                           INVITATION FOR BIDS

       SPECIFICATION NO.: CGM (O&M) – 01/2007-08

         REPAIRING/OVERHAULING OF SICK 33/11 kV
      POWER TRANSFORMERS OF DIFFERENT MAKES AND
VARIOUS CAPACITIES AVAILABLE AT VARIOUS SUBSTATIONS AND
                    SITES OF APCPDCL
a)   Bids are invited in two parts viz.,
            i)      Part-A, Pre-qualification bid and
            ii)     Part-B, Price Bid.
     The bidders shall submit the bids in two parts in separate sealed covers i.e., Part-A
     and Part-B.
     Part-A to be superscribed as „Pre-qualification Bid’ and Part-B to be superscribed as
     „Price Bid’. Both the sealed covers Part-A and Part-B are to be put in a single cover.
     While opening the bids, the Pre-qualification bid will be opened first on the date
     notified for opening of bids and evaluated. In case qualification, experience and other
     requirements are found to be adequate and as required, after examination of Pre-
     qualification bids, the cover containing price bid will be opened on a date notified
     to the qualified bidders. If the qualification, experience and other requirements are
     found to be inadequate, the cover containing Price bid of such unqualified bidder
     will be returned unopened and no further correspondence in this regard will be
     entertained.
b)   Sub-Contractor‟s experience will not be considered.
c)   The information sought for under schedules regarding qualification, financial status,
     etc., shall be submitted in separate sheets in the formats attached without
     interlineations/alterations or modification. The bidder shall sign at all places of
     lineation/alteration or modifications, if any, along with seal.
d)   APCPDCL reserves the right to take action deemed fit in case of misrepresentation of
     facts in order to influence finalization of tender in addition to the right of black listing.

18.   Eligibility for Bidders.           : 1. The bidder shall have a minimum period
                                               of 2 years experience in the field of
                                               repairing/manufacturing      of    power
                                               transformers and they should have
                                               repaired/manufactured a minimum of 10
                                               numbers power transformers of various
                                               capacities (1.5 MVA to 8.0 MVA).
                                           2. They should possess the following
                                               equipment.
                                           a) Heating       chamber     with    Vaccum
                                              arrangement.
                                           b) 25 tons overhead moving crane in the
                                              repair shed.
                                           c) Adequate testing facility to conduct all
                                              routine tests specified in IS – 2026 shall
                                              be available and also capable of
                                              conducting heat run test on 33/11kV
                                              power transformers.

                      QUALIFYING CRITERIA FOR THE BIDDER

i)      Physical Experience: The bidder shall have a minimum period of 2 years experience
        in the field of repairing/manufacturing of power transformers and they should have
        repaired/ manufactured a minimum of 10 numbers power transformers of various
        capacities (1.5 MVA to 8.0 MVA), which should be functioning satisfactorily atleast
        for a period of one year without any remarks after repairs. The Bidder should furnish
        documentary evidence in support of the qualifying/experience requirements stipulated
        as above by an officer not below the rank of Divisional Engineer or equivalent cadre.
ii)     The repairer should have established own workshop to accommodate and repair/
        overhaul the Power Transformer and should have the essential equipment like Heating
        chamber with Vacuum arrangement, atleast 4 KL oil filtration plant, HV/LV coil
        winding machines, Insulating paper wrapping machine, 25 tons overhead moving
        crane, adequate testing facility to conduct all routine tests specified in IS – 2026 shall
        be available and also capable of conducting heat run test on 33/11kV power
        transformers. The Bidders who do not posses the above equipment will be treated as
        disqualified and their price bids will not be opened.
iii)    Sub-contractor‟s experience will not be considered.
iv)     Financial Turnover: The Bidder should produce atleast Rs.20 lakhs turnover in any
        one financial year in the last preceding 5 years
v)      Physical and Financial capacities of all the Bidders will be evaluated based on the
        documentary evidence furnished along with the bid separately. No correspondence
        will be entertained after opening of bids. Evaluation of Technical/Commercial and
        Price bids will be made based on the information evidence submitted by the Bidder
        along with the Bid only. Hence responsibility of correctness of the information
        submitted in Bid lies with the Bidder. If any information furnished in the bid is
        proved to be false at a later date, the bid will not only be rejected but the Bidder
        will be Black listed.
vi)     Financial Standing: The Bidder should also produce details regarding Financial
        Standing in Schedule-D. The minimum qualifying requirement is Rs.20 lakhs credit.
vii)    The Bids not accompanying with the stipulated conditions will be treated as non-
        responsive and the price bids will not be opened.
viii)   Pre-Qualification bids opening: The Pre-Qualification bids will be opened on the
        date and time specified in the summary sheet. The Bidder‟s representative who attend
        tender opening must get authorization letter and the person giving authorization
        should be competent authority. The representative should bring all the original
        certificates to verify the documents/certificates submitted in the Pre-Qualification bid.
        The original certificates will be returned on the same day after verifying and tallying
        with the copies of certificates enclosed.
ix)     Price-Bid opening: The date and time of opening of price bids will be communicated
        separately based on the evaluation of pre-qualification bids.

                                SECTION – I : GENERAL

1.1   Scope of Work:
1.1.1 The Central Power Distribution Company of Andhra Pradesh Limited hereinafter
      referred to as the APCPDCL invites tenders to undertake repairing/overhauling to sick
      33/11 kV Power Transformers of different makes and various capacities (1.5 to 8
      MVA) available at various substations and sites of APCPDCL. This specification
      covers transportation, arranging for joint inspections, repairing/overhauling, testing
      and delivery at destination of sick 33/11 kV Power transformers. Rate contract will be
      entered into with eligible power transformers repairers. The rate contract will be for
      a period of two (2) years initially from the date of acceptance of the rates of
      APCPDCL by the bidder.
1.1.2 The time of actual receipt in the office (indicated in the summary sheet) only will
      count for the acceptance of the tenders and not the date stamp of post office\courier
      services or the date stamp of any other office. The APCPDCL will not be responsible
      for any postal or any other transit delay. Tenderers who have purchased the
      specifications should only quote. Tenderers downloading the specification from
      website www.apcentralpower.com should submit Demand Draft/Pay order towards
      cost of specification enclosed in a separate cover and to be furnished along with the
      bid. Failure to indicate the Demand Draft/Pay order particulars on Pre-qualification
      bid cover is liable for rejection and returned unopened at the discretion of
      APCPDCL).
1.1.3 APCPDCL is not responsible for any omission/additions in the tender specification
      downloaded from the website. The bidders are requested to check the accuracy of
      Tender Specification downloaded from website with the hardcopy available in the
      office of the Chief General Manager/O&M/ APCPDCL/3rd Floor/ Singareni
      Bhavan/Red Hills/ Hyderabad. In case of any discrepancy in respect of any contents
      between the two, the contents in the office hardcopy prevails and binding.
1.1.4 The Bidders downloading from website are advised to check the website 1 day in
      advance of tender due date for any additions/modifications/omissions.

1.2   Filling up of Schedules:
1.2.1 All the schedules should be duly filled in but not necessarily be in the form sheets
      attached to the specification, but same Proforma has to be used if separate sheets are
      used. Unless full details required in the schedules are furnished, tender offers will not
      be considered.
1.2.2 Standard printed conditions attached to the tender will not be accepted. Only those
      mentioned in the body of the tender will be considered. Should the tenderer wish to
      depart from the provisions of this specification the tenderer shall list such departures
      in Schedule-L of the Tender Specification and submit full particulars, with reasons
      for such departure. Unless so specifically brought out and explained the offer shall be
      considered to comply in every respect with the terms and conditions contained in this
      specification.
1.2.3 The tender cover shall be addressed to the Chief General Manager (O&M),
      APCPDCL, 3rd Floor, Singareni Bhavan, Red Hills, Hyderabad 500 004.
1.2.4 The superscription on the Bid cover should be as indicated in the Summary sheet.
      The Bid covers not bearing the superscriptions/insufficient information/ not
      acceptable information will be returned unopened. In case any bid cover is received

       without superscriptions and consequently got opened before the due date or due to
       absence of any indications on the bid cover that it is a price bid, it will be disqualified.
1.2.5 Tenders will be opened at the time, date and place indicated in Summary sheet.
1.2.6 The tenders will be opened in the presence of tenderers or their authorized
      representatives available at the time of opening of tenders.
1.2.7 All the folios of bids containing prices should be signed by the tenderer.
1.2.8 All the corrections in the bid containing prices should be attested by the tenderer.
1.2.9 Ambiguous and incomplete tenders will be rejected without assigning any reason.
1.2.10 APCPDCL is not responsible for any delay or loss of tender specification sets during
       transit if sent by post or by any means.
1.2.11 APCPDCL reserves the right to reject any tender or all tenders received without
       assigning any reasons.
1.2.12 The Telegraphic quotations will not be entertained under any circumstances.

1.3   Clearing Doubts:
1.3.1 Clarifications, amplifications, and/or any other correspondence from the tenderer
      subsequent to the opening of tender will not be entertained. The tenderers are
      therefore advised to ensure that their tenders are sent in complete shape in the first
      instance itself.
1.3.2 The Tenderers shall carefully examine the specification and all its enclosures and if
      the tenderer has any doubt about the meaning of any portion of this specification or
      schedules thereto, they shall obtain the required clarifications from the Chief General
      Manager (O&M)/APCPDCL in writing before 10 days of last date for receipts of bids.
      Verbal clarifications or information obtained by the tenderer shall not in any way
      binding on APCPDCL.

1.4   Deviations from Specification:
1.4.1 No deviation from the terms and conditions are allowed. All tenders should strictly
      conform to the conditions notified. Any tender not in conformity with the notified
      conditions are liable to be rejected.

1.5   Due Date and Submission of Tender:
1.5.1 Tenders are to be submitted in two parts in separate sealed covers i.e.,
      Part-A         -      Pre-qualification bid
      Part-B         -      Price bid
1.5.2 The sealed cover in respect of the pre-qualification bid containing the following are to
      be submitted before the date and time of closing of bids along with the price bid. The
      Bidder must ensure that all the particulars and enclosures are mentioned on the cover
      clearly.
      a) Registration No. (if any) of the repairer with validity particulars
      b) Tender against specification No.
      c) Due date and time for submission.
      d) Date and time for opening.
      e) Payment of Bid Security/E.M.D.
      f) Payment of Tender Specification cost if it is downloaded from website.
      g) Whether 90 days validity offered.

       h) Whether APCPDCL payment terms accepted
       i) Whether Schedule –A to M, Bid form, Bid Security Form, Check List are
          enclosed.
1.5.3 Tenderers should submit the price bid in a separate sealed cover.
1.5.4 The Tenderer should submit the sealed tender with the superscription on the envelope
      payment terms of the APCPDCL have been accepted unconditionally in the tender
      enclosed. If such superscription on the tender envelope is not found the tender will be
      returned unopened. If after opening it is found that the payment terms are accepted
      with modification are subject to any other conditions the tender is liable to be over
      looked. The Tenderers who give different terms of conditional acceptance of the
      APCPDCL terms in the tender after giving superscription as above on the cover, shall
      run the risk of being black listed by the APCPDCL and the earnest money deposits
      will be forfeited.
1.5.5 The Tenderers shall invariably fill the forms and enclose the same to their offer and
      submit in the pre-qualification bid.
1.5.6 The date and time of closing the bid will be strictly adhered. No deviation or requests
      for other reasons will not be accepted.
1.5.7 Tenderers are advised to ensure that their tenders are submitted in complete shape
      before closing date and time.
1.5.8 Post tender rebates, revisions or deviation in quoted price and/or conditions or any
      such offers which will give benefit to the tenderer over others will not only be
      rejected outright but the original tender itself will get disqualified on this account and
      the Bid security (see para 1.6) will be forfeited.

1.6   Bid Security/Earnest Money Deposit (EMD):
1.6.1 The tenderer must pay an amount of Rs.1,00,000/- (Rupees One lakh only) towards
      Bid Security/EMD.
1.6.2 EMD shall be paid by way of crossed Demand Draft/ Bank Guarantee on the State
      Bank of Hyderabad, State Bank of India or any other Scheduled Bank drawn in favour
      of the Pay Officer/APCPDCL/Hyderabad payable at Hyderabad. The crossed
      demand draft shall compulsorily be enclosed along with other documents to be
      submitted in pre-qualification bid well before the date and time of closing of bids.
1.6.3 Submission of EMD by way of cheque, cash and money order will not be accepted
      and will be considered as disqualification.
1.6.4 No interest shall be payable on Bid Security/EMD.
1.6.5 Requests for exemption from payment of EMD will not be entertained in any case
      even though the tenderers are registered with DGS&D and NSIC.
1.6.6 Manufacturers or power transformer repairers registered as SSI units with Industries
      Department, Government of Andhra Pradesh are not exempted from payment of EMD
      , since the repair of power transformer is considered as work contract.
1.6.7 The fact of having enclosed the EMD by way of Demand Draft/Bank Guarantee
      should be clearly superscribed on the sealed tender envelope as below:

1.6.8 Tenders which do not contain the above superscription on the sealed envelop will be
      returned to the tenderer unopened without any consideration whatsoever. APCPDCL
      will not be responsible for any omission in this regard on the part of the tenderers
      which result in the return of the tenders unopened.
1.6.9 Cases where the superscription is given on the cover but the Demand Draft/ Bank
      Guarantee is not found within, shall run the risk of being black listed by the
      APCPDCL, in addition to rejection of their tender.
1.6.10 The Bid security will be refunded to the unsuccessful tenderers on application after
       intimation to them that orders have been placed elsewhere. In the case of the
       successful tenderer or tenderers, the Bid security may be adjusted towards part of
       performance security deposit (see para 2.3) if the Bid security has been paid
       separately for this tender.
1.6.11 The Bid security will be forfeited in the following cases.
       a) When a tenderer alters his price or withdraws his offer during the validity period.
       b) When the successful tenderer does not accept the order after issue of preliminary
          acceptance letter or the letter of intent.
       c) When the successful tenderer fails to furnish the performance security within 15
          days from the date of issue of preliminary acceptance letter or the letter of intent
          (see para 2.3) for repairing a particular transformer.
       d) When a tender is disqualified for reasons outlined in para 1.5.8.

1.7    It is not binding on the APCPDCL to accept the lowest or any tender. The APCPDCL
       reserves the right to accept one or more tenders the rates quoted for items and /or to
       revise the agreement value to quicken the repair of sick power transformers as
       deemed necessary by the APCPDCL. The APCPDCL also reserves the right to accept
       or reject any particular tender without assigning any reason thereof.

1.8    Where a tenderer pleads his inability to undertake repairs to power transformers and
       backs out of his obligations after issue of the preliminary acceptance letter or the letter
       of Intent, the APCPDCL/Hyderabad will forfeit his Performance Security and also
       recover the loss, if any, sustained by the APCPDCL as a consequence of such backing
       out. In cases where the Performance security is not yet paid, the Bid Security will be
       forfeited and to make up the balance the security addition, the supplier firm will also
       become liable for being black listed.

1.9   Validity of Tender:
1.9.1 Tender should be kept valid and open for acceptance for a period of not less than 90
      days from the date of opening of the Price bid. The period of validity cannot be from
      any date other than the date of opening of Price bid. The tenderers will not be
      permitted to withdraw or vary their offers after the date of opening of the tenders and
      if they do so, the EMD will be forfeited.
1.9.2 Tenderers giving validity of less than 90 days are liable to be rejected and returned
      unopened at the discretion of APCPDCL. Tenderer shall superscribe the validity
      period on the tender cover it self.

1.10 Past Performance:
1.10.1 Only manufacturers/repairers of power transformers who qualify as per the pre-
       qualification requirement must quote. Tenders received from Agents/Dealers/Sub-
       Contractors will not be considered.

1.10.2 APCPDCL reserves the right to reject any bid/bids on account of past performance in
       the earlier awarded works at any stage of evaluation of bids. If any bid is rejected at
       technical evaluation stage, its price bid cover (Part-B) will be returned unopened to
       the bidder.
1.10.3 The new entrants for repair of Power Transformers must ensure that they possess the
       minimum qualifying requirements and should submit their offer accordingly. If
       necessary, APCPDCL officials will inspect the premises of the tenderers to assess the
       capacity of the tenderer in repairing of Power Transformers.
1.10.4 The tenderer should invariably enclose the audited balance sheet for the previous
       financial year.
1.10.5 The tenderer should furnish full particulars regarding past performance on repairs of
       power transformers to APCPDCL or other Discoms/APTRANSCO and other
       organizations. The information shall be filled up in the Proforma i.e., enclosed to this
       specification.
1.10.6 The Price bids of the tenderers who do not qualify with the minimum qualification
       requirements i.e., relevant experience, infrastructure, minimum machinery, testing
       equipment, etc., will not be opened.
1.10.7 While being equal or comparable in other aspects preference will be given to those
       tenderers who have experience in manufacture and repair of power transformers
       similar to that given in specification or of higher ratings during last three years, at the
       sole discretion of the APCPDCL.

1.11 Tax Clearance Certificates:
1.11.1 The tenderer shall enclose copies of Income Tax, Sales Tax and Turnover Tax
       certificates from the appropriate Income tax authority on the form prescribed thereof.
       In the case of proprietary or partnership firm it will be necessary to produce the
       certificate/certificates for the proprietor or proprietors and for each of the partners as
       the case may be. If the certificate had already been produced by the tenderer during
       the calendar year in which the tender is made, it will be sufficient if particulars of the
       previous occasion are given. Tenders received without such a certificate as
       aforementioned are liable to be rejected.

1.12 Acceptance:
1.12.1 The successful tenderer(s) will be accepted by the APCPDCL to undertake repair
       work to the sick Power Transformers at the rates quoted by the tenderer and approved
       by the APCPDCL for a period of two years subject to periodic review of the quality
       and progress of repair work by the APCPDCL.
1.12.2 The rates quoted against this specification or the accepted rates communicated shall
       be valid and in force upto 2 years from the date of issue of acceptance letters. The sick
       Power Transformers allotted during the above 2 years and including on last day of the
       rate contract period shall be covered by the rates accepted and communicated as per
       this specification.
1.12.3 The successful tenderer(s) shall contact the Superintending Engineer of
       Operation/SCADA circle as indicated in the letter of allotment and take over the sick
       power transformers after furnishing the Bid Security and additional security as per the
       contract terms and enter into agreement with the concerned Superintending
       Engineer/Operation\SCADA within 15 days from the date of issue of letter of
       allotment by the Chief General Manager/O&M/APCPDCL/ Hyderabad.

1.12.4 If the successful tenderer(s) has been allotted the repairs of sick Power Transformer
       units belonging to the different Superintending Engineers of Operation circles under
       APCPDCL, the successful tenderer shall enter into separate agreements with each one
       of them as per para 1.12.3. Further repair works will be allotted by the Chief General
       Manager/O&M/APCPDCL/ Hyderabad during the contract period progressively on
       completion of works on hand.
1.12.5 The APCPDCL reserves the right to supply winding conductors, Transformer Oil,
       Bushing and other parts to the successful tenderer(s) at its discretion for replacement
       in the sick units handed over for repair work to the tenderer. In such cases price
       quoted for replacement of such items shall not be payable to the tenderer. This shall
       not in any way affect Guarantee and workmanship of the works executed by the
       successful tenderer(s) against the contract and shall not vary the overall nature of the
       contract.
1.12.6 The APCPDCL reserves the right to terminate the agreement if the quality and
       progress of repair work is not satisfactory.
1.12.7 The APCPDCL reserves the right to extend the period of agreement by one more year
       beyond two years based on performance of the contract by the tenderer during the
       agreement period.
1.12.8 The sick power transformer units spread over in various SPM centres, substations and
       other sites of APCPDCL the transformer units will be handed over either where they
       are or at the repair centres of the successful tenderer(S) at the discretion of
       APCPDCL. In case the transformers are handed over where they are with APCPDCL,
       the transport shall be arranged by the successful tenderers at approved scheduled rates
       of APCPDCL and the cost shall be borne by the APCPDCL.

1.13 Service Conditions:
1.13.1 The repaired power transformers will operate under the following tropical conditions.
       i) Maximum Humidity                 -       100%
       ii) Maximum isocerauhic level       -       50 thunder
       iii) Maximum temperature in shade -         50 to 45 deg. C
       iv) Minimum temperature in shade -          7.5 deg. C
       v) Maximum temperature on sun -             70 deg. C
       vi) Altitude above sea level        -       up to 1000 meters

1.14   Due consideration will be given to any special devices or attachments, put forward by
       the tenderer which are calculated to enhance the general utility, safe and efficient
       operation of the Power Transformers.

1.15 Completeness of Tender:
1.15.1 The tender should be complete with all details of materials, illustrative and descriptive
       literature and drawings, and information regarding materials used in the repairing of
       Power Transformer. Tenders not accompanied by this information are liable for
       rejection.
1.15.2 The tender should include all minor accessories not specifically mentioned in this
       specification but essential for the completeness of the Power Transformer
       repair/overhaul. The tenderer shall not be eligible for any extra charges in respect
       of such minor accessories, even though they are not mentioned in the tender
       specification.

1.16 Allotment of sick Power Transformer:
1.16.1 The APCPDCL reserves the right to allot the work to more than one repairer at the
       same rates in view of urgency who have participated in the tender and come forward
       to undertake the repairs at the lowest rates / negotiated rates.
1.16.2 After confirming by APCPDCL the acceptance of rates, sick Power Transformer will
       be allotted among all the rate contract holders on rotation basis, depending upon their
       capacity and work turnover in repair/overhaul of Power Transformers.
1.16.3 The local SSI units situated in APCPDCL jurisdiction will be given preference in
       allotment of the Power Transformers.
1.16.4 Proximity of the firm from the location of the sick power Transformer will be
       considered in awarding the work to minimize the transportation charges.
1.16.5 The second Power Transformer shall be allotted after handing over the first allotted
       repaired/overhauled Power Transformer.
1.16.6 The subsequent allotment of sick Power Transformers will be based on the
       performance of the Power Transformers repaired by each company/firm.
1.16.7 It is the sole discretion of APCPDCL to allot the sick Power Transformers to any
       bidder/repairer; mere eligibility does not automatically entitle any rights on any
       bidder for award of repair work.

1.17 Joint Inspection:
1.17.1 The repairer shall inform the receipt of sick Power Transformer to their shed
       immediately to the concerned Superintending Engineer/Operation circle and Chief
       General Manager/O&M/APCPDCL and for nominating the Second Inspecting Officer
       for assessing the extent of damages.
1.17.2 The successful tenderer who will be allotted the sick power transformers for repairs
       shall arrange for joint inspection with the authorized representative of the APCPDCL
       within one week of the receipt of the failed power transformers at the repairer‟s shed
       to evaluate the damages to the sick Power Transformer and to record pre-
       measurements of the damages and assessment of repair work to be carried out. The
       repair work shall be commenced on the sick units only after the damages are noted
       and repair work is determined by joint inspection.
1.17.3 The delivery and completion period shall be indicated in the Joint Inspection Report,
       if not specified, the delivery period for any sick unit shall not exceed 60 days from the
       date of entering into agreement with the concerned Superintending
       Engineer/Operation\SCADA for repair/overhaul of Power Transformer or from the
       date of Joint Inspection, whichever is earlier.
1.17.4 After conducting joint inspection the Repairer/Contractor shall submit the estimate for
       repair of the allotted Power Transformer as per the rates accepted against this
       specification and communicated. The estimate will be scrutinized, processed and if
       found reasonable orders for repairing/overhauling the Power Transformer will be
       placed.
1.17.5 After Joint Inspection if the repairs are uneconomical APCPDCL will cancel the
       allotment.
1.17.6 If the Contractor/Repairer does not show the progress as per the time schedule agreed
       during joint inspection the APCPDCL reserves the right to cancel the work. Such
       work(s) maybe got executed through alternative agencies at Contractor‟s cost and

       risk; and without prejudice to the right of the APCPDCL to levy any penalties as per
       the terms of the agreement. The Contractor should give a declaration accepting the
       above along with the bid duly filled and signed in the scheduled enclosed.

1.18 APCPDCL Hold Quality plan on Stage wise Inspections:
1.18.1 Stage wise inspection of CCA (Core Coil Assembly) shall be arranged in the presence
       of APCPDCL officers before going to hot oven chamber to ensure that the
       repair/overhaul works have been carried as per the Joint Inspection report and to
       check all items as per repair/overhaul estimate. This is APCPDCL hold point
       (Customer Hold Quality plan CHQ) and without APCPDCL approval of clearance at
       this stage the repair/overhaul work of sick Power Transformer shall not be carried for
       the next stage i.e., for keeping in hot oven chambers.

1.19 Testing and Inspections:
1.19.1 The power transformers after repair shall be tested as stipulated in the specification
       and as per relevant ISS and the test certificates should be submitted to the concerned
       Superintending Engineer/Operation circle and got approved by him. The Tenderer
       should specifically mention about furnishing the test certificates and a specimen form
       of the certificate should be furnished along with the tender.
1.19.2 The accredited representative of the APCPDCL /Hyderabad shall have access to the
       works of the successful tenderer (s) at any time during the working hours for the
       purpose of inspection during the repairing of equipment and testing. The tenderer
       should provide all the facilities for testing at any time. As soon as the repaired
       equipment is ready the tenderer should duly send intimation to the concerned
       Superintending Engineer/Operation /APCPDCL with a copy to the Chief General
       Manager/O&M/APCPDCL by Regd. post and carry out the tests before the
       representatives of APCPDCL.
1.19.3 The dispatches shall be affected only if the test results comply with the relevant IS
       specification. The dispatch shall be made only after the inspection by the APCPDCL
       Officer is completed to his satisfaction and the Inspecting Officer gives clearance for
       the repaired/overhauled unit to move to the destination station. If the test results are
       found to be not satisfactory, the repairer has to make further necessary repairs to the
       Power Transformer till the test results are satisfactory.
1.19.4 Expenditure towards testing is to the account of repairer only.

1.20 Delivery:
1.20.1 The delivery period shall be reckoned from the date of placing repair/overhaul orders
       and completion period as decided in the respective joint inspections in each case. The
       delivery period quoted shall be firm, definite, unconditional and on the basis of
       receipt of repaired units at destination in good condition without any bearing on the
       procurement of raw material or any similar prerequisites. The repairer should take
       care of all the delivery periods for material procurements and indicate completion
       period at the time of Joint Inspection.
1.20.2 The repairer shall adhere to the delivery period indicated in the Inspection Report,
       failing which the penalty shall be levied as per para 1.21 below.
1.20.3 The successful tenderer will not be normally permitted to carryout repairs for more
       than '2' (two) sick units of APCPDCL at any one time and shall be capable of
       delivering at the rate of one unit per month. The delivery period for any unit shall not
       exceed 60 days from the date of taking over. The delivery period for each sick unit

       against the contract shall be guaranteed under penalty as in Para 1.21. APCPDCL
       reserves the right to revise the delivery destination before completion of inspection
       and testing without any change in terms and conditions. The period of delay on the
       part of the APCPDCL to communicate the delivery destination by the time of final
       inspection and testing, shall not be counted for penalty under Para 1.21.
1.20.4 The date of delivery is the date on which the transformer is notified as being ready for
       inspection/dispatch after repair/overhaul (in the absence of such notification, the date
       of dispatch Transport Note is to be considered as the date of delivery) or the
       contracted delivery date (including any agreed extension thereto), whichever is
       earlier.

1.21 Penalty and Late Delivery:
1.21.1 In case of delay in delivery, whatever be the reasons, the APCPDCL may at its option
       demand and recover an amount equivalent to 1/2 percent of value of the estimated
       /actual repair cost, whichever is higher for every week of delay or part thereof subject
       to a maximum of 5% of total value of the contract. The right of APCPDCL shall be
       without prejudice to its rights under the law including the right to cancel the contract,
       forfeit deposit and /or recover damages for breach of contract.

1.22 Materials & Workmanship:
1.22.1 The workmanship shall be of the highest grade and the entire repair shall be in
       accordance with the best modern practice and in conformity with the IS and CBIP
       specifications.
1.22.2 All the materials used in the repair/overhaul of Power Transformer shall be of the best
       class and shall be capable of satisfactory operation in the tropics under service
       conditions without distortion or deterioration. They shall confirm to the requirements
       of the appropriate Indian Standards. If the material used is not as per standards then
       the repairer/contractor will be black listed and amounts will not be paid to him.
1.22.3 The entire design and construction shall be capable of withstanding the severest
       stresses likely to occur in actual service and of resisting rough handling during
       transport.
1.22.4 The APCPDCL reserves the right to order for 3rd party inspection of the materials
       supplied and utilized by the contractor for the repair/overhaul for its quality and
       performance.
1.22.5 All works shall be carried out in accordance with the relevant clauses of the Indian
       Electricity Act and Rules unless modified by this specification. In case of variation
       between the two, the later shall be binding on the repairer.

1.23 Packing:
1.23.1 The equipment and all its accessories shall be securely packed and dispatched at
       contractor‟s/Repairer‟s risk and cost. The packing maybe in accordance with the
       manufacturer‟s standard practice unless otherwise specified. The Contractor/Repairer
       should however, ensure that the packing is such that equipments reach the destination
       without damages after transport by Road. Any material found short inside the intact
       packing cases shall be supplied by the contractor at no extra cost to the APCPDCL
       including freight charges.

1.24 Guarantee:
1.24.1 The successful Tenderer shall guarantee the repaired/overhauled power transformer
       units as follows:
       a) Safe electrical and mechanical stresses on all parts of the equipment, under
           specified conditions of operation.
       b) Quality and strength of materials
       c) The material replaced/rectified shall be guaranteed for satisfactory operation for a
           period of atleast one and half year (18 months) from the date of commissioning.
1.24.2 If during the period of guarantee, any of the materials, equipment replaced/ rectified
       are found defective and /or fail in test or while in operation, such materials, equipment
       shall be repaired or replaced by the tenderer free of cost within reasonable time
       including to and fro transport charges of failed PTR under RGP, irrespective of
       the reimbursements from the insurance company, failing which the cost of the failed
       units will be deducted from subsequent bills/bank guarantee. After repairs the PTR
       has to be transported to the place allotted. The re-repaired transformer units shall
       be guaranteed for a fresh period of one and half year (18 months) from the date
       of commissioning.

1.25 Jurisdiction:
1.25.1 All and any disputes or differences arising out of or touching the order against this
       specification shall be decided only by a panel of arbitrators as detailed below:
        i) Disputes involving amounts upto and The Superintending Engineer/
            below Rs.10,000/-                        Operation of the APCPDCL other
                                                     than the circle to which the dispute
                                                     relates.
        ii) Disputes involving amounts ranging       The Chief General Manager/O&M
            from Rs.10,001/- to Rs.50,000/-          of the APCPDCL.
       There shall not be any reference of disputes to the arbitration, if the value is above
       Rs.50,000/-.
1.25.2 The parties shall approach the competent Civil Courts (situated at Hyderabad and
       Secunderabad only), if any such disputes arise and where the value is more than
       Rs.50,000/-.

1.26 Works to be allotted on trial basis:
1.26.1 APCPDCL reserve the right to allot the sick power transformers to other repairers to
       asses their repair capability.

                               SECTION – 2 : FINANCIAL

2.1   Prices:
2.1.1 Firm Prices: The prices quoted shall be FIRM and without any Price Variation
      should be inclusive of Excise Duty (ED) and other legally possible duties and levies
      wherever applicable but excluding VAT and Service Tax. It is the responsibility of
      the tenderer to inform the applicability and present rate of ED, VAT and Service Tax.
2.1.2 APCPDCL will not be responsible for any variation in the ED and other legally
      possible duties and levies and it is to be absorbed by the bidder for any upward or
      downward revision.
2.1.3 Even though composite firm price is quoted, breakup for all duties, taxes, freight,
      insurance, etc., shall be furnished.
2.1.4 In case the tenderer is exempted from paying Excise Duty or VAT or Service Tax
      such tenderer shall invariably enclose a copy of the excise duty/VAT/Service Tax
      exemption certificate. Otherwise Excise Duty gate pass has to be invariably furnished
      along with each Bill if order is placed.

2.2   Currency of Payments:
2.2.1 All payments will be made in non convertible Indian Rupees.
2.2.2 All royalties for patents or charges for the use or infringement thereof that may be
      involved in the construction or use of any equipment shall be included in the tender
      prices. The tenderer shall protect the APCPDCL against any and all such claims
      arising on account of the use thereof.

2.3   Performance Security:
2.3.1 The successful Bidder to whom the contract is awarded will be required to furnish the
      performance security of 5% of the value of the contract for proper execution of the
      contract, and valid for a period of 1 and half year (18 months) over and above the
      specified completion period. The performance security will be furnished by way of
      DD / Bank Guarantee in the prescribed format. The Bank Guarantee shall be extended
      suitably in case it is required.
2.3.2 If the bidder fails to furnish the performance security as specified within fifteen days
      of the award of contract is liable for cancellation of the contract and forfeiture of the
      Bid security.

2.4    Terms of Payment:
       The following terms of payment are only acceptable. Tenders received stipulating
       terms other than the following terms will be invalidated.
2.4.1 Payment for the repair/overhaul work to power transformer will be made up to 90% of
      the contract work at the rates approved in the schedules for the items of works done.
      For this purpose the successful tenderer (s) shall submit bills with full details of the
      work done on each unit of transformer on completion of repair/overhaul, to the
      concerned Divisional Engineer to ensure payments in time. The balance 10% will be
      paid after completion of one and half year (18 months) performance guarantee
      reckoned from the date of commissioning as specified or after all the removed
      components of the sick transformers are handed over to the CPDCL whichever is
      later.
2.4.2 No interest will be payable in case the payment is delayed for whatsoever reason.

2.4.3 The Repairer should invariably submit test certificates as soon as inspection is
      completed so that the test certificate can be examined and approved for issue of
      dispatch instructions.
2.4.4 If the Contractor/Repairer has received any over payments by mistake or if any
      amounts is due to the APCPDCL due to any reason, when it is not possible to recover
      such amounts under the contract resulting out of this specification, the APCPDCL
      reserves the right to collect the same from any other amounts and/or Bank Guarantees
      given by the Contractor/Repairer due to or with the APCPDCL.
2.4.5 When the Repairer does not at anytime, fulfill his obligations in replacing/ rectifying,
      etc., of the damaged/defective materials in part or whole promptly, APCPDCL
      reserves the right not to accept the bills.
2.4.6 The repairer shall not claim any additional amount for the items other than mentioned
      in the Price Schedule that are required for completing the work in totality.

2.5   Responsibility of Tenderer for Loss or Damage:
2.5.1 Tenderer is responsible for the safe custody during the repairs and delivery of the
      repaired/overhauled Power Transformer in good condition at the destination. . He
      should acquaint himself of the conditions obtaining for handling and transport of
      Power Transformers and shall include and provide for security and protective packing
      of Power Transformers so as to avoid damage in transit.
2.5.2 External damages or shortages that are prima-facie the results of rough handling in
      transit or due to defective packing will be intimated within a fortnight of the receipt of
      the equipment/materials. Internal defects, damages or shortages of any integral parts
      which cannot ordinarily be detected on a superficial visual examination though due to
      bad handling in transit or defective packing will be intimated within 2 months from
      the date of receipt of the equipment/materials. In either case the defective or damaged
      equipment/materials should be replaced by the contractor/repairer at free of cost to the
      APCPDCL. If no steps are taken within 15 days of receipt of intimation of defects or
      such other reasonable time as the APCPDCL may deem proper to afford, the
      APCPDCL may without prejudice to its other rights and remedies cause to be repaired
      or rectified the defective material or replace the same and recover the expenditure
      incurred therefore from the deposit such as Earnest Money, Security and Performance
      or other monies available with APCPDCL or by resorting to legal action.
2.5.3 In the event of the goods and materials handed over to the Contractor/Repairer for
      execution of this contract being lost, damaged or destroyed while being in the custody
      of the Contractor/Repairer before being taken over by the APCPDCL the contractor
      shall be liable to make good the loss without any extra charges to the APCPDCL.
2.5.4 To provide the security for the APCPDCL equipment under custody of the successful
      tenderer (s), the tenderer shall provide Bank Guarantee /Insurance for the value of
      equipment under his custody as intimated by the Superintending
      Engineer/Operation\SCADA concerned. The Acquisition Value should be taken as the
      Original Cost of the Asset along with the Book Value from the Asset Balances in
      SAP. Where SAP value of Power Transformer is not available the value (E) is arrived
      as follows.
               E = Book value of the equipment x (1-0.0784 x n)
               Where 'n' is years of service of equipment subject to a maximum of 25 years.

2.6   Delay Beyond Contractor’s/Repairer’s Control:
2.6.1 The contractor shall not be entitled to claim compensation on account of delays or
      hindrances to the works for any cause whatsoever nor the Contractor/Repairer shall be
      entitled to extension of time except in case of force majeure. Should the cause of
      delay or hindrance be on account of force majeure conditions, the reasons attributable
      to the APCPDCL the Superintending Engineer/Operation\SCADA will consider
      whether it is possible or not to grant an extension of time to compensate for this delay
      or hindrance. The Contractor/Repairer will not, however, be eligible for any
      compensation by way of increase in the rates for the works executed beyond the
      contract period.

2.7   Extension of the Time for Completion:
2.7.1 When a work cannot be completed within the completion period indicated for reasons
      beyond the control of the Contractor/Repairer, extension of time shall be granted only
      on the issue of an undertaking by the Contractor/Repairer that he will not put forth at
      a later date, claims for extra payments towards increased overheads, labour costs, etc.

2.8   Force Majeure:
2.8.1 Force majeure is herein defined as any cause which is beyond the control of the
      Contractor/Repairer or the APCPDCL, as the case may be, which they could not
      foresee or with a reasonable amount of diligence could not have been foreseen and
      which substantially affect the performance of the contract, such as :
      a) Acts of God, natural calamities, including but not limited to floods, droughts,
          earthquakes and epidemics;
      b) Acts of any Government, domestic foreign, including but not limited to war,
          declared or undeclared priorities, quarantines, embargoes;
      c) Acts of public enemy, accidents and disruptions including but not limited to fires,
          explosions, breakdowns of essential machinery or equipment.
      d) Transportation delay due to force majeure accidents.
      e) Strikes lockouts and sabotages;
      f) Riots and civil commotions;
       Provided that the successful Tenderer/Repairer shall within fifteen (15) days from the
       occurrence of such a cause notify APCPDCL in writing of such causes.

2.9   Progress of Work:
2.9.1 If it is found that the progress of work is not commensurate with the programme of
      completion, APCPDCL will be entitled to terminate the contract in part or full giving
      15 days notice and get the balance works completed through other agencies at the
      contractors cost and risk.

2.10 Cost Towards Empty Oil Barrels:
2.10.1 If the empty oil barrels are not returned back/devoluted, the cost of the empty oil
       barrels will be charged as per the latest auction rate of APCPDCL, prevailing on the
       date of approval of estimate for repair/overhaul of the Power Transformer and taxes
       as applicable will be charged.

2.11 Shortage of Oil Recovery Cost:
2.11.1 The new transformer oil will be allotted to the repairer with 1% extra quantity of oil
       towards handling and filtration losses. If transformer oil found short after
       transporting the repaired/overhauled Power Transformer with oil to the allotted

       substation then the cost of the oil at the latest procurement rate of new transformer oil
       by APCPDCL shall be recovered from the bills of the repairer.

2.12 Cost towards the damaged parts:
2.12.1 All the damaged parts including the damaged HV/LV winding coils (Copper scrap)
       shall be handed over back to APCPDCL along with the repaired/overhauled Power
       Transformer. The Copper winding coils removed from the repaired Power
       Transformer shall be cleaned before handing over and reduction in weight due to
       removal of insulation is allowable upto 12%. This quantity should match with the
       replaced quantity. The amounts of short fall in quantity if any, of damaged parts shall
       be recovered from the bills of the repairer @ latest auction rates of APCPDCL and for
       winding coils at the „Copper Scrap’ rate at „Mumbai Market‟ published in the ‘The
       Economic Times‟ plus applicable taxes if any.

2.13 Transportation of Power Transformers:
2.13.1 APCPDCL reserves right to take up the work of Transportation of Power
       Transformers and other equipment of Power Transformers by departmentally.
       Entrusting the work of Transportation of Power Transformers to the Repairer or to
       take up the work by departmentally shall be at the discretion of the concerned
       Superintending Engineer/Operation\SCADA circle depending on the availability of
       departmental trailers/lorries and other criteria of urgency and cost economics of the
       prevailing conditions.
2.13.2 The offered/accepted rate for transport of Power Transformer i.e., per MT/km and
       other equipment of Power Transformer is assumed on the prevailing rate of diesel on
       the date of bid submission. The same rate is applicable if diesel cost is
       decreased/increased by 10%. The decrease/increase in transport cost will be
       considered only on the less/excess % beyond 10% and rate payable will be
       decreased/increased only to the extent of the % decrease/increase in the diesel cost
       beyond 10%. For this purpose the prevailing rate of diesel cost at Hyderabad or
       Secunderabad will be considered.

                               SECTION – 3 : TECHNICAL

3.1   Scope:
3.1.1 This specification provides for repairing/overhauling of 33/11 kV sick power
      transformers including transportation to tenderers repair works from site of the
      APCPDCL arranging joint inspection, estimation of repairs, carrying out
      repairs/overhaul, testing and re-transporting of repaired transformer to the allotted
      substations/stores anywhere in the jurisdiction of APCPDCL including loading and
      unloading. The period of proposed contract will be for two years with a provision to
      extend the time period with same terms and conditions.
3.1.2 The particulars of rating and general data in respect of sick power transformers
      covered for repair/overhauling by this specification are as given below:

3.2   Compliance with Specifications:
3.2.1 Except where otherwise specified or implied herein the power transformers shall
      comply with latest publication of Indian Standards 2026/1977 (hereinafter referred to
      I.S.)
3.2.2 Losses and impedance voltage and connection symbol of each transformer shall be as
      per the original design values. The tolerance for these values of repaired/overhauled
      Power Transformer shall be as per IS 2026.

3.3   Design and Standardization:
3.3.1 All materials used shall be of the best quality and class and shall be most suitable for
      satisfactory working under the conditions specified and shall withstand the variation
      of the temperature and atmosphere conditions. There should not be any deterioration
      or distortion in the materials under load conditions, which may set in undue stresses.
      The repairs/overhaul to sick Power Transformers should be carried out with latest
      methodologies by adopting modern techniques.

3.3.2 All connection and contacts shall have adequate cross-section and surface area for
      carrying continuously the specified currents without over heating and fixed
      connections shall be carried/secured by bolts and nuts or set of screws of ample size,
      adequately locked and locking units shall be provided for stud connections.
3.3.3 Transformer losses and impedance voltage on repaired transformer shall be as per
      original design values. The tolerances for these values on repair units shall be as per
      IS:2026. Vector group shall be maintained as per original transformer.
3.3.4 The clearances in air between live conductive parts and live conductive part to earthed
      structures (in air) shall be as indicated below:

3.4   General:
3.4.1 The materials such as winding coils, transformer oil, etc., handed over to the
      successful tenderer for repair work should be accounted for and removed parts of sick
      power transformer such as windings, discarded transformer oil, core, etc., should be
      handed over back to the APCPDCL along with the repaired units to Divisional
      Engineer or authorized representative in charge of the repairs work.
3.4.2 All the insulating materials required are to be provided by the successful tenderer as
      per the specification.
3.4.3 Departmental labour will not be spared for the execution of the work by the successful
      tenderer.

3.5   Bolts & Nuts:
3.5.1 Steel Bolts and nuts exposed to atmosphere with suitable finish like cadmium plated
      or Zinc plated passivity shall be used for diameters above 6 mm.
3.5.2 All nuts, bolts shall be invariably provided with suitable size of spring washers and
      adequately tightened. Any pins and internal bolts shall be locked, with the exception
      of those external to the transformer.
3.5.3 On outdoor equipment, all bolts, nuts and washers in contact with non-ferrous parts,
      which carry current, shall be of phosphorous bronze, where the transfer of current is
      through the bolts.
3.5.4 If bolts and nuts are placed so that they are inaccessible by means of ordinary
      spanners, the tenderer shall provide suitable special spanners.

3.6   Core:
3.6.1 The core of the sick power transformer shall be thoroughly examined at the time of
      joint inspection and parts of damaged core shall be reconstructed from high-grade
      cold rolled, non-ageing grain oriented. (C.R.G.O.), Silicon steel laminations of M4 or
      MOH Grade.
3.6.2 The magnetic circuit i.e., core, yoke, clamping structure shall be thoroughly checked
      and if found abnormal, remedial steps shall be taken.

3.6.3 All core bolts shall be reinsulated with Hylum pipe of suitable diameter. If clamping
      arrangement is possible the same shall be taken adhering to all precautions. Locking
      of core clamping bolts shall be done.
3.6.4 The repairer shall make the clamping arrangement for core and winding such that they
      shall not be disturbed while transport, installation or in service.
3.6.5 Earthing of core clamping structures: The top core clamping structure and
      clamping structure shall be earthed by adopting standard method as per the
      manufacturing practices and CBIP specification.

3.7   Windings:
3.7.1 HV/LV winding coils that have failed shall be repaired by utilizing coils made up of
      suitable new insulated wires/strip of equivalent current carrying capacity. All other
      HV/LV winding coils insulation, which is suspected to have weakened, shall be
      reinsulated after removing the old insulation, straightening and polishing the
      conductor. All insulation between core and LV windings, between HV and LV
      windings shall be replaced with new insulating materials. The phase barriers if
      provided in original design shall also be replaced with similar insulation
      boards/barriers of standard make (Raman or Senapathy).
3.7.2 Windings replaced or re-insulated shall be fully insulated as defined in ISS 2026. All
      neutral points shall be insulated for full voltages as specified in ISS 2026.
3.7.3 The insulation of the transformer winding shall be of high quality and resistant to
      insulating composition liable to soften, loose out, shrink or collapse during service.
3.7.4 Coil clamping arrangements and finished dimension of all oil ducts shall be such as it
      will not impede free circulation of oil with in the ducts.

3.8   Tank, cooling plant, cleaning and painting:
3.8.1 The transformer tank and other accessories shall be thoroughly inspected for any
      leakages, cracks, blow holes, etc., before painting and any defects noticed shall be
      rectified by approved methods, and any deformities in tank shape and other
      accessories are to be corrected before painting.
3.8.2 The associated pipe work i.e. main tank oil feed pipe, conservator drain pipe, pressure
      equalizer pipe, breather extension pipe, explosion vent pipe and any other pipes shall
      be thoroughly cleaned and the welding joints shall be thoroughly checked by passing
      hot oil at 100o C. If any leakage is observed, remedial action shall be taken.
3.8.3 All the radiators shall be thoroughly cleaned with hot oil. All the welding joints shall
      be checked for any leakage and rectification shall be done. Teflon washers for air
      release plugs shall be replaced. Anti-vibration stiffeners shall be provided.
3.8.4 Cleaning and painting: All internal and external structural steel works shall be
      cleaned of all scale and rust by shot blasting or by other approved methods. All non-
      galvanized parts shall be thoroughly cleaned and phosphorous treatment shall be
      given. The transformers including radiators OLTC and other surfaces shall then be
      applied with two coats of primer if necessary before finally spray painted with
      Siemens Grey OF RIL 7032 or 631 and shall comply with ISS 5. The Paint shall be
      preferably with Epoxy base and should be non-fading quality.

3.9   Gaskets:
3.9.1 All gaskets used for making oil tight joints shall be of proven material and qualities
      such as granulated core bonded with synthetic rubber or synthetic rubber gasket.
3.9.2 The Gaskets shall be replaced with RC70C only.

3.9.1 Protective accessories:
3.10.1 Pressure relief device: The diaphragm used for pressure release devices shall operate
       at a static pressure of less than hydraulic test pressure for transformer tank.
3.10.2 Pressure release valve: The pressure release device shall be of heavy duty and shall
       be capable of actuating a limit switch of 2 NO contacts. One NO shall be wired to the
       trip circuit and other to the alarm circuit in the marshalling box.
3.10.3 Bucholtz relay: The Gas operated relay shall comply with IS 3637. Relay with two
       floats shall be provided to the main tank and single float to the OLTC. One contact of
       main Bucholtz relay is wired for trip circuit and other to the alarm circuit.
3.10.4 Oil/Winding temperature meters: Oil and winding temperature meters shall be
       heavy-duty mercury type with 3m capillary. The meter shall have invariably two
       potential free NO mercury contacts.
3.10.5 Silica Gel breathers to be provided shall be of Al. metallic body. All the other
       fittings and accessories shall comply with IS 3639

3.11.1 Transformer Oil:
3.11.1 New transformer oil used in the repaired unit shall be as per specification in the ISS
       335 and it shall be free from moisture and have uniform quality through out.
3.11.2 In case new oil is to be topped up through filter after obtaining required I.R. values,
       handling and filtration losses up to maximum of 1% is permissible.

3.12 Bushings:
3.12.1 Bushings replaced to the power transformer shall conform to IS 3347 in IS 2029 for
       electrical characteristics, materials and dimension.
3.12.2 The bushings for 33 kV shall be of 36 kV, 600 A with detachable stem (3/4”) and for 11
       kV shall be of 12 kV LV Bushing, 630 A with detachable stem (3/4”)
3.12.3 All necessary modifications for fixing the bushings and any other accessories on the
       main tank and on the transformer shall be done by the repairer.

3.13 OLTC
3.13.1 All the moving contacts and fixed contacts including the copper tubes and assembly
       shall be thoroughly cleaned with CTC/CFC.
3.13.2 All barrier board connections from OLTC side shall be cleaned thoroughly and all the
       connecting links shall be tightened.
3.13.3 All the gaskets shall be replaced with RC70C synthetic rubber bonded cork gaskets.
3.13.4 In the event of replacing the moving and fixed contacts the locking pins, circlips shall
       be new one only. The old locking pins shall never be used.
3.13.5 The Sludge in the OLTC tank including the tapping switch shall be thoroughly
       cleaned with hot oil and all traces of carbon shall be removed.

3.13.6 The healthiness of transition resistors, Motor driving mechanism, Energy
       accumulator, clutch bearing mechanism, Geneva wheel roller bearing shall be
       thoroughly checked and minor repairs shall be carried out.
3.13.7 The Cam faces, gear teeth, rollers, and wiping surfaces are to be lubricated with
       molybdenum disulphide in a lithium grease base.
3.13.8 All mechanical operations and electrical operations shall be checked including the
       TPI.
3.13.9 All the mechanical and electrical interlocks including the isolation of electrical drive
       system in the event of mechanical operation of the OLTC shall be checked thoroughly
       and parts like resistances of the TPI, bolts and washers, locknuts, transducers except
       contact points and terminal barrier board inclusive of OLTC both in mechanical and
       electrical modes shall be thoroughly (manual) checked at the repair shop before
       dispatch.

3.14 Tests:
3.14.1 The following tests are to be conducted on the repaired transformers at work spot in
       the presence of APCPDCL representative and record of the same made available. The
       test values shall be guaranteed as per IS: 2026.
       a) Measurement of winding resistance.
       b) Measurement of voltage ratio, polarity and phase relation ship.
       c) Measurement of impedance voltage and load loss,
       d) Measurement of no load losses and no load current.
       e) Measurement of insulation resistance (Refer clause 17-9 of ISS 2010)
       f) Induced over voltage withstand test.
       g) Separate source voltage withstand test.
       h) Load loss
       i) No-load loss at 100%
       j) % Impedance
       k) Regulation at UPF.
       l) Regulation at 0.8 PF
       m) Tests on OLTC, wherever appropriate
       n) Tests on Oil (as per ISS-335) in case oil is either re-conditioned or replaced with
           new oil by repairer.
       o) Magnetic balance test for V&I
       p) Oil pressure test
       q) Tan delta test
       r) Frequency response analysis
       s) Furan analysis (to determine the condition of PTR before repairs)

3.14.2 Any other tests, deemed necessary by APCPDCL shall also be conducted as
       mentioned in the joint inspection report.
3.14.3 The test shall be carried out as per ISS 2026 and approved/CBIP, test standards. The
       test values shall be guaranteed against ISS 2026.
3.14.4 The voltages withstand tests under items (f) and (g) above shall be conducted as per
       ISS 2026. However the voltage with stand values shall be 0.9 times of the specified
       values in the IS 2026 where replacement of windings/re-insulation in all phases and
       replacement of oil is carried out. In other cases the values shall be 0.75 times for
       specified values (full test values).

3.14.5 The IR values between windings and between windings to earth should be checked.
       While checking IR values no external connection lines, lightning arresters, etc., shall
       in service. Bushings shall be thoroughly cleaned before taking IR values. A motorized
       5000 V Megger should be used for measuring IR values. Every time the voltage shall
       be applied for 1 minute.
3.14.6 The insulation values shall be minimum as detailed below. Though the values are
       indicative the drying out process shall never be stopped till steady values are
       recorded.

       If any damage caused during handling, any utilization of inferior raw material, bad
       workmanship, improper and abnormal operation, careless drying out, the repairer
       shall be held responsible and consequential damage shall be done free of cost and the
       decision of APCPDCL in this regard is final.
3.14.7 After completing all the tests, the transformers should be transported and handed over
       to the departmental engineer in charge of the work at respective substations

3.15 Additional Name Plate:
3.15.1 Immediately after completion of repairs/overhaul and test, the repairer shall affix on
       the transformers at free of cost, just below the manufacturers name plate (metallic) of
       suitable size with the following details engraved on it:
               a) Name of the repairer

3.16 Voltage Conversion or Uprating/Derating of Power Transformers:
3.16.1 In case the power transformers ratings is enhanced or derated from the original rating,
       the rates accepted by this tender will be applicable for the items of works covered for
       such works.
