                       Minutes -- ELAC Meeting #2

Date: November 17, 2010
Time: 10:30-11:45 a.m.
Location: Room 200

Meeting was called to order at 10:35 a.m. by Adam Salti, Chair. Mr. Salti welcomed
members and guests present: Norma Castro (parent), Shadi Sagheb (ELAC
Secretary), Joo Yuep Moon (parent), Xiao Qin Wang (parent), Milena Goux (DELAC
Representative), Jean-Christophe Goux (parent), Guchui Li (parent), Aleyda
Martinez (parent), Souad Alasadi (parent), Martha Alvarez (Vice Chair), Ladam
Yaasofi (parent), Jinghua Hu (parent), Seyder Khatami (parent), Mercedes
Narrodan (parent), Mr. Jonathan Saipe (Vice Principal), Ms. Kimberly Moore
(Principal) and Amber Izzard (ELAC advisor).

Martha Alvarez moved to approve the ELAC meeting minutes from June. Norma
Castro seconded the motion. Minutes were approved.

On November 17, 2010, ELAC was trained on Legal Task 1B—School Attendance.
Mr. Saipe (Vice Principal) presented the information.

ELAC had these questions for Mr. Saipe:
    How is Doyle making parents aware of the importance of regular school
      attendance?
    What interventions are in place?
    What is the plan for increasing attendance?

Mr. Saipe shared the district’s goal for attendance and Doyle’s attendance averages
by grade level for September and October. Doyle’s average (96%) is above the
district’s goal (95%) but is the lowest in our cluster of UC schools.

ELAC learned about Doyle’s Attendance Plan and how recognition at Super Stars
has been implemented this year. There is also a new attendance board in the office
which displays attendance resources and school data.

Mrs. Yoosofi shared that the recognition is working because her two daughters are
insisting they come to school so that their class has perfect attendance.

Mr. Saipe stressed the importance of communication in all areas: Doyle’s website,
school marquis, Back to School Night, ConnectEd, and the Home School Compact.
Mrs. Castro suggested that the attendance policies and procedures be shared with
parents again. Ms. Moore noted that the attendance procedures are posted on the
website as well as the blue Dolphin folders which recently went home. Mrs. Castro
suggested that more refrigerator magnets be distributed to families with the
procedures for reporting an absence. ELAC also felt that most parents did not know
that schools lose money when students are absent (verified or unverified).

Ms. Moore discussed how chronic absenteeism is what the Attendance Team is
focusing on but also acknowledged that parents new to SDUSD or Doyle may not
understand the procedures for reporting an absence, such as an illness.

Mrs. Alvarez (ELAC Vice Chair) shared the Benefits to Being Bilingual information
that was presented at the DELAC meeting in November. She also encouraged
parents to attend a DELAC meeting.

Two parents were appointed to the open positions for ELAC: Mr. Salti was
appointed as the Chair and Mrs. Goux was appointed as the DELAC representative.

ELAC filled out a response form to be submitted to SSC by Mrs. Izzard regarding
attendance magnets and communication. Also, during the roundtable discussion
there was discussion about an after school tutoring program for English Learners
scoring at the beginning levels (Beginning and Early Intermediate) to support
reading and writing skills. Ms. Moore suggested attending a SSC meeting and
sharing concerns and possibly there would be money from EL funds that could
support such a program. SSC meets on November 18, 2010.
