Purpose of the Fund
The purpose of the Fund is to provide grants to emerging or experienced moving-image makers for innovative moving-image productions. The Fund will give priority to innovative art projects and production proposals in the following categories:
projects by emerging video and filmmakers of promise that emphasise innovation within or between moving-image genres; projects by experimental or fine art film and video-makers; projects exploring digital technologies which give priority to the moving image arts; exceptional, innovative, non-commercial projects by established film and video makers.
Selection criteria
Applications will be assessed against the following criteria:
potential to support the emergence of new creative talent in the moving-image arts in New Zealand; potential to develop the moving-image arts by supporting artform and media innovation; artistic merit of the applicant’s project and work to date; viability in terms of evidence of effective budgeting, planning and resourcing of the project.

Funding is not available for:
script or project development marketing/distribution costs or festival entry fees unless the project has been previously supported by the Fund costs of film and video labelling music videos educational videos commercial and/or made-for-television programmes work or projects to be assessed as part of the course work for tertiary study
How to Apply – Elements of a Funding Proposal
The following is a guideline to the basic elements of a Screen Innovation Production Fund proposal/application. Project needs will vary, however, and applicants are always welcome to discuss their application with the Adviser for the Fund. Please supply two unbound copies (on regular A4 paper, black and white, Portrait orientation) of your application, including the standard application form. FIVE (5) copies of support material are required (eg. DVDs).
1. Application form
Applicants should fill in the standard Creative New Zealand application form which is located in three places: downloadable from the Fund’s website (www.screeninnovation.govt.nz); in the supplement to the Creative New Zealand funding guide, Application workbook; and downloadable from the Creative New Zealand website (www.creativenz.govt.nz).
2. Proposal brief/Cover sheet
This is a “snapshot” of your project and should include basic project information, such as synopsis, length, format, amount requested, and key personnel involved (eg. writer, director, producer, key cast, cinematographer, editor)

3. Project information
Depending on your project needs, some or all of the following will apply: script (for drama applications) or detailed project description (for non-script based projects such as documentary or experimental work) ▪ director’s notes are vitally important for the assessment panel to understand the director’s passion and vision - the motivation behind the project animation projects must include visuals that represent the style and tone of your project (ie. animatic, storyboards, stills, drawings etc) additional project information might include, for example, a treatment (for feature films, documentaries), character notes, storyboards etc describe how your project fulfils the criteria of the Fund potential distribution and screening opportunities for your project (it is not compulsory to have screening and distribution opportunities arranged prior to application, however some indication of options in this area is useful). applicants should develop the most appropriate budget for their needs. Applicants may create their own budget to suit their project, otherwise, blank budget sheet templates are available from the Screen Innovation Production Fund website www.screeninnovation.govt.nz.
6. Video/DVD support material
It is strongly recommended that video/DVD support material also be submitted. This material must be of good quality, and be relevant to the proposed project, or alternatively, it should illustrate the quality of production the applicant is capable of. Please indicate the relevance of the support material to the application. Eg. Is it a sample of the director’s recent work or is the footage relevant to the project currently being assessed for funding?

Due to the large number of video/DVD’s submitted, the assessment panel is unable to view all footage submitted. If the support material is longer than 3 – 5 minutes and you want to ensure the panel view significant sequences, the applicant should include timecode (in/out points) on the label to guide the assessors. 7. Letters of reference/support recent letters from previous employers, tutors, or industry professionals, in support of the applicant's proposed project, and/or their skills and quality of work.
Types of Funding
The Screen Innovation Production Fund accepts proposals for the following genres: experimental films, short films, digital feature films, documentary, dance, installation projects and animation. Priority will be given to those projects that are innovative, experimental and exceptional. Funding requests for duplication costs for projects previously supported by the Screen Innovation Production Fund and post-production funding proposals are eligible. Commercial and/or television programmes are ineligible for funding. Duplication costs For projects previously supported by the Screen Innovation Production Fund, submissions may be made by independent filmmakers for duplication costs for the purpose of making additional copies of their film/video for exhibition or film festival entry purposes. • Requests for duplication costs are capped at $750 • Projects that have not received SIPF funding previously are ineligible for duplication costs • Film festival entry fees and marketing costs can also be included in the budget • The amount of funding previously received from the Fund must be disclosed • Five copies of the video/DVD are required • A distribution strategy should be included ie. details of what the copies will be used for • A limit of up to four duplication grants will be offered per funding round Recommended website for information on distribution and marketing strategy for short films, including lists of national and international film festivals: www.nzfilm.co.nz . 4
Organisations are not eligible to apply for duplication costs. Post-production There is no guarantee that projects applying for post-production funding, having previously received production funding from SIPF, will receive a post-production grant. Any such application will be assessed on its merits alongside all other applications in the round. Projects that have received SIPF post-production funding are not eligible to apply for further post-production funds from SIPF. Applicants seeking post-production funding must include support material (footage, preferably a rough-cut) relating to the submitted project. Five copies are required and footage must be submitted on VHS or DVD only. If the footage is not yet at a rough-cut stage, a shooting script should be also be provided. For non-narrative projects, the director should supply the assessment panel with a project description/treatment i.e. the approach to editing (pace, how the elements will be used, story arc/structure, the vision for the finished film, etc). Given the limited funds available, applicants proposing to shoot on film may consider budgeting to finish on a broadcast-quality video format. To finish on film, the New Zealand Film Commission may provide assistance for post-production for projects (including documentaries) that have been accepted into significant international film festivals and the New Zealand International Film Festival – see the New Zealand Film Commission’s website for more information (www.nzfilm.co.nz). Applicants should contact a Programme Administrator well before the application deadline to discuss support material requirements.
Additional Information
Proposals should be prepared in light of the following guidelines: Budgets Emerging film and video-makers are strongly encouraged to propose low-budget projects (less than $15,000) detailing both production and post-production costs. An emerging filmmaker is one who has not yet produced a substantial body of work, in particular work supported by Creative New Zealand or the New Zealand Film Commission. Careful, economically planned proposals increase the likelihood of a grant. Applicants are expected to explore the widest possible range of sources of goods and services for the most economical quotes. See attached sheets for standard discounts available to grant recipients. 5

The maximum amount that may be requested for any project is $25,000. For digital feature films, a proposal must be carefully planned and budgeted, and must illustrate that a feature of good quality is achievable on a limited budget. In the case of experimental, non-narrative and new media projects, applications should be carefully planned and budgeted. Fully developed concepts, clearly expressed, increase the likelihood of success.
Consultancies The Screen Innovation Production Fund encourages inexperienced film and video makers to work with the assistance of a consultant experienced in film or video. Applicants may build a consultancy component into their budget. In such cases, the application should include a copy of a letter of agreement between the proposed consultant and the applicant Script Form Applicants are advised that the Fund seeks to support short dramas based on high quality scripts which demonstrate a unique and distinctive storytelling voice, and, which have been developed to their fullest potential. Filmmakers embarking on their first drama are encouraged to prepare short scripts achievable within limited budgets. Script format guidelines are available from the website www.screeninnovation.govt.nz.
Assessment & Decision Making Process
Applications are initially read and processed by a Programme Advisor. The proposals are then copied and sent out to the Screen Innovation Production Fund's assessment panel members. The panel is comprised of five people from the film sector and a member of the Creative New Zealand Arts Board. The panel members read all of the proposals and make preliminary artistic assessments prior to the meeting. The Screen Innovation Production Fund meeting is held over two days. Day one is primarily devoted to viewing support material, including the videos accompanying applications. On day two, the panel discuss the applications and make funding recommendations. The recommendations must then be approved by the Chief Executive Officer of both partner organisations, Creative New Zealand and the New Zealand Film Commission. The results are usually announced within three weeks of the panel meeting. A list of successful projects will also be posted on the Creative New Zealand website (www.creativenz.govt.nz). A representative from both Creative New Zealand and the New Zealand Film Commission also attend the meeting in an advisory capacity.
The Fund – a partnership

The Screen Innovation Production Fund is a partnership between Creative New Zealand and the New Zealand Film Commission. The two organisations launched the Fund in 1996, replacing the former Creative Film and Video Fund which had been running since 1985. The New Zealand Film Commission is seeking to ensure, through the Fund’s assistance to individual projects, the emergence of new creative talent and innovation in storytelling. The Arts Board of Creative New Zealand supports the Fund through the New Work Funding Programme which provides support towards the creation of excellent, innovative and distinctive work.

This initiative provides filmmakers who have shot on film with the opportunity to use the latest digital technology during the post process. The camera negative is scanned at 2K using Atlab’s Arri Scanner, Colour Corrected and completed in the Digital Domain and then recorded out to 35mm via our Arri Laser Recorder. This offer is priced significantly below normal rates and is therefore provided to a limited number of films. Individual productions are evaluated to determine suitability for the DI initiative.
