                            TOURNAMENT FORMAT & RULES

1. AGE GROUPS
   The tournament is approved to host 72 teams. The Winter Invitational will host Division I boys
   U11-U13 and girls teams in the U11-U13 and U16-U19 age groups. The Spring Invitational will
   host Division I boys U14-U19 and girls teams in the U14-U15 age groups.

2. SELECTION PROCESS
   Applications will be reviewed and accepted or rejected based on pre-established criteria. The
   objective will be to have a broad geographic representation while providing evenly matched
   competition. The application date may or may not be taken into consideration. Only properly
   sanctioned and complete applications will be considered for acceptance. Notification of
   acceptance or rejection will be mailed to each applicant. Entry fee refunds will be included in
   the rejection notices. Late applications will be considered on a space available basis.

3. WITHDRAWAL
   Teams withdrawing after acceptance may forfeit their entry fees. Any team who wishes to
   withdraw from a tournament must do so according to the procedures set forth by the CYSA
   Tournament Manual Section 6:13. Failure to do so may result in a minimum $300 team penalty
   assessed by CYSA as well as forfeiture of their entry fees.

4. CREDENTIALS. Credentials from the same season for which the team is applying will be
   accepted in this tournament

   For CYSA and US Youth Soccer Teams:
   The following credentials must be presented at the mandatory team credentials check-in:
   A. An official team roster, including any applicable player add forms, player release forms,
       player transfer forms, adult add forms, and guest player forms stamped and signed by the
       appropriate league, district and/or state registrar or officials.

   B. US Youth Soccer member passes from the same seasonal year for each player (including
       guest players) properly signed and stamped and approved by all required league, district
       and/or state registrar or officials.

   C. A US Youth Soccer membership form with the medical release and hold harmless
       declarations signed in original ink by the parent or guardian (or by the player in the instance
       where the player is 18 years of age) for each player and guest player.

   D. Each team must have at least one properly credentialed adult present on the sidelines of
       each match.

   E. In addition to being checked at the pre-tournament credentials check-in, all members’
       passes will be checked prior to the beginning of each match.

   For Foreign and Other USSF Affiliated Teams (not US Youth Soccer)
   The following credentials must be presented at the mandatory team credentials check-in:

   A. An official team roster, including any applicable player add forms, player release forms,
       player transfer forms, adult add forms, and guest player forms approved by the applicable
       governing Organization.

   B. Member passes from the same seasonal year for each player (including guest players)
       properly approved by the applicable governing Organization.

   C. A membership form for the applicable governing Organization, with the medical release and
       hold harmless declarations signed in original ink by the parent or guardian (or by the player
       in the instance where the player is 18 years of age) for each player and guest player.

   D. Each team must have at least one properly credentialed adult present on the sidelines of
       each match.

   E. In addition to being checked at the pre-tournament credentials check-in, all members’
       passes will be checked prior to the beginning of each match.

   A mandatory credentials check will take place on the Friday evening prior to the tournament.
   Specific check-in time and location will be provided to the participating teams in advance. Each
   team must send a representative to the check-in. Tournament packets will be provided,
   including programs, pins, game cards, and instructions. Any team failing to check-in prior to the
   start of their first tournament game will receive an automatic 2-point penalty.

   To ensure that your team is checked-in timely on tournament day, we encourage teams to arrive
   at the field no later than one to one and a half hours prior to game time.

5. TOURNAMENT FORMAT
   Each age group will consist of a four, five, six, eight, nine, ten or twelve team division. The
   tournament committee will seed all teams at acceptance and prepare schedules accordingly.
   The various formats for the above referenced divisions are as follows:

   FOUR TEAM DIVISION:
   The four teams will play each other in a three game round-robin format. First and second place
   will be determined on total points.

   FIVE TEAM DIVISION:
   The five teams will play each other in a four game round-robin format. First and second place
   will be determined on total points.

   SIX TEAM DIVISION:
   The teams will be divided into two (2), three team flights, Flights A and B. Each team will play
   the other two teams within their flight on Saturday. On Sunday morning, the 1st place team of
   Flight A will play the 3rd place team of Flight B. The 1st place team in Flight B will play the 3rd
   place team in Flight A, and the two second place teams will play each other. The team within
   each flight with the most points from the preliminary round will advance to the Championship
   Final on Sunday afternoon. The team within each flight with the second highest points will
   advance to the Consolation Final.

   EIGHT TEAM DIVISION:
   The teams will be divided into two flights of four teams. Each team will play the other three
   teams in their flight in a round-robin format. The team within each flight with the most points

   from the preliminary round will advance to the Championship Final on Sunday afternoon. The
   team within each flight with the second highest points will advance to the Consolation Final.

   NINE TEAM DIVISION:
   The teams will be divided into three flights consisting of three teams each. Each team will play
   the other two teams within their flight on Saturday for the preliminary round. Teams with 2nd or
   3rd in points within their flight will play a crossover game on Sunday morning. The three flight
   winners and a wildcard team will play in the semi-final game on Sunday morning. The tie
   breaker criteria will apply for any semi-final games ending in a tie. The winners from the semi-
   final games will play in the Championship Final on Sunday afternoon. The losers from the semi-
   final games will play in the Consolation Final on Sunday afternoon.

   TEN TEAM DIVISION:
   The teams will be divided into three flights; one 4-team flight (C) and two 3-team flights (A and
   B). All teams in flight C will play each team in their flight. The two flights of three (A and B) will
   play each team in their flight on Saturday. On Sunday morning, the 1st place team in flight A
   (team with the highest points) will play the 1st place team in flight B (team with the highest
   points). Winner of this game will play the 1st place team from flight C (team with highest points)
   for the Championship Game. The losing team will play the 2nd place team from flight C (team
   with the 2nd highest points) for the Consolation Game. On Sunday the 2nd place team in A will
   play 2nd place team in B, 3rd place team in A will play 3rd place team in B.

   TWELVE TEAM DIVISION:
   The teams will be divided into three flights of four teams. Each team will play the other three
   teams in their flight in a round-robin format. The two flight winners with the most points from the
   preliminary round will advance to the Championship Final on Sunday afternoon. The third flight
   winner and the 2nd place team from any of the three flights with the most points will advance to
   the Consolation Final.

6. HOME TEAM
   The team listed first on the game schedule is the home team and shall have their choice of the
   side of the field. In the event of a conflict in uniform color, the home team will be required to
   change jerseys. The referees shall determine if there is a conflict in jersey colors and/or the
   goalkeeper jersey colors. The home team will be responsible for providing the game card and
   the game ball. In the Championship Game and the Consolation Game, the home team will be
   the flight winner with the higher total points.



7. START TIME / FORFEITURES
   Teams should arrive at the field no less than 30 minutes prior to the scheduled start time of their
   games in order to be checked in by field marshals and/or referees. Warming up on the field will
   be allowed only if there is extra time available between games. No team may play with less
   than seven (7) players on the field. A five (5) minute grace period, after the start time
   established by the referee, will be allotted any team with less than the minimum number of
   players present. If a team does not have a minimum of seven players on the field once the
   grace period has expired, the game will be declared a forfeit. If neither team has taken the field
   with a minimum of seven players within the grace period, no points will be awarded to either
   team.

   The referee and/or the Tournament Committee may terminate a game at his discretion and the
   Tournament Committee may award a forfeit if:

       1. A team leaves the field during the game without the approval of the referee.
       2. A team is sent from the field by the referee for violent play and/or misconduct by the
          coaches, players, or spectators.
       3. A team is deemed to be in gross violation of US Youth Soccer, CYSA-N, or Ajax United
          Invitational Tournament Rules.

   In the event that a team willfully abandons a game or causes the premature termination of a
   game, the team will be requested to leave the tournament and forfeiture fines will apply.
   Tournament points will be awarded to the team that did not forfeit based on the game score at
   the time of abandonment or as a 1-0 victory (8 points), whichever yields the higher point total.

8. LENGTH OF GAMES

   In preliminary games, tie scores will stand. If a championship or consolation game is tied at the
   end of regulation play, two 5-minute overtime periods will be played, golden goal rule applying.
   If still tied at the completion of the overtime periods, the game will be decided by penalty kicks
   per FIFA laws. The length of any game may be shortened or adjusted if deemed necessary by
   the tournament committee due to significant delays resulting from field conditions, weather,
   daylight, injuries, or other matters.

9. PLAYING RULES
   All games will be played in accordance with the FIFA Laws as modified by CYSA-N rules or
   amended by these tournament rules. All games are final – NO PROTESTS WILL BE
   ALLOWED!

   All teams will be scheduled to play three preliminary games. A game that is scheduled and not
   played due to forfeiture counts as a scheduled game, as we cannot prevent unforeseen
   forfeiture. Referees will be instructed to refrain from adding time to the game clock due to injury
   or other delays except under very special or critical circumstances. There will be no overtime in
   preliminary games – all ties will stand.

   Coaching is permitted from the team bench area ONLY, which shall be no more than 10 yards
   from the center line, in either direction.
   Any players wearing orthopedic casts, air splints, metal splints or any other item deemed
   hazardous by the referees will not be permitted to play in tournament games.

10. SUBSTITUTIONS
    Unlimited substitutions are allowed with referee approval in the following situations:
           Prior to throw-ins for your team
           Prior to a goal kick by either team
           Prior to the restart of the game following a goal scored by either team
           At the start of the second half
           Prior to the restart of play following an injured player being removed from the field
           At the beginning of overtime play

   All substitutions shall be made at the mid-field line and the player being replaced must be off the
   field before another player may enter.

11. SCORING
    Tournament points will be awarded and deducted according to the following system:
       3 points for a win
       1 points for a tie
       0 points for a loss
      -1 point deduction for each RED CARD received by a player, coach, asst. coach, or parent

   In the event of a forfeit, the game will be scored as 1-0 (3 points) in favor of the team that did
   not forfeit. If both teams forfeit, there will be no score; therefore, no points awarded to either
   team. If a team withdraws prior to the completion of the preliminary games, all games in which
   they were scheduled to play but did not participate shall be scored as forfeits.

12. FLIGHT WINNERS
    The team that wins all of its preliminary games is the flight winner. If there is no team that wins
    all of its preliminary games or if there is more than one team that wins all of its preliminary
    games, then the winner will be the team with the most points. The second place team is the
    team with the second highest point total, and so on. In the case of a tie in points between
    multiple teams following the completion of the preliminary games, the tie will be determined
    based in order by the following criteria:

           1. Winner of head-to-head play advances*
           2. Total goal differential (goals scored versus goals against with a maximum of plus or
           minus four (4) per game.
           2. Team that allowed the fewest goals scored advances
           3. Team with the most goals scored (to a maximum of 4 per game) advances
           4. Team with the fewest red cards advances
           5. Penalty Kicks per FIFA rules

   *Should there be a tie in tournament points between three or more teams, the tie breaking
   procedure may begin with #2 above. When and if one team is eliminated and two teams remain
   tied, the remaining teams will continue in the tie-breaking process, at the same point on the list
   where the eliminated team was removed. Do not recommence at the beginning of the process
   after a team is eliminated.

13. AWARDS
    All participants will receive a tournament program and a participation pin. Individual awards will
    be given in each playing division as follows:

                    4 Team Division – Awards for first and second place
                    5 Team Division – Awards for first and second place
                    6 Team Division – Awards for first, second, and third place
                    8 Team Division – Awards for first, second, and third place
                    9 Team Division – Awards for first, second, and third place
                   10 Team Division – Awards for first, second, and third place
                   12 Team Division – Awards for first, second, and third place

14. SPORTSMANSHIP

   Good sportsmanship will prevail at all times and is expected from all players, coaches,
   and spectators. Coaches are responsible for the conduct of their players, parents,
   assistant coaches, team officials, and spectators at all times. Failure to control the
   conduct of their sideline may result in the ejection of the coach.

   Parents and spectators must sit on the same side of the field as their team.

15. EJECTIONS
    Any player, coach, assistant coach, or registered team official receiving a sendoff (red card) will
    automatically be suspended from their next tournament game. In addition, a coach shall have
    two (2) games added to the suspension that would normally be levied against a player. The
    send off report with be reviewed by the Tournament Director who will determine, bases on the
    circumstances, if any additional suspension will be added. CYSA procedure section 4:08 will be
    used in determining required minimum penalties. The Tournament Committee will have the
    authority to extend the suspension as deemed necessary. All sendoffs will be reported to CYSA
    and the member pass will be forwarded to the appropriate District Commissioner for all
    suspensions that have not been served in their entirety. Sendoff reports are forwarded to the
    District Commissioner for every player or coach who is sent off, whether the suspension has
    been completed or not. Any additional disciplinary action beyond that assessed by the
    Tournament Committee shall be at the discretion of the player’s and/or coach’s District or CYSA
    disciplinary committees.

16. A FEW REMINDERS
    CYSA-North and California State Law expressly prohibit the possession or consumption of
    alcoholic beverages or any other controlled substances. Any team (including players, coaches,
    parents, and spectators) found to be in violation of this mandate will automatically forfeit all
    games played and face possible expulsion from the tournament.

   The Tournament Committee is the “Court of Last Resorts.” The tournament committee will
   review any problems or issues that are not specifically covered and reserves the right to
   establish policy as deemed necessary. The decisions of the Committee will be final and there
   will be no appeals.

   Games may be shortened, at the discretion of the Tournament Director, due to weather, injuries,
   game delays or other factors that would unduly compromise the completion of the tournament
   as scheduled.

17. QUESTIONS / CONCERNS
    The tournament director and/or committee will be available at the tournament headquarters to
    answer questions and deal with problems. The site of the tournament headquarters will be
    published in the tournament program. Should your team have any questions or concerns, the
    head coach ONLY may address them to the tournament director.                  The tournament
    director/committee will not discuss team-specific matters with parents, players, spectators, or
    managers. Any team from which a person other than the head coach repeatedly approaches
    the tournament director/committee, especially after being asked to refrain from doing so, may
    face penalties and possible expulsion from the tournament.

18. MEDICAL ASSISTANCE
    Any injuries sustained during the tournament should be reported to the Tournament Director or
    Field Marshall so that an incident report can be completed. Emergency medical assistance is

available at Memorial Medical Center on the corner of Coffee Road and Briggsmore Avenue in
Modesto, Doctors Medical Center on the corner of Orangeburg Avenue and Florida Avenue in
Modesto, and Emmanuel Medical Center on the corner of N. Olive Avenue and Delbon
Avenue in Turlock. Maps of these hospitals will be available in the tournament program and at
the Tournament Headquarters.
