Background to the job

IFAD is an International Financial Institution and a Specialized United Nations Agency whose mission is
to enable poor rural people to overcome poverty. IFAD’s headquarters is in Rome, Italy, and its staff
work with poor rural people; and their governments, communities and organisations in more than 80
countries to develop and finance programmes and projects aimed at increasing agricultural productivity
and incomes.

The Programme Management Department (PMD) is responsible for the overall lending programme of the
Fund, and is composed of five (5) regional divisions and a Technical Advisory Division.

Under the overall supervision of the Director, PI, and with the technical control of the Director, Financial
Services Division (FC), for disbursement matters, the incumbent will be responsible for the
administration of loan and grants in accordance with IFAD’s fiduciary responsibility for the purposes of
the disbursement in compliance with loan covenants, procurement and the end use of funds.

Duties and responsibilities

Specifically, the incumbent will be required to:

   a) Ensure effective implementation of the new supervision and implementation support policy and
      resultant modalities aimed at improving quality of project implementation. Liaise with all relevant
      actors to promote effective communication and efficient integration of supervision and
      implementation support functions;

   b) Provide practical recommendations and advice to improve the operational quality of regional
      programmes through managing quality of supervision processes including monitoring
      effectiveness of loan administration and financial management arrangements, assessing and
      commenting on supervision reports, reviewing implementation readiness of projects under
      preparation, provide advice on project design and implementation relating to loan administration
      and financial management;

   c) In close collaboration with country programme management teams and in line with approved loan
      administration procedures and workflow responsibilities:
          i.   Review quality of loan administration provisions in loan agreements and advise on issues
               related to special and project accounts, authorised allocation, financial and audit reporting,
               allocation and withdrawal of loan proceeds, statements of expenditure, and facility and
               procurement provisions, and participate in loan negotiations and facilitate start preparation
               and training where required;
         ii.   Assist in the preparation and final review of draft letter to the borrower;
        iii.    Review the quality of procurement processes (contracting modalities, tender documents,
               timelines in conjunction with annual work plans and budgets) including compliance with
               procurement conditions set forth in the loan agreements as well as the guidelines for
               goods, works and services, and advise findings to Country Programme Managers for
               consideration and action;
        iv.    Ensure efficient disbursement of loan funds though timely processing and reviewing of
               withdrawal applications, preparation and control of payment orders and logbook and
               proactive communication with the Project Management Units of IFAD-funded projects;
         v.    Assist and responding to queries relating to appraisal/design, compliance, Annual Work
               Programme and Budget (AWPB) and interpretation of conditions stipulated in loan
               agreement and IFAD procedures and processes;
        vi.    Prepare special commitment letters and maintenance of contract payment summaries;
       vii.    Maintain special account recovery control including approval of recovery rate and
               monitoring and control of recovery;
       viii.   Reconcile disbursements reports with the Loans and Grants Section;
        ix.    Manage closure of loan accounts in compliance with IFAD procedures.

   d) Assist with preparation and participate in the Annual Performance Review Process;

   e) Support the regional division in establishing internal quality enhancement mechanisms;

   f) Participate in quarterly problem project-at-risk reviews of the regional portfolio;

   g) Liaise with the other IFAD departments and divisions to facilitate interaction, sharing and
      dialogue on operational performance, quality assurance and effectiveness issues; and

   h) Other duties and responsibilities as assigned.


Professional requirement

Education and experience

      Advanced university degree in finance or related studies is required.
      A professional accounting accreditation or qualification would be an asset.
      At least 8 years’ professional experience, including experience with international organizations,
       rural development/financial institutions or government services, in the area of design,
       implementation, supervision and loan administration of rural development programmes.
      Extensive experience in financial management and loan administration with a bi/multi-lateral
       funding institution.

Communication

       Excellent written and verbal communication including the ability to set out a coherent argument
        in presentations and group interactions in English.
       Working knowledge of an additional IFAD language (French, Spanish, Arabic) and/or a major
        language of the region would be an asset.
       Excellent working knowledge of Microsoft packages and electronic communication.

Other information
