Summary of Change:
On March 7, 2003, Qwest will post planned updates to its Wholesale Markets Web Site that includes
new/revised documentation for the Service Interval Guide – For Resale and Interconnection Services (SIG).
These updates will be posted to the Qwest Wholesale Document Review Site located at
http://www.qwest.com/wholesale/cmp/review.html.

Changes to a form that do not introduce changes to the underlying process have been made to the Service
Interval Guide. These changes are associated with CR PC120402-1 titled “Modification of the Service
Interval Guide (SIG) for clarity.”
Updates include:
 Global changes have been made to the document regarding title case references to Qwest
    Communications along with the correction of Qwest’s Trademark. Other global changes include a
    modification to all title references to indicate “Service Interval Guide for Resale, UNE, and
    Interconnection Services,” the addition of the word UNE to the footer for clarity, and a correction to the
    standard interval format for consistency.
 The General Information – Introduction section has been updated by organizing existing information for
    clarity and organization of material, removal of duplicative information, and clarification of the SIG
    guidelines. Clarification has been made to the explanation of Qwest-owned facilities and/or network
    capacity to include references to the Provisioning and Installation PCAT, CLEC Requested UNE
    Construction PCAT, Individual Product PCATs and the SGAT. Additional explanation of
    migrations/conversions has been provided to include more illustrative examples.
 The General Information – Due Date Calculation section has been updated by organizing existing
    information for clarify and organization of material, addition of product specific information for Application
    Date cut off times, clarification of the definition of APP Date, inclusion of information for order
    supplements types and impacts, and added additional detail regarding disconnection intervals, by
    product and included references to other customer facing documentation that may contain information
    regarding disconnects.
 General Information – Definitions section has been updated to modify the definition of FOC.
 All product Specific Sections – For clarity, all references to “Installation Guidelines apply where
    facilities/network capacity is in place…” have been removed from the product specific sections of this
    document as this language is already stated in the General Information section.
 Changes to Unbundled Network Elements Platform (UNE-P) section are as follows:
          UNE-P POTS – added language to the Installation Guidelines to clarify CLEC opportunity to
              escalate for same day due date.
          UNE-P Public Access Lines – added language to clarify CLEC opportunity to escalate for same
              day due date.
          UNE-P Centrex – added language to clarify CLEC opportunity to escalate for same day due

          UNE-P DSS – changed FOC Delivery Timeframes for Trunks from 48 hours to 96 hours.
     Changes to Enhanced Extended Loop (EEL) section are as follows:
          Clarified the acronym that defines EEL by removing “provision EEL” to EEL along with updating
            the header to show EEL rather than EEL – C.
          Loop MUX Combination DS0, DS1 and DS3 or Voice Grade Equivalent Service Order – for
            clarity, removed the wording “Transmission Paths” and added “Circuits.”
          Loop MUX Combination Conversion DS0, DS1, DS3 Services Ordered – added “or as specified”
            to the explanation for clarity along with changing the text to read “Private Line to EEL or LMC” for
            clarity.
     Changes to the Resale section are as follows:
          The footer in the entire section has been removed and has been moved to the applicable
            Installation Guideline section for clarity.
          POTS – Residence – added clarification to the Installation Guideline section by adding
            escalation link to allow for same day restoral/deny process along with adding the “Voice Mail”
            section for clarity.
          Public Access Lines (PAL) – added escalation link to allow for same day restoral/deny process.
          Centrex Plus Centron / Centrex Prime (MN only) – added removal to the “Activity/Features”
            column.
          Centrex Plus Centron /Centrex Prime (MN only) – combined CO sections because Retail does
            not differentiate for Due Date.
          Digital Switched Services (DSS) FOC Guidelines – corrected the hours from 48 to 96.
          CO – ACD – added the wording “Optional Features” to the title for clarification.
     Changes to the Directory Listings section are as follows:
          Changed the term Secondary Additional Listing to Stand Alone Listing for clarity.
     Changes to the Interconnection – Other Services section are as follows:
          Customized Routing – added Features and Installation dates for clarity.
          Caged Physical, Shared Caged Physical Collocation (Washington Only – Forecast Provided 60
            – 90 Days Prior to Application) – added the state of Montana.
          Virtual Collocation (Forecast Provided 60 Days Prior to Application or 90 Days Prior in
            Washington) – added the state of Montana.
          Virtual Collocation – Installation Guidelines – added 90 Calendar Days in Arizona & South
            Dakota where space is available and no special conditions exist.
          Adjacent Collocation (Using Existing Qwest Premises) & Common Area Splitter Collocation
            Installation Guidelines – added “unforecasted” to the language for clarity.
     Changes to the Unbundled Services sections are as follows:
          2-Wire/4-Wire Non-Loaded Loop FOC Guidelines – added “72 hours Utah only” to synch with 7
            day interval.
          DS1 Capable Loop FOC Guidelines – added “72 hours only Utah and New Mexico.” This was
            shortened to accommodate a seven-day interval per the order.
          DS1 Capable Loop FOC & Installation Guidelines – added “and New Mexico” and shortened the
            interval to synch with the Commission Ordered 5 day interval.
          DS3 Capable Loop FOC – corrected the installation interval to 72 hours.
          ADSL Loop/Compatible Loop FOC Guidelines – added “72 hours Utah only” for clarification
          XDSL-I Capable Loop/ISDN-BRI Capable Loop FOC Guidelines – added “72 hours Utah only” to
            shorten interval to accommodate a seven-day interval per the order.
          2-Wire Analog/4-Wire Distribution Loop, Campus Wire Sub-Loop NE only & Intra-Building Cable
            (Installation Guide) – added “or “Appointment Scheduler” to synch with PCAT and IMA
            documentation.
          Multi-Tenant Environment (MTE-POI) Determine Cable Ownership (FOC Guidelines) –
            Removed “24 hours.”

            that provides information for service with conditioning and without conditioning to synch with
            PCAT.
          Shared Distribution Loop – correction to Activity/Features and Installation Guidelines column that
            provides information for service with conditioning and without conditioning to synch up with
            PCAT.
          Line Splitting – correction to Activity/Features and Installation Guidelines column that provides
            information for service with conditioning and without conditioning to synch with PCAT.
     Changes to the LIS Trunking section are as follows:
          Global change for this section – added the word “ICB” for clarity.
          General Information and Definitions – changed joint forecast for clarity.
          New Installation section – removed the guidelines for clarity and removed the language around
            the installation guidelines for clarity.
     Changes to the Network Identified Wire Center/MSA/Zone1/Zone 2 List, Definitions –
          Removed all references to Wire Center/MSA/Zone1/Zone 2. This information will be included at
            the following Web Site in a downloadable format:

Comment Cycle:
CLEC customers are encouraged to review these proposed changes and provide comment at any time
during the 7-day comment review period. This comment review period for this document begins March 8,
2003 and will conclude at close of business on March 14, 2003. Qwest will have seven days following the
close of the comment review to respond to any CLEC comments.

Qwest provides an electronic means for CLEC customers to comment on proposed changes. The Document
