               MILLERSVILLE BOROUGH PLANNING COMMISSION MEETING MINUTES

       The Millersville Borough Planning Commission Meeting was called to order by Chairman Gary
Hess with the pledge to the flag on Wednesday, September 1, 2004 at 7:00 PM in the Borough Hall
at 10 Colonial Avenue, Millersville Pennsylvania followed with a moment of silence.

MINUTES

      With no objections, the June 2, 2004 regular meeting minutes and the July 7, 2004 regular
meeting minutes were approved as printed.


SECRETARY=S REPORT

      Ms. Sachs received several pamphlets for planning and zoning training classes through the
Governor’s Center for Local Government Services, Department of Community and Economic
Development.


CITIZENS REQUESTS AND CONCERNS

       None.


NEW BUSINESS

       a.      Discussion of Zoning Board Variance for Cellular Phone Provider

         Mr. Arnold stated that the variance is for a side yard setback for a Cingular Wireless. Mr.
Jackson explained that a search ring is issued by the Radio Frequency Department and within that
search ring a specific location must be found for the antennas in order to fill out the coverage
objectives Cingular has for that specific area. Existing structures are researched to house the
antennas and if none are available a tower must be erected. At this time the water tower is the only
tall structure in the area to locate the antennas for reliable Cingular cellular coverage.

       Equipment will be located in the existing equipment compound.

       Ground level sound measurements have been conducted and the equipment noise level is
measured below sound emitted in a normal home and/or below 1% of the FCC exposure limit. Hood
attenuation will be put in place to defend neighbors from noise generated from the ground equipment.

       An Ockey motion that the Millersville Borough Planning Commission recommend to the
Millersville Borough Zoning Hearing Board that they table the applicant’s request in order to allow
the borough manager to negotiate with all the tower occupants to build a substantial structure to
enclose all of the ground equipment in order to protect the nearby neighbors against the sound
nuisance failed for lack of a second.

        An Ockey/Weidinger motion that the Millersville Borough Planning Commission
recommend to the Millersville Borough Zoning Hearing Board that there be a structure to further
limit the noise annoyance to the next door neighbors passed unanimously.

       An Ockey/Weidinger motion that the Millersville Borough Planning Commission
recommend to the Millersville Borough Council that no action on the lease be taken with the
applicant until the borough manager has an opportunity to negotiate with all the occupants on the
tower for a substantial structure to reduce the continual noise annoyance to the neighbors passed
unanimously.


OLD BUSINESS

       a.     Official Map Review

       An Ockey/Sachs motion that the Millersville Borough Planning Commission recommend to
the Millersville Borough Council that Item #5 of the Official Borough Map should state from 741
West to the borough line passed 4-1 with Weidinger opposed.

       It was recommended that Item #1 of the Official Borough Map should state will go South on
Gable Park to Wabank Road.


MANAGER’S ITEMS

       a.     Discussion of a Borough Streetscape

       Mr. Arnold mentioned that the packet of information he supplied to the commission members
should be reviewed for the next meeting.

       An Ockey/Sachs motion adjourned the meeting at 9:01 PM.
