                   drivers, or 33 million, don't know the rules of the road.

                   The survey presented 5,524 drivers from all 50 states with 20 questions
                   derived from official Department of Motor Vehicle tests. Among the main
                   sticking points were what to do when approaching a yellow light, and the
                   safe distance to maintain behind another car.

                   Overall, the national average score grew slightly to 78.1% from 77.1% in
                   2007, but scores varied based on driver demographic and geography.

                   The study found that drivers over the age of 35 were more likely to pass,
                   and women were more likely to fail than men.

                   Drivers in the Northeast continued to have the lowest scores and the
                   highest failure rates, with New York, New Jersey, Massachusetts, and the
                   District of Columbia maintaining their three-year streak in the bottom five
                   rankings. Drivers from the Midwest had the highest scores and the lowest
                   failure rate, with Kansas taking the top spot this year from Idaho.

                                 She is being held on $10,000 bail.

                               Perth Amboy police arrested Charlie Uzar on Tuesday. A Municipal Court
                               judge had issued the warrant in response to Uzar's refusal to surrender

                               "I don't think he deserves to be locked up," said his lawyer,. "He's 96
                               years old, only 5 feet tall. If he weighs 100 pounds, it's a lot."

                               In November, Uzar was found guilty on three counts of driving with
                               a**pended license, two counts of leaving the scene of an accident and
                               one count each of failure to report an accident, driving with an uninsured
                               vehicle and driving carelessly.
                               He was sentenced to 93 days in jail, but he could serve as few as 63 days
                               for good behavior. Police impounded his car, thus removing any danger he
                               might pose to the public, Book said.

                               Following his arrest, Uzar complained about trouble breathing, and police
                               took him to Raritan Bay Medical Center, where he was treated and
                               released. He was then taken to the jail, where he remained Friday
                               A Perth Amboy bail bondsman, posted a $10,000 bail for Uzar after
                               reading about his arrest in a newspaper. But a judge voided the bail
                               Thursday and ordered him to remain in jail.

                               "He's 96 years old," the Bondsman told Gannett New Jersey. "We have
