INSURANCE PREMIUM TAX SPECIALIST CLASS PURPOSE To manage the operations of the Premium Tax Section; review audit records for accuracy, completeness, and conformance with legal requirements; compile premium tax data and prepare and present general fund revenue reports; resolve premium tax policy issues; perform related work. PRINCIPAL ACCOUNTABILITIES Operations Management. Typical responsibilities: develops and implements policies, procedures, deadlines, technical review standards and priorities for review and processing insurance tax documents; supervises, trains and directs work of office support staff; reviews audits of premium tax documents for accuracy, completeness and compliance with laws, rules, regulations and policies; approves changes or recalculations in premium tax documents; approves overpayment refunds; resolves premium tax policy issues; coordinates with department staff regarding processing and disposition of documents and fees; represents Premium Tax Section on tax issues requiring legal action; appears and testifies at legal hearings and court actions; responds to written and oral inquiries from corporate and elected officials regarding rules and policies affecting processing and collection of premium taxes, fees and assessments; compiles data, prepares and presents revenue income reports to the Bureau Chief, Director, and Division of Financial Management; provides documentation for tax assessment appeals; provides technical assistance to administrative staff on premium tax policy formation and proposed legislation; researches laws and regulations and advises staff regarding economic impact on revenue income resulting from adoption of proposed changes to state insurance laws and regulations. MINIMUM QUALIFICATIONS Good knowledge of: State premium tax laws and regulations; legal requirements and reporting systems used to compute and file insurance taxes; bookkeeping. Some knowledge of: supervisory practices; corporate premium tax audit methods. Experience: reviewing insurance tax documents for accuracy, completeness, and conformance with established laws, rules, regulations and policies; making oral presentations.
