         Supporting the BPOA+10
           Preparatory Process

                      What is FEMM?
• An annual meeting of Economic Ministers of
  Forum member countries
• Held since 1997, previously a meeting of Forum
  Finance Ministers
• Participants - Treasurers, Finance Ministers ...
• But broad agenda - issues related to economic
  reform
• Outcome is the Forum Economic Action Plan
  (FEAP)

Relevance of FEMM to BPOA+10
• Objective: “to support the Forum member’s pursuit
   of sustainable development through developing
   appropriate economic policy frameworks and sharing
   country experiences”
• FEAP key document for regional direction on
  economic policy issues
• FEMM has touched upon issues core to WSSD
  & BPOA including:
     –      sustainable development, social impacts of
            economic policy, and environmental
            vulnerability

Why the interest of Economic Ministers?
 Ministers are aware that:
 • declining environmental conditions adversely
   affect economic performance & living standards
 • SD principles in national economic policy &
   planning processes allows growth & poverty
   alleviation benefits to be fully reaped
 • SD provides economic benefits - including
   maintenance of traditional knowledge and
   practices, and tourism benefits

        Input to FEMM Outcomes
• FEMM Chair attended SPREP Ministerial in 2002
• Events held in the lead up to FEMM 2003:
    –     MDG workshop (March 2003)
    –     Economic Planning and Policy & Sustainable
          Development workshop (March 2003)
    –     Ministerial discussion session - Economic & Social
          Development & the Environment (10 June 2003)

• FEMM
    –     11-12 June 2003, Majuro, RMI

               Some common themes
• Support for integrated planning
    –     mainstream economic, social, and environmental
          objectives
    –     focusing all efforts on sustainable development
    –     integration of the MDGs into national planning and
          budget processes
• Analysis informs planning - policy impacts,
  institutional arrangements, admin. procedures
• Ownership of plans
    –     political, incl. all areas and levels of government
    –     wide consultation with civil society                6

• Monitoring performance / results focus
    –     increased accountability/ strengthen democratic
          processes
    –     country indicators of progress
    –     improvement in data quality and coverage
• Improving the development process
    –     MDGs create opportunity to widen stakeholding in

    –     MDGs will initiate a wider debate and community
          involvement

          Making plans work better

• Link to budgetary processes and to legislative/
  regulatory structures
• Persuasive and well-prioritised plans ensure
  allocation of resources

              FEMM 2003 Outcomes
Ministers:
•     encouraged integration of sustainable development
      principles into national economic & development
      policy & planning processes.

•     requested a regional analysis national planning
      frameworks with a view to highlighting mechanisms
      for integration & mainstreaming of sustainable
      development.
