FOR:
1.                                            LOCATION

     We are based at the Council offices in central Solihull although this appointment is
     initially to a specific post, the post holder may be required to transfer to any post
     appropriate to their grade at one of the Authority’s other offices.

2.                                        JOB PURPOSE

     To supervise in a positive & dynamic manner a team of Income clerical officers and
     assistants, including monitoring performance to ensure that service standards and
     deadlines are met.

     To maintain a strong customer focus at all times.

3.                                     WORK PERFORMED

     3.1    PEOPLE RESPONSIBILITIES

            -   Daily supervision and performance monitoring of the team and their output

            -   Supervision of home workers and other flexible working team members,
                undertaking visits to team members at agreed intervals. Maintain daily
                contact and control of working patterns to ensure we have sufficient service
                cover

            -   Monitor flexible working arrangements and deal with any issues

            -   Operation of lone worker and home worker policies

            -   Monitor time-keeping, annual leave, daily sickness reporting, return to work
                interviews and report any issues to the line manager

            -   Monitor and complete probationary reports for new members of the team

            -   Contribute to staff training and development plans

            -   Carry out staff appraisals

            -   Operate out of hours phone cover (to ensure safety of inspection and visiting
                staff)



     3.2    WORK RESPONSIBILITIES

            -   Supervision of Income Team ( Council Tax and NDR to return bailiff stage,
                Sundry Income to final notice stage, Benefits Overpayments to final notice
                stage, mortgages).

            -   Plan the use of resources and monitor output in all work areas, coaching,
                training as required

            -   Productivity monitoring and feedback

            -   Undertake quality checking of the teams work, providing feedback

            -   Maintain expert technical knowledge of legislation for Council Tax, NNDR,
                Housing Benefit Overpayments, Sundry Income and mortgages

            -   Good working knowledge of Council Tax Benefit/Housing Benefit legislation
                and Welfare benefits

            -   Maintain expert knowledge/use of systems, policies and procedures

            -   Operate change control for procedures and systems

            -   Determine system parameters

            -   Undertake system testing (out of office hours working may be required on
                occasions for testing and live implementation /year end)

            -   Deal with and respond to complex enquiries

            -   Investigate and draft complaint letters and provide manager with suggestions
                for quality improvement

            -   Agree, input and monitor payment arrangements

            -   Write off preparation and reconciliation

            -   Checking and authorising refunds

            -   Control of the accuracy and maintenance of the banding and rating lists

            -   Control of discounts, exemptions and relief’s granted for both, Council Tax
                and Business Rates

            -   Valuation – Control of all aspects of this area

            -   Preparation of Tribunal appeals

            -   Tribunal attendance and preparation

            -   Preparation of timetable, scheduling, control and reviewing of all income
                discount and exemption reviews and relief’s

            -   Dealing with calls from front line supervisors

            -   Deal with team queries

            -   Attend training sessions and seminars as required

            -   Carry out customer care visits as required

            -   Alert manager of any perceived training needs

            -   Maintain a strong customer focus at all times




            Other Duties:

            -   Assist with project work
            -   Input into the Directorate and Divisional Performance plans
            -   Diversity – promote Solihull’s diversity Scheme
            -   Undertake Data Protection and Freedom of Information duties
            -   Responsibility for Council equipment and data
            -   Carry out such duties as may be required and are commensurate with the
                role of the post

            Career Grade - Move into the E band is dependent on the following:

            -   Complete IRRV Technician Course in either Benefits or Council Tax
            -   Complete ILM 3
            -   Take on Additional Duties as Senior Enforcement Officer (Band E):

            These duties are:

            -   Responsible for the day to day collection of all Income arrears at all recovery
                stages

            -   Responsible for overseeing enforcement selection

            -   Prepare for and attend Magistrates Court and County Court, representing the
                Council with regards to liability order and committal hearings and County
                Court Judgements

            -   Arrange the issue of warrants and monitor the performance of the Court
                Enforcement Officers engaged in the service of warrants of arrest

            -   Select cases for committal or other appropriate action such as charging
                orders, write off and bankruptcy proceedings

            -   Deal with cases where debtors have been declared bankrupt, liquidated or
                where Administration orders or Voluntary Arrangements are in place

            -   Liaise with Court Enforcement Officers, Magistrates and County Court
                Officers, CAB, CARA etc

            -   Application of the Corporate Debt Policy, including preparation and
                monitoring processes

            -   Undertake debt analysis, determine appropriate action and prepare an action
                plan. Implement and monitor progress against the plan

            -   Deal with difficult and complex cases, making decisions without recourse to a
                more senior manager

            -   Prepare and agree all annual recovery timetables
            -   Write off preparation and submission for members

            Special challenges:

            -   Flexible working – work with colleagues to ensure business needs are met
                and appropriate levels of cover are in place, as the Division moves towards
                home working, flexible working and off site working

     3.3    SAFEGUARDING RESPONSIBILITIES

            adults safe. The post holder is responsible for promoting and safeguarding the
            welfare of children, young people and vulnerable adults she/he is responsible
            for, or comes into contact with.

     3.4    FINANCIAL RESPONSIBILITIES


            To assist in the collection of all income revenue.

     3.5    BUILDINGS AND EQUIPMENT RESPONSIBILITIES

            To look after all equipment used in the line of business.


4.                          SPECIAL CONDITIONS OF EMPLOYMENT


     4.1    MOBILITY
            Whilst this post is initially to a specific post, the post holder may be exceptionally
            required to transfer to any post appropriate to their grade at such a place as in
            the service of the Council they may be required.

     4.2    NO SMOKING POLICY
            The Council operates a ‘No Smoking’ policy. As such, the post holder is
            required to refrain from smoking in any Council workplace.

     4.3    HEALTH AND SAFETY
            The post holder will be responsible for their personal Health and Safety as per
            the Council Health and Safety Policy.

            As a line manager of people the post holder will have key operational
            responsibilities for the day to day implementation of the corporate and
            departmental health and safety policies. In addition he/she will be responsible
            for reporting any perceived problems or deficiencies in health and safety matters
            to his/her business/group/section head.

     4.4    INFORMATION QUALITY

            You will ensure that responsibilities have been delegated to staff and where
            appropriate are regularly reviewed during formal supervision sessions.

     4.5    TRAINING AND DEVELOPMENT
