TUESDAY, 12 DECEMBER 2006

1.0   OPENING COMMENTS

      1.1    Call to Order/Quorum Check

             The QPMC meeting was called to order at 12:30 p.m. A quorum of
             qualifying members was established.

      1.2    Introductions

             Attendance was taken. Donna Smallman announced that she will be
             retiring by the end of December 2006.

      1.3    Approval of Previous Meeting Minutes

             The minutes from the 21-22 June 2006 QPMC Meeting was presented and
             reviewed. A motion was made for approval, seconded and all were in favor
             with no disapprovals. Therefore, the minutes were approved as written.

             Meeting minutes are available on the PRI web site at www.pri-
             network.org.

2.0   ACTION ITEM REVIEW

      A new format for tracking of action items has been implemented. A Rolling
      Action Item List (RAIL) is being maintained which will easily track the action
      items assigned by quarters, as well as percentage completed and archiving. The
      RAIL will be updated by the 15th of each month.

      For details, refer to the RAIL located on the last page of these minutes.

      The action items from the previous meetings were reviewed as follows:

            21-22 June 2006:                - Action Items 0606-01 through 0606-08
                                              were closed.

            15-16 November 2005:            - Action Item 1105-01 remained open.

            17-18 November 2004:            - Action Item 1104-17 remained open.
                                              Closed Action Item 1104-30.

      Discussion specific to several Action Items were as follows:

            1105-01 –        Open: Bob Evans, Tom O’Mara and Jeff Conrad to resolve
                             by December 22, 2006. Jeff Conrad will put together email
                             relative to resolution of this item.

            1104-17 –        Open: Jeff Conrad to get together with Ron Clements to
                             determine G-3 issues relative to ASD-Cert. Completion
                             date revised to February 2007.

3.0   PRI STATUS REPORT

      The PRI Status report was presented which addressed the major activities that have
      taken place from June 2006 – December 2006. Those activities are the following:

            49 manufacturers currently have listing on the PRI-QPL’s representing
             thousands of parts/products/compounds
            PRI attended G-3, CE, G-8 and G-9 meetings
            PRI participated in G-3, CE, G-8, G-9 and E-34 teleconferences
            New enhancements added to On-Line QPL which was launched in June
             2005
            Obtaining required signatures for the PRI-QPL Confidentiality Agreements
             as well as work with E-34 to resolve comments
            Processing new qualifications for G-3, G-9, G-8 and CACRC
            New Programs underway for G-8 (Rain Erosion Coating), E-34 and E-25
            Processing re-qualifications and/or periodic testing for G-3, CE, G-9 and
             G-8
            Supplier Advisory Process documented

      Enhancements to the On-Line QPL were completed in October 2006.

            Display of attributes based on selected spec/standards

            Search by hitting the “Enter” key
            Date range criteria to search by expiry date
            Inactive QPL scopes can be searched
            Auto-generated emails for requalification, recertification, periodic testing
            Enhanced Search results screens

4.0   QPG STATUS REPORTS

      4.1 Aerospace Couplings, Fittings, Hose & Tubing Assemblies (SAE G-3)

             The QPG report was presented by Hans van der Velden for Ron Clements.

             G-3’s September 2006 meeting was held in Savannah, GA. The next
             meeting is scheduled for March 2007 in San Diego, CA. Teleconferences
             are held the first and third Wednesday’s of each month. The QPG
             membership was presented.

      Several new standards will require PRI-QPL’s; AS614, AS5958 and
      AS5830. These standards are in use to support new aircraft development.
      Several of these standards will be released as SAE/ASD co-owned
      standards (AS5000, AS5958, AS5951 and AS5960). They will be released
      in the USA and in Europe AS/EN-xxxx.

      G-3 has had a very heavy workload and is investigating opportunities for
      data review assistance.

      G-3 also requested that the PRI eAuditNet developers review the G-3
      request for search by complete part number. Jeff Conrad is a member of
      the eAuditNet Enhancement Team and will follow this.

      A best practice by G-3 is the new agenda format. To continue to
      streamline the process, Hans asked that PRI develop a way to track
      previous telcon data by key word, date, etc.

      ACTION ITEM: Develop a way to track data by telecon, key word, date,
      to enhance searchability of previous telecon minutes

4.2 Commercial Aircraft Composite Repair Committee (CACRC)

      CACRC’s October 2006 meeting was held in Cincinnati, OH. The next
      meeting is scheduled for April 2007, no location as of yet. E-mail has been
      the primary mode of communication between meetings. The QPG
      membership was presented.

      A new specification, AMS3970, will contain the PRI-QPL requirement and
      was balloted to the membership in November 2006. An estimate of 1Q
      2007 was given for product listings to the AMS3970. Two additional
      specifications are in draft form, AMS2960 and AMS2950, and material
      qualification is to be determined. Candidates are currently being solicited
      for interest to qualify to these new specifications.

4.3 Elastomer Seals (AMS CE)

      AMS CE’s October 2006 meeting was held in Vancouver, British
      Columbia. The next meetings scheduled for January 2007 in Redondo
      Beach, and Spring 2007 in Norfolk, VA. The QPG membership was
      presented.

      The committee is evaluating the need to add PRI-QPL requirements to all
      o-ring and molded seals specifications AMS7270, AMS7271, AMS7273,
      AMS7274. MIL-R-25988 will be superseded by two AMS specifications
      with QPLs. AMSs will also replace AMS-P-83461 and MIL-R-83485.

      AMS-CE is interested in meeting in conjunction with the Nadcap meetings.
      The SAE meetings have typically been scheduled for the same week. A
      request was made to have PRI looking the SAE/Nadcap meeting
      scheduling.

      ACTION ITEM: Investigate scheduling SAE/Nadcap/QPG meetings
      during same week/location.

      ACTION ITEM: Obtain specifications with new PRI QPL requirements
      added.

4.4 Aerospace Sealing (AMS G-9)

      AMS G-9’s October 2006 meeting was held in Salt Lake City, UT. The
      next meeting is scheduled for Spring 2007 will be in Charleston, SC.
      Email has been the primary mode of communication between meetings.
      The QPG membership was presented.

      Two new specifications contain the PRI-QPL requirement, AMS3092 and
      AMS3167. AMS3167 is a joint G-8/G-9 QPL and submittals will need
      evaluated to determine the appropriate QPG for approval.

      The number of re-qualifications due at the same timeframe have caused a
      heavy work-load on the testing laboratories. The QPG has developed a plan
      with UDRI for the next due dates to allow for timely processing and
      approval.

4.5 Propulsion Lubricants (SAE E-34)

      E-34’s October 2006 meeting was held in Vancouver, British Columbia.
      The next meeting is scheduled for April 2007 in Spain. Weekly
      teleconferences have been conducted as E-34 has begun data review. The
      QPG membership was presented.

      The PRI-QPL Confidentiality Agreements have been signed for all but two
      Primes. PRI continues to work this issue. The QPG has developed an
      operating guide, checklist and a proforma for application data. The use of a
      Qualification Reference Number (QRN) system will be in place to ensure
      traceability of change. An E-34 start-up procedure is also being used for an
      orderly start of the review process.

4.6 Organic Coatings (SAE G-8)

      G-8’s October 2006 meeting was held in Salt Lake City, UT. The next
      meeting is scheduled for April 2007 in Charleston, SC. E-mail has been
      the primary mode of communication between meetings. Teleconferences
      are scheduled on an as needed basis. The QPG membership was presented.

      G-8 has two members retiring. Already two candidates are in line for
      approval by the QPG. They will be required to sign the PRI-QPL
      Confidentiality Agreement.

      AMS3167 is a joint G-8/G-9 QPL and submittals will need evaluated to
      determine the appropriate QPG for approval. Manufacturers are also being
      solicited by the G-8 committee for listing on existing specifications that
      require the PRI-QPL.

      AMS3116 has a corresponding mil spec that has not been cancelled. G-8 is
      looking into using this for commercial application.

      G-8 developed a Rain Erosion Coating Petition. AF CTIO is preparing to
      run qualification testing on five candidates. This will provide multiple,
      dual listings for AMS-C-83231 and AMS-C-83445.

      AMS-C-27725 is to be revised and completed by 1Q 2007.

      G-8 PD document is in early draft form. The QPG also is working on
      development of a specific format for submitted test data for ease of review.

      ACTION ITEM: PRI to procure signed PRI-QPL Confidentiality
      Agreements from new G-8 members.

4.7 General Standards for Aerospace Propulsion Systems (SAE E-25)

      E-25’s October 2006 meeting was held in Vancouver, British Columbia.
      The next meeting is scheduled for April 2006, location to be determined.
      E-mail has been the primary mode of communication between meetings.

      AS5272 contains the PRI-QPL requirement and was released in July 2005.
      PRI witnessing of testing at the manufacturing facility is being evaluated as
      an option since there is a concern with the lack of accredited laboratories to
      the required scopes of approval. A list of prospective lubricant
      manufacturers has been provided to PRI and PRI has solicited interest in
      qualifying. Currently E-25 is waiting for test plans from the suppliers.

      E-25 has determined that there is a lack of accredited test labs for a small
      portion of specification testing requirements to AS5272. It was asked that
      PRI look into a PRI auditor performing a less than audit to achieve the
      ISO17025 requirements.

      ACTION ITEM: PRI to investigate the possibility of a PRI auditor
      performing a less than audit to achieve the ISO17025 requirements.

      4.8 Greases (AMS M)

             The AMS M committee has not established a QPG at this time. The next
             meeting is scheduled for April 2007 in Bilboa, Spain. Request for
             formalization of QPG is on hold.

             The AMS M committee will commit to move forward after evaluation of
             the experience and lessons learned of the E-34 QPG. There are several
             members and technical experts that cross-over both committees.

             AMS3052 is the specification that could include the PRI-QPL requirements
             in a future revision. This specification includes baseline technical
             requirements. Additional testing above and beyond the specification
             requirements may be required based on intended application and use.

5.0   PROGRAM DOCUMENT REVIEW

      PD2000, Revision B, and PD2001, Revision A, were last revised in March 2004.
      Since it has been over two years, the QPMC is reviewing the content of these
      documents and making the required changes to further clarify and detail the
      program requirements.

      A thorough review of PD2000 and PD2001 was conducted by PRI Staff.
      Comments provided by attendees prior to the Webex were reviewed and
      incorporated. PD2000 and PD2001 will be provided to the members for review
      within the next 10 days. Comments will be incorporated and balloted by mid
      January 2007.

6.0   OPEN DISCUSSION

      Jerry Brown was concerned about Prime management support for meeting
      attendance. Jeff Conrad suggested that Jerry present the flow charts from the
      QPMC meeting/PRI Staff Report. These slides define the reporting structure,
      therefore establishing the importance of the QPMC. The flow chart will show the
      relationship between the QPMC and the Board of Directors.

          An additional topic of discussion was PRI support to consolidate meeting dates
          with SAE/Nadcap/QPG/QPMC. PRI will work this issue.

7.0       NEXT MEETING DATE/LOCATION/DEVELOP AGENDA

          Prior to the Webex, PRI sent out possible dates and locations for the 2007
          meetings. The next QPMC meeting will be held 15-16 May 2007 at PRI
          headquarters in Warrendale, PA. The fall meeting will be held 13-14 November
          2007 at Boeing, Seattle. Ron Clements volunteered to host. A formal agenda and
          time will be established and distributed.
