SUBJECT: Approve New Job Specifications for Senior Financial Analyst, Financial Analyst
         II and Financial Analyst I and Adopt Related Salary Ordinance Amendment.

RECOMMENDED ACTION
Consider recommendations from Employee Services Agency relating to the Social Services Agency.



Possible action:


     a. Approve new job specification for the classifications of Senior Financial Analyst,
        Financial Analyst II and Financial Analyst I.
     b. Introduction and preliminary adoption of Salary Ordinance NS-5.11.67 amending Santa
        Clara County Salary Ordinance No. NS-5-11 relating to the compensation of employees;
        adding two (2) Senior Financial Analyst or Financial Analyst II or Financial Analyst I
        positions in the Social Services Agency and amending the Salary Schedule to add the

FISCAL IMPLICATIONS
There is no net fiscal impact on the General Fund. Board action relating to the approval of Phase II of Re-balancing the
FY 2011 Budget (January 25, 2011, Agenda Item No. 14) established a reserve to fund the creation of two Financial
Analyst positions. The FY 2012 salary and benefit cost for two Financial Analyst II positions has been estimated at
$247,842 by the Office of Budget and Analysis (OBA). Upon adoption of the proposed salary ordinance amendment,
OBA will modify the FY 2012 base budget for the Social Services Agency by removing the reserve funding and
increasing the budget for salaries and benefits.

REASONS FOR RECOMMENDATION
The Internal Audit Division, Controller-Treasurer Department identified corrective action plans to strengthen and
improve the Public Administrator Guardian Conservator's (PAGC) accounting and management operations. To
implement these actions, the Financial Analyst classification series was created to provide depth and expertise to oversee
court and tax accounting, provider and payroll services, finance, tax and banking system auditing, and accounts payable
and receivable.


BACKGROUND
The Chief Financial Officer of Financial Management Services (FMS) in the Social Services Agency (SSA) requested
that Employee Services Agency-Human Resources (ESA-HR) create a new classification series to describe analyst
positions where the focus of the work is financial operations and various finance based analytical activities and
providing program support.



Positions in the Management Analyst (MA) series are assigned financial system management, which include conducting
analytical, cost and feasibility studies at the Social Services Agency’s FMS division. While the MA series describes
responsibilities for analytical studies and projects in support of the improvement of management functions, it does not
describe the specific finance related duties performed by SSA MA staff, such as, financial and comparative analysis and
financial planning, forecasting, modeling, scaling and system auditing.



The existing Health Care Financial Analyst (HCFA) series describes the basic finance-related analytical responsibilities
performed by staff in the FMS division. However, the HCFA series describes levels of positions accountable to the
Santa Clara Valley Health and Hospital System (SCVHHS) Finance that are responsible for performing finance-based
analytic activities unique to health care. ESA-HR has identified the need for a classification series responsible for
similar financial analytical responsibilities which could be utilized by SSA and other departments outside of the
SCVHHS environment and recommends the creation of a new class series entitled Financial Analyst.

The proposed new series consists of three levels, Financial Analyst I, Financial Analyst II, and Senior Financial
Analyst. These classifications are comparable to specific levels within the HCFA classification series in terms of
financial analytical duties but without requiring specific health care related knowledge and responsibilities. The
proposed Financial Analyst I is the first working professional level within the series where incumbents are assigned
financial projects or responsibilities that are routine in nature and narrow in scope. The knowledge and abilities required
for this classification are normally acquired through possession of a Bachelor’s Degree in Accounting, Finance, Business
Administration, or a closely related field and one (1) years of professional level financial analytical experience.



The proposed Financial Analyst II is the full journey/professional level accountable for performing more complex
financial analytical work and responsible for supporting larger program activities, which may involve providing
technical supervision of a small staff. The knowledge and abilities required for this classification are normally acquired
through possession of a Bachelor’s Degree in Accounting, Finance, Business Administration, or a closely related field
and three (3) years of increasingly responsible professional level financial analysis experience. Possession of a Master’s
Degree may substitute up to one (1) year of the required experience.



The proposed Senior Financial Analyst is the advanced journey, lead supervisory level where incumbents are expected
to have knowledge of specialized financial analytic requirements and lead projects that typically have Department-wide
or multi-departmental impact. The knowledge and abilities required for this classification are acquired through
possession of a Bachelor’s Degree in Accounting, Finance, Business Administration, or a closely related field and four
(4) years of increasingly responsible professional level financial analysis experience. At least one (1) year of the three
(3) years of experience should be as a Financial Analyst II in Santa Clara County. A Master’s Degree may substitute for
up to one (1) year of the required experience.



County Employees Management Association (CEMA) concurs with these recommendations.


CONSEQUENCES OF NEGATIVE ACTION
There would not be appropriate classifications to describe the duties and employment standards for positions performing
complex financial analytical duties and studies for PAGC's accounting and financial management operations.


STEPS FOLLOWING APPROVAL
Upon approval and adoption by the Board, the Clerk of the Board is requested to send
Keyboard notification to Staci Bjerk at Employee Services Agency, Human Resources.
