Sub: Transfer Policy applicable to the members of J&K Accounts (Gaz) Service
     (Junior Scale Accounts Officers).

                     Government Order No : 195 - F of 2010
                      D a t e d : 24 - 06 - 2010

       In supersession of all previous Government Orders on the subject, the
following Transfer Policy applicable to the members of J&K Accounts (Gaz.)
Service (Junior Scale Accounts Officers) is hereby issued with immediate effect :-

      a)     No officer shall be transferred from his place of posting unless he
             completes a minimum tenure of two years.

      b)     No officer, posted in an office/division in Annexure-A shall be, on
             his transfer, posted to any office/division shown in the said
             Annexure for the second consecutive term or in any office shown in
             Annexure “C”, unless he renders at least two years service in any
             office shown in Category “B”.

      c)     As far as possible, officers presently posted in an office/division,
             shown in Annexure-B, shall not be on their transfer posted in an
             office/division shown in the said Annexure for the second
             consecutive term.

      d)     No officer on his initial posting as Accounts Officer shall be posted
             to an office/division, shown in Annexure-C without rendering at
             least four years’ service on other equivalent posts, shown in
             Annexure (s) “A” & “B” or “B” only.

      e)     No officer on his transfer from an office/division indicated in
             Annexure “C” shall be posted again in any of the offices/divisions
             indicated in the said Annexure unless he renders at least four years’
             service in the offices/divisions indicated in Annexure (s) “A” & “B”
             or “B” only.

      f)     A post shown in Annexure-C, held by an officer earlier, shall not be
             held again by him/her during his/her entire service in the same
             class of service.
g)    While attached in an office, awaiting orders of posting, the period
      so spent shall not be considered as the period spent in the fresh
      posting.

h)    Any premature transfer, necessitated on complaint or health
      grounds or personal reasons in relaxation of the above conditions,
      shall need approval of the Hon’ble Finance Minister.

i)    Transfers with cogent reasons on humanitarian grounds will be
      considered by the Hon’ble Finance Minister in relaxation of the
      transfer policy, provided no specific posting is sought.

j)    The transfer policy shall not apply to Ladakh transfers.
      Transfers/postings to/from Ladakh, shall be governed by the
      Ladakh Transfer Policy. However, services rendered by an officer in
      any office of Leh or Kargil districts shall be deemed to have been
      rendered in Category-B.

k)    In case any pressure is brought for transfer and positing in a
      particular office/division by a member of the Service, strict
      disciplinary action shall be taken against such an officer.

l)    An office/division, not shown in any office of the Annexures to the
      transfer policy, shall be deemed to exist in Annexure-A till the same
      is incorporated in the relevant Annexure.

       The Transfer Policy will not have any over riding effect on the
existing policy matters in respect of transfers and postings of the officers
issued by the Government from time to time. Clarification, if any needed,
shall be sought from the Finance Department.

        In supersession of all previous Government Orders on the subject, the
following Transfer Policy applicable to the members of J&K Subordinate Accounts
Service (Class-I, Assistant Accounts Officers) is hereby issued with immediate
effect :-

                                C I R C U L A R

             The Hon’ble Minister for Finance and Ladakh Affairs, J&K in his
Budget Speech for the year 2010-11 made some important announcements.
Among them the Hon’ble Minister informed          that a large number of
employees in government/ autonomous bodies are drawing a substantial
amount as monthly medical allowance. An appeal was made by the Hon’ble
Minister for Finance to the employees in the government /autonomous
bodies to deduct at source a small amount per month/ per annum from the
medical    allowance as contribution towards the Cancer Treatment &
Management Fund to help their less fortunate brothers and sisters. The
Hon’ble Finance Minister added that the donations shall be purely voluntary
so any employee may ask his DDO in writing not to make such deductions
from his salary bills.

               A copy the guidelines issued by the General Administration Department in
this behalf vide Government Order No. 779-GAD of 2010 dated 06.07.2010 is also
enclosed for convenience of the DDOs/ Treasury officers .

             All Administrative Secretaries are , as such, requested to kindly advise
the Gazetted and non-Gazetted employees, working under their control , to
voluntarily contribute Rs. 240/- and Rs. 120/- per head per annum
respectively. Subject to the consent of the employees, the concerned DDO
shall deduct the contribution at source.          The employees may, however,
choose to contribute to the fund in monthly instalments of Rs. 20/- (gazetted
employees) and Rs. 10/- (non-gazetted employees) respectively. However,
the employees shall be at liberty to make contribution to the Fund beyond the
prescribed maximum limits.

            The    amount    shall    be     credited    to  Account   No.
0110010200000810 (CD 810) of Principal Secretary to Hon’ble Chief Minister
, J&K maintained in the J&K Bank , Civil Secretariat Branch.

which detailed guidelines have been issued by the General Administration

Finance Department under No. DGAT/PS/DR/542 dated 07.07.2010 (copy
enclosed) may kindly be given wide publicity through print as well as electronic
media so that the concerned Drawing & Disbursing Officers and all the
Government employees are made aware of that.
