Background


Consultation with other Providers/Users:
Who were consulted in the creation of this data management plan?
There were various consults during the creation of this data management plan.
This includes member of the state agencies including Land Protection Unit and
Parks and wildlife service, Main roads and Queensland Rail and relevant regional
industry such as Powerlink and Sunwater, and local governments and Terrain
NRM Coordinators.

Content:
Brief description of the content of the dataset.
The FNQ pest animal and weed locations dataset is to be used by governments,
agencies and NRM groups within FNQ in decision making, reporting and for
providing advice internal and external to the region. The area of weed and pest
animal data management has been a responsibility of the Queensland State
Government for a number of years. However, due to difficulties in unifying data
collection attributes, data sharing agreements and the enormity of resource
requirements to managing a state wide database there has been little opportunity
for localised decision making from the weed and pest animal datasets.


Purpose/Objectives of the Dataset:
Why the dataset has been created?
    1. To show weed and pest animal incursions.
    2. To show reductions / spread of weed and pest animal incursions over a
       period of time
    3. To provide quality data sets for regional decision makers.


Stakeholders/Audience:
Who are the intended audience for the dataset?
Regional decision makers, that includes but not necessarily limited to Terrain
NRM, FNQROC, Biosecurity Queensland, Queensland Parks & Wildlife Services
and Wet Tropics Management Authority.


Legislative Requirements:
By-laws under the Land Protection Act 2002 declared weed location data is to be
supplied by individual local governments to the state.


Data Collection


Data Attributes/Fields:
Lists describes all the fields of the Dataset.

    • Location (Lat / long Mapgrid of Aust (MGA95) or Easting and northing
      MGA Zone 55 (GDA))
    • Species

These above attributes are minimum requirements; other attributes may be
added if available.

Methodology/Lineage:
Summary of the steps used to design and construct and maintain the dataset.

Terrain NRM will broker data sharing agreements and manage the regional
database. However, Biosecurity Queensland and local government region staff
must be prepared to collect raw data sets

Terrain will provide constructed data sets / maps to data collectors.


Source of Data:
Lists name, custodian, date, scale and presentation form (map, dataset etc) of any data from
which this dataset will be derived.

      • Biosecurity Queensland FNQ regional staff and local governments will
        collate agency land managed and privately owned land data. The local
        councils include:
                 Tablelands Regional Council)
                 Cairns Regional Council Cassowary Coast Regional Council
                 Hinchinbrook Shire Council
                 Cook shire Council
                 Yarrabah Community Council
                 Wujal Wujal Community Council

      • Queensland Parks and Wildlife Service will collate all FNQ parks
        information
      • WTMA will collate all data on their lands


Exclusions:
Anything excluded from the dataset
Ultimately datasets should adhere to the recommendation in the ‘A field Manual
for Mapping Nationally Significant Weeds”. This will be encouraged.


Data Storage/Maintenance


Storage:
Describes how the data will be stored (e.g. Format, Location).
The Spatial datasets will be stored as ESRI shapefiles and digital PDF maps with
Terrain NRM.


Maintenance Frequency:
Current maintenance frequency.

Constant updates and changes to the dataset as raw data become available.
Maintenance check performed every 3 months to coincide with FNQ regional
pest Management Forum.


Triggers:
List any triggers that may cause maintenance to be undertaken on the Dataset.
New species incursions within the region.               This is to be negotiated with
Committee as situation arises.


Quality Control/Assessment:
Describes the processes and measures undertaken to ensure the data is as correct as possible?
Regular checks against maps utilising FNQ regional Pest Advisory Forums and
collecting agency of using on - ground verification of returned data.


Feedback/Error Reporting:
What are the processes to accept feedback from users?
The field data collectors should contact the regional raw data collectors to report
possible changes, additions and updates to the dataset.


Lifespan/Review of Dataset:
What is the process for archival of this Dataset?
When additions and changes are made to the dataset, it is reintroduced into the
new dataset. The original shape file is backed-up for possible future edits and
revisions.


Data Access


Specific Distribution Instructions:
How will it be distributed?
Initially it will be available and distributed from the FNQROC and TERRAIN
websites as PDF format only with no property boundaries specified and weed
and pest animal location denoted by 1 km grids.

It is visioned data tables will be available via an interactive web server or
equivalent real time data input and retrieval portal.



Access Constraints:
Are there any restrictions on who may use the data?

Yes - Specific spatial data will not be distributed to the public or available for
sale. Pass word access through a web portal is expected.
