   TECHNO COMMERCIAL DOCUMENT FOR EXPRESSION OF INTEREST FOR
   RECONSTRUCTION AND RENOVATION OF STEEL GATES AND APPROACH
         JETTIES OF VARIOUS DRY DOCKS AT RBD UNIT OF GRSE

1. INTRODUCTION:
   The dry dock no 1&2 and dry dock no 5 of Rajabagan Dockyard are age old dry
   dock of more than 100 years of age. At present these dry docks are non-
   functional due to poor maintenance of mitre gates and associated facilities for
   a long period. After taking over of Rajabagan Dockyard on 01.07.06, GRSE Ltd.
   initiated different activities for up-gradation and renovation of existing
   facilities at RBD Unit of GRSE.
       As a part of these, it is proposed for reconstruction and renovation of steel
   gates and approach Jetties of various Dry docks of RBD Unit.

   Technical Data and Basic Parameters

 2 DESCRIPTION AND SCOPE OF WORK

2.1 Introduction
2.1.1 Garden Reach Shipbuilders & Engineers Ltd (GRSE) is in the process of
modernizing Rajabagan Dockyard Unit at Kolkata. As part of the modernization plan
GRSE proposes to repair/renovate Mitre gates at Dry-dock no 1&2, Dry-dock no 5 and
construction & fitting of suitable partition Gate for Dry-Dock no 3&4; including Civil,
Mechanical & Electrical work and thereafter commissioning of the same on a turnkey
basis.

2.2 Work Content for Dry Dock no. 1&2

2.2.1 The work included in this Tender for Dry Dock no 1&2 comprises of the following:

2.2.1.1 Erection of Sheet Pile Wall / Coffer Dam / Soil barrier of sufficient height to
prevent ingress of river water into the Dry-dock during repair/renovation period of the
gate so that other works in dry-dock are not hampered.

2.2.1.2 Opening of lock gate and dismantling of Mitre Gate leaves.

2.2.1.3 Civil work for reducing sill height 600 mm. Present sill height of the dock is (+)
3.30 mtr. from KODS i.e. new sill height will be (+) 2.7 mtr. from KODS.

2.2.1.4 Repair and modification of gate leaves to suit above requirement under Cl.
2.2.1.3.

2.2.1.5   Repair and re-fitting of two nos. hand operated Capstan including base and
          other fittings to make it operational.
2.2.1.6   Repair of Jetties at both sides (to support gate leaves in open condition and
          facilitate docking & undocking) –approximately 10.0 mtr. x 4.0 mtr. size.
2.2.1.7   Repair and rectification of buttress on both sides.

2.2.1.8     All sills at hinge-sides & clapping edge of gate leaves and at bottoms are to
            be made of good quality Teak Wood / rubber of suitable shore hardness to
            make the gate completely watertight.
2.2.1.9     At present no pump is fitted in this dock. One pipe of about 500 mm  is fitted
            in a pit below the dock bed level. A wooden cap is fitted at the dry dock end of
            the pipe. Watering / de-watering is done by this pipe. Necessary repair/
            modification work to be carried out in this system and one SDNR valve to be
            fitted at the dry dock end of the pipe to replace the wooden cap, as this is not
            suitable and require skill labour to operate.
2.2.1.10    All the design & drawings are to be developed in consultation with GRSE and
            final approval is to be obtained from GRSE before actual job is to be carried
            out. However, total responsibility for smooth operation of the system will lie on
            the Contractor and GRSE Ltd. will not be responsible in anyway.
2.2.1.11    Entire system including the gate to be painted with approved anti-corrosive
            paint. Painting scheme needs approval of GRSE.
2.2.1.12    Physical construction and installation of the proposed facility in accordance
            with the design & drawing, project specification, commissioning and final
            handing over the same to GRSE.
2.2.1.13    Total system to be tested, before cutting of bandh, in presence of GRSE
            Representative for preliminary acceptance. Leakage to be tested by hose
            testing. QAP is to be prepared well in advance and the same is to be
            approved by GRSE.
2.2.1.14    Removal of bandh after preliminary acceptance.
2.2.1.15    After removal of bandh, closing and opening operation of the gate to be
            tested in presence of GRSE Representative for final acceptance.
2.2.1.16    Technical Specification of the project and bill of material elaborating technical
            specification and source of procurement is to be prepared and submitted.
2.2.1.17     Proposed project Plan and completion schedule is to be indicated.


2.3       Work Content for Dry Dock no. 5

2.3.1 The work included in this Tender for Dry Dock no 5 comprises of the following:

2.3.1.1 Erection of Sheet Pile Wall / Coffer Dam / Soil barrier of sufficient height to
prevent ingress of river water into the Dry-dock during repair/renovation period of the
gate so that other work in dry-dock is not hampered.

2.3.1.2 Opening of lock gate and dismantling of Mitre Gate leaves.

2.3.1.3 Repair of gate leaves to make it completely watertight.

2.3.1.4     Repair and re-fitting of two nos hand operated Capstan including base
            and other fittings to make it operational.
2.3.1.5     Repair of Jetties at both sides (to support gate leaves in open condition and
            facilitate docking & undocking) –approximately 12.7 mtr. x 4.7 mtr. size.
2.3.1.6     Repair and rectification of buttress on both sides.
2.3.1.7     All sills at hinge-sides & clapping edge of gate leaves and at bottoms are to
            be made of Teak Wood / rubber of suitable shore hardness to make the gate
            completely watertight.

2.3.1.8    Removal of accumulated silt from dock bed floor and cleaning of the same as
           require.
2.3.1.9    The existing pump house to be renovated / repaired.
2.3.1.10   New Electric motor driven pumps of suitable capacity to be installed.
2.3.1.11   New Suction / Discharge lines with valves & fittings to be fitted.
2.3.1.12   All the design & drawings are to be developed in consultation with GRSE and
           final approval is to be obtained from GRSE before actual job is to be carried
           out. However, total responsibility for smooth operation of the system will lie on
           the Contractor and GRSE Ltd. will not be responsible in anyway.
2.3.1.13   Physical construction and installation of the proposed facility in accordance
           with the design & drawing, project specification, commissioning and final
           handing over the same to GRSE.

2.4       Work Content for Dry Dock no. 3&4

2.4.1 The work included in this Tender for Dry Dock no 3&4, comprises of the following:

2.4.1.1 Erection of Sheet Pile Wall / Coffer Dam / Soil barrier of sufficient height to
prevent ingress of river water into the Dry-dock during repair/renovation period of the
gate so that other work in dry-dock is not hampered.
2.4.1.2 Fabrication, Erection and fitting of Caisson type gate with proper sealing
          arrangement to make the gate watertight.
2.4.1.3 The above gate shall be suitable for fitting at two position of the gate, i.e. in
          the existing side wall groove at mouth of the dock(Outside mitre gate) and at
          middle of the Dock.
2.4.1.4 Require groove for fitting the gate is to be made in the side wall at the middle
          of the dock.
2.4.1.5 The gate to be painted with approved anti corrosive paint. Painting scheme
          needs approval of GRSE.
2.4.1.6 Total system to be tested, before cutting of bandh, in presence of GRSE
          Representative for preliminary acceptance. Leakage to be tested by hose
          testing. QAP is to be prepared well in advance and the same is to be

3 RIVER REGIME
  The proposed project is to be submitted to KoPT who will address the
  potential interactions of the proposed works with the river regime (including
  water levels, currents, sediment transport, dredging). Their study will provide
  information required both for detailed design of riverbank structures and to
  inform an application for statutory approval of the riverbank works by KoPT.

3.1      TIDAL LEVELS
      Sources of tidal levels for Garden Reach are the Tide Tables for the Hooghly
      River and the UK Hydrographic Office tidal prediction software “Total tide”.

       A commentary on the tidal regime, including seasonal characteristics and
      incidence of the tidal bore, is given in the Tide Tables for the Hooghly River
      available with KoPT and GRSE.

3.2      SEDIMENTATION
      The river Hooghly frequently carries a high sediment load and significant
      depths of sediment have been observed accreted on dock mouth and at the
      entrance to basins and slipways. The sediment is fine grained and we
      understand that GRSE are readily able to disperse it when necessary for
      vessel launch or retrievals. The rate of accretion of sediment in the proposed
      access channels for the West Slipway is to be assessed as part of the KoPT
      study.

3.3      LOADING
      The environmental loadings e.g. wind, tidal, ground water, earthquake,
      temperature will be accounted for in accordance with the Indian Standards
      and where applicable, British Standards.
