LAWS & ORDINANCES STATE LAWS Enacted by State Legislation Enforced by all law enforcement except: Federal Law Enforcement FBI DEA Branches of Law Enforcement • State Level • Statewide Jurisdiction to include municipalities – DPS • Highway Patrol • Criminal Law Enforcement-Investigator’s – Narcotics – Auto Theft – Special Crimes • Texas Rangers – 7 Ranger Outposts in State (A-G) Branches of Law Enforcement – Has same authority as a Sheriff in any county or any jurisdiction. – Texas Government Code Section 411.024 protects the historical importance and symbolism of the Texas Rangers from ever being abolished. Branches of Law Enforcement • County Level • Countywide jurisdiction to include municipalities. – County Sheriff’s Office • Not considered a “Department” because Sheriff is elected official. • Answers to the County Commissioner’s Court • Responsible for all civil process, jail or correctional facility housed within the county Branches of Law Enforcement • All law enforcement within the boundaries of the county. – Does not have to be a licensed Peace Officer – Must have a High School Diploma (Only qualification) Branches of Law Enforcement • Constables • Jurisdiction primarily within Precinct served. – Williamson County has four (4) separate precincts each of which has it’s own Constable. – Responsible for executing civil process and warrants within jurisdiction. – Answers to the County Commissioner’s Court Branches of Law Enforcement • Municipal Level • Jurisdiction limited to confines of city limits. – City Police Department – City Marshal • Enforces laws of state of Texas as well as all city ordinances • Police Chief answers to Mayor and City Council.
