Minutes of the Meeting of the Town Council
held
Monday, 15th February 2010

Present: Councillor T Hall (Chairman)

TC/525 To received apologies for absence: Councillors - J Coulson (ill),
J Harvey (ill), J Forrest (Work Commitments), C Eatough (ill).
TC/525 To receive and adopt the Minutes of the Town Council Meeting held on
Monday, 18th January 2010 – the minutes were presented and questions invited.
RESOLVED: The minutes are received as an accurate record
TC/526 To receive the Police Report – Members were informed of the apologies of
Sgt Wilson, who was unable to attend the meeting, but had prepared a report for
members to note.
RESOLVED: The report is received.
TC/527 To discuss the tabled planning lists and agree the Town Council
response of recommendations. Councillor Hall informed members that he wished to
bring this item forward on the agenda as two members of the public were present for
the ‘Bayford Site’ application. The Chairman of the Planning Advisory Group was
asked to present the planning list 17 and the group comments thereof to members and
the public. Members and the public were also informed of the Environmental Agency
public event to be held on the 25th February in the Upper Hall of the Town Hall between
2pm to 8pm, regarding the flood alleviation plan for the area.
10/00012/FUL Construction of 14 apartments, car parking and associated works
(Bayford Site) – Councillor Dobson declared a personal interest being a member of the
Internal Drainage Board and presented his detailed technical report of this application
to members. Members were informed of concerns in respect of flooding issues, the
area being that of a zone 2 and therefore very vulnerable, the floor level and the
substantial bulking effect of proposed build for the footprint.
RESOLVED: This application is deferred and referred to the Hambleton
District Council, Development Management Committee and the
concerns are highlighted re flooding, the floor level and the requirement
for more technical information. Furthermore a site visit is requested.

TC/528 To receive and adopt the Minutes of the recent Committee Meetings:
a) Amenities held on 1st February 2010 – Councillor Blades presented the minutes
of the meeting and invited questions.

Matters arising:
AC/448 Councillor Anderson wished to clarify the funding relating to – was 7k from
Yorkshire Forward (YF), 1.5k from Northallerton and Villages Community Forum
(NVCF) and matched with 6k from Northallerton Town Council (TC). The application
has now been approved for the LED lighting project. Members were informed that the
YF had to be spent by 31st March 2010.
AC/446 – Bailey Court – Councillor Dobson stated that ownership should become clear
as part of the ‘Bayford Site’ application – Appears to be multiple ownership.
TC/529 To receive the Mayors statement and report of functions attended since
the last meeting of the Town Council.
The Chairman informed members that he had only attended one function since the last
meeting and this was
6th February – at All Saints Church – Rotary Club of Northallerton organised
something for Polio Plus and involved the Male Voice Choir and Alverton Singers.
Members attention was brought to forthcoming events:
Tuesday, 16th February Lewis and Cooper Pancake Race – last held 20 years ago
and there will be a team in Sally, Shane and Paul partaking for the Town Council.
Thursday, 25th March 2010, the 10th Field Regiment from RAF Leeming, will have
120 soldiers returning coming back from Afghanistan and they will be parading
through the town at 11am this day, from Post Office down full length of high street.
The parade will be followed by a Church Service and the Lord Lieutenant, Station
Commander and Mayor will take the salute outside the Golden Lion. Full security
issues will be in place and from the evening of Wednesday, 24th there will be no
cars on the high street. All schools been asked to get involved. Letter will be going
to all the town shops asking for support.
Saturday, 30th January 2010, the Deputy Mayor - attended an event called ‘Local
Food Matters’ at the Town Hall, Press release has been issued. The aim to have a
number of presentations about growing food locally, presentations included, Age
Concern talking about a local land share project for the elderly, allotments, the
Allertonshire School Green Team, talked about their allotment at the school,
Incredible Edible at Todmorden, next meeting to discuss all the ideas and decide
way forward is 23rd February.
TC/530 – To receive correspondence as tabled, which the Mayor may wish to
present to the Council. Members were presented with the tabled correspondence list
56 which was discussed as follows:
10/01/56/383 – YLCA – email sent to all councillors asking for comments – none
received to date. Closing date for comments is end of March.
10/01/56/396 – Members attention was brought to the Traffic order for the Town
Square and were informed this will be considered at the May meeting of the NYCC
Area Committee for Hambleton.
10/01/56/398 – The Clerk had responded to this letter and informed the recipient their
comments would be passed on to Mark Haynes.
10/01/56/391 – Was a reply to the letter from the TC re parking enforcement, the
question relating to responsibility for implementation costs was not answered.

TC/531 – To answer questions under Standing Order 24.
Councillor Blades – Shopmobility – declared an interest being a trustee of the
Shopmobility and asked who gives the ok to add additional signage to the finger posts.
RESOLVED: The Clerk to explore with HDC how much it costs to add
additional signage to finger posts.
Councillor Anderson – The Access Audit, is this to be discussed at the next Town Hall
Management meeting. Response - YES

TC/532 - To receive an update regarding ongoing projects and agree points of
action
a) Applegarth Project – Members were informed that a meeting had taken place on
the 8th February which had been led by Andrew Firth of NYCC, notes of which
had been passed on to members. The next meeting is scheduled for 8th March.
Project to be completed by March 2011.
b) Grids at Bullamoor – Meeting 9th February had taken place at HDC, with
members from the EA, Jacobs, Hospital and TC, Clive Thornton elected to take
notes. Asked if they will be re-jigging Turker Beck head, and suggested they use
back cement to do so, therefore it changes are made as suggested this will stop
brash coming down stream.
c) Town Hall – Nothing to report – Ongoing. Plans have been resubmitted.
d) Civic Ceremonies – As reported earlier re the 25th March. The only other official
ceremonies relate to Ormesson Sur Marne Town Twinning Committee, a
meeting had taken place whereby members of the Town Twinning had met with
some members of the TC and two options were proposed - Option 1 they pull out
altogether and everything would come to the TC. Option 2, TC would give
support and take administration on with some support from Committee
members. The Chairman stated his intention to bring positive proposal to the
F&GP on the 1st March 2010. Confirmation there will be a visit to Ormesson in
May this year from the current committee and members.
