MAHARASHTRA BASED GANG OF SNATCHERS/CHEATS WHO USED TO HYPNOTIZE THE
INNOCENT PEOPLE AND SNATCH THEIR JEWELLERY, BUSTED : TWO ACCUSED PERSONS
INCLUDING GANG LEADER ARRESTED: GOLD BANGLES, GOLD RINGS ETC. RECOVERED

       South District Police has arrested two desperate snatchers/cheats and solved the
cheating case committed in the area of P.S. Malviya Nagar in the broad daylight on
18.02.2011 by hypnotizing a senior citizen lady (Retd. Principal) and luring her to keep
her jewellery in polythene bag pretending themselves as police officers. They very cleverly
changed the polythene bag in which senior citizen lady had kept her jewellery. Looted
jewellery including gold bangle and ring and motorcycle used in commission of crime have
been recovered.

ACCUSED ARRESTED:

      1.     Sartaz Ali age 50 years S/O Abbass Ali R/O Ambi wali Indra Nagar, PS Kalyan,
             Distt. Thane, Maharashtra (Gang Leader)

      2.     Sheru Hussain age 35 years S/O Malik Hussain R/O Ambi wali Indra Nagar, PS
             Kalyan, Distt. Thane, Maharashtra

INCIDENT, TEAM, ARREST & INTERROGATION:

       On 18.02.2011, Smt. Shakuntla Arora (Retd. Principal) W/O Chaman Lal Arora R/O H.N.
A-53-B, Malviya Nagar, Delhi reported at Police Station Malviya Nagar that she was returning
from the Malviya Nagar market to her house at around 1.30 PM. When she reached near
C-23, Shivalik Malviya Nagar two persons came and said they are police officers and this
area is very crime prone area and advised her to put off her jewellery and keep the same
in her polythene bag. On this she put off her gold bangle and ring and kept the same in a
polythene bag given by them. When she reached her home she was shocked to check that two
glass bangles were kept in the bag instead of her gold bangle. On her complaint, a case vide FIR
No. 77/11 u/s 420/34 IPC was registered at Police Station Malviya Nagar, Delhi and
investigation was taken up.

       Several similar incidents were also reported in Delhi and NCR in which criminals posing
themselves as police officers used to advise the elderly women to keep their jewellery inside the
bags or polythene bags and when they used to follow their advice, the accused person very
cleverly used to change the jewellery bag with other bags. There are series of this type of
incidents in Delhi and NCR region which created fear in the minds of general public especially in
senior citizens.

       To solve these incidents and to arrest criminals involved in these incidents, several teams
were constituted in South District. A team of Special Staff of South District consisting of SI
Sanjeev Kumar, Jeet Singh, ASI Ashok Kumar, Shiv Kumar, Roop Singh, Phool Singh HCs Vijay,
Beer Singh, Ashok, Rajinder, Surinder, Bhoop Singh, Premjeet Cts Vijay, Vivek, Sandeep,
Ashish, Naresh, Sachin and (Dvr) Subash was also formed under the supervision of Inspector
Aishvir Singh, I/C Special Staff and Sh. Kulwant Singh, ACP/Operations, South District to
identify and apprehend the criminals involved in these cases.

       The team so formed worked relentlessly to collect the information and deployed their
informers. The hard work of team bore fruits and it came to fore that a gang of
snatchers/cheats headed by Sartaz Ali might be involved in these incidents. The
surprising fact of these incidents, that came to notice was that all members of this gang
are residing in Mumbai and they used to come to Delhi twice in a month by air and would
stay in hotels at Nizzamuddin and Pahar Ganj areas. They also bring their motorcycles
from Mumbai by train. After committing the series of incidents they all would go back to
Mumbai by air except gang leader Sartaz and one other member. The gang leader would go
back to Mumbai by train with the looted articles and also take back their motorcycles by
train. On 04/03/2011 specific information was received through a reliable source to above
mentioned team that Sartaz (gang leader) alongwith his associate are roaming in the area of
Madangiri Market. The above mentioned team immediately swung in action and apprehended
the two members including gang leader namely Sartaz and Sheru Husain in Case FIR no.
77/11 u/s 420/34/411 IPC PS Malviya Nagar Delhi.

INTERROGATION & PROFILE:

      On sustained interrogation, it was revealed that Sartaz Ali’s grandfather came from
Iran and settled in the Mumbai. They have very good knowledge of hypnotism. Sartaz Ali
is very good in hypnotism and he formed a gang. He along with his associates used to
roam all over the India and commit cheating/snatching by hypnotising the innocent
people. They mainly targeted senior citizens and women who are roaming near the market
and park alone. They would tell the targeted person that this area is crime prone area and
everyday some incidents were happening in this area with the elderly people. They used
to pose themselves as police officers and when the targeted person obeyed their advice
they would give them a polythene bag to keep the jewellery and other valuable items in it.
They also carry the similar polythene bag with them and they would very cleverly change
the polythene bag without being noticed by the victim. The members of this gang have
their own motorcycle which they purchased on fake address proof. They take their
motorcycle by train and all members would come by air and after committing series of
incidents all members used to leave the city and would go back to Mumbai by air and take
their motorcycle by train. The gang leader would go back to Mumbai by train with all
looted articles as there are likely chances for interception on airport by the scanners.
After reaching at Mumbai Sartaz used to dispose off the looted items and distribute the
booty amongst the gang members.

       Sartaz was born in 1960 at Jhinjhod, Pune. In his childhood he started selling goggles at
bus stops. At the age of 12/13 years he came to Mumbai with his parents and started living at
Ambiwali (Irani Mohalla) at Thane, Maharashtra. He again started selling goods on bus stop and
during this period he came in contact with Sheru Hussain, Firoz, Javed and others and they all
started cheating innocent persons. During this period he learned hypnotism and formed his own
gang and in order to meet expenses on various indulgences started committing crimes. He is
married and has one daughter.

             Sheru Hussain was born in 1975 in Ambiwali (Irani Mohalla). He started working
      as a labour. He is married and has one daughter and one son. He came in contact of
      Sartaz and joined his gang and started committing cheating.

RECOVERY:-

   1. Gold bangles
   2. Gold rings
   3. Black pulsar motorcycle used in commission of crime.


       Further investigation is in progress and efforts are being made to ascertain their other
involvements and to effect more arrests.

     Most wanted criminal of UP carrying multiple rewards held Pistol recovered

       The South district police has arrested one of the most wanted criminal of UP, involved and
wanted in number of cases of murders, dacoities, robberies and theft etc. Ateek s/o Akhtar r/o
Village Bhawani Pur Khore Police Station- Sehaswan, Badaun, UP is a History Sheeter of Police
station Sehaswan, Badaun. UP Police had declared reward on him in different cases. He was
declared proclaimed offender in eight cases by different courts. One loaded fire-arm has also
been recovered from his possession.
        Ct. Subhash of Police Station Mehrauli, Delhi received information about movement of one
Ateek, leader of a gang involved in several cases of Highway robberies and murders. The gang
often kidnapped the drivers along with their trucks. The drivers were either assaulted, drugged or
murdered before their trucks were driven away by the gang. The gang intercepted commercial
vehicles carrying goods on the highway. A team led by Inspector Pankaj Singh SHO/ Mehrauli,
PSI Shiv Dev, ASI Ravi Shankar Tyagi, Ct Khem Singh Negi and Ct Subhash                   under close
supervision of Sh Rajender Singh, ACP Mehrauli was formed to develop this information.
       On 04/03/11 acting upon a specific tip off the staff of PS Mehrauli apprehended Ateek from
M B Road and on his personal search one loaded country made .315 bore firearm was recovered
from his possession. Ateek was subjected to sustained interrogation during which he confessed
his involvement in nine cases of Highway robberies He also confessed that in three cases he
along with his gang members killed the drivers of the commercial vehicles. Since 2004 he has
been evading his arrest and was hiding in Mumbai. He has been declared Proclaimed offender in
eight cases by Court. UP Police had declared reward for his arrest in several cases

                             AUTO LIFTER ARRESTED

            The staff of PS Madipur of West District has arrested one auto lifter/criminal
namely Ajay @ Rahul who was involved in a number of auto theft cases and recovered five
stolen Motor Cycles.

Studied upto ninth standard.

INFORMATION /OPERATION

             An information was received that an auto lifter is roaming in the area of PS
Madipur on stolen motorcycle. Immediately, a special team consisting of HC Gurcharan
Singh, Ct. Satya Parkash & Ct. Shailender under the leadership of Inspector Rajesh Kumar,
SHO/Madipur and under the close supervision of Sh. Satish Yadav, ACP / Punjabi Bagh was
constituted. At about 07.30 PM., the traps were laid and the special team started vehicle
checking at Main Road Madipur, near Metro station. A Bajaj Discover Motorcycle without
number plate being driven by a young man came from Service road of NH-10 from Khatir
Restaurant side and took turn towards Madipur Main Road. On noticing the checking by
Police, he immediately stopped and tried to take 'U' turn. But he fell down and was
apprehended by the police team. He was asked about the papers of the motor cycle which he
could not produce. The motorcycle was got checked on ZIPNET through the engine number
and chassis number. It was found that the motor cycle has been stolen from Punjabi Bagh
area and a case FIR No. 139/10, U/S 379 IPC is registered in this regard. On this, he was
arrested vide DD No. 38B, dated 03.03.2011, U/S 41.1 (d) CrPC. On further inquiry it was
revealed that he had stolen three other motorcycles and one scooter from various areas of
Delhi & U.P. On his instance, the vehicles have been recovered from Kala Mandir, Ramlila
Ground, Mangol Puri & I-Block Balmiki Mandir Parking, Mangol Puri.

INTERROGATION & MODUS OPERANDI

            During interrogation the accused person disclosed that he used to steal the
motorcycles to cater the requirement of family expenses by selling them. He always used
fake number plates to avoid apprehension.

               Staff involved in good work is being rewarded suitably.

THREE DESPERATE HIGHWAY ROBBERS ARRESTED, THREE CASES
SOLVED, THREE COUNTRY MADE PISTOLS, SIX LIVE CARTRIDGES, ONE
TATA 407 VEHICLE AND STOLEN GOODS WORTH RUPEES FIVE LAKHS
RECOVERED.
                With the arrest of three desperate highway robbers namely (1). Ravi @ Gopal aged 38 years
s/o Kartik r/o Jhuggi, Pili Kothi, Mithai Pul, Lohri Gate, Delhi, permanent address- Village- Makola, PS-
Khirajpur, District- Munger, Bihar, (2). Raj Kumar @ Chottu aged 32 years s/o Vijay Yadav r/o Jhuggi, Pili
Kothi, Mithai Pul, Lohri Gate, Delhi, permanent address- Village- Aasanganj, PS- Sultan Gang, District-
Bhagal Pur, Bihar and (3). Kaushar Ali aged 40 years s/o Rafiq Hussain r/o E-15/1, Gali No. 2, Shashtri
Park, Seelam Pur, Delhi, police officials of North District have worked out three cases of highway theft
registered in different parts of Delhi and recovered three country made pistols with six live cartridges from
their possession. One TATA 407 vehicle used in the commission of crime loaded with stolen property worth
more than rupees 5 lakhs also recovered.
TEAM AND THE INCIDENT
                  On 04-03-2011, secret information was received by SI Ajay Singh Negi I/C PP ISBT
Kashmere Gate, Delhi that three desperate robbers who were previously involved in several cases will
pass through the area of PS Kashmere Gate Delhi in a TATA 407 vehicle. Hence, a team consisting of
SI Ajay Singh Negi, ASI Mahender, HC Upender, HC Azad, HC Dinesh, Ct. Gurcharan, Ct. Rambeer
and Ct. Sandeep was constituted under the close supervision of Sh. Pardeep Kumar SHO/K Gate and
overall supervision of Smt. Vimlesh Yadav ACP/Kotwali.
                During checking a TATA 407 vehicle bearing no. DL 1LD 7204 was found coming from
Bus Station side towards GPO, Kashmere Gate, Lothiyan Road, Delhi. Three persons were found sitting
in the vehicle. Directions were given to the driver of the TATA 407 for stopping and checking but they
tried to flee away. Vehicle was intercepted with the help of barricades and all the 3 persons traveling in
the vehicle were apprehended. On their casual search, one country made pistol with 2 live cartridges
were recovered from the possession of each accused person. On search of the vehicle 9 drums of
Medico Adhesive, 16 batteries of Exide Company, 44 cartons of stationery of Classmate (ITC brand)
and 22 cartons of stainless steel bolts, nuts etc. were recovered. Three cases of theft registered at PS
Moti Nagar, PS Samaypur Badli and PS Sarai Rohella have been worked out.

INVESTIGATION
         During investigation Ravi @ Gopal s/o Kartik, Raj Kumar @ Chottu s/o Vijay Yadav and
Kaushar Ali s/o Rafiq Hussain above disclosed that they are running this gang along with their associate
Asif @ Bichu since last 10-12 years. Ravi @ Gopal s/o Kartik disclosed that firstly he was arrested in
the year 1996 in a robbery case of PS Shahdhara, Delhi. He remained in jail in this case for about 1 and
½ year. After coming out of jail he formed his own gang and started committing highway robberies and
thefts with the help of his gang members. Lastly he was arrested by the crime branch in 2009 and a
dacoity case of medicines worth rupees 74 lakhs registered at PS Delhi Cant. Raj Kumar @ Chottu s/o
Vijay Yadav started his criminal carrier in the year 1999. He was firstly arrested in case FIR No. 201/99
u/s 379/411 IPC registered at PS Bara Hindu Rao, Delhi. He remained in jail in this case for almost 3
months where he came into the contact with Kaushar Ali and Ravi @ Gopal. Kaushar Ali s/o Rafiq
Hussain was firstly arrested in case FIR No. 28/97 u/s 392/395/397/412/34 IPC, 25 Arms Act registered
at PS Timarpur, Delhi. He remained in jail in the above case for almost 8 months where he came into
the contact with Ravi @ Gopal and Raj Kumar. On sustained interrogation they disclosed that they had
purchased this seized TATA 407 vehicle jointly in the name of their associate Asif @ Bichu r/o Janta
Colony, Welcome, Delhi for using the same in the commission of highway robberies and theft. They
further disclosed that they used to park TATA 407 in night hours adjacent to the trucks parked in the
road sides. They used to cut the ropes and other covering material with the help of scissors and blades.
They also disclosed that they used to sell these stolen/robbed goods to one Vikas @ Kamal through one
Waheed. Further investigation of the case is in progress.
RECOVERY
 1. Two country made pistols of .315 bore with 4 live cartridges of .315 bore.
2. One country made pistol of 12 bore with 2 live cartridges of 12 bore.
3. One TATA 407 bearing no. DL 1LD 7204 used in the commission of crime.
4. 9 drums of Medico Adhesive stolen from the area of PS Sarai Rohilla vide FIR No. 71/11 worth rupees
20,000/-.
5. 21 cartons of stainless steel bolts, nuts, door clippers etc. stolen from the area of PS Sarai Rohilla vide
FIR No. 71/11 worth rupees about 2 lakhs.
6. 16 batteries of EXIDE Company stolen from the area of PS Moti Nagar vide FIR No. 54/11 worth rupees
about 1 lakh.
7. 44 cartons of stationery articles of Classmate brand of ITC stolen from the area of PS Samay Pur Badli
vide FIR No. 88/11 worth about rupees 2 lakhs.

      GANG OF AUTO LIFTERS/BURGLARS BUSTED , 4 VEHICLES AND STOLEN
                         JEWELLERY RECOVERED.
       West District police has arrested a gang of auto lifters/burglars busted who were
involved in several cases of motor vehicle thefts in various parts of Delhi. With their
arrest, 4 cases of motor vehicles thefts and a case of burglary of PS Moti Nagar, Delhi,
have been solved. Four motor cycles and jewellery worth Rs. 3 lacs approximately have
so far been recovered.
ACCUSED ARRESTED

1.      Pankaj S/o Ram Swaroop R/o Jhuggi No. 40 Rajiv Gandhi Camp Road No. 77
        West Punjabi Bagh, age 24 years.
2.      Mithun S/o Tulsi Sarkar R/o WZ-78 Basai Dara Pur, Delhi, age 19 years.
3.      And apprehended one Juvenile in Conflict with Law.
PROFILE OF ACCUSED :-
      The accused Pankj and JCL studied upto 7th standard and accused Mithun is an
illiterate and belong to Jhuggi clusters. They are unemployed and used to roam with
girls and live lavish life style by stealing vehicles and jewellery from the houses.

INCIDENT,TEAM AND ARREST
   In the recent past, several incidents of auto thefts were reported in the area of P.S
.Punjabi Bagh, Delhi. In order to prevent these incident and nab the criminals involved
in these cases, a team of Police Station Punjabi Bagh comprising of SI Manoharlal, HC
Raj Kumar No. 400/W, Hc Surjeet Singh No. 891/W, Ct. Chand Parkash No. 2161/W
and Ct. Omparkash No. 1762/W under the supervision of Inspr. Chattar singh, ATO
Punjabi Bagh over all supervision of ACP Punjabi Bagh Shri Satish Yadav, was formed to
collect information and bust the gang involved in these incidents. The team so formed
worked relentlessly and collected details of several criminals with similar modus
operandi and activated their secret informers to collect the information about the gangs
involved in these auto lifting cases.
     The team organized a special vehicle checking on 4.3.2011 at Shanti Store Club
Road, West Punjabi Bagh & at around 6.30 PM a motor cycle No. DL-4S-AK-9264 TVS
Victor driven by a young boy namely Pankaj ( 24 years) and Mithun (19 years) S/o Tulsi
Sarkar R/o WZ-78 Basai Darapur, Delhi (pillion rider) were stopped & asked to
produce the documents of the vehicle. The accused could not produce the documents
and on verification the recovered Motor cycle No. DL-4S-AK-9264 was found to be
stolen vide FIR No. 390/10 U/S 379 IPC P.S. Punjabi Bagh, Delhi. On the search of
Pankaj, a buttondar knife was recovered from his pant & stolen jewellery worth Rs. 3
lacs approx. was recovered from both of them. They could not give any satisfactory reply
about the possession of the jewellery. On sustained interrogation they disclosed that the
aforesaid jewellery was stolen by them from H.No. WZ-72 Basai Darapur, Delhi in which
an FIR No. 44/11 dt. 22.2.11 U/S 457/380 IPC was already found registered in PS
Moti Nagar, Delhi in this regard.
INTERROGATION
       On interrogation, the accused persons disclosed that they had also stolen three
other motor cycles Nos. PB-10-CD-3095 Pulsar, DL4S- AZ- 0008 Pulsar, DL-4S-ND-
0409 from the area of PSs K.N. Katju Marg Delhi, D.B.G. Road and Kirti Nagar
respectively and which were also recovered at their instance.
       During further interrogation one JCL has also been apprehended        and gold &
silver jewellery articles were recovered from his possession.
