									PROGRAM OPERATIONS MANAGER CLASS PURPOSE To manage and provide leadership in the operation and monitoring of aging programs and services directed at meeting the needs of specific population groups among the elderly; perform related work. GENERAL INFORMATION This class is typically used to manage aging programs and services. These services include, but are not limited to: home and community based services, elder rights, older worker and related programs. PRINCIPAL ACCOUNTABILITIES 1. Management. Typical responsibilities: manage State Commission on Aging (ICOA) programs to include home and community-based services, elder rights, older worker, and special projects; develop budgets, policy, and staffing recommendations; participate in strategic planning, monitoring and evaluation; hire, train, and orient new employees; supervise professional staff; develop performance outcome measures; design, schedule, and conduct program evaluation and assessment; develop program manuals; interpret federal and state laws and rules; respond to inquiries from the public; coordinate development of intergenerational and volunteer programs; provide technical assistance and policy interpretation. Draft text and coordinate ICOA rulemaking process; present rules to legislative committees; write grant proposals; strategic planning monitoring and evaluation; design/recommend service delivery strategies and make funding allocation recommendations; draft legislative proposals; respond to legislative requests; testify before legislative committee
