshoe Lake and that the Hooker
         Oak site may be viable if the area near the Lindo Channel could be used.

MOTION: Reject Horseshoe Lake area as an optional site. MADE BY: Emmerich. SECOND:
Brentwood. AYES: 6 (Lucas, Brentwood, Ober, Emmerich, Turney and Mikles) NOES: 0 ABSENT: 1

MOTION:      Move forward with Caper Acres. MADE BY: Lucas. SECOND: None, motion failed.

MOTION: Direct staff to put majority of effort into exploring jurisdictional issues in the Lindo Channel area
near Hooker Oak; if not feasible, the default site would become Caper Acres. MADE BY: Brentwood
FRIENDLY AMENDMENT: Do not default to Caper Acres, but direct Staff to report back to the BPPC
after investigating jurisdiction of other agencies. MADE BY: Mikles and accepted. SECOND Mikles

5. REPORTS

         5.1.    Natural Resources Committee Report
         Discussed erosion issues at a swimming hole on Big Chico Creek along Vallombrosa as
         addressed in report by Adam McGrath and in Paragraph 1.6 of Manager’s Report. Discussed
         ways to implement priorities of Master Management Plan and are making a list to bring back to
         full Commission.

         5.2.      Park and Natural Resources Manager Report
         Park and Natural Resource Manager Efseaff provided an update on current park activities and
         projects including the disc golf long course mitigation, vegetation management and treatment of
         yellow starthistle in Middle Park and the potential of a controlled burn. He also announced, that
         the first Park Talk will be held at One Mile next week to inform the public of work planned or being
         done. General Services Director Martinez presented information on the proposed gate and
         restroom schedule changes in response to reduced staff hours.

SUBJECT:            Annual Review of Paragliding Activities in Bidwell Park


Recommendation
Staff presents this information for the Bidwell Park and Playground (BPPC) discussion and review. No recommendations
are requested at this time.

Background
In 2008, Staff received a request from Jon Stallman, a representative from the local Bidwell Park Fliers, to allow
paragliding in Bidwell Park. At that time, the Chico Municipal Code (CMC) prohibited such activity. Mr. Stallman provided
a detailed paragliding proposal with background information for review and consideration by the BPPC’s Master
Management Plan Committee and by the full BPPC on 4/28/08. Discussion items at that time included the difference
between paragliding and hang-gliding, the potential level of interest from the hang-gliding community, and possible
impacts of paragliding on the Park.

On 6/02/09, the City Council adopted a Negative Declaration, and approved amending the Chico Municipal Code to allow
paragliding to occur at designated launching and landing sites only. Hang-gliding and motorized paragliding are still
prohibited. The three paragliding launch sites are identified as Monkey Face, Julian, and Rattle Snake (from west to east,
respectively), and the two designated landing areas are at Horseshoe Lake and Bear Hole parking lot. A map depicting
the designated launching and landing sites is attached as Exhibit "A."

Additional requirements to paraglide in Bidwell Park are that pilots must:

1.    Be members of U.S. Hang Gliding and Paragliding Association (USHPA)
2.    Have a Para 3 pilot rating, or a have a Para 2 rating and be accompanied by a sponsor Para 3 pilot.
3.    Obtain a permit from the General Services Department and contact USHPA designated site administrators for
      instructions prior to flying. The permit is valid for 1 year or until their USHPA license expires, whichever comes first.

Staff worked with the paragliding community to develop a set of rules and guidelines for paragliding. The rules, a copy of
which is attached as Exhibit "B”, are distributed with the permit and through the Bidwell Park Fliers, posted on kiosks at
Horseshoe Lake and other locations in Bidwell Park, and are placed on the City’s and several paragliding websites, such
as http://www.flyzephyr.com/bidwell.htm.

As members of USHPA, pilots are covered by the Association’s liability insurance, and the Bidwell Park Fliers also
purchase separate site insurance to provide additional liability protection to the City. The City’s Risk Management
Department has reviewed both of these insurance policies.

The City Council also directed staff to conduct a one-year review of paragliding activities and to report back to the Council
in August 2010. Staff is providing the BPPC an opportunity to receive the annual review before it is presented to Council.

Review

When the CMC was amended, staff issued paragliding permits to twelve individuals, of which only nine currently fly. Over
the past year, it is estimated that approximately 156 flights have occurred in the park. Of those flights, 31% were launched
from Monkey Face, 47% from Julian, and 22% from Rattlesnake. To date, staff has not received any complaints
regarding paragliding, and the Rangers have reported no problems with compliance with the rules or conflicts with other
park users.

Bidwell Park Paragliding Rules and Policies (6/08)

The City of Chico designates the Bidwell Park Fliers to administer paragliding activities in Upper
Bidwell Park. Each pilot flying this site is expected to uphold and enforce the flying rules
established for the site. Any pilot errors made while flying, such as endangering other pilots,
spectators or destruction of government or private property, could result in the revocation of the
City or State use permits, with consequent loss of Bidwell Park as a flying site.

    1. Pilot Qualifications

            a. All pilots must be current members of the United States Hang Gliding Association
               (USHGA).
            b. All pilots must be current members of Bidwell Park Fliers.
            c. Pilots must possess a minimum of a USHGA intermediate rating (Para III) or a
               USHGA beginner rating (Para II) and be sponsored and accompanied by a
               Bidwell Park Flier approved intermediate rated pilot, unless the beginner pilot has
               successfully completed the prerequisite requirements and has been issued a
               Bidwell Park sticker.
            d. Pilots must have a current Bidwell Park sticker attached to the left side of their
               helmets in order to fly Bidwell Park. The purpose of the helmet sticker is to
               identify qualified pilots to park authorities and other pilots.
            e. Sponsored pilots must carry a sponsor card obtained from their sponsor.
            f. Stickers may be obtained in person. To obtain a sticker a pilot must:

                  1) Present a current USHGA intermediate rating membership card.

                  2) Complete and sign an application form.

                  3) Read the Bidwell Park Paragliding Rules and Policies.

            g. In addition to the helmet sticker, pilots will receive a copy of the rules. Helmet
                stickers are available from the Bidwell Flyers site director.
             h. All pilots must fly with a reserve parachute.
            i. Hikers have right of way. Drive as to create a minimum of dust, especially when
                passing hikers. Carpool to the Bear hole parking area when possible. Only one
                car is needed to effectively fly this site. We want no complaints from hikers,
                bikers, or equestrians.
            j. Avoid flying over or around horses.
            k. Sponsors must be USHGA intermediate rated pilots and obtain a sticker sign off
                from the Bidwell fliers site director. They must be present with the sponsored
                pilots. The sponsor will review the rules for flying Bidwell Park with the Beginner
                pilots. The sponsor will show the beginner pilot the landing zone. It is the
                sponsor’s responsibility to judge the conditions and make the decision to fly.
            l. The site director can revoke sponsorship rights for any negligence of the Bidwell
                Park rules as determined by the park authorities or Bidwell Fliers officers. This
                may result in the loss of the sponsor’s own flying privileges in Bidwell Park.
            m. Beginner (Para II) pilots may fly unsponsored if and only if they have met the
                following requirements and have been issued a Bidwell Park sticker.

                1) They have completed at least five sponsored flights, on five different days, all
                   without accidents or incidents and all ending in the designated landing area.

                2) Prior to each of these flights they have briefed their sponsor as to their
                   choice of launch and flight plan and the reasons for these choices, and they
                   have executed their flight plans to the satisfaction of their sponsor.

                3) They have completed and signed the Para II sticker application form,
                   including sponsor(s) signoffs for each qualifying flight, and submitted it to an
                   authorized sticker-issuing agency.

    2. Launching

           a. There are three designated take-off sites in Bidwell Park, shown on the attached
                map as #1, #2 and #3. All launches must be made from these sites.
           b. Only one pilot launching and one setting up are permitted on each site.
           c. A pilot familiar with the site must accompany pilots flying the site for the first time.
           d. Pilots will make every effort to minimize their effect on the launching zone. This
              includes; digging, removing rocks, moving rocks, and pulling any plant life (with
              exception to Star Thistle).

    3. Flying

           a. Maximum limit of pilots in the air at one time for the lower fly zone is three (3).
           b. Maximum limit of pilots in the air at one time for the Upper Fly Zone is six (6).
           c. Motorized Paragliding is forbidden.
           d. No glider shall be flown in any manner, which intentionally exceeds its
              manufacturer's maximum recommended limits (wing placard).
           e. No acrobatics are to be performed in Bidwell Park

    4. Landing Zone

            a. The Landing zone for the lower fly zone is Horse shoe lake area. Please use the
               designated primary zone. Do not land anywhere but this location. There are
               three alternate locations to be used for emergency purposes only.
            b. The landing zone for the upper fly zone is at Bear hole on the west side (down
               stream) of the parking lot, as indicated on the attached map. All landings must
               be made in the Designated Landing Zone. An alternate zone is the upstream
               side of the parking area. Use this only if conditions require you to land here.
            c. The first pilot to land in a group should keep the landing zone clear of spectators
               for the rest of the group. It is the responsibility of the pilots to avoid people.
            d. Pilots must fold their canopies immediately after landing and clear the landing
               zone.

    5. Pilots Responsibilities

             c. Judgment: Good judgment is a necessary part of aviation. It requires a thorough
                 knowledge of the limitations of your aircraft, your abilities and the prevailing
                 conditions (such as sufficient altitude and wind penetration. When deciding if you
                 are going to fly, take all things into consideration.
             d. Self-Regulation: It is each pilot's responsibility to uphold and enforce these rules
                 and to cooperate with the Park Rangers. A pilot observing another pilot in
                 violation of these rules is obliged to enforce the rules as follows:
                    i.   Explain to the pilot that (s)he is in violation of the rules; request
                         compliance.
                   ii.   If unsuccessful in gaining compliance, politely inform the pilot that you
                         are obligated to report him/her to a Park Ranger if the violation

                         a verbal report.
                  iv.    A pilot violating the rules or witnessing a violation without intervention
                         will:

                         a. Be issued a citation by the Park Rangers.
                         b. Be subject to revocation of his/her flying privileges.
                         c. Risk losing his/her flying privileges at other USHGA regulated sites.
                         d. Risk losing his/her USHGA rating.

Recommendation
Information provided as a status update. Staff does not recommend any action at this time. Progress is underway on
several priorities and those products will be forthcoming over the next few months. Staff will work with the BPPC on an
updated biennial workplan in 2011.

Background
The City Council directed various City Boards and Commissions to develop biennial Work Plans to define their goals and
priorities for calendar years 2009 and 2010. The Bidwell Park and Playground Commission (BPPC) reviewed its mission
and priority projects presented its work plan for Council review and approval. The costs to implement the priority projects
were considered but unknown, with staff’s intent to continue to seek grant funding for unfunded priorities. Funding for the
ongoing park programs, such as the volunteer and vegetation management programs will be evaluated as part of the
annual preparation and review of the General Service Department’s operating budgets. In developing the 2007-2008
work plan, the BPPC discussed the need to balance the Commission’s goals with staff’s ability to support and meet these
goals. The BPPC defined its mission as:
          “As representatives of the citizens of Chico, the Bidwell Park and Playground Commission (BPPC) endeavors to
          preserve and enhance the natural and recreational resources of Bidwell Park, community and neighborhood
          parks, greenways and open space throughout the community. Through careful consideration of the needs and
          desires of citizens, coupled with an awareness of available city resources, the BPPC strives to ensure that the
          city’s parks and greenways are preserved and enhanced for this and future generations.”

Priorities
At its 5/26/09 meeting, the Commission discussed the 2009-2011 work plan tasks and recommended the following
priorities (listed in order of priority):

1.       Develop and implement a priority list of projects and programs based on the BPMMP that will include adaptive
         management strategies.
2.       Implement the Hwy 32 Staging Area/Disc Golf Facility Project.
         a. Develop a Interim Management Plan for the site, including a wet weather policy
         b. Adopt a Management Plan for the site
3.       Participate in the update of the City of Chico General Plan.
4.       Promote the expansion of the Park Division’s Volunteer Program.
5.       Enhance and expand the Street Tree Program.
6.       Proceed with the transfers of specific facilities to the Chico Area Recreation and Park District.
7.       Develop management plan concepts for all greenways.
8.       Review and approve the Lease with the Bidwell Park Golf Club for the Bidwell Park Municipal Golf Course.

Progress
The information below describes each priority, provides a status update (complete, not complete, in progress, etc), and
identifies any upcoming challenges.

      1. Develop and implement a priority list of projects and programs based on the BPMMP that will include adaptive
         management strategies.

     The Park and Natural Resource Manager outlined an approach at the 06/08/10 Natural Resources Committee and
     this approach will be developed further over the next few months. The priorities will vary from short- to long-term
     projects. Much of the initial work will be focused on laying a foundation to enable work on longer-term priorities. As
     an example, a short term project might be to inventory trails, that in, turn identifies areas in need of repairs for next
     winter, and into a longer term project to develop a trail plan and rating system. Some other priorities include
     delineating management units (describing issues, fire and rescue considerations, management remedies and
     definitive location information to aid rescue personnel, staff, volunteers, and users). Also, updating the BPMMP’s
     Natural Resources Plan and including an Adaptive Management Plan as an appendix. Priorities and their
     implementation will be presented to the Natural Resources Committee in future meetings. Although the Priority list
     (and resultant products) will take time to complete, we anticipate few obstacles to complete this task.

     2. Implement the Hwy 32 Staging Area/Disc Golf Facility Project.

        a. Develop a Interim Management Plan for the site, including a wet weather policy

        Status: Interim plan completed, Wet Weather Policy in progress.

        Park Division staff with the input of Chico Environmental developed an Interim Management Plan during Fall
        2009. A Wet Weather Policy was also established during Fall 2009, and revised in December based on initial
        feedback. As an adaptive plan, it will continue to be modified as it is utilized. The development of a durable Wet
        Weather Policy is a challenge in Bidwell Park because of the great variation in natural conditions. An analysis
        based on data collected during the first year of implementation will be presented to the BPPC, and staff
        recommendations for revisions to the Policy will likely occur before 2011 and are expected to continue for several
        years as data informs the process.

        b. Adopt a Management Plan for the site

        Status: In Progress.

        The Management Plan is complete and the Operating Agreement between the City and ORAI was signed on
        June 18, 2010. ORAI is currently finalizing the implementation plan (complete with mitigation, monitoring, and
        installation measures) and is planning the installation of the long course at Hwy 32. Installation of the Disc Golf
        Course will be completed by 2011; Monitoring and mitigation measures will be on-going.

     3. Participate in the update of the City of Chico General Plan.

     Status: In Progress.

     Staff has been tracking the update to the General Plan. At the 03/29/10 Commission meeting, Brendan Vieg (Senior
     Planner, City of Chico) provided a presentation about the General Plan and the relationship to the Bidwell Park
     Master Management Plan. He also detailed the timeline of the planning process and opportunities for input on the
     process. We anticipate continued tracking of the General Plan until it is finalized in the Spring of 2011.

     4. Promote the expansion of the Park Division’s Volunteer Program.

     Status: In Progress

     The Volunteer Program has continued to grow through recruitment; increased formal university student and
     community group participation and the provision of additional weekly work sessions. We anticipate continued
     recruitment of volunteers and donations and growth of the program. Challenges to expanding the Program includes
     reduced staff time for the Volunteer Program as the Coordinator’s position now also handles Park Division projects
     and staffing of the BPPC (as Management Analyst position), and a reduced budget. Program will continue into 2011.

     5. Enhance and expand the Street Tree Program.

     Status: In Progress
     The City of Chico street trees are a major component in our community’s environment, and as such are considered
     an integral part of the City’s infrastructure. Enhancement of the street tree program is of high priority to the citizens
     of Chico. Specific progress for the program includes completion of the street tree inventory grant, which updated
     most of the City’s street tree data and placed the trees on the City’s GIS mapping system. In addition, the web site
     has been updated and brochures explaining the program and introducing a walking tour of special Avenue Trees
     have been completed. In 2010 the Municipal Code was updated to include a Heritage Tree Program, and enhanced
     the tree preservation regulations. Challenges to the program include a large backlog of deferred maintenance, staff
     reductions and budget cuts that require the crews to address only high priority service requests at this time. A high
     priority for improvements to the program would include a contract for routine maintenance pruning. The Project will
     continue after 2011.


     6. Proceed with the transfers of specific facilities to the Chico Area Recreation and Park District (CARD).

     Status: Mostly complete.

     Agreements are in place to transfer several properties to CARD (Henshaw Avenue Neighborhood Park, Highland
     Neighborhood Park; Humboldt Neighborhood (Skateboard) Park; Baroni Neighborhood Park; Husa Ranch/Nob Hill
     Neighborhood Park; Hancock Neighborhood Park, and Wildwood Park). Additional details about the transfers are
     being discussed, but we anticipate that full responsibility of these facilities will be transferred over by the end of July.

     7. Develop management plan concepts for all greenways.

     Status: In Progress.

     Staff has initiated the collection of inventory information. A draft plan may be available by the end of 2010, but
     staffing, and work load challenges may make the development of these concepts difficult. The First and Verbena
     (Verbena Fields) greenway enhancement and management plan can serve as a model for partnering with community
     groups and finding funding for additional greenway areas.

     8. Review and approve the Lease with the Bidwell Park Golf Club for the Bidwell Park Municipal Golf Course.

     Status: Completed.

     Over the course of several meetings during summer 2009, the Policy Advisory Committee updated the Bidwell Golf
     Course Lease. The lease was signed on December 28, 2009 and is in effect.

Recommendation
Staff presents this information for BPPC discussion and review with no recommendation at this time. Staff will provide
further analysis and suggested revisions to the wet weather policy at a future BPPC meeting.

Background
For many years, an informal method was used to determine whether trails in Middle and Upper Park were open to
equestrians and mountain bicycles. No restrictions are currently placed on pedestrians. At its 9/28/09 meeting, the
Commission reviewed and discussed a new procedure, developed with the help of Chico Environmental, to determine
whether trails for equestrian and bicycle use, more recently Hwy 32 disc golf course play, should be curtailed during wet
weather in Middle and Upper Bidwell Park. The methodology uses available information on the amount of rain fall, soil
moisture, and on-site analysis for a site in the Horseshoe Lake area for Middle and Upper Bidwell Park and the Disc Golf
Course Area/Trailhead on Highway 32.

The approach is based on measurable information that can be tracked and is adaptable so that adjustments may be made
as needed. Park staff implemented the Wet Weather procedures of checking soil moisture with a gauge, walking the trail
to check for trail soil moisture, checking rain gauges and viewing precipitation data on Chico, Cohasset, and Paradise
weather stations on the internet. The plan was modified during the season (December 2009) to use more stringent
standards on precipitation (from 0.75” to a trigger of 0.25” to close trails) and footsteps in the trail tread (from 0.5 inches to
a visible print).

Under the revised Interim (Adaptive) Wet Weather Management Plan (CESP 2009), trails in Upper Park or the Disc Golf
Area are closed if:
   1. Approximately 0.25 inches of precipitation was recorded from weather stations in a 24-hour period (trails should
        remain closed for at least one day after the event). (Page 5), or
   2. Any footprint within the trail tread is evident on trails in Upper Park or the Disc Golf Course should be closed.
        (Page 2), and
   3. Three or more soil moisture readings are 8 units or greater (Page 3).

The procedures for the determination are summarized in Figures 1 and 2. The determination of trail status would be made
by 11:00 am every day and the public notified of trail openings and closings using existing communication mediums
(phone line, web access, and news media).

The Interim plan noted that these policies work best for well-spaced storm events which allow time for soil to dry out in
between. Following any rain event, trails should remain closed for at least one day after the event and if there is a high
(70% or higher) possibility of precipitation on that day (and thus no reason to field check the sites). If no foot steps within
the trail tread are visible, and eight or more soil moisture readings are less than 8 units, the trails may be opened.
Guidance for the plan notes that while staff will continue to evaluate and monitor site conditions, there will still be times
when a judgment call has to be made based on both observations and data.

The adaptive nature of the plan called for the review of the data and a report back to the BPPC summarizing the data
collection, and providing recommendations. This report provides a summary of the year. Staff will prepare a follow-up
report with recommendations.

Data Collection
During the 2009-2010 season, park rangers would conduct an assessment of the Upper/Middle Park trails and the
Highway 32 disc golf courses to determine trail openings and closings. Data collected included: observer id; time; Chico,
Paradise, and Cohasset weather station precipitation (available at the California Data Exchange,
http://cdec.water.ca.gov/); rain forecast exceeding 70%; rain gauge measurements (Horseshoe Lake and Hwy 32/Disc
Golf), footstep imprints; soil moisture probe readings, comments, and trail status (open or closed).

Results
We provide a monthly summary of trail closure dates and weather conditions (Table 1) and trail closures versus daily
precipitation (PPT) and average temperature for both sites (Figures 3 and 4). Staff will explain these items at the meeting.
Although some rainfall fell in September 2009 and June 2010, trails were not closed during those months and we focused
on the time period between October 2009 and May 2010. Over this 242 day time period, Upper Park trails were closed to
bikes and equestrians 139 days (57%) of the time while the Hwy 32/Disc Golf area were closed 131 days (54%).
Precipitation fell on approximately 83 days, with 37 of those containing events that exceeded 0.25 inch.

We also conducted some preliminary statistical analyses of the data. This data should be considered provisional and
subject to revisions which will be noted in a future report on recommendations. I will be reviewing the season’s data with
staff and Chico Environmental Science and Planning to develop recommendations.

Some of the preliminary findings are listed below:
   • Precipitation data from the CHI, Paradise (PDE), and Cohasset (CST) weather stations, the calculated estimate
       for Hwy 32/DG, and field measurements from the Hwy 32/Disc Golf Site and Horseshoe Lake were significantly
       different (One-way ANOVA, p-value <0.023). However, mean precipitation amounts between the weather station

        in Chico and field measurements at the Hwy 32/Disc Golf and Horseshoe Lake sites were closer than the
        precipitation recorded at either the Paradise or Cohasset weather stations.

    •   The equation set up (CESP 2009) for approximating rainfall at the Hwy 32/Disc Golf site was:

                    Est. Hwy32/DG PPT = [[(CST+PDE/2]*.70]+[CHI*.30]

        This was a reasonable first approximation, but comparison of the measurements from the field and weather
        stations provides an opportunity to refine this approximation. A good estimate (p<0.001), which explained 82.8%
        of the data, based on last year’s data is:

                    Est. Hwy32/DG PPT = 0.0041 + 0.813*CST+ 0.198 PDE.

    •   We also compared data (using a paired T-test) from the Chico airport (CHI) weather station with the data
        collected at Horseshoe Lake (the T-test examines the differences between data points on each day). The small
        difference between means (-0.0008 inch) was not statistically significant (p-value = 0.95), suggesting that the CHI
        weather data is an appropriate substitute for rainfall at Horseshoe Lake.
    •   No difference (paired T-test, p-value = 0.24) was observed between rainfall recorded on a daily basis (midnight to
        midnight at CHI) versus between times Rangers made observations.
    •   We observed no “Ranger Effect” influencing openings or closings.
    •   Including data entry and public notification, the assessments took approximately 1 hour and 20 minutes to
        complete, with additional time required to change the park signs.
    •   The Rangers noted considerable variability in the soil moisture probes between samples (even within a few
        inches between samples). There were also locations that consistently measured high or low values. The areas
        selected may not represent trail conditions.
    •   While the “footsteps” indicator influenced trail openings, the Rangers note that some areas were wet for nearly the
        entire season, suggesting either trail repairs or modification of the policy.

Staff will examine this preliminary data and develop recommendations for BPPC consideration.

        Data Gaps
    •   We have limited data collected during the wet season (measurements were not made everyday).
    •   We do not have any quantitative data on the response of the resource or users (did the trail closures result in less
        erosion, compaction, etc. and did visitors abide by trail closures?). This would be difficult to properly measure to
        make comparisons, and we would have limited reference comparisons available.
    •   We estimated the opening date for the opening of the Horseshoe Lake trails after the 4/27/10 rain event, and
        converted all N/A under ppt measurements to zeros and traces to 0.01 “.

Recommendation:
Staff recommends that the Hooker Oak site be considered as the relocated disc golf short course and recommends that
the project proceed only if an agreement is established with the non-profit group to develop the site and funding outside
the Park or General Funds can be secured for the project development, construction, and maintenance.

Background:
At the 06/28/10 Commission meeting, staff presented an analysis of the relocated disc golf short course replacement
options. Three sites were assessed: Horseshoe Lake, Hooker Oak Recreational Area, and Caper Acres. The
Commission approved removing Horseshoe Lake area from consideration for the short course. At this meeting, staff
recommended conceptual approval of the Hooker Oak area as the short disc golf course site replacement. The site is
viable as a course location if the area of the diversion channel is available; otherwise it may be too challenging to
establish 6 holes without conflicting with other users. However, there were questions regarding the jurisdiction and
permits required to install disc golf holes in this area. Without removing Caper Acres from consideration, the Commission
directed staff to focus on gathering information on the jurisdiction of the diversion channel at Lindo Channel at Hooker
Oak before making a final decision.

Discussion:
To address the feasibility of the Lindo Channel area as a location for the relocated short course, Staff investigated the
potential for permits and coordination with other agencies associated with the site. There are a number of agencies that
potentially have jurisdiction. We have received conflicting information about the ownership of the property, and Staff is
investigating further and will have information at the meeting. The following provides a summary of the information
collected to date. We will have an update of additional information at the BPPC meeting.

Because the BPPC may not be familiar with the Encroachment Permit process, we include a brief description of the
process. The Lindo Channel flood plain area is listed in the Central Valley Flood Protection Board’s Title 23, Table 8.1
Regulated Streams and Non-permissible Work. CVFPB staff member, Andrea Mauro, also confirmed that the project
would need to go through the permit process. According to the Title 23, Article 3.6 (Barclays CA Code of Regulations,
Register 2009, No. 49; 12-4-2009):

     a. “Every proposal, plan of work, including the placement, construction, reconstruction, removal or abandonment of
         any landscaping, culvert, bridge, conduit, fence, projection, fill, embankment, building, structure, obstruction,
         encroachment or works of any kind, and including the planting, excavation, or removal of vegetation, and any
         repair or maintenance that involves cutting into the levee, wholly or in part within any area for which there is an
         adopted plan of flood control, must be approved by the board prior to commencement of work.”

The CVFPB’s permit process is not extensive, and action will be completed within a six month period if not before and the
permit requires no fees.

Based on Staff’s review with the involved agencies, it appears that the Hooker Oak site (including the Lindo Channel area)
remains a feasible site for the Disc Golf short course. Staff continues to support this site location, which is consistent with
the Master Management Plan, the least expensive due to the existing infrastructure (parking and restrooms), and lower
maintenance cost. CARD has also expressed a willingness to explore options on the site.

Street Trees

a.      The Street Tree Field Supervisor Report is attached.

c.      The East 5th Avenue street improvement plans have been finalized. The trees to be planted along that stretch of
        road will be the Saucer Magnolia and Red Horse Chestnut (Aesculus carnea).

Landscapes

a.      Landscaping along the Manzanita Corridor should begin its 60 day maintenance period by the first of August – per
        the contract.

b.      The first small portion of Meriam Park, Phase 8, has been accepted by the City and is under its 90 day
        maintenance period, which is standard for subdivisions and maintenance district landscapes.

c.      The Westside subdivision and landscaping has been partially accepted by the City for maintenance.

Parks

a.      The second portion of the ARRA grant for pruning of Bidwell Park will begin by the first of August. The pruning
        will focus on Petersen Way and the vita course trail. The trees have been marked for pruning.

The Park Division is in busy season mode with staff in full swing of reservations, maintenance, enforcement, and visitor
requests.

1.    Updates
      a. One Mile Concessions – Remodeling continues on the concession stand with the Dog House planning an early
         August opening. In the meantime, they have been selling vending food from an abbreviated menu on the
         weekends since July 4.
      b. Long Course Disc Golf Mitigation Measures and Construction – ORAI is moving ahead on planning and
         preparatory work for the course construction and submitted an initial invoice related to the project. ORAI is also
         working with Eco-Analysts to verify areas of Bidwell’s knotweed and Butte County checkerbloom to minimize
         potential impacts during construction and direct work routes toward areas of non-native annuals where possible.
      c. Proposed Gate Changes – Staff continues to work on fine-tuning a new schedule for gate and restroom
         openings. Temporary notification signs will be posted on gates and restrooms in the next few weeks to
         announce the changes, which will take effect in September.
      d. Manzanita Swimming Hole – Signs have been placed on the fence near the swimming hole, directing users to
         not climb up the cliff. Compliance has been minimal, although there is some evidence that users may be using
         other paths. The Rangers have been directed to provide some low-key education to users in the area.
      e. Vegetation Management – The treatment of yellow star thistle (Centaurea solstitialis) on a 3.5 acre site in Middle
         Park was successful. Staff will also review the treatment of star thistle along the Lower and Upper Trails
         conducted by volunteers in the next week. The prescribed burn in the Park has been postponed with the onset
         of high temperatures.
      f. Verbena Fields – A fortunately timed mowing at Verbena Fields successfully killed star thistle on the site while
         minimizing impacts to native herbaceous plants.

2.    Outreach
      a. Park Talk – The Parks Division first public input meeting was held June 30, 2010 between 1:30 - 3:00 pm at the
         One-Mile Recreation Area. There was good news media coverage of the event. Visitors asked questions, and
         shared their favorite features of the park, while also enjoying hot dogs and lemonade from The Dog House (the
         new concessionaire). Based on feedback about the event, we will plan on additional Park Talks in the future.
         The next Park Talk is scheduled for Thursday, September 30 from 4:00 to 6:00 pm at the Nature Center, and a
         additional one will be scheduled in winter/spring and take place around the Horseshoe Lake area.
      b. Park Groups/Lessees – Continued meetings with members of groups that have leases, volunteer, or do other
         work in Bidwell Park. The meetings provide an informal way to discuss issues and opportunities for working
         together.
      c. Newsletter – The Parks Division will be initiating a quarterly newsletter starting this summer.

4.   Upcoming Issues/Miscellaneous
     a. Bocce Ball Proposal – Staff met with proponents (7/8/10) to outline the information needed for BPPC
        consideration. Staff and proponents also discussed preliminarily site locations and a timeline.
     b. BMX Update – Approximately 1/3 of the area used for BMX jumps has been re-graded. Ruben Martinez has
        been working with the group and met with BMX participants on site to discuss next steps and process.
     c. Volunteer Hours – Currently, an informal process has been used to record volunteer hours for work in the Park.
        As that work has become more diverse, involving planning, studies, and other tasks, there is a need for further
        clarification. To address this issue, staff will develop a policy for future BPPC/Volunteer Committee
        consideration.

      1. STAFF:
           a. Permanent Seasonal Park Ranger Andrew has completed his training and is assigned
              to a patrol shift.

      2. OUTREACH:
           a. Ranger Lisa Barge is currently assisting Marie Fickert from the Fire Department with
              camp Chaddaka as well as the Chico Creek Nature Center camp doing education on
              park and water safety.
           b. Ranger Shane Romain conducted two presentations for McManus and Parkview
              elementary schools. The topics included wetlands and wildlife of Bidwell Park as well as
              water safety.

      3. PARK ATTENDANCE:
           a. Park visitation has been steady and consistent this past month. The 1-Mile Recreation
              Area as well as the swimming holes in Upper Park have been very busy. The 4th of July
              Community Celebration is one of the best and most well attended events in Bidwell
              Park. For such a large event there were very few issues and the Park experienced very
              little damage.

      4. VEGETATION MANAGEMENT:
           a. The Rangers were not involved in any vegetation management projects this past month.

      5. INCIDENTS:
            a. 4th of July weekend: July 3-5.
                    i. Citations:

                   ii. Incidents:
                           1. On Saturday, July 3rd, the Chico Police VIPS and Rangers conducted an
                              information point in Upper Bidwell Park. Park users were contacted,
                              informed of the rules and encouraged to recreate safely. Several users
                              voluntarily relinquished there alcohol, as well as fireworks.

             b. On 07-01-10 Ranger Romain located an ill Park user at the1-Mile recreation area. Fire
                and medics responded, assessed the involved party and transported him to the hospital.
                He may have been suffering from heat illness.

             c. On 07-10-10 Ranger Verbrugge, Fire and Medics responded to an injured person at a
                swimming hole off of 10-Mile House Rd. The injured person had fallen and sustained
                head, neck and body trauma while using a rope swing. He was transported by Enloe
                flight care. The rope swing as well as the branch it was attached to have been removed.
             d. On 07-18-10 Police responded to a suspicious vehicle call at N-1 Mile. Upon arrival they
                located and recovered a stolen vehicle and arrested the driver.
             e. There have been several vehicle burglaries throughout the park this past month. Most of
                this activity has been occurring in Upper Bidwell Park and Five Mile. Rangers and Park
                Watch are advising Park users not to leave valuables visible in their vehicles.
             f. We are continuing to have incidents at City Plaza and Lost Park requiring Police
                response. The TARGET special enforcement team with the Police Department has
                been focusing their patrols in this area. The incidents included illegal camping, assaults,
                disruptive behavior, drug and alcohol activity, vandalism, as well several suspicious
                circumstances.

    6. CITATIONS: There were 55 violations cited between 06-20-10 and 07-18-10.

                                                 YST) and Luc Gendrot, Lifescout, is working on a Split
                                                 Rail project for Humboldt Park (6 hours).

The Park Division will participate in the Annie B’s Community Fundraiser sponsored by the North Valley Community
Foundation. The fund drive will start on August 1 through September 30. All donations will go toward habitat restoration,
vegetation management, the park division intern program and general upkeep of Bidwell Park. The North Valley
Community Foundation will match donations based on the percentage received by each of the agencies participating in
the drive.


Volunteer Hours Reporting Policy

Since starting out with the Volunteer Program, I have included volunteer hours devoted to preparing formal plans or
preparing for projects. Though these volunteer hours are not in the Park, they are freely given and have to be done in
order for a project to take place; and are ultimately of benefit to the park. In the next month, I will be working on a written
policy for the Commission to consider that helps outline what constitutes volunteer hours for the benefit of the park. Once
finalized, this information will be shared on the webpage and in Park Division Volunteer Brochure.
