                    Noble, Parkinson (meeting only), Perrin, Picken (meeting only),
                    Price (meeting only), Richardson, J. Smith, T. Smith, Spence,
                    Worton (meeting only), C.C. Wraith and R. Wraith.

19. Site Visits - Declarations of Personal Interests

     Councillor Spence declared a personal interest in relation to him being known to the
     applicant.

20. Site Visits

     The Planning Regulatory Board made a visit of inspection to the following site,
     which was the subject of a planning application:-

                                 associated Recycling at land at Beevor Industrial
                                 Estate, Beevor Street, Barnsley.


21. Declarations of Personal Interest

     Councillor Spence declared a personal interest in respect of Planning Application
     No. 2009/0726, in view of the fact that he attended the same Association as the
     applicant and the objector.

22. Minutes

     The minutes of the meeting held on 7th July 2009 were taken as read and signed by
     the Chair as a correct record.

23. Town and Country Planning Act 1990 – Part III – Applications – Speakers

     (i)   Mr A Frost (Planning Consultant) and Mr P Pollington (Architect) addressed
           the Board and spoke in support of the Officer recommendation to approve
           Planning Application No. 2009/0609 – Mixed Use Development of
           Residential, Offices and Relocation of College Sports Hall and Tennis Courts
           (Reserved Matters), Barnsley College, Honeywell Campus, Honeywell Lane,
           Barnsley.

     RESOLVED that the application be approved subject to additional highway
     conditions and completion of Section 106 Agreement.

     (ii)    Mrs Jones addressed the Board and spoke against the Officer
             recommendation to approve Planning Application No. 2009/0726, Erection of
             Side and Rear Two Storey Extension to Church (Resubmission), Cornerstone
             Christian Fellowship, New Road, Mapplewell, Barnsley.

     RESOLVED that the application be deferred for further information.

24. Tree Preservation Order No. 19/2009, 57 Darton Road, Cawthorne

     The Assistant Director (Planning and Transportation), submitted a report on an
     objection received in respect of the Tree Preservation Order 19/2009, and to offer
     further guidance on the issues raised within the objection.

     RESOLVED that:-

     (i)      the objection to making and confirming the Order be dismissed;

     (ii)     the Borough Secretary be authorised to confirm the Tree Preservation Order
              19/209 without modification; and,

     (iii)    the objectors and the other persons affected by the land affected by the
              Order, be informed accordingly.

25. Town and Country Planning Act 1990 – Part III – Applications

     The Assistant Director (Planning and Transportation) submitted a report on
     applications received for consideration.

     RESOLVED that:-

     (i)     the following applications be granted, subject to the conditions outlined in the
             report of the Assistant Director (Planning and Transportation), duties of which
             are contained in the schedule submitted:-

             2009/0657 – Erection of 98 Dwellings with Associated Parking, Garaging and
             the Stopping up of Leslie Road. Land at Leslie Road, Raymond Road and
             Reginald Road, Kendray, Barnsley. (Subject to additional Highway Conditions
             and completion of Section 106 Agreement).

             2009/0709 – Formation of a Car Parking Area (resubmission) (part-
             retrospective), St Paul’s Field, St Paul’s Road, Barnsley.

             2009/0750 – Construction of a New Embankment and widening of Footway,
             Bank End Lane, High Hoyland, Barnsley.
PLANNING REGULATORY BOARD

             2009/0761 – Erection of Single Storey Extension to School, Cawthorne CoE
             Junior and Infant School, Taylor Hill, Cawthorne, Barnsley.

             2009/0826 – Erection of a 2.4m High Fence within Peasehill Park, Peashill
             Park, Agnes Road, Barnsley.

     (ii)    the following applications be deferred at the request of Officers:-

             2009/0556 - Change of use to Builder’s Yard and Skip Hire with associated
             Recycling at land at Beevor Industrial Estate, Beevor Street, Barnsley.

             2009/0440 – Erection of 3 No Dwellings (Resubmission). Land between 26
             and 28 Chestnut Street, Grimethorpe, Barnsley.

     (iii)   The following application be refused in accordance with Officer
             recommendations:-

             2009/0433 – Erection of 3 No. Industrial Units each with 3 storey Ancillary
             Office Accommodation, Car Parking, Service Yards, and Associated Works
             and Landscaping (Resubmission). Wentworth Industrial Park, Wentworth
             Way, Tankersley, Barnsley. (Supplementary information supplied by the
             Applicant was circulated, read out and considered by Board Members at the
             meeting).
